Bach IOC위원장은 선수들과 Tokyo2020에서 코로나19로 인해 놓치고 있던 팬들과의 사이에 괄목할만한 연결고리에 대하여 언급하였다고 합니다:

향후 올림픽과 2028년 LA올림픽에 기대되는 바에 대한 질문에 대하여 Bach IOC위원장은 다음과 같이 강조하였다고 합니다:

If L.A. would like to copy the Eiffel Tower, it would be a recipe for disaster. Each Olympic Games have to be authentic and have to be creative and have to show the culture of the host country, the host city and to be open to share this with the world.)
Bach IOC위원장은 올림픽개최 전의 모든 걱정거리에 대한 질문을 받고 나서 “그러한 이벤트가 개최되기 전, 많은 걱정거리를 가지고 있는 많은 사람들이 있고 그들은 이쪽의 위험, 저쪽의 위험에 대해 생각을 하게 되는 것이 인지상정 임. 하지만 이론보다는 증거인 것임”(It is human that before such an event is taking place, that there are many people who have many concerns and they think about kind of risks here and risks there. Bach IOC위원장은 Paris 2024올림픽이 좀더 잘 조직될 수 있었던 분야가 무엇이냐는 질문에 대한 대답으로(also asked about what Paris 2024 could have done better) “이것은 심각한 질문이 아님”(This is not a serious question)이라고 일축하였다(Case closed)고 합니다.

Munich 1972올림픽기간 중 인질로 잡혔다고 살해된 이스라엘 선수들을 추모하는 (honoring the memory of the Israeli athletes taken hostage and killed during the 1972 Munich Olympic Games)기념식(commemoration)이 파리 주재 이스라엘대사관에서 거행되었다고 합니다.

11명의 이스라엘선수들이 테러 공격에 목숨을 잃었습니다. 그 기념식에는 Bach IOC위원장과 Anne Hidalgo파리시장이 참석하였다고 합니다.
1972년 9월5일 ‘검은 9월 운동’ 소속 팔레스타인 특공대가 뮌헨올림픽선수촌에 침투한 바 있습니다.

1972년 뮌헨올림픽당시 테러리스트들은 이스라엘대표선수단의 2명의 멤버들을 살상하고 다른 9명의 인질도 함께 살해하였는데 인질극의 동기는 200명이 넘는 팔레스타인 죄수들과 교환하기를 희망하는 것(hoping to exchange them for over 200 Palestinian prisoners)이었다고 합니다.
금년 들어 이스라엘과 하마스 간의 진행중인 투쟁은 이란과의 긴장상태를 악화시키고 있는데 Gaza지구에 억류되어 있는 이스라엘인질들의 운명도 기념식개최에 영향을 끼쳐왔다고 합니다.

10월7일, 이스라엘 땅에서 팔레스타인 이슬람이스트 그룹이 저질은 피범벅 공격으로 251명이 납치되었다고 합니다.
이스라엘 군대에 의하면 111명이 Gaza지구에 피랍 상태이며 그 반격으로 이스라엘은 대량 공격을 감행하였으며 그 지역에 대규모 폭격을 가했다(Israel launched a massive offensive, heavily bombarding the area)고 합니다.

Furstenfeldbruck공항 활주로(tarmac)에서 독일 경찰이 개입하는 장면은 전세계가 지켜보는 가운데 대 실패(fiasco)로 끝났다고 합니다.

Paris 2024올림픽에 출전하고 있는40명이상의 선수들이 코로나19 검사결과 양성반응을 보임으로 새로운 글로벌감염자 수 증가추세양상을 강조하고(have tested positive for Covid-19 emphasising a new global rise in cases)있다고 세계보건기구(WHO)가 밝혔다고 합니다.
Paris 2024 올림픽은 대회 전과 개최기간동안 건강 우려가 따라 다녔다고 합니다
대회 전 해당 전문가들이 오염 수준에 대한 정밀검사가 진행되었는데(with experts scrutinising the pollution levels) Paris 시내의 열악한 공기 질이 조직위원회 관계자들에게 어렴풋이 걱정거리로 다가온 바 있다(The poor air quality in Paris loomed over organisers)고 합니다.

많은 엘리트선수들(many high profile athlete)이 코로나19에 양성반응결과를 보이고 있는데 그 중에는 영국 수영선수인 (British swimmer)Adam Peaty 도 포함되어 있다고 합니다.
그는 수영 100m 평영경기에서 은메달을 딴 다음 날 양성반응결과를 보였으며 반면 호주 팀 Lani Pallister선수는 너무 아파서 출전할 수 없었으며 여자 1,500m 자유형시합출전을 포기하였다(too ill to compete and had to pull out of the women's 1500m freestyle.)고 합니다.

Paris 2024올림픽와중에 열린 기자회견에서 IOC가 승인을 취소한 국제복싱협회(IBA) Umaar Kremlev회장을 비롯한 임원들이 화상으로 등장하여 IOC와 Bach IOC위원장에 대하여 여자복싱을 죽음으로 내몰고 있는 장본인이라고 비난하면서 부패한 “男色者”(a corrupt sodomite)라고 원색적으로 비판하며 고발하였다(blaming him for the death of women's boxing and accusing him of being a corrupt "sodomite)고 합니다.

