[IOC 인증서 프로그램(스포츠 안전지킴이 담당관 Safeguarding Officer in Sport)출범]

 

IOC가 스포츠에서의 폭력으로부터 선수보호목적으로 ‘IOC국제 스포츠 안전지킴이 담당관 인증 제’(IOC Certificate: Safeguarding Officer in Sport)를 출범했으며, 오는 9월 시작될 프로그램의 첫 기수 신청 접수가 진행 중이다.

IOC가 스포츠에서의 폭력으로부터 선수를 보호하기 위한 대응책의 일환으로국제 스포츠 안전지킴이 담당관 인증 제를 출범시켰다.

 

해당 프로그램은 2020 9 IOC 집행위원회의 승인을 받았으며, 오는 2021 9월 시작될 첫 기수의 신청 접수가 진행 중이라고 한다.

 

3명의 프로그램개발책임자가 감독하는 학술자문위원회와 IOC가 협력해 개발한 8개월 과정의 인증서 취득 교육 과정은 Sportsoracle에 개설될 예정이다

 

교육 과정은 누구나 수강 등록이 가능하지만, 특히 각국올림픽위원회(National Olympic Committee), 각국 가맹경기단체(National Federations), 국제연맹(International Federations) 관계자들을 주 대상으로 하는 것으로 알려지고 있으며 NOC는 한 명의 후보자에게 올림픽 솔리다리티(Olympic Solidarity) 장학금을 통한 수강료 면제 혜택을 부여할 수 있다.

 

국제 스포츠 안전지킴이 담당관 인증 제프로그램에 참여하는 모든 참가자는 스포츠 조직의 안전지킴이 담당관 역할을 수행하기 위한 모든 지식, 기술 등을 갖추도록 지원받을 예정이며, 해당 프로그램은 다음과 같은 내용 전달을 목표하고 있다.

 

1)  스포츠 안전 환경 조성을 위한 구성 요소

2)  조직 가치·윤리강령·행동강령 및 바람직한 지배구조(Good Governance) 원칙에 따라 스포츠 조직에 안전지킴이 정책·절차·관행의 개발·채택·구현에 관한 조언과 지원을 제공할 방법

3)  모든 사람이 안전한 스포츠 환경에 참여할 수 있다는 기본권을 바탕으로 선수 중심의 안전지킴이 접근에 관한 핵심 구성 요소

4)  스포츠 단체가 보고받은 모든 괴롭힘과 학대 관련 문제에 대한 대응 방법 및 안전지킴이 담당관의 역할

5)  안전지킴이 정책·절차·관행의 구현을 모니터링하고 평가하는 메커니즘에 관한 이해

 

IOC는 스포츠 내 괴롭힘과 학대 방지(PHAS: Prevention of Harassment and Abuse in Sport) 실무그룹을 통해 IOC와 각국 NOC가 스포츠에서의 폭력을 방지하기 위한 자체 정책과 프로그램 개발을 지속하고 있다.

 

IOC가 마련하여 출범한 이번 국제 스포츠 안전지킴이 담당관 인증 제관련 자세한 내용은 아래와 같다.

 

<IOC Certificate: Safeguarding Officer in Sport>

 

 

1. Course Structure

The Certificate program is offered by Distance Learning on a part-time basis, running for a period of eight months. 

Delivery of the program will involve a variety of teaching methods, including lectures in electronic format, online tutorials, web-based materials, paper-based reading, and an on-line discussion forum.

-Each of the seven Program modules will consist of lectures in electronic format, supported by directed private study, and will include self-assessment elements

-Lectures will consist of online lectures by leading experts in the field

-Lecture material will be supplemented by a program of directed study, including review papers and original research publications

-Students will be provided with a comprehensive portfolio of reading material in electronic format as part of the registration fee.

 

2. About

The IOC Certificate Safeguarding Officer in Sport course, a first of its kind, international safeguarding officer certificate program, is aimed at those who have been appointed or will be appointed as safeguarding officers; serve as the focal point for safeguarding issues; or work in the field of sport integrity, for national or international sports organisations, particularly National Olympic Committees (NOCs), International Federations (IFs) and National Federations (NFs).  Composed of 7 learning modules, this course will introduce participants to their crucial role in the prevention of and response to harassment and abuse (non-accidental violence) in sport including significant contributions to the prioritisation of athlete well-being and safeguarding both within their organisation and at major sporting events. 

The IOC Certificate: Safeguarding Officer in Sport is awarded by the International Olympic Committee. 

 

Certificates will be presented to successful students at a ceremony held at the IOC Headquarters in Lausanne, Switzerland.

 

3. Course Aims

Upon completion of the program, participants will have acquired the skills to:

-Describe the core concepts involved in safeguarding athletes in and through sport: the building blocks necessary to create a safe environment for everyone in sport.

-Offer advice and support to their sports organisation in the development, adoption, implementation and monitoring of safeguarding policies, procedures, and practices in line with the organisation's values, code of ethics, code of conduct, and good governance principles.

