Some sports, at least some disciplines within sports on the Olympic program for the Brisbane 2032 Olympic Games, were going to be cut. The Olympic Games, with 36 sports and more than 11,100 athletes coming to Los Angeles in 2028, is too big.

Before she took the floor, the meeting was opened by ASOIF President Ingmar De Vos (BEL), the President of the Federation Equestre Internationale (FEI), who reminded Coventry – as ASOIF President always do – that the International Federations need more support from the IOC:

“The organization of events and certainly, international events is becoming more and more complex with much more requirements that need to be met. In reality, the International Federations are increasingly asked to do more with the same resources. And our membership itself has become more diverse, both in scale and strategic needs.”

Coventry was hardly surprised and noted early in her remarks that “The expectations from all of our stakeholders that they need more revenue generation across multiple Games, all of us trying to raise more revenues.”

Early in her 14-minute address, she made the case for the importance of sport:

“Our Movement is, I believe, more relevant today because of all these things, because of the geopolitics, because of the divide, because of the tension across our regions, because of the ever-changing technology that changes things daily for us and how we run an event, how fans engage with us, how young people engage with us, but we are – I believe – at a bit of a crossroads.

“And we’re going to make it through, we’re going to make sure our Olympic Movement remains relevant, but we’re only going to be able to do that if we do it together.”

Referring to a series of meetings that had taken place on Tuesday, she explained that the process of how the Brisbane 2032 program will be made is just as important as the actual decisions:

“I know that not everyone will be happy, but I do hope that you can at least see from the work that’s been done that we’re just trying to identify a process in which we can all thrive. And in which we can try to make the most relevant Olympic program in the future.

“I thank you for that. I thank you for being super-open. I’m really grateful for all of the feedback you all gave yesterday. It’s really, really important to have this dialogue with each of you. …

“We know that the future matters. And being fit for what we want to see in the future is a challenge, but it is a really great opportunity. It’s an opportunity that we have to showcase to the world that we are transparent, that we are a trusted partner, that we are a genuine partner. These things matter to athletes, and these things matter to the population and to the general public.

“If they don’t have trust in us and what we’re doing, we will not be able to remain relevant, right? We have to be able to have difficult conversations in the most respectful way, but also in the most open and transparent way, knowing that we’re trying to achieve the same goal.

“We know that the Games have grown in size and that means the complexity and the cost of those Games have grown. And if we continue to allow for the Games to get bigger and bigger and bigger, it also means that when we come to revenue distribution, at some point, we’re going to have to start giving you less.

“Which is not going to make you happy and I want to make you happy, so I don’t want to give you less, so it’s in our bests interests to find ways of identifying how we can sustain the cost and the complexity without losing who we are as the Olympic Movement, without losing that inspiration, without losing that experience, for you, for your stakeholders, for our athletes. That is what we’re trying to do. That is what is going to help us be fit for what the future holds.”

Yes, cuts are coming. But this is not the end, but only a continuing step:

“June is just the first step, of so many. …

“The goal is not to destroy any sport. The goal is not to remove a discipline and to just leave you out in the cold, right? It’s to find a way in which, yes, you may not be in the program in Brisbane, but how would we bring you back? What would that look like? How do we need to change and be adaptive to new ways of doing things?

“Those are the conversations that I’m really looking forward to having with you, after June, and as we move forward and making the next decisions in and around the Brisbane 2032 program.”

The discussions are continuing and the decisions will come soon. The IOC’s Executive Board will meet in Lausanne on 9-10 June and then on 21-23 June, followed by an Extraordinary IOC Session from 24-25 June at which the recommendations of the Executive Board will be voted on.

Observed: This is a tense time for some of the International Federations which will not have some or all of their events continued from 2028 to 2032.

The event, held over the weekend in Las Vegas where doping was allowed, promised a break with established sport and artificial records, but ultimately delivered only one unofficial world record and a sense of failure and doubt.

Kristian Gkolomeev, a Greek swimmer, salvaged the dubious honour of this highly controversial and innovative event by recording the 87th fastest time in history in the 50 m freestyle under legal conditions in the Las Vegas pool. The Greek athlete competed in one of the 22 athletics, swimming, and weightlifting events that made up the programme for the inaugural edition, which had already been cancelled twice.