최근 들어 불거진 논란거리는 알제리와 대만여자복서들이 Paris2024올림픽복싱시합에 출전하면서 스포츠에서의 성 정체성 문제로 불거지고 있는 양상입니다.
알제리와 대만출신 2명의 여자 복서들은 2023년 인도 뉴델리 개최 2023년 IBA세계복싱선수권대회에서 염색체검사결과 무자격자로 판명된 후(after a chromosome test found them ineligible) 출전자격을 박탈당한 바 있다고 파리시내 Grands Boulevards 인근에 위치한 Le Salon des Miroirs에서 IBA가 8월5일(월) 발표하였다고 합니다

Imane Khelif(알제리)와 Lin Yu-ting(대만)두 선수의 Paris2024올림픽여자복싱시합에 출전을 둘러싼 분노는 이태리여자복서인 Angela Carini가 이처럼 강력한 힘을 가진 펀치를 맞아본 적이 없다고 주장하면서9 claiming that she'd never been punched with such force before) 1라운드 46초만에 링을 떠나면서(retired 46 seconds into the first round) 논란이 가중되었다고 합니다.
그리고 나서 IBA는 국제취재기자들에게 IBA는 차별이나 다른 동기 없이(without discrimination or any other motive) “여성복서들을 보호하려고”(to protect female boxers) 조치하였으며 여성복서들에 대한 보호를 하지 못한 것은 IOC라고 설명하였다고 합니다.
IOC가 여러가지 요인으로 Bach IOC위원장이 IBA의 승인을 전격 취소하면서 두 기구의 관계는 악화일로에 있는 상황인데 따라서 IBA는 올림픽복싱조직이나 운영 자격이 상실된 바 있습니다.
이러한 문맥에서 IBA사무총장 겸 CEO인 Chris Roberts, 전임 IBA의무위원장, 유럽복싱연맹(EUBC)회장인 그리스인 Ioannis Filippatos와 IBA코치위원회 위원장인 이태리 출신 Gabriele Martelli등이 기자회견에서 개인자격으로 포문을 열었다고 합니다.

Dr Filippatos가 어눌하게 설명한 기술적 측면을 넘어 Kremlev는 자신과 IOC와 차별화를 하면서 “오늘날 우리는 선수보호필요성에 직면하고 있음”(Today, we are faced with the need to protect athletes) “선수들에 대한 분석을 하게 된 상황은 우리의 의지가 아니라 복싱 시합 중 부상이 많은 여자선수들의 요청으로 이루어진 것임. 선수들과 코치들은 그들이 유전적으로 더 강하다고 불평하면서 나에게 간청하였음”(The situation that led us to analyse the athletes was not of our own volition, but at the request of many female athletes who were injured during their activities. Kremlev는 “본인은 IBA회장으로서 여성 스포츠를 보호해야한다는 생각임. 우리는 양성평등에 대해 이야기 하고 있음. 그들은 선수들로서 스스로를 대표한 권리가 있었음. 우리는 그런 권리를 보호해야 함. 어떠한 환경에서도 여자 복싱이 괴멸되도록 방치해서는 안되는 것임. 오늘 여자복싱종목이 괴멸되고 있을 뿐만 이니라 미래에는 그들은 여성스포츠자체를 파괴시키려 들것으로 믿고 있음”(As president, we have to protect women's sport. We are talking about gender equality. They had the right to represent themselves as athletes. We have to protect that. Under no circumstances should we allow women's boxing to be destroyed. Today not only is women's boxing being destroyed, but I believe that in the future they will also try to destroy women's sport")이라고 힐난하였다고 합니다.
“이러한 현상은 IOC가 그러한 파괴행위를 허용하기 때문에 발생하고 있는 것임. 망일 IBA가 실행했다면 이와 같은 사태는 벌어지 않을 것임”(This is happening because the IOC allows it, if the IBA did it, it would not be like this today) 이라고 파리 올림픽 2명의 여자복서출전에 대하여 언급하면서 논쟁하였다고 합니다.
그의 IOC에 대한 비난은 마치 정 반대의 입장을 강조하듯이 반복적(were repetitive as if to emphasise a diametrically opposed stance)이고 Bach IOC위원장과 그쪽 진영에 의해 실행되는 정책들의 결과로 보고 경고성(warn of what he sees as the consequences of the policies implemented by Bach and his allies)으로 보입니다.

No matter where they are, be it at the Olympics, at the inauguration or anywhere else. We cannot allow it)이라고 이어갔다고 합니다.
“우리는 그러한 복싱파괴행위를 멈춰 세워야 함. IBA는 평화를 가져와야 함. 복싱선수들을 확실히 방어하기 위하여.”(We have to stop it. The IBA should bring peace. To ensure the defence of the boxers)라고 Kremlev는 전세계에서 취재차 파리에 온 수백명의 기자들 중 알제리 편을 들었던 많은 취재기자 앞에서 마치 국가적 사안인 것처럼 소리쳤다고 합니다.
알제리 국기도 눈에 띄었으며 알제리에 우호적인 전형적인 구호로 심지어 “하나, 둘, 셋, 알제리 만세”(one, two, three, Viva l'Algérie)를 선창하기도 했다고 합니다.

