[평창2018 세계스포츠 계 총평 및 외신종합평가 현재로선 “A”등급 (An “A” for PyeongChang now, but the grade may be revised later)]
1. 먼저 2016개 각국 올림픽위원회 총연합회(ANOC)수장인 Sheikh Ahmad Al-Fahad Al-Sabah의 평창2018 총평발언내용입니다:

1) “PyeongChang 2018 has been an outstanding Games which has showcased athletes and their spectacular performances. (평창2018은 선수들과 그들의 활력 넘치고 멋진 경기력을 한껏 펼쳐 보인 뛰어난 대회였음)
2) Once again, the Olympic Games has demonstrated the power of sport to unite nations and inspire people around the world through Olympism. (다시 한번 올림픽은 국가들을 결집시켜주고 올림피즘을 통하여 세계각처의 사람들에게 감명을 선사해 주는 스포츠의 힘을 과시하였음)
3) “During the Games, history was made on and off the snow and ice. (대회 기간 동안 설상과 빙상 안팎에서 역사가 이루어졌음)
4) The world’s best athletes amazed us with their skill and athleticism. (세계 최고기량을 자랑하는 선수들은 그들의 경기기술과 운동기량을 맘껏 펼침으로 우리 모두를 경탄케 하였음)
5) Countless records were broken and billions of people around the world watched athletes embody the Olympic values. (셀 수 없이 많은 기록들이 경신되었으며 수십억 지구촌 사람들이 올림픽의 가치를 구현하는 모습을 지켜 보았음)
6) Athletes inspired us, not just through victory but also through humility in defeat. (선수들은 단지 승리를 통해서 뿐만 아니라 좌절 속에서도 겸허함을 통하여 우리를 감동시켜 주었음)

2. 평창2018에 대한 외신 평가 축약 (A등급)
1) 경기측면(Competition): A등급
(1) The key elements of success were all present: the athletes got to the competitions, the events took place – weather permitting – at their scheduled times and the broadcast, judging and results-reporting infrastructure worked well almost all of the time. (성공 핵심요인 존재함: 선수들의 경기장 도착 및 경기개최---날씨가 양호하면 예정된 시간대에 열림---방송, 심판판정 및 결과---거의 모든 시간대에 리포트 인프라 작동 양호)
(2) As long as those aspects are handled, the competition aspects of the Games are going to be a success. (상기 측면들이 작동되는 한 대회 경기 평가는 성공으로 가는 것임)
(3) And if the focus can be kept on the competitors, the organizing committee will be the winners, because the athletes always put on a spectacular show. (만일 선수들에게 초점이 맞춰질 수 있다면 선수들이 항상 멋진 경기를 펼쳐 보이도록 여건 조성이 잘되어 있는 것이기 때문에 조직위원회가 승리자가 될 것임)
(4) For example, if you didn’t know who Ester Ledecka was before – and you didn’t – you do now. (예를 들면 체코 출신 여자 알파인 수퍼 G 스키 및 스노보드 평행 회전 종목 2관왕으로 각기 다른 스키와 스노보드 석권이라는 초유의 새로운 역사를 창출한 Ester Ledecka가 누군지에 대하여 전에는 몰랐다면 그리고 몰랐고---지금을 알게 된 것임)

(5) We’ll consider the competitive aspects of the Games later this week, but the venues were colorful and you could track the progress and/or results of events in real time using the PyeongChang Web site and the results system. (대회경쟁측면에 대한 것은 추후에 고려할 것이지만 경기장들은 형형색색 화려하였으며 진척사항과/또는 실시간 경기결과에 대하여 평창 웹사이트와 결과 시스템을 조회함으로 따라갈 수 있었음)
(6) As more and more people use multiple screens to follow events, this element is becoming more and more crucial and the PyeongChang organizers – and their partners in the IOC technology team and sponsors Atos and Omega – did a highly competent job. (점점 더 많은 사람들이 종목경기 조회를 다중화면 시스템을 사용하므로 이러한 요소는 점점 더 중요해 지는 항목이며 평창조직위원회 관계자들과 IOC기술팀 파트너 그리고 스폰서인 Atos 및 Omega와의 협업을 통하여 굉장히 만족스럽게 작업을 처리하였음)

