[JTBC TV저녁뉴스(6월22일)인터뷰 일본, 독도지도왜곡(Tokyo1964올림픽공식보고서 지도)]
평소 체육 기자로 오랫동안 알고 지내던 JTBC TV 체육부 온누리 기자로부터 오랜만인 어제 늦은 오후에 한통의 전화가 걸려왔다.
최근 들어 채널 A TV뉴스에 연이어 SBS TV 뉴스에 실체적 진실을 인터뷰하였고 Korea Times에는 독도 관련 사실과 해결방안 등을 영문 기사로 게재하여 전세계에 나름 알린 바 있는데 어제 밤 JTBC TV저녁뉴스 독도관련 인터뷰까지 이어진 셈이다.
지난 주(6월16일) JTBC 오광춘기자가 독도관련 취재한 부분에 대한 문의 및 상의 전화를 해 왔는데 내용인즉, Tokyo1964올림픽 공식보고서에 일본영토 지도에 독도 표기가 없었는데 일본이 2013년 Tokyo2020올림픽 유치 성공 후 2년이 경과한 시점인 2015년경 도쿄도립도서관 등에 전시되고 있는 자료에는 Tokyo1964올림픽 자료를 참고했다며 갑자기 없었던 독도가 일본 지도에 표시되면서 대대적 홍보에 들어간 것으로 취재되었다고 했다.
취재한 Tokyo1964올림픽공식보고서에도 없던 독도가 다시 일본 영토로 되살아나서 타임머신을 타고 왜곡된 것이리라.
Tokyo1964올림픽 공식보고서는 IOC에도 제출되어 보관되어 있으므로 대한체육회(KSOC)가 이러한 실체적 역사적 진실을 비교하여 외신과 IOC에 Fact-Check방식으로 적시함으로 국제적으로 알리는 것이 독도가 한국 영토의 일부라는 엄연한 진실이 세계사에 기록되고 보존되고 인정되기 위해 반드시 필요한 조치라고 생각된다.
아울러 외교부와 정부의 국정홍보 책임 부처 또한 이에 대해 관련 사실 자료에 기반하여 적극적으로 외신 및 글로벌 관계 기관에 보도자료를 배포하고 사실 바로잡기에 들어가야 한다고 사료된다.

대한체육회(KASA-KSC)/대한올림픽위원회(KOC)특채로 입사한 후 국제과장-서울올림픽조직위원회(SLOOC) 집행위원장 겸 체육부장관 국제비서관(파견)-
회장비서실장-국제부장-기획조정실장-국제사무차장 등의 직책으로 근무하며 22여년 간은 각종 국제회의에 KOC회의 대표로, 동하계올림픽-동하계 아시안게임-동하계유니버시아드 참가 한국선수단 섭외임원 겸 선발대장 겸 각국선수단장회의에서 한국선수단 단장대행 등으로 활약하였다.
이어서 18년 간은 평창동계올림픽 3수유치도전 기간 내내 국제사무총장 등 국제 통으로, 또한 평창2018동계올림픽조직위원회에서는 조직위원장 보좌역 임무를 감당하며 대한민국 대표 스포츠외교관으로 활동하였다.
이 기간 동안 3명의 IOC위원장-2명의 ANOC회장을 비롯하여 전세계 IOC위원들, 국제연맹회장들과 교류 및 소통하며 동고동락하였다.
원도 없고 한도 없이 해외출장을 다니다 보니 전세계 안 가본 곳이 거의 없다.
대한항공 탑승누적거리만 200만 마일로 지구를 수십 바퀴 돌고 또 돌았다.
Robert Steadward 캐나다 출신 IPC회장이 초대 위원장으로 1989년~2001년까지 12년 간 역임하였으며 그 후임으로 Sir Phil Craven<좌측 사진 좌로부터 필자, 김진선 강원도지사 겸 평창2018초대 조직위원장-Phil Craven>이 제2대 IPC위원장으로 선출되어 16년간(2001년~2017년) 재임하고 제3대 IPC회장으로 브라질 출신 Andrew Parsons<2017.9~> 등 현재까지 총 3명뿐임)