2시간이 소요된 기자회견 중 한 시점에서 러시아인(Kremlev)이 질문했는데 “왜 그들은 나를 싫어할까?(why don’t they like me?) 그러면서 몇 초 후 대답하기를 “왜냐하면 나는 독자적이며 민주적이고 정직하고 투명하기 때문임. 나는 복서들을 부패와 옹호하기 위해 서 있음. 그러한 이유로 그들이(IOC) 나를 두려워하는 것”"(Because I am independent, democratic, honest and transparent. I stand for the defence of boxers, against corruption and injustice. That's why they fear me.) “나는 조용히 있지 않을 것임. 나는 정치행위를 하지 않을 것임. 스포츠에서 정치가 자리매김할 곳은 없음. 스포츠가 더 중요함. There is no place for politics in sport, sport is more important. The IBA belongs to the countries, decisions are made there. Kremlev는 국제적 관심을 이용하여 IOC선거와 IOC위원들에 대한 압력에 대한 자신의 입장을 피력하면서 “국제연맹에 있는 몇몇 나의 동료들은 대놓고 이야기하는 것은 두려워하고 있음”(Some of my colleagues in the International Federation are afraid to speak out) “IOC위원장은 집행위원들과 마찬가지로 국가들에 의해 선출되어야 함. 올림픽 헌장이 IOC위원장을 IOC위원들이 아닌 회원국들이 선출하도록 개정되어야 함. [Bach IOC위원장 작심 발언, 올림픽여자복싱이슈는 러시아의 마타도어(Matador/흑색 선전)]
Paris2024올림픽여자복싱에 출전한 2명의 여자복서들의 테스토스테론(testosterone)의 수치가 높다(XY 염색체)는 논쟁이 러시아 출신 Umar Kremlev 국제복싱협회(IBA)회장에 의한 IOC흑색선전으로 발화되면서 Paris 2024올림픽의 달갑지 않은 이슈로 변질되고 있습니다.
Thomas Bach IOC위원장은 “지금까지 우리가 말할 수 있는 것과 모든 사람에게 명확하게 드러난 것은 프랑스와 프랑스국민들이 두 팔 벌려, 온 맘 다해 전세계를 환영했으며 전세계에 프랑스의 면모를 보여주었고 프랑스사람들의 스포츠에 대한 열정을 보여주었음”(I think what we can say so far and what has become clear to everybody, France and the French people have welcomed the world with open arms and open hearts and have given the world a glimpse of France and a glimpse of the passion of the French people for sport.)

Bach IOC위원장은 수 많은 나라에서 TV와 디지털참여가 강력한 추세임을 주목하면서 “우리는 전세계 인구의 절반 이상이 Paris 2024올림픽을 지켜보고 있어서 정상궤도에 있음”(We are on track for more than half of the world’s population to follow the Olympic Games Paris 2024)이라고 언급하였다고 합니다.
그리고 나서 Bach IOC위원장은 화제가 되고 있는 복싱, 그리고 Yu-ting Lin(TPE/대만: 57 kg) 및 Imane Khelif(ALG/알제리: 66 kg)와 같은 여자부 복서들 에게는 계속되는 소란 거리에 대하여 견해를 피력하였다고 합니다.

We are talking about women's boxing. We have two boxers who were born as a woman. They have been raised as a woman. Who have a passport as a woman. And who have competed for many years as woman. And this is the clear definition of a woman.)
“그들이 여성성에 대하여 의혹이 제기된 적이 결코 없어 왔소. 우리가 지금 보고 있는 것은 몇몇 사람들이 여자의 정의에 대하여 스스로 만들어 가고 싶다라는 것이오. 그리고 나로서는 그들을 과학적 기반에 의거한 여성에 대한 새로운 정의와 누군가 어떻게 태어나서 성장해서 경기에 출전하고 여성 여권을 소지한 사람이 여자로 간주될 수 없는지에 대한 과학적 기반을 들여다 보라고 초대할 밖에 없는 것이오”(There was never any doubt about them being a woman. What we see now is that some want to own the definition of who is a woman. And there I can only invite them to come up with a scientific-based new definition of who is a woman, and how can somebody being born, raised, competed and having a passport as a woman, cannot be considered a woman.)
“만일 그들이 무언가를 가지고 온다면 우리는 경청할 준비가 되어 있으며 그것을 검토한 용의가 잇지만 우리는 정치적 동기와 때때로 정치적으로 동기화된 문화 전쟁에 참전하지는 않을 것이오(If they are coming up with something, we are ready to listen, we are ready to look into it, but we will not take part in a politically-motivated, sometimes politically-motivated, cultural war.)
“그리고 소셜 미디어에서 이 모든 증오 섞인 연설과 모든 공격과 비난 그리고 이 아젠더로 점화된 이러한 문맥에 대하여 어떠한 일이 진행되고 있는 사항이 전혀 용납 불가한 것이라는 것을 말하려 하오.”(And allow me to say that what is going on in this context in the social media, with all this hate speech, with all this aggression and accuse, and fueled by this agenda, is totally unacceptable.)
Bach IOC 위원장은 Khelif선수와 시합 중 46초 만에 퇴장한(who retired after 46 seconds of her bout with Khelif) Angela Carini의 코멘트에 대하여 주목하면서 “본인은 알제리 여자 복서와 시합을 가진 이태리 복서의 말을 인용하고 자 하오: 그녀는 말하기를 “여러분이 알다시피 이러한 논란은 정말 나를 슬프게 하였고 나와 시합하기 위해 이곳에 온 상대방 복서 에게 미안할 따름 임. 나는 Kjelif 선수에게 악 감정이 없으며 내가 다시 그녀를 만나면 안아 주고 싶음”(I would also like to quote here, the Italian boxer, who was competing against the Algerian female boxer, she said: “You know, these controversies have definitely made me sad and I feel sorry for my opponent, who is also only here to fight. I have nothing against Khelif. If I met her again, I would hug her.”)

