With the list of possible long-term replacements still unclear, organisers chose who they hope can provide a steady hand —albeit temporary— in Roberti, who had climbed on board the Olympic train in May, when he was officially approved by members of the executive board as director general, taking full responsibility in June. "The coming months will be crucial for continuing our development, consolidating our ambitious project, and entering the operational planning and delivery phase," the French official forecasted then. On Monday, he specified that "I will carry out this interim role ⁠as long as necessary."

Seiko Hashimoto expressed Japan's readiness to host the snow and ice sports event, a week before the nation opens its doors for the Aichi-Nagoya Asian Games.

"It is the JOC's mission to bring international sporting events to Japan. It is important that people feel confident that Japan can successfully host them," the Japanese Olympic Committee president told Kyodo News in an interview this week.

Hashimoto underscored that only a limited number of countries are capable of staging large-scale multisport events in both summer and winter, and highlighted that "Japan is among the world's top three countries in terms of hosting capability".

The IOC commissioned a study looking into viable host areas for the Winter Games as climate change sets in, and found that by 2040 only ten countries will be able to host the Winter Olympics. Leaked WhatsApp messages fuel taekwondo election scandal

Private chats obtained by Inside The Games suggest that the global governing body orchestrated a political purge in order to manipulate a regional presidential vote. A formal complaint to the IOC Ethics Commission is currently being prepared.

The governance crisis began in May last year, when the Oceania Taekwondo Union presidential election resulted in a tie between the incumbent, John Kotsifas, and his challenger, Maher Magableh. Although Kotsifas's allies won the remaining unopposed council seats, World Taekwondo intervened due to a disputed ballot cast by an unauthorised substitute from American Samoa. In July, the global federation announced the total invalidation of the election, citing integrity concerns, and stripped the entire newly elected council of their official status.

A re-run election was subsequently scheduled for September, but the playing field had been altered: Due to the blanket nullification, the previously elected council members were deemed ineligible to participate, eliminating a significant voting bloc that had supported the incumbent. Without council members' votes, Magableh won the revised election, sparking outrage over voter legitimacy and allegations of institutional overreach by the global body.

WhatsApp conversations obtained by Inside The Games between World Taekwondo Secretary General Jeongkang Seo and a representative of Magableh's campaign suggest that the global federation actively coordinated the nullification and subsequent council suspensions to clear the electoral path.

In the leaked conversations, Mr Seo speaks with Fadi Jaser Hussein, the compliance manager of the Easymart convenience store chain in Australia — a company founded by Magableh. Hussein is also vice-president of the Palestine Taekwondo Federation and a council member at the Asian Taekwondo Union. In one of the screenshots, Hussein identifies himself as the 'campaign leader for Maher'.

The following day, Mr Seo stated, "They will pay the price. I will show them the consequences."

He then wrote, "After all the process Maher will be able to start with fresh and cooperative members. I will make sure."

On 1 July, Mr Hussein referred to an email from Mr Seo as a "good email to shut JK (John Kotsifas) mouth for now."

Mr Seo replied, "Thank you brother I am contacting already each council member. I need to speak to Maher also for strategy."

On 4 July 2025, World Taekwondo announced the nullification of the entire May 2025 OTU election and the appointment of a Sunset Interim Board.

Kotsifas and the entire Council elected in May were prevented from voting in the September election. With only member associations permitted to vote, Magableh won the election with 13 votes to 3.

Questions are already being raised about the fact that the World Taekwondo secretary general was in contact with a person identifying himself as the 'campaign leader for Maher'. Meanwhile, phrases used by Mr Seo during the conversations such as 'I will make sure, Maher will be able to start with fresh and cooperative members', 'Biggest misunderstanding of OTU is our MNAs are their MNAs', 'I need to speak to Maher also for strategy', and 'They will pay the price. I will show them the consequences', indicate the secretary general's active involvement in the electoral process of the continental union. Further concerns have been raised due to conversations about the 'suspensions'.

These took place before Kotsifas and OTU Council members were prevented from voting in September.

In response to Inside the Games' request, WT Secretary General Jeongkang Seo neither approved nor rejected the fact that conversations had taken place with Mr Hussein. "I am not in a position to verify their authenticity, completeness or source," he said.

Instead, he mentioned that, regardless of how private and informal exchanges are interpreted, they do not affect the institutional processes through which the WT considered and decided on matters relevant to the 2025 OTU election.

Without delving into the context of the conversations, Mr Seo focused on the OTU elections, which took place in May 2025. He mentioned that members had raised concerns about the electoral process.

"These matters were formally considered and extensively discussed by the WT Council. Following its review, the WT Council decided on the measures concerning the election in accordance with the applicable Statutes and procedures. The outcome was therefore the result of WT's formal governance and decision-making process," he said.

According to Mr Seo, the WT is responsible for safeguarding the legitimate governance of its continental unions, and for upholding the rules and governance standards that the WT and its members have collectively established.