40년 가까이 한국을 대표하는 스포츠외교관으로 활동하는 가운데 만났던 지구촌 각국 대통령-총리-부총리-UN사무총장-Interpol사무총장 등을 비롯하여 세게 주요도시 시장 등 평소 감히 만날 수 없었던 VIPs들과 인연을 맺었다. 스포츠외교가 주는 특권이라고 생각한다.
각국 국왕 및 왕족에 이어 각국 대통령으로는 프랑스 대통령 Jacques Chirac, 중국 국가주석 장쩌민, 몽골 대통령 Bagabandi와 후임 대통령 Nambaryn Enkhbayar, 헝가리 대통령 Pal Schmitt, 각국 총리로는 프랑스 총리 Jospin, 캐나다 총리 Jean Chretien, 일본총리 Gaifu Dosiki와 후임총리Yoshiro Mori, 튀니지 총리 Mohammed Mzali, 크로아티아 총리 역임한 NOC위원장 Zlatko Matesa, 러시아 IOC위원 겸 Beijing2022 IOC조정위원장을 역임한 러시아 부총리 등이 있다.

40년 가까이 국제스포츠외교무대에서 활동하면서 UN사무총장과 INTERPOL사무총장 등을 포함하여 세계각국 대통령-국왕-왕족-총리-장관 등 VIPs를 많이 만나고 교류한 바 있다.
필자가 스포츠외교관이 아니었다면 언감생심(焉敢生心) 이런 VIPs들과의 만남이 가능했을까 생각해 보면 스포츠가 지닌 파워가 엄청남을 새삼 깨닫게 된다.
이제 코로나바이러스 대유행으로 해외출장이나 인적 네트워킹이 앞으로도 원활하지 못하게 될지도 모르는 상황에서 보면 격세지감(隔世之感)이 느껴지기도 한다.

오랜 만에 Korea Times지 대표이사로 부임한 오영진 CEO로 부터 한통의 전화가 걸려왔다.
최근 Hot Issue가 되고 있는 독도문제 해결방안에 대한 의견을 담은 글을 써 줄 것을 부탁했다.
다음은 Korea Times지에 실린 필자의 글이다.
<Tokyo urged to delete Dokdo from torch relay map>

If and when we understand each other and accept the facts, there will be no conflict, nor contention. The Dokdo issue perhaps could rather serve as a "bridge over the troubled waters" between Korea and Japan through the Tokyo Olympic Games slated for this summer. And Korea and Japan will hopefully become good neighbors.
It is my sincere wish that the Dokdo issue will serve that purpose between the two neighboring countries beyond short-sighted self-interest. I would like to call it a true sense of the Olympic values of "Excellence, Friendship and Respect." The Tokyo Olympics is not about Dokdo contention, but about a legacy of harmony, progress and world peace.
The Tokyo Olympics organizing committee is still under increasing public pressure in Japan as to whether to go ahead with the Games or otherwise due to COVID-19 pandemic. It is reported that the scheduled gala reception for VIP guests from various countries at the closing ceremonies of the Tokyo 2020 Games could be cancelled, despite being an excellent opportunity for Japan as the host country to make the best use of the occasion to promote and enhance its diplomatic prowess to the whole world.
In addition, 10,000 Olympic volunteers tendered their resignation. This is, indeed, a bad omen for an Olympic host country staging the global games. Under any circumstances, Japan has a solemn duty to respect an Olympics spirit free from political maneuvering, by no longer posting the map showing the route of the Olympic torch relay which includes Dokdo as a small dot above its Shimane Prefecture.
As soon as such a map appeared on the Tokyo Olympics official website, it prompted a protest in Korea, with some even calling even for an Olympic boycott. It is reported that quite recently Korea's Ministry of Culture, Sports and Tourism and the Korean Sports and Olympic Committee sent an official letter to the International Olympic Committee (IOC), urging its "active mediation role" in this matter.
As expected, Tokyo has rejected requests from Korea to eliminate Dokdo from the Tokyo Olympics website. The map issue appeared to have particularly irritated the Korean public recalling that Dokdo was not shown on a flag of the Korean Peninsula when an inter-Korean delegation carried it at the opening ceremony for the PyeongChang 2018 Olympic Winter Games in consideration of Japan.
As noted, Dokdo was removed from the Korea Unification Flag after Korea accepted an IOC request that followed a strong complaint from Japan. At that time the IOC asked the PyeongChang 2018 Organizing Committee to respect the guidelines on political neutrality which the IOC had set as its policy in relation to world political matters.
But for the Tokyo Summer Games, it does not seem to be the case of an equal application of political neutrality by the IOC in response to the request from Korea. Nevertheless, as of now, I do not want to call this a double standard by the IOC. In this context, I would like to give the IOC the benefit of doubt, because IOC President Thomas Bach is a proven world leader with balanced thought to pursue his policy of "Unity in Diversity," where applicable.
How to move the IOC to resolve Dokdo issue
The Olympics is the one and only tool to unite people beyond political differences. The Olympic Games have come a long way in society as a remedy to solve insolvable issues. As IOC President Bach once mentioned, "At this moment in time, no other event brings the entire world together in peace, like the Olympic Games. The Olympic Games are the best expression of our values in action."
The Olympic Games must be beyond all political tensions. They must not be a tool for political maneuvering. The Olympic Games must be seen as a stage for dialogue. They are a symbol of hope and for peace. This is the message the Olympic movement promotes. In this way, the Olympic Games can play an important part to promote friendship, peace and solidarity through sport in the post-coronavirus world.
Aristotle once said, "We are what we repeatedly do. Excellence, then, is not an act, but a habit." It is still unclear why while the IOC prohibits the use of the "Hakenkreuz," a symbol of Nazi Germany under Hitler, it tends to fail to notice using cheering equipment for the Japanese team showcasing the symbolic design of a war crime from World War II, called the "Flag of the Rising Sun."
Should the Korean government decide to boycott the Olympics, the victims will evidently be Korean athletes who have prepared for the Tokyo Games for such a long time. However, under such unfair circumstances in relation to the Dokdo issue, it would also be difficult to insist that the Korean team should participate in the Games, because it would give an undue and wrong impression to the whole world as it might put more weight on Japan's claim to Dokdo as its territory.
In my opinion, it would be much more effective for two Korean IOC members to write a letter appealing to all their colleagues -- IOC members and International Federations heads as well as the global media -- in order to persuade them with the precedent set at the PyeongChang 2018 Winter Games. It would, then, move the IOC to interact with the global reaction in a fair and due direction.
As Winston Churchill once said, "Attitude is a little thing that makes a big difference, and now this is not the end, it is not even the beginning of the end. But it is, perhaps, the end of the beginning." At the same time, it reminds me of a Korean movie titled "It is not completely over until finally concluded."