His time of 20.81 seconds beat the previous record of 20.88 seconds set by Australian Cameron McEvoy. However, it will not be officially recognised as it is not approved by the relevant international federation, the International Olympic Committee or any other official governing body.

However, what he is unlikely to be denied is the $ 1 million (€ 860,000) that the organisers promised to transfer to the account of any athlete who broke a conventional record. The organisers had expected several of the 42 athletes to achieve similar performances, thereby edging closer to the 'superhuman' ideal promoted in recent months' marketing.

They were somewhat disappointed, as their revolutionary proposal fell short: the athletes crossed into what they called the 'dark side' of sport yet still failed to achieve rewards beyond the $250,000 (€214,000) awarded for each event victory.

Official data released by the organisers suggests that 91% of participants used testosterone, 79% used growth hormone, 62% used stimulants and 41% used EPO, a substance which transformed endurance sports in the 1990s and which has recently been implicated in cases involving Kenyan athletes. EPO is now considered outdated because it is relatively easy to detect; however, this was not an issue in this case.

According to the data, 36 out of 42 competitors were doping. Paradoxically, the remainder had declared that they would not use performance-enhancing substances, yet they still face a double consequence: some international federations are expected to ban them from future competitions, and only a few secured the financial reward they were seeking.

"This will change my life for the better, without a doubt. It is a great help to me and my family," said the Greek swimmer, according to statements released via the Enhanced Games.

The money earned by some Olympic medallists often does not exceed €100,000. Gold medallists at the Paris 2024 Games received €94,000 from the Spanish Olympic Committee and the financial appeal of the Las Vegas event was therefore significantly higher.

The conclusions are mixed. The slogan presented by the Enhanced Games two years ago — 'We change the world' — was not realised.

Backed by private capital from figures such as founder Aron D'Souza, German businessman Christian Angermayer, PayPal co-founder Peter Thiel and Donald Trump Jr., son of United States President Donald Trump, the event had a budget of around $25 million (€ 21.4 million).

The stated aim of creating a 'new generation of superhumans' appears not to have succeeded. Even athletes such as Fred Kerley, the former world 100 m champion who is currently under sanction from World Athletics and was seen as a key figure in attempts to break Usain Bolt's record, ran the 100 m in 9.98 seconds, well over a second slower than Bolt's record and slower than his own personal best. Kerley said he would not take performance-enhancing drugs and beat others who did, but there was no additional prize.

Another issue is the absence of major sponsors or sports brands. Despite its high-profile positioning, the supposedly global revolutionary platform failed to attract investors who might have seen commercial potential. Not even a logo adorned the polyurethane suits worn by swimmer, garments already banned in conventional swimming as a form of 'technological doping'.

However, there were other victories. American swimmer Hunter Armstrong, the Olympic champion in Tokyo in 2020 and in Paris in 2024, won the 50 m backstroke. He had previously stated that he would not take performance-enhancing drugs and like Kerley, he beat athletes who did.

Audience figures provide another angle. The Enhanced Games were streamed live on YouTube, with around 250,000 people following the event held at a casino hotel in Las Vegas, according to organisers and the venue itself hosted 2,500 invited guests.

"I know some people were expecting many more world records. However, as in science, the baseline matters. We have many more years ahead of us to break world records one by one, and we will do it. We are only just getting started, but world records are not even my favourite part. What inspires me most is the human drive to become the best version of ourselves," said Angermayer, who confirmed that a second edition is planned.

The event has largely been met with criticism. Opponents have described the event as a dangerous' circus show', though no official post-event assessment has yet been issued by international bodies.

The IOC was opposed to it before its launch, and the World Anti-Doping Agency, led by President Witold Bańka, unsuccessfully attempted to persuade US authorities and Congress to stop it.

The project has also received strong criticism from the Athletes' Commission of the IOC. In a joint statement with the WADA, they said,

"These substances can have serious long-term health consequences, including death, and encouraging athletes to use them is absolutely irresponsible and immoral. No sporting success justifies paying that price," the 2025 joint statement read.

Steroids are known to increase the risk of stroke and can damage the liver, which has to work harder to process them, as well as causing cardiovascular damage, as various doping and medical experts have noted, including the University of Cologne (Germany. However, organisers continue to defend their medically supervised approach.