The respect for your opponent, whether you win or whether you lose, and by the way, both of these women have lost a number of fights.)
“Imane(알제리 선수)만해도 최근 몇 년간 국제복싱대회에서 9 차례나 패하였으며 이러한 것에 대한 이슈가 결코 없었소. 그녀는 심지어 이태리복싱연맹이 초청해서 이태리 동료 선수들과 이태리에서 연습한 바 있는데 그때도 이것에 대한 이슈가 없었소”(Imane alone has lost nine in international competitions in the recent years, and there was never an issue about this. She has even been invited by the Italian boxing federation to train with her Italian fellow athletes in Italy, and there was no issue about this.)
Bach IOC위원장은 혹 이번 소동이 아마도 러시아 측이 주동하여 파리 올림픽을 음해하려는 그릇된 정보살포캠페인의 일환이 아니냐는 질문에 대하여(asked if the noise on this issue was perhaps part of a Russian-backed disinformation campaign to try and hurt the Paris Games) “본인은 이것을 정확히 규정할 순 없지만 러시아 측 특히 많은 사유로 IOC가 인증을 취소해야만 했던 국제연맹[IBA]이 파리 올림픽 훨씬 전부터 프랑스와 IOC와 파리 올림픽에 反하는 명예실추목적의 일련의 행동을 저질러 온 것을 보아 왔으며 다시 반복해 보았자 오히려 그들을 치켜 세울 수 있어 반복하고 싶지 않음”(I cannot make this precise, but what we have seen from the Russian side, in particular, from the international federation from which we had to withdraw the recognition for many reasons [IBA], that they have undertaken, already way before these Games with a defamation campaign against France, against the Games, against the IOC, and they have made a number of comments in this respect which I do not want to repeat, to give them too much honor.)