글로벌 코로나바이러스 대유행의 와중인 6월14일 소규모 그룹의 Tokyo2020올림픽개최 반대항의집회가 Tokyo시내에서 있었는데 이는 다음날인 6월15일 Tokyo2020올림픽 IOC조정위원장 겸 IOC부위원장인 호주의 John Coates의 일본 도착을 앞두고 벌인 시위였다.
30명 가량의 시위대(protesters)는 비가 주룩주룩 내리는 이날 일본올림픽위원회(JOC)본부 건물 앞 야외에 서서 “우리는 올림픽이 필요 없다.”와 “Coates는 오지 마라!”라고 적힌 슬로건을 외치고 있었다고 Kyodo뉴스가 보도하였다.

짧은 데모 중, 전시된 포스터내용에는 “건강 돌봄, 백신 또는 세금을 올림픽에 사용하지 마라! “(Do not use health care, vaccines or tax money for the Olympics)라는 메시지도 포함되어 있었다.
이들 시위대는 Tokyo2020올림픽 IOC조정위원장인 Coates가 지난 5월 개최도시인 도쿄가 비상사태 상태로 계속되더라도 올림픽은 여전히 치러질 수 있을 것으로 믿는다(he believed the Games could still be staged in Tokyo even if the city remained in a state of emergency)고 언급한 코멘트에 특히 분노하고(angry at comments) 있었다고 한다
6월15일 도착한 Coates는 전날인 6월14일 도착한 Kit McConnell IOC스포츠국장과 함께 Tokyo2020올림픽 최종준비점검 차(to oversee the final preparations) Tokyo에 머물고 있다.
시위대 중 한 여성 구성원은 “그들이 말로만 안전한 대회라고 하지만 정작 설명을 아무것도 하지 않고 있다”(They talk about a safe and secure [Games], but there's been zero explanation) “그들은 시간이 지나면 우리가 포기할 것으로 생각한다면 그들은 우리를 바보로 알고 있는 것”(They must take us for fools if they think we'll give up as time passes)이라고 언급하였다고 Kyodo 뉴스가 보도하였다.
[독도와 도쿄올림픽과 외로운 섬 독도(獨島)에 관한 제안 3편 종결 편(Tokyo Olympics and “Dokdo(獨島)”, Namely Only Lonely Island/Conclusion Edition)]
Tokyo2020올림픽개최 초읽기 상황에서 올림픽운동의 지속 가능한 유산 가치(Sustainable Legacy of Olympic Movement)와 연계하여 독도 이슈 3번째 이야기를 시작한다.
독도(獨島) 이슈에 대해 국내와는 달리 아직까지 외신(SNS포함)에서는 단 한 줄도 다루고 있지 않고 있다. (‘Dokto’ issue appears neither as stories nor as articles in global media including SNS as yet, even though Korean media and local heavy weight politicians including local civic groups claim even Olympic boycott at the up-coming Tokyo2020 Games.)
그래서 필자는 조심스럽게 또 개인적으로 생각하는 독도 해법에 대하여 상생하는 입장에서 늦지 않게 이 문제를 해결할 수 있는 독도 및 건전한 제안을 영어로(혹시 외신이나 외국 친구들과의 공감대 형성을 꾀하기 위하여)하고자 한다. (With this in mind, I decided to carefully and personally touch upon ‘Dokto’ and some sound suggestions to solve this issue sooner than later on a win-win basis.)