"I wish this investment were directed towards athletes who currently train and compete safely and legitimately," said Travis Tygart, CEO of United States Anti-Doping Agency.

Enhanced Games CEO Max Martin, who succeeded founder Aron D'Souza in November, insists the event supported drug-using athletes under medical supervision and with tailored protocols. "Current anti-doping systems only focus on whether an athlete is cheating. We are rewriting that rule: what is the limit of human performance when science knows no limits?", he concluded in comments posted on social media.

The Grand Slam has confirmed a 9.5% increase in total prize money to €61.7 million, including €2.8 million for each singles champion, while the French Tennis Federation defends its model by pointing to grassroots investment, operating costs and the indirect commercial value the event generates for players.

Against that trend, Coventry argued that resources are already transformed into services, infrastructure and a competitive experience. "Well, they get beautiful venues. They get beautiful villages. They get a beautiful experience. And all of that comes from the money that we raise," she told Sport Nation during the part of the conversation devoted to criticism over the use of athletes' name, image and likeness without direct financial compensation.

The president also rejected transferring to Olympism a model similar to that of the United States' National Collegiate Athletic Association, which since 2021 has allowed college athletes to benefit from commercial deals linked to their profile. In her view, accepting a more direct payment logic could alter the distribution of resources within the movement and affect the breadth of countries, sports and participants that characterises the Games.

"So again, what I challenge athletes, international federations, that are always asking for more money, national Olympic committees, the solidarity model is very particular," Coventry said, before warning that a profound transformation would have structural consequences. "Now, if the entire movement wants us to change, we would have not as many countries, we'd have not many sports, we'd be very particular on what that would look like. I don't think that's the Olympic Games and I don't think the Olympic movement thinks that's the Olympic Games."

Coventry accepts that the IOC must improve its support for athletes, but not through direct payments for participating or winning at the Games. Transparency has become one of the most repeated words in global sport and, at the same time, one of the hardest to verify. International federations, confederations and Olympic bodies publish ethics codes, governance reports, integrity committees and public statements, but many key decisions are still made in spaces that are difficult to scrutinise: internal elections, commercial contracts, political readmissions, disciplinary proceedings, funding for national federations and regulatory changes that directly affect athletes.

The myth is not the absence of rules, but the limited ability of those rules to make power uncomfortable. In fencing, almost 3,000 athletes and coaches have called for an independent review of the International Fencing Federation -FIE- over alleged governance failures; in boxing, the International Boxing Association -IBA- lost Olympic recognition after years of concerns over governance, finance and integrity; in swimming, the case of the 23 Chinese swimmers who tested positive for trimetazidine before Tokyo 2020 forced World Aquatics and the World Anti-Doping Agency -WADA- to defend their procedures; and in African football, the Confederation of African Football -CAF- has faced accusations linked to internal pressure on audit and compliance members.

Electoral opacity: when voting does not mean accountability

The first grey area lies in elections. Much of global sport operates with statutes, electoral calendars, commissions and votes, but the formal existence of a process does not guarantee that power is genuinely contested. Single-candidate races, internal networks, national federations dependent on international funding, unclear regulatory changes and votes shaped by political balances turn many sports elections into administrative processes rather than competitive ones.

The FIE is a particularly representative case because the criticism comes from athletes and coaches who have requested an independent review.

Their complaints include alleged lack of transparency, rule changes, rising financial burdens, cancellations or postponements of competitions and doubts over the screening of neutral athletes. The IBA offers the extreme case: the International Olympic Committee -IOC- withdrew its recognition and the Court of Arbitration for Sport -CAS- rejected its appeal after finding that it had not met conditions linked to financial transparency, sustainability and integrity processes.

Its financial problems were also part of the crisis that ended with the loss of Olympic recognition, while World Boxing, the international federation created to govern Olympic boxing, is now trying to earn the IOC’s trust.

In CAF, the accusations against Véron Mosengo-Omba over alleged intimidation of audit and compliance committee members add another layer: an institution cannot present itself as transparent if those who are supposed to scrutinise it from within report pressure or interference.