이때 The Inquisitor 지에 글을 쓰고 있는 독일 탐사전문기자(German investigative reporter)인 Jens Weinreich가 질문을 하면서 IBA가 Kjelif 선수의자격을 박탈로 방향을 전환한 시점에 대하여 지적하면서(pointed to when the IBA pivoted to disqualify Khelif ) “2018년 이래로 국제적인 복싱 시합에 출전해 온 Imane Khelif는 IBA영역에서 러시아의 Azalia Amineva와 2023년 IBA세게여자복신선수권대회에서 16 라운드까지 이길 때까지 여자 선수로 등록되고 인정되어 온 바 있음”(Imane Khelif, who has been boxing internationally since 2018, was listed and tolerated as a woman in the realm of the IBA until she won in the [round of 16] against Russia's Azalia Amineva at the 2023 World Championships in New Delhi.)이라고 언급하였다고 합니다.
Khelif의 준준결승전과 준결승전까지의 승리 전적은 모두 몰수 되었으며(Khelif’s wins in the quarters and semis were taken away) 준결승전에서 패한 선수는 이에 대한 반대급부로 결승전에 전출한 바 있는데 Weinreich기자는 “이것이 바로 Kremlin이 주장하고 있는 지점 임”(This is where the Kremlin speaks)이라고 보도하였다고 합니다.
이에 대하여 Bach IOC위원장은 복싱과 올림픽에 대한 IOC의 입장에 대해 명백히 하면서 “우리는 복싱을 올림픽 정식종목으로 원하는 바요. 이것이 목표 라오. 하지만 복싱이 LA2028올림픽 정식종목으로 계속 유지되려면 IOC가 신뢰할 만한 파트너 국제연맹이 상존해야 하기 때문에 이제 각국복싱연맹들은 선택을 잘 해야 함. 따라서 그들에게 달려 있음.”(We want boxing in the program of the Olympic Games. This is the target. But the boxing can only be in the Olympic Games in L.A. if we have a reliable partner. So now the national boxing federations, they have to make their choice. It’s up to them.)
“만일 그들이 좋은 평판을 가지고 있고 좋은 지배구조를 가지고 있고 깨끗한 도핑방지정책을 가지고 있고 재정 투명성 조건을 충족하는 국제연맹 하에서 정정당당하게 올림픽에서 메달을 획득하기를 원한다면, IOC와의 파트너가 될 수 있는 국제연맹을 찾아야 할 것임. 그러한 선택을 각국복싱연맹의 손에 있으며 그들의 복싱 선수들이 메달을 획득하게 하고 싶다면 그리해야 할 것임”(If they want their athletes to win medals in Olympic Games, in a fair competition, with an international federation with a good reputation, with a good governance, with a clear anti-doping policy, with financial transparency, then they must found an international federation as a partner for the IOC. It is in their hands and for their athletes to win medals, if they want them to win medals.)이라고 조언하였다고 합니다.
Paris 2024올림픽을 앞두고 악에 받친 국제복싱협회(IBA) Umar Kremlev회장(러시아)이 Bach IOC위원장과 IOC팀이 즉시 물러날 것을 요구하였다(demanded the immediate resignation of IOC President Thomas Bach and his team )고 합니다.
Kremlev IBA(International Boxing Association)회장은 Bach IOC위원장이 IOC를 선수들과 스포츠 커뮤니티의 필요를 충족시키지 못하면서 선수들과 공동체를 소홀히 대하는 배부른 단체로 변모시키고 있는 것을 비난하였다(accused Bach of transforming the IOC into a wealthy entity that neglects athletes and sports communities, failing to serve their needs)고 합니다.
Kremlev는 오픈 레터를 통하여 “친애하는 IOC위원들이여, 글로벌 복싱 커뮤니티를 대신하여 본인은 Thomas Bach와 그의 팀이 즉시 사퇴할 것을 요구하는 바임. Bach의 재임 동안 IOC는 선수들을 단합하게 하고 스포츠 커뮤니티를 위해 봉사하지 못하고 급격하게 악화일로로 진행되어 왔음. IOC는 대신에 선수들에게는 모욕이 되는 인위적인 갈등을 통하여 상상할 초월할 정도로 부유하게 되었음”(Dear IOC members, on behalf of the global boxing community, I demand Thomas Bach and his team to resign immediately. During Bach's administration tenure, the IOC has deteriorated considerably, ceasing to be an organization that unites athletes and serves our sports communities. Instead, it has become wealthy beyond imagination through artificial conflicts, which in turn is an insult to athletes)이라고 비난하였다고 합니다.

Kremlevrk 발송한 서한에는 전세계올림픽위원회와 국제연맹이 주도하는 공명정대한 선거 과정을 옹호하면서 IOC내부의 지배구조 개혁(governance reforms within the IOC, advocating for fair election processes driven by National Olympic Committees and International Federations)을 촉구하고 있다고 합니다.

한편 8월2일자 외신에는 Paris2024올림픽여자복싱에 출전한 2명의 복서들의 테스토스테론(testosterone)의 수치가 높다(XY 염색체)는 논쟁이 이어지면서(as the polemics on the 2 boxers with high levels of testosterone competing at the Paris 2024 Women's Boxing Championships keep rising) 이에 대한 IBA와 신생 복싱 관할 기구인 세계 복싱(World Boxing)등 양측의 이에 대한 코멘트를 요청한 바, WB회장인 Boris van der Vorst의 코멘트는 추후 웹사이트를 통해 발표될 것으로 보이므로 Umar Kremlev IBA회장의 이 토픽에 대한 IBA의 8월1일 입장은 우선 7월31일자 포스트 된 비디오 영상을 통한 평가로써 Paris 2024올림픽 개회식에 대하여 “전통적인 가치와 모든 참가국의 문화가 존중되어야 하는데 두 가지 모두 개회식에서는 퇴색되었음”(the traditional values and culture of every nation should be respected but both were tarnished on this event)이었다고 합니다.