-Describe the core components of an athlete-centred approach to safeguarding based on the fundamental right of all persons to participate in Safe Sport: Sport, which is fair, equitable, accountable, and free from all forms of non-accidental violence.

-Demonstrate knowledge of and competence in what is needed to ensure effective implementation of these core components.

-Describe their role (and that of others inside and outside their organization) in implementing appropriate, athlete-centered systems for receiving and responding to all reported safeguarding concerns, including all forms of harassment and abuse, received by their sports organisation.

-Demonstrate a sound understanding of mechanisms to monitor and evaluate the implementation of safeguarding policies, procedures, and practices.

4. Overview

The course will introduce participants to their important role in the prevention of and response to non-accidental violence in sport - including significant contributions to the prioritisation of athlete well-being and safeguarding both within their organisation and at major sporting events. 

The course will address what constitutes non-accidental violence in sport, how and why it occurs, and its impact on athletes, their families and others in the athlete’s entourage and management. It will cover information about the policies, procedures, systems and structures which need to be put in place to respond to reported concerns about athlete safeguarding and protection following an athlete-centred approach, and how these fit with the roles and responsibilities of statutory agencies. 

Unique considerations relating to groups who are more vulnerable to harassment and abuse in sport will be addressed specifically throughout the course along with the intersection of safe sport with other integrity issues.

The course is designed to complement existing policies, research, educational tools and training material currently produced and supported by the IOC, with specific reference to the IOC consensus statements on Sexual Harassment and Abuse in Sport (2006) + Harassment and Abuse in Sport (2017) and looks to empower participants to become educators and supporters of athletes and other athlete support personnel on safeguarding matters.

The course will consist of lectures and assessments across a series of module topics, plus mandatory and recommended reading from various reference sources. Students will also be provided with information regarding a selection of key IOC training resources such as the Athlete365 online course: “Safeguarding Athletes from Harassment and Abuse,”.

5. Audience

This course is aimed at those who

-have been appointed or seek to be appointed as safeguarding officers, or

-serve as their organisation’s focal point for safeguarding issues, or

-work in the field of sport integrity,

for national or international sports organisations, particularly National Olympic Committees (NOCs), International Federations (IFs) and National Federations (NFs). This list is not exhaustive and persons who fill this role for other sports organisations may also apply.

6. Apply Now

There are no requirements for any formal academic qualifications for admission to the program, but applicants should demonstrate competence in English language as this is the language of instruction.

Applicants should submit a short motivational letter of intent outlining their reasons for wishing to join this program.

Applicants who are are sponsored/supported by an organisation, should obtain from that organisation a formal letter of recommendation that they follow this program.

English Language Competence

Since the program is taught and assessed in English, students educated in countries where English is not the first language must provide evidence of their English proficiency, before they can be admitted to the Program. Those with English as a first language or successful completion of High School and/or Degree Level Education in English Language are exempt from this requirement.

Acceptable evidence includes:

-UK based O-level, GCSE or Standard Grade English Language - Grade C or above. 

-International GCSE English as a Second Language - Grade C or above. 

-International Baccalaureate (IB): Grade 4 minimum in English Language 

-IELTS band 6 or above, provided that no individual band score is less than 6 

-TOEFL (including the Tests in Written and Spoken Practice), minimum score of 500 (paper-based test), 213 (computer-based test) or 94 (internet-based test) 

-Test in English for Educational Purposes (TEEP) - Grade 3 

-Oxford Certificate of English as a Foreign Language at Higher Level 

-University of London - School Examinations Board Certificate of Attainment in English, grade 5 

-Passes in the Cambridge Higher School Certificate at Subsidiary level or in the Cambridge Overseas School Certificate count as O levels

[일본올림픽위원회(JOC)경리부장 Moriya Yasushi씨의 冥福을 빈다(Rest in Peace!)]

 

67일 사망한 JOC고위간부(a senior member of the JOC)였던 Moriya Yasushi씨의 사망원인에 대하여 일본 경찰이 사인을 조사 중인 것으로 보도되었다.

 

일본 경시청 정보에 의거하여 Nippon TV가 보도한 바에 따르면 Moriya경리부장(Tokyo2020조직위 현역 파견 직원)은 도쿄 Shinagawa지역 Nakanobu역 지하철 열차 앞에서 투신(jumped in front of an underground train)하였다고 한다. 그는 투신 후 인근 병원으로 이송되었지만 2시간 후 사망선고를 받았다(pronounced dead)고 한다.

 

 

 

TV보도에 의하면 경시청은 그의 사망원인을 자살로(death by suicide) 다루고 있다고 한다.

 

그의 죽음이 어떤 식으로든지 다가오는 Tokyo2020올림픽과 연관되어 있는지 여부는 아직 알려지고 있지 않다고 한다.

 

향년 52세인 Moriya JOC경리 부장(head of the JOC’s accounting department)의 명복을 빈다. 부디 영면 하소서! (Rest in Peace!)