*Series III: IOC and the future Impact of the Olympic Movement with Sustainable Legacy
The Olympic Movement would have to create a new model to showcase “Fast to Follow” and “First to Move” at all times.
The successful organization of Pyeongchang2018 Olympic and Paralympic Winter Games has brought together the peace and prosperity on the Korean Peninsula as an example. The joint bid of South and North Korea (Seoul-Pyeongyang) for 2032 Olympic and Paralympic Games is a product in an extension of the PyeongChang2018 as a log-lasting legacy.
It creates the spirit of hope of peace and harmony in an only divided territory of Korean Peninsula in the world.
The Olympics is one and only tool and bridges to unite the people and overcome political differences.
The Olympic Games came a long way in the human society while showcasing the remedy to solve the insolvable issues.
Let me exemplify as follows:Seoul, Host City of the Games of the 24th Olympiad1988, has already entered into its own Plan 2040 to integrate and enhance the qualities of social life and welfare of its citizens as early as two years ago, and its Plan 2040 encompasses the idea of City-Growth, City-Redevelopment, and City-Branding in which sport is one of the core values and themes.
In 2022, there will be a Presidential election of the Republic of Korea, and the Korean political circles are in full support of the sport movement.
As IOC President Bach once mentioned, “At this moment in time, no other event brings the entire world together in peace, like the Olympic Games.
The Olympic Games are the best expression of our values in action.
The Olympic Games must be beyond all the political tensions.
The Olympic Games must not be a tool for political maneuvering.
The Olympic Games must be seen as a stage for dialogue.
The Olympic Games are a symbol of hope and for peace.
This is the message the Olympic Movement promote.
In this way, the Olympic Games can play an important part to promote friendship, peace and solidarity through sport in the post-coronavirus world.”

In London2012 Games, Korean national football team player PARK Jong-woo was denied his Olympic bronze medal and barred from appearing on the podium of the victory ceremony by the IOC for holding up a banner that read, “Dokdo is Korean territory,” right after a football match against Japan.
It was against the Olympic Charter Article 50-2. Eventually, he came to receive his bronze medal back in February 2013 after a disciplinary hearing panel delivered him a warning from the IOC.
As stipulated in the Olympic Charter, IOC abides by its rule “to oppose any political or commercial abuse of sport and athletes.”

I personally think it would remain one last resort for Korea to resolve the ‘Dokto’ issue on the occasion of Tokyo2020 Games.