IBA성명서에 따르면 “2023년3월24일, IBA는 Lin Yu-ting과 Imane Khelif 두 선수에 대하여 2023년 뉴델리 개최 IBA세게여자복싱선수권대회 참가자격박탈조치를 하였음. 이러한 자격박탈조치는 두 선수가 IBA규정에 적시된 여자복싱경기대회 참가에 따른 판단기준을 충족시키지 못한 결과임. 이러한 결정은 세심한 검토 후 내린 결론으로 경기대회의 공명정대함과 최상의 청렴도 수준을 유지하는데 극히 중요하고 필요한 것임”(On 24 March 2023, IBA disqualified athletes Lin Yu-ting and Imane Khelif from the IBA Women’s World Boxing Championships New Delhi 2023. Kremlev는 동영상에서 “자신은 IBA회장자격으로 개인적으로 선수들을 옹호할 것이며 우리는 협회자체로서도 선수들을 옹호할 것임. 우리는 여자 복싱이 파괴되는 것을 좌시하지도 허용하지도 않을 것임. 여자복싱선수권대회에는 높은 수치의 테스토스테론을 보여 주는 출전 선수(XY 염색체)는 없을 것임. 우리는 올림픽을 포함하여 그 어떤 대회라도 출전하는 여자 복서들을 옹호할 것임. [세계도핑방지기구(WADA)와 미국 간의 이전투구(泥田鬪狗), IOC가 WADA의 손을 들어주다]
지난 주 IOC는 미국 “Salt Lack City-Utah 2034 동계올림픽개최도시”의 올림픽개최도시 협약서(HCC: Host City Contract)의 한 부분을 다음과 같이 변경하였다(modified a section of the HCC)고 합니다:
“IOC는 저건 부로 개최도시협약서를 종료시키고 개최도시와 해당 NOC와 조직위원회로부터 대회를 철회할 권리를 가지 있는 바”(The IOC shall be entitled to terminate the [Olympic Host Contract] and to withdraw the Games from the Host, the Host [National Olympic Committee} and the [organizing committee] if:)
“그 조건은 c항목에 명시된, 개최국이 세계도핑방지기구<WADA>규정 준수여부에 따라 또는 만일 다른 방식으로 도핑과의 전쟁을 수행하는 WADA의 최고 권위가 존중되지 않거나 WADA규정이 방해 받거나 무시될 경우에 개최국은 올림픽개최국대상이 되지 못할 수도 있으며 올림픽개최 또는 공동 개최할 자격이 없다고 판정됨”(c. the Host Country is ruled ineligible to host or co-host and/or to be awarded the Games pursuant to or under the World Anti-Doping Code or if, in any other way, the supreme authority of the World Anti-Doping Agency in the fight against doping is not fully respected or if the application of the World Anti-Doping Code is hindered or undermined.)
2021년 중국수영선수 23명에게 나타난 금지약물인 TMZ(trimatazidine)에 대한 양성반응이 202년 1월 중국선수권대회기간 동안 섭취한 음식의 오염에 인한 것으로 판명되었음으로 제재하지 않기로 했다는(not to be sanctioned due to a finding of food contamination during a January 2021 national championship meet) 중국도핑방지기구의 결정에 어필하지 않기로 WADA가 결정하면서 미국측과의 분쟁이 시작된 것(directly from WADA’s 2021 decision not to appeal a decision of the Chinese Anti-Doping Agency that 23 swimmers tested positive for trimetazidine)입니다.
이로 인해 WADA는 올림픽 서클 내와 미국 의회 에너지 및 상무 위원회 소위원회청문회에서 혹독한 질책의 대상(harshly criticized in Olympic circles and at a U.S. Congressional hearing of a sub-committee of the House Energy and Commerce Committee)이 되어 온 바 있습니다.
올림픽개최도시 협약서(HCC) 내용을 (이 모든 분쟁과는 상관 없는 제3자 격의) SLC2034유치위원회와 미국 올림픽 및 패럴림픽 위원회가 동의한 후(after the contract language was agreed to by the Salt Lake City bid committee (which is an innocent bystander in all this) and the U.S. Olympic & Paralympic Committee), 양측이 진정국면으로 들어갈 수 있다는 희망이 생긴 것(the hope is that both sides could calm down)이라고 생각할 수 있습니다.
하지만 “2024년 WADA법에 신뢰회복”(Restoring Confidence in the World Anti-Doping Agency Act of 2024)이라고 칭한 미의회와 상원에 도입된 법안으로 인해(with a bill introduced in both the U.S. House and Senate) WADA와 미국의회 간의 말싸움은 이전 보다 더 뜨거워졌는데(The war of words between WADA and the U.S. Congress has heated up further)
도입된 법안을 보면 “만일 WADA가 정당하고 독립적인 행위자로서 선수들이 도핑 없는 올림픽과 패럴림픽에 출전하는데 만전을 기하지 못할 경우, 동 법안은 미국약물통제정책 청에게 WADA에 납부하는 회비전액지불을 보류할 수 있는 권위를 상시 부여할 수 있음”(the bill would permanently provide the Office of National Drug Control Policy (ONDCP) the authority to withhold up to the full amount of membership dues to the World Anti-Doping Agency (WADA) if the organization fails to operate as a fair and independent actor to ensure athletes are competing in drug-free Olympic and Paralympic Games.)로 되어 있다는 것입니다.