The money that cannot always be followed

FIFA is the central case of financial opacity because it combines reform rhetoric, development programmes, extraordinary revenues and a political structure in which the distribution of funds also reinforces power relationships. Play the Game reported in 2025 criticism of the 1.6 billion dollars allocated by FIFA to development between 2023 and 2026, with doubts over the traceability of that money in national federations with transparency problems. The question is not only how much FIFA invests, but what real capacity exists to know where that money ends up, who audits it and whether the federations that depend on those funds can freely challenge the body that distributes them. Transparency, in this case, does not mean announcing investment. It means making it verifiable.

Transparency becomes even more fragile when sporting power shifts towards actors that are not federations, but still shape their decisions: sovereign wealth funds, state-owned companies, global sponsors and governments with their own sports strategies. The case of Saudi Arabia, Aramco and the Public Investment Fund -PIF- shows that grey area: FIFA has brought major Saudi actors into its commercial ecosystem while the country strengthens its weight in the global sports calendar and in the organisation of major events. The problem is not only sponsorship, but the chain of responsibility. When a federation partners with a state-owned company or a sovereign wealth fund, accountability can no longer be limited to sports statutes. It must be clear what human rights controls exist, what contractual obligations are imposed, what information is published and what consequences would follow if those commitments were breached.

The fragility of anti-doping

Financial traceability remains one of the weakest points in global sports governance. International federations distribute development funds, support national structures, sign sponsorships, negotiate contracts, organise events and decide which sporting projects survive. The 2025 governance review by the Association of IOC Recognised International Sports Federations -ARISF- exposed that contradiction: transparency appeared as the strongest area because all participating federations published statutes and sports rules, but only 15 published externally audited accounts.

Anti-doping is perhaps the area where transparency is most delicate, because it combines science, confidentiality, reputation, geopolitics and sporting careers. The case of the 23 Chinese swimmers who tested positive for trimetazidine before Tokyo 2020 exposed that tension: WADA accepted the contamination explanation presented by the Chinese agency, World Aquatics later defended that there had been no mismanagement or cover-up, and several reviews pointed in that direction, but the reputational damage had already been done. When the public only sees the final decision, but cannot clearly understand how the evidence was assessed, who was involved, what doubts existed and why no sanction followed, trust becomes an act of institutional faith.

Consultation is another weak frontier of transparency because many sports organisations present strategic decisions as the result of internal consensus, but rarely allow outsiders to reconstruct how that consensus was formed. The CAF case over the reform of the Africa Cup of Nations -AFCON- shows this clearly: several African officials accused the confederation of failing to fully consult its member federations before moving towards a four-year format from 2028, while CAF defended that the decision had been legally approved by its executive committee.

The transparency issue is not only whether the competent body had the authority to decide, but who took part, what information they received, what objections were raised and why a measure affecting revenues, calendars, national teams and the development of African football did not go through a more visible process for its 54 member associations.

The meeting couldn't come at a better time for Auckland's interests, as if it goes well, it would achieve the ultimate goal: to gain the full confidence of International Olympic Committee President Kirsty Coventry. The event will be naturally attended by the Zimbabwean chief, in what marks her first official visit to the region since taking office. Hosts' best practices would involve urgently addressing the restructuring of global sports in the wake of recent bidding crises and the anticipated renewal process for the Commonwealth Games.

Auckland then officially reaffirms its interest in hosting the 2034 edition, which will follow Ahmedabad 2030, India's long-held dream finally coming to fruition, and which seeks to serve as a stepping stone toward the culmination of its aspirations: the 2036 Olympic Games. Its power works in another way: it has become the place where those rules are interpreted, validated, corrected or limited. In a system increasingly shaped by litigation, its decisions are helping define who can compete, under which flag, which clubs enter Europe, how much room owners have, how anti-doping rules are applied and who can stand in federation elections.

The scale of that role can be seen in its own workload. In 2024, CAS registered 917 procedures, including 642 appeals, 200 ordinary procedures, 41 Anti-Doping Division cases and 13 mediations. Appeals remain the core of its activity, a sign that many decisions taken by federations and sports bodies end up being reviewed in Lausanne. In 2025, football also accounted for 77% of the cases registered before CAS, according to the CAS & Football Annual Report published by FIFA.

In the case of Kamila Valieva, CAS exercised that power on another level: by resolving the anti-doping procedure arising from Beijing 2022, its decision ended up determining the official consequences of an Olympic event already held, with effects on the team figure skating standings, the reallocation of medals and the reputation of athletes, coaches, Olympic committees and the anti-doping system itself.