IOC는 6월15일(화) Tokyo2020올림픽 출전 선수들 및 임원 용 코로나 방역지침수첩인 Playbook 제3편을 발행하였는데 Tokyo체류동안 확대된 세부절차지침(expanded details on the procedures for Tokyo)과 未 준수 시 처벌 내용(penalties for non-compliance)을 담고 있다.
70페이지짜리 기본원칙(basis tenet)문서에는 “원칙들”(Principles)이 5페이지에 다음과 같이 기술되어 있다:
“The COVID-19 countermeasures described in the Playbook are designed to create a safe Games environment for all Games participants. Equally, they offer an additional layer of protection for our hosts, the residents of Japan. You must fully adhere to the Playbook in the 14 days before you travel, throughout your journey and throughout your time in Japan – keeping your interaction with non-Games participants to a minimum.”
*준수 지침 조건(term of instructions) 을 요약하면 다음과 같다:
1)항시 마스크 착용(식사, 음료 섭취, 훈련, 경기중 및 취침 시는 제외)
2)항시 약어인 CLO(코로나 연락관/Covid-19 Liaison Officer)를 기억하라-각 선수단 및 각 경기장 밀착 배치
3)일본 사전 출국 기존 프로토콜 준수(일본 입국 전14일 간 건강상태체크 필수-일본 입국 전 96시간<4일>이내 코로나 검사 2회 준수 요구-일본 도착 시 일정 분량의 검역 타액 항원 COVID-19검사(quantitative saliva antigen COVID-19 test)실시-Tokyo2020조직위 감독 하에 그 시기에 훈련 및 팀 시설 접근을 위한 3일 간 검역(quarantine for three days)

*IOC징계위원회 결정사항:
1) IOC결정과 동일한 효과(constitute the decision of the IOC)
2) 단, IOC집행위원회가 관할권을 유지하고 나서 징계위원회보고서 내용이 단지 권고사항일 경우는 처벌에서 제외
3)처벌 등 결정사항 불복 시 스포츠중재재판소(Court of Arbitration for Sport)에 항소 가능(may appeal to CAS)

따라서 코로나 상황에서의Tokyo2020의 표어(motto)는 “와서, 마치고 떠나라”(Come, complete and leave)로 요약될 수도 있을 정도로까지 비유되고 있다.
[IOC집행위원회, 국제치어리딩연맹(ICU)포함 6개 국제연맹(IFs) IOC인정종목가맹국제경기단체로 추가, 향후올림픽정식 종목채택후보대상 군으로 분류지정배경]
6월8일~10일 개최된 IOC집행위원회가 6개 국제연맹을 IOC인정가맹국제단체(recognized affiliates)로 추가하였다.
치어리딩(cheerleading) 관할 국제연맹인 ICU(2004년 설립/Memphis Tennessee: 회원국 110+)의 경우 2016년 IOC집행위원회로부터 잠정 인정종목단체(신청 후 6년 경과)로 결정한 후 5년이 경과한 시점에서 다시 정식으로 인정종목국제연맹(IOC Recognized IF)으로 발 돋음 한 것이다.
IOC승인종목가맹단체가 되려면 우선 하계종목으로는 해당국제연맹에 가입된 회원국 단체가 최소 3개 대륙으로부터 50개(a minimum of 50 affiliated national federations for summer IFs)이고 동계의 경우도 최소 3개 대륙으로부터 25개(25 affiliated national federations for winter IFs)이어야 한다.
또한, 해당 대륙가맹단체들이 해당국제연맹이 관할하는 해당종목 스포츠활동이 1개 또는 여러 개 세부종목 형태로 눈에 띄게 진행되고(that exercise a specific, tangible and ongoing sports activity in the one or several sports (or disciplines) that IF administers)있어야 한다고 한다.
새롭게 결정된 IOC인정종목국제연맹(newly IOC recognized federations)은 다음과 같다:
● 국제 치어리딩연맹(ICU: International Cheerleading Union) ● 국제 무에타이 연맹(IFMA: International Federation of Muaythai Associations) ● 국제삼보연맹(FIAS: International Sambo Federation) ● 국제 아이스스톡스포츠 연맹(IFI: International Federation Icestocksport) ● 세계 킥복싱조직체 협회(WAKO: World Association of Kickboxing Organisations) ● 세계 라크로스(WL: World Lacrosse)
IOC가 이번에 내린 승인조치단계만으로는 당장 해당 스포츠종목들이 올림픽프로그램에 추가되는 것을 뜻하지는 않지만 향후 LA2028 올림픽 및 미래 다가올 올림픽에서 정식종목 추가 논의가 생길 경우 IOC의 요구사항에 부합된다는 의지 표명에 도움이 되는 것(helpful in demonstrating a willingness to comply with the IOC’s requirements)으로 해석할 수 있다.
따라서 이들 6개의 인정종목국제연맹은 IOC미인정독립개별멤버연합회(AIMS)회원단체에서 IOC인정종목국제연맹연합회(ARISF)의 회원 국제단체로 재 분류 및 합류될 것이 예상된다.
