IOC는 6월15일(화) Tokyo2020올림픽 출전 선수들 및 임원 용 코로나 방역지침수첩인 Playbook 제3편을 발행하였는데 Tokyo체류동안 확대된 세부절차지침(expanded details on the procedures for Tokyo)과 未 준수 시 처벌 내용(penalties for non-compliance)을 담고 있다.
70페이지짜리 기본원칙(basis tenet)문서에는 “원칙들”(Principles)이 5페이지에 다음과 같이 기술되어 있다:
“The COVID-19 countermeasures described in the Playbook are designed to create a safe Games environment for all Games participants. Equally, they offer an additional layer of protection for our hosts, the residents of Japan. You must fully adhere to the Playbook in the 14 days before you travel, throughout your journey and throughout your time in Japan – keeping your interaction with non-Games participants to a minimum.”
*준수 지침 조건(term of instructions) 을 요약하면 다음과 같다:
1)항시 마스크 착용(식사, 음료 섭취, 훈련, 경기중 및 취침 시는 제외)
2)항시 약어인 CLO(코로나 연락관/Covid-19 Liaison Officer)를 기억하라-각 선수단 및 각 경기장 밀착 배치
3)일본 사전 출국 기존 프로토콜 준수(일본 입국 전14일 간 건강상태체크 필수-일본 입국 전 96시간<4일>이내 코로나 검사 2회 준수 요구-일본 도착 시 일정 분량의 검역 타액 항원 COVID-19검사(quantitative saliva antigen COVID-19 test)실시-Tokyo2020조직위 감독 하에 그 시기에 훈련 및 팀 시설 접근을 위한 3일 간 검역(quarantine for three days)
4)올림픽 대회 기간 중, (1)매일 발열 체크(daily temperature check)-스마트폰 앱으로 보고 (2) 매일 타액 검사(daily saliva testing), (3)양성 반응 시, 일본보건규정에 준하여 방역 용 호텔로 이동(moved to a hotel for quarantine according to Japanese health regulations)
5)올림픽선수촌에서 여유 있는 식사와 함께 새로운 친구 사귐은 꿈도 꾸지 말 것(making new friends over a leisurely meal in the Olympic Village? Forget it!)
6)식사하는 사람들은 식사제공시간에 빠르게 준수(diners should keep mealtimes as short as possible)-식사 직후 즉시 퇴장(leave as soon as they finished eating)
*새로운 조항(a new section)추가: “준수 및 <未 준수 시>결과”(Compliance and Consequences)
1) IOC규율징계위원회(IOC Disciplinary Commission)구성 및 권한:
(1) 새로운 Playbook지침규칙 위반벌칙통지서 발급(issue notifications of charges of violating the Playbook rules)
(2) 위반에 따른 청문회 소집 및 처벌 여부 결정(conduct a hearing and determine whether sanctions are merited)
2) 처벌 범위(5개 단계별 수준):
(1)경고(warning)
(2)AD카드 취소(withdrawal of accreditation)
(3)임시 또는 영구 부적격 판정 또는 올림픽대회 퇴출(temporary or permanent ineligibility or exclusion from the Games)
(4)자격박탈(disqualification)
(5)벌금(financial sanctions)
*IOC징계위원회 결정사항:
1) IOC결정과 동일한 효과(constitute the decision of the IOC)
2) 단, IOC집행위원회가 관할권을 유지하고 나서 징계위원회보고서 내용이 단지 권고사항일 경우는 처벌에서 제외
3)처벌 등 결정사항 불복 시 스포츠중재재판소(Court of Arbitration for Sport)에 항소 가능(may appeal to CAS)
선수 및 임원 용 이외 다른 그룹들 대상 Playbooks 최신판 또한 곧 발행 예정이라고 한다.
따라서 코로나 상황에서의Tokyo2020의 표어(motto)는 “와서, 마치고 떠나라”(Come, complete and leave)로 요약될 수도 있을 정도로까지 비유되고 있다.
[IOC집행위원회, 국제치어리딩연맹(ICU)포함 6개 국제연맹(IFs) IOC인정종목가맹국제경기단체로 추가, 향후올림픽정식 종목채택후보대상 군으로 분류지정배경]
6월8일~10일 개최된 IOC집행위원회가 6개 국제연맹을 IOC인정가맹국제단체(recognized affiliates)로 추가하였다.
치어리딩(cheerleading) 관할 국제연맹인 ICU(2004년 설립/Memphis Tennessee: 회원국 110+)의 경우 2016년 IOC집행위원회로부터 잠정 인정종목단체(신청 후 6년 경과)로 결정한 후 5년이 경과한 시점에서 다시 정식으로 인정종목국제연맹(IOC Recognized IF)으로 발 돋음 한 것이다.
IOC승인종목가맹단체가 되려면 우선 하계종목으로는 해당국제연맹에 가입된 회원국 단체가 최소 3개 대륙으로부터 50개(a minimum of 50 affiliated national federations for summer IFs)이고 동계의 경우도 최소 3개 대륙으로부터 25개(25 affiliated national federations for winter IFs)이어야 한다.
또한, 해당 대륙가맹단체들이 해당국제연맹이 관할하는 해당종목 스포츠활동이 1개 또는 여러 개 세부종목 형태로 눈에 띄게 진행되고(that exercise a specific, tangible and ongoing sports activity in the one or several sports (or disciplines) that IF administers)있어야 한다고 한다.
새롭게 결정된 IOC인정종목국제연맹(newly IOC recognized federations)은 다음과 같다:
● 국제 치어리딩연맹(ICU: International Cheerleading Union) ● 국제 무에타이 연맹(IFMA: International Federation of Muaythai Associations) ● 국제삼보연맹(FIAS: International Sambo Federation) ● 국제 아이스스톡스포츠 연맹(IFI: International Federation Icestocksport) ● 세계 킥복싱조직체 협회(WAKO: World Association of Kickboxing Organisations) ● 세계 라크로스(WL: World Lacrosse)
IOC가 이번에 내린 승인조치단계만으로는 당장 해당 스포츠종목들이 올림픽프로그램에 추가되는 것을 뜻하지는 않지만 향후 LA2028 올림픽 및 미래 다가올 올림픽에서 정식종목 추가 논의가 생길 경우 IOC의 요구사항에 부합된다는 의지 표명에 도움이 되는 것(helpful in demonstrating a willingness to comply with the IOC’s requirements)으로 해석할 수 있다.
따라서 이들 6개의 인정종목국제연맹은 IOC미인정독립개별멤버연합회(AIMS)회원단체에서 IOC인정종목국제연맹연합회(ARISF)의 회원 국제단체로 재 분류 및 합류될 것이 예상된다.