동 선언 문은 또한 “동 법안은 ONDCP로하여금 WADA가 적절한 이해상충 정책을 포함하여 모든 지배 구조적 개혁을 완벽하게 실행하도록 하며 미국을 비롯한 다른 민주 국가들의 독자적인 선수들 또는 그러한 선수 대표들이 WADA집행위원회와 관할 기구들에 대하여 결정권을 행사하는 역할을 가지도록 가능한 모든 수단을 강구할 수 있도록 권리를 위임함”(The bill authorizes ONDCP to use all available tools to ensure that WADA fully implements all governance reforms, including a proper conflict-of-interest policy, and that independent athletes from the United States and other democratic countries, or representatives of such athletes, have a decision making role on WADA’s Executive Committee and governing bodies)이 추가되었다고 합니다.
SLC-Utah 2034동계올림픽 개최도시협약서에 IOC가 WADA의 입장을 반영하여 삽입한 대회 종료 관련 구절에 관하여(Referring to the termination clause inserted by the IOC to support WADA in the host-city agreement with the Salt Lake City-Utah Committee for the Games for the 2034 Olympic Winter Games) 뉴저지주상원의원인 Chris van Hollen(D-New Jersey)은 AP통신과의 인터뷰를 통해 “그러한 류의 협박과 갑질이 바로 우리가 지적하고자 하는 문제임. 내가 생각하건대 WADA의 입장은 절대적으로 지속 가능과는 거리가 멀며, 결국 그러한 일은 벌어지 않을 것이라고 확신함”(That sort of blackmail and bullying is exactly the problem that we’re trying to get at. I think that [the WADA] position is absolutely unsustainable, and I’m confident that will not happen at the end of the day.)이라고 견해를 밝혔다고 합니다.
Mark Adams IOC대변인은 7월24일 IOC의 입장을 설명하면서 “우리는 WADA와 모든 이해당사자들 간의 대화를 요청하여 왔음. 우리가 이해하기로 문제는 개별적인 국제협약과 그러한 국제적 협약이 미국을 포함한 전세계 관련 당사자들 모두가 서명한 것이라는 것임”(We have asked for a dialogue between WADA and all the stakeholders. From our understanding, the question is about respective international agreements, and those international agreements have been signed by everyone around the world, including the U.S.)이라고 견해를 밝혔다고 합니다.
한편 뉴욕타임즈기사는 Muhan Tang및 Junyi He라는 두명의 중국수영선수들이 2022년 10월 아나볼릭 스테로이드 계열의 metandienone이라는금지약물에 양성반응검사결과가 나왔지만 검사실시 한 달쯤 전에 섭취한 햄버거가 오염되어 있었다는 진상조사로 인해 결과적으로 해소되었다(eventually cleared due to a finding of contamination in a hamburger they ate about a month prior to the test)고 보도하였다고 합니다.
WADA는 광범위하게 해명하는 성명서를 발표하였는데 “사실상 이것은 다른 종목 선수들(수영선수 2명, 사격선수 1명 및 또 1명의 BMX<Bicycle Motor Cross>선수)도 연관된 일련의 폭 넓은 케이스에 연관되어 있는 바, 그 선수들 모두 2022녀 말과 2023년 초, 다른 지점에서 그리고 다른 시간대에 금지약물인 metandienone의 추적 가능 량에 의한 양성반응결과가 도출 되었음. 겸사결과통보 즉시 해당 선수들 모두 즉각적으로 잠정 자격정지조치를 내렸으며 이 조치는 추적 겸사가 종료된 2023년 말까지 유지된 바 있음. 따라서 2명의 수영선수들의 경우 1년 이상 자격정지 처분을 받은 바 있음”(In fact, this relates to a wider series of cases involving athletes from different sports (two swimmers, one shooter and one BMX rider), all of whom tested positive for trace amounts of a prohibited substance, metandienone, in late 2022 and early 2023, in different locations and at different times. Upon notification, the athletes were all immediately provisionally suspended, pending investigation and remained so until late 2023 when the investigation concluded. Therefore, in the case of the two swimmers, they were suspended for more than one year. …)이라고 설명하였다고 합니다.