"This responsibility is exercised through rules, evidence and due process, irrespective of the individuals involved. This is the principle that has guided WT's handling of these matters. We believe that these matters are best addressed through the established governance and dispute-resolution processes available within the relevant organizations, based on the applicable rules and relevant facts, rather than through competing narratives in the public domain," he concluded.

In response to a request from Inside The Games, OTU President Magableh rejected the suggestion that Fadi Jaser had been his campaign manager or held a formal or official role in his campaign. Magableh described Hussein as "a friend and respected colleague who voluntarily provided personal support during the election period, not only to me but also to others, as any good friend and colleague would do when supporting people they believe in".

"His support was personal and voluntary and should not be characterised as an official campaign role," Magableh said.

He also noted that he neither appointed nor authorised Mr Hussein to represent him in dealings with World Taekwondo, nor did he direct him to coordinate electoral strategy with the WT Secretary General.

"In any event, private communications between individuals should not, in isolation, be regarded as evidence of an official agreement, instruction or institutional decision. Any assessment should instead be based on the complete and verified record, including formal decisions, documented actions and what actually occurred in practice," Magableh said.

Regarding the 'sanctions' mentioned during the conversation between Mr Seo and Mr Hussein, Magableh stated that he was unaware of any such plan, and that he had not requested, encouraged or authorised the WT Secretary General or any other WT representative to take such action.

"I have no further knowledge of or involvement in any alleged discussions or actions concerning sanctions against other candidates," he said.

Like Seo, Magableh discussed the electoral process of the first OTU elections in 2025. He noted that he had formally raised concerns about certain aspects of the electoral arrangements, including the appointment of two candidates to the Election Committee, who were themselves candidates.

"These concerns were raised before the first election and were based on my view that the OTU election should be conducted through a transparent process in which candidates and Member National Associations could have confidence," he added.

Magableh also rejected the suggestion that the World Taekwondo had manipulated the electorate to favour his candidacy. "This is without basis and could be defamatory," he noted.

Speaking about his decision to stand for the OTU presidency, Magableh said that, prior to becoming a candidate, he had been encouraged to stand by representatives of several Oceania Member National Associations, as well as by athletes, coaches, and other members of the Oceania taekwondo community. These individuals believed that he could contribute positively to the OTU.

"My candidacy was supported within the Oceania taekwondo community, our team represented countries across the region, and the decisive 13–3 result reflects the clear support of the Oceania MNAs themselves. I had no authority over candidate or voter eligibility," he concluded.

Meanwhile, Kotsifas, the former OTU president and candidate for the 2025 presidency, noted in his response to Inside The Games' request that the leaked conversations show the secretary general of World Taekwondo's involvement in the affairs of the Oceania Taekwondo Union and its 2025 presidential election.

"The Secretary General's role is to administer and protect the integrity of the sport - not to become involved in the electoral strategy of one candidate," he said.

According to Kotsifas, this matter concerns the integrity, independence and standing of World Taekwondo itself, and it must be investigated by the World Taekwondo Council.

"The matter should then be investigated independently and comprehensively, including the full WhatsApp communications, not merely the selected messages that have currently come to light," said Kotsifas, adding that the WT Council must demonstrate that no individual, regardless of their position, is above World Taekwondo's governance and ethical standards.

He also thinks that Mr Seo should step down from his administrative responsibilities pending an investigation. "He should not remain in a position where he has administrative authority, access to WT systems and potential influence over records, witnesses or the handling of the investigation," he said.

The former WT vice president also found a connection between the OTU elections in 2025 and the situation in 2026, when the General Assembly of the continental union unanimously voted for Magableh to step aside from his presidential duties due to the ongoing investigation into his business, Easymart, in Australia. World Taekwondo refused to recognise this decision and subsequently took action against three senior OTU officials, including imposing preliminary suspensions.

"Whether there is a connection between these events is a matter that must now be properly investigated," he said, while announcing his intention to turn to the International Olympic Committee's Ethics Commission.

"This is no longer simply an internal OTU matter. It concerns the conduct of the secretary general of an international federation within the Olympic Movement and the apparent involvement of that official in the electoral affairs of a continental union. I believe the IOC should have the opportunity to examine the evidence independently and determine whether the conduct disclosed by these communications is consistent with the ethical standards expected of an international sporting official," he concluded.

Kotsifas' stated intention to refer the matter to the IOC Ethics Commission raises the profile of the dispute further. It takes the issue beyond a regional electoral disagreement and puts World Taekwondo under pressure to publicly clarify the timeline of events. Specifically, the federation will need to explain how private discussions about potential sanctions were aligned with the subsequent official decisions to invalidate the May vote and restrict the electorate in September.

Looking ahead, the global federation must reassure its member associations and the wider Olympic Movement. Transparently addressing these allegations will be a crucial step in demonstrating that its internal procedures operate independently to safeguard the sport's governance.