(9) But these are Games of snow and ice and unpredictable – or unpleasant – weather is part of the story. (하지만 동계올림픽이란 눈과 얼음의 대회이며 예측이 불가하거나 또는 유쾌하지는 못한 것이고----날씨 역시 스토리의 일부임)
2) 비용 측면(Cost): 불완전 (Incomplete)
(1) In many ways, the PyeongChang idea was a smaller version of Sochi in Russia four years earlier. (많은 방식에 있어서, 평창의 생각은 4년 전 러시아 소치에 비해 상당히 소규모 버전이었음)
(2) A significant investment was made in expanding and upgrading a modest resort into a much larger one, with the hope of future tourism to create new revenues in the decades ahead. (향후 수 십 년간 새로운 수익창출에 한 몫을 할 앞으로의 관광 붐에 대한 희망으로 수수했던 리조트를 상당히 큰 규모로 확장하고 상향 조정하는데 중요한 투자가 이루어졌음)
(3) In this regard, the grade has to be incomplete. (이러한 관점에서 점수는 아직 미완성일 수 밖에 없음)
(4) The overall cost has been reported at about $12.9 billion, as much as 80% higher than the bid estimate of $7-8 billion (U.S.) (전체 비용은 유치 당시 예상 책정규모인 $ 70~80억불<7.5조~8.6조원>에서 상향 조정된 US$ US$120.9억불<약 14조원>로 보고되어 왔음)
(5) The PyeongChang organizing committee reported to the International Olympic Committee that it balanced its budget at $2.4 billion, but the governmental costs for construction were high. (평창2018조직위원회는 $24억불<2.59조원>선에서 균형예산을 맞추었다고 보고한 바 있지만, 정부가 부담한 건설비용이 높은 실정임)
(6) Will PyeongChang become Korea’s ski resort of choice? (평창이 과연 한국을 대표하는 특선 스키 리조트가 될 것인가?)
(7) Will the venues be useful into the future? (올림픽경기장들이 미래에 유용하게 쓰일 것인가?)
(8) It’s not at all clear what the answers will be, and this grade could be a “D” or “F” when considered 10 years from now. (정답이 어떻게 나올지 전혀 확실하지 않으며 지금부터 10년 후를 고려해 볼 때 이러한 점에서 점수등급은 “D” 또는 “F” 낙제등급수준이 될 것임)
(9) What is clear is that the technically marvelous Olympic Stadium, planned to be used just two more times for the opening and closing of the Winter Paralympic Games in March, was a waste of a reported $100+ million. (분명한 것은 기술적으로 경이로운 올림픽 스타디움은 3월에 예정된 동계 패럴림픽 대회 개 폐회식 용으로 딱 두 번만 더 사용될 계획이라는 점에서 $1억불<1.078억원>이상의 예산낭비라는 보도가 있음)
(10) It is planned for demolition. (평창2018 개 폐회식 올림픽 스타디움은 철거될 계획임)

3) 조직측면(Organization): A 등급
(1) Here, the organizing committee gets a good grade, because the Games took place and the various groups which had to function were able to do so. (이 항목에서, 조직위원회는 좋은 등급을 받고 있는데 그 이유는 대회가 잘 개최되었으며 다양한 기능발휘대상 그룹들이 원활하게 대회를 치렀기 때문임)
(2) Athletes, officials, media and spectators were able to get to where they needed to go – with increasing efficiency as the Games wore on – and do what they needed to do. (선수들, 임원들 및 관중들이 가고자 필요로 하는 곳으로 원활히 이동할 수 있었으며 하고자 필요로 하는 것을 할 수 있었음—이는 대회가 장착한 상승기류의 효율성에 기인함)
(3) The organizing committee, especially in the sports area, showed good flexibility in accommodating the special situation on North Korea at the last moment, and the continuing drama concerning Russian entries. (조직위원회, 특히 스포츠부분은 막바지에 북한관련 특수상황과 러시아 참가신청과 관련되어 지속적으로 전개된 드라마를 수용하는데 융통성을 십분 발휘하였음)
(4) The volunteer corps was highly visible during the Games and got near-universal praise from those who interacted with them. (자원봉사자 군단은 대회기간 동안 군계일학일 정도로 눈에 띠었으며 그들과 소통 및 교류했던 사람들로부터 거의 전 방위적인 칭송의 대상이었다고 함)
(5) Many remarked on the friendliness of all of the Koreans they met in PyeongChang. (많은 사람들이 평창에서 함께 만났던 모든 한국인들의 친근함에 대하여 언급하였음)
(6) That’s good, and is not always the case at the Olympic Games. (그것은 좋은 현상이며 올림픽대회 때마다 생기는 경우는 아님)
4) 향후 향배(Impact): 불완전(Incomplete)
(1) No one knows if the Games will transform PyeongChang into Korea’s winter wonderland. (평창2018대회가 평창을 한국의 동계 기막힌 신천지로 변모시킬 지 여부에 대하여 아무도 모르는 상황임)
(2) But there certainly can be doubt if the popularity of the place is to be judged by the lackluster attendance at many events. (하지만 그곳의 인기도가 많은 경기에 참석했던 흐지부지하고 활기 없는 분위기로 판단될 것인가 에 대한 의구심은 확실이 상존할 수 있음)
(3) The aerial shots of the venues showed a lot of empty seats at a lot of events, especially those where the Korean team was not expected to do well. (모든 경기장 별로 공중 촬영된 것을 살펴볼 때 많은 종목에 많은 텅 빈 자리들이 곳곳에 눈에 띠었음—특히 한국팀 성적이 별 볼일 없을 곳으로 예상되는 경기장들이 특히 그러했음)
(4) But if the Games – even as an excuse – did end up opening meaningful contacts between North and South Korea that can lead to advancing peace on the peninsula, all of the money and trouble will absolutely have been worth it. (하지만 평창2018대회가-- 구실이라 할지라도-- 한반도 평화 정착으로 전진하도록 할 수 있도록 남북한 간의 의미심장한 대화의 물꼬를 터준 것으로 귀결된다면 사용된 모든 돈과 고생은 절대적으로 그 값을 다 한 것으로 귀착될 것임)
(5) Let’s be generous and give PyeongChang an “A” for now, but very much subject to revision once the longer-term legacy is revealed. (지금으로선 후하게 평창2018대회에 “A”등급을 매깁시다. 하지만 중장기 유산실체가 들어났을 때 상당부분 재 평가와 재 조정이 불가피할 것임)