CHINADA는 선수들이 복용한 영양보충제에 대하여서도 분석하였으며 모발 검사결과 음성 반응이 나왔다고 함. 중요한 사실은 2명의 수영선수들의 경우 싱글 추적 결과 양성반응 며칠 전후에 도핑 검사에서 음성반응 샘플을 제공하였음. 조사 후, CHINADA는 4가지 케이스의 경우 오염된 육류 섭취와 연관되었다는 가능성이 농후하다는 결론을 내렸으며 2023년 말 전 기간 동안 잠정 자격정지처분을 받았던 선수들에 대하여 위반 판정을 내리지 않고 종결 조치하였음”(The investigation by CHINADA included the testing of hundreds of meat samples from various sources, with dozens revealing positive results for metandienone. CHINADA also analyzed the athletes’ nutritional supplements and conducted hair tests, which were negative. Significantly, both the swimmers provided negative doping control samples in the days before and after the single trace positive. Following its investigation, CHINADA concluded that the four cases were most likely linked to meat contamination and, in late 2023, closed the cases without asserting a violation, with the athletes having remained provisionally suspended throughout that time.)

The public announcement is mandatory under the current rules, and we must all play by the same rules of transparency if there’s going to be any confidence and trust in the global anti-doping system. With the Chinese positives, WADA admits that China did not follow the rules on transparency. And even if WADA believed that the Chinese positive tests were caused by contamination, China is still required to follow the rules by finding violations, disqualifying results, and making the cases public.)이라고 주장하면서도 Tygart는 최악의 경우를 예상하고 “이제 깨끗한 선수들과 세계는 규칙 준수와 중국의 양성반응결과를 오염된 사례로 진정으로 판명되었는지 여부에 대하여 발표하라고 요청하는데 그치고 있음. 이렇게 기본적인 질문에 대하여 제대로 된 대답이 부족한 것은 이러한 것들이 실제 오염된 사례가 아님과 이것으로 인해 중국측이 진상을 묻어 버렸을 때 WADA가 눈을 감아 준 이유로 남게 될 것임”(Now, clean athletes and the world are left asking, why not follow the rules and announce the Chinese positives as required if these were truly proven contamination cases? The lack of answers to these basic questions leads to the logical conclusion that these were not cases of actual contamination, and this may have been the reason why WADA turned a blind eye when China swept them under the carpet.)이라고 일갈 하였다고 합니다.

마침 대한민국의 호칭과 태극기가 새삼 주목을 받는 시점이어서 그 간의 경험담을 공유합니다.

태극기가 가장 많이 휘날리는 현장은 뭐니뭐니해도 스포츠와 관련된 행사(Events), 경기(Competitions), 시상식(Victory Ceremonies) 등이다.
우선 대한민국을 대표하는 국가대표선수들의 유니폼(Uniform)에 부착된 태극마크를 떠올릴 수 있다.
가슴에 태극마크를 다는 것이 운동선수들의 숙원(long-cherished desire)이다. 국가대표로 선발되기까지 흘리는 피와 땀(blood and sweat)의 노력은 태극 마크로 보상된다.
동 하계 올림픽대회(Winter and Summer Olympic Games; Olympics), 동 하계 아시아 경기대회(Winter and Summer Asian Games), 동 하계 유니버시아드대회(Winter and Summer Universiade) 종목별 세계선수권대회(World Championships)등 대회 참가를 위해 선발된 국가대표선수단(Selected National Delegation/Team)은 출전을 앞두고 결단식(Inauguration meeting)에서 선수단장(Chef-de-Mission: Team Leader)이 해당 경기단체(National Governing Body)또는 대한 올림픽위원회 위원장(President of Korean Olympic Committee)으로부터 단기(Delegation Flag)로서 태극기를 인수받아 단상(platform)에서 그 태극기를 흔들면서 결전의 의지를 대내외에 천명한다.
한국 선수단의 기수(Flag Bearer)는 대회 개 폐회식(opening and closing Ceremonies)에서 태극기를 들고 선수단을 선도한다.

올림픽, 아시안게임, 유니버시아드개회와 같이 종합대회에서는 선수단의 선수촌(Athletes Village/Olympic Village)에 도착한 다음날에 입촌식(Flag Raising/Hoisting Ceremony 또는 Team Welcome Ceremony)을 갖게 되며, 입촌 時 해당국 선수단의 입촌을 공식적으로 인정하는 해당국 선수단국기게양식(National Flag Raising/Hoisting Ceremony/Team Welcome Ceremony)를 갖게 된다. 물론 국가 연주(Playing of National Anthem)가 함께 수반된다.
개회식과 함께 대회가 시작되어 메달 수여식(Medal-Awarding Ceremony; Victory Ceremony)에서도 금, 은, 동메달리스트의 국기가 동시에 게양된다.
물론 국가 연주는 금메달리스트 국가에 한한다. 이외에 태극기가 휘날리는 경우는, 선수가 금메달이 확정되고 나서 경기장을 돌면서 태극기를 휘날리기도 하고, 응원단에서도 응원(cheering)과 함께 태극기를 열렬히 흔드는 것이다.
필자는 스페인, 바르셀로나에서 개최된 1992년 제25회 올림픽대회 한국선수단 섭외 임원(Official in charge of International Relations) 겸 한국선수단선발대장(Chief of Advance Party of Korean Delegation)겸 선수단장대행(Acting chef-de-Mission)으로 선수단 본진(Main Body of Korean Delegation)이 도착하기 열흘 전 현지에 도착하여 대회 조직위원회(OCOG; Organizing Committee of Olympic Games) 각 부서 관계자들과 한국선수단 입촌 및 대회 참가에 따른 세부확인사항 최종 점검회의를 갖은 바 있다.
(1)AD카드(Accreditation)발급세부협의, (2)선수단 수송(Transportation), (3)선수촌 선수 임원에 대한 숙박(Accommodation), (4)의무관련사항(Medical Services), (5)통관(Customs Clearance Procedures), (6)의전(Protocol), (7)단장회의(Chef-de-Mission's meeting), (8)선수촌식당메뉴(Menu of Olympic Village Restaurant), (7)차량 배분(Allocation of Vehicles), (8)입촌식 절차(Procedures of Team welcome Ceremony)등을 총망라하여 협의하는 최종 마무리 각국 선수단 등록종합점검회의(DRM; Delegation Registration Meeting)에서, 가장 염려했던 부분은 국기와 국가 호칭 문제였다.
왜냐하면, IOC 의전에서 대한민국은 KOREA(약어로 KOR)로 북한은 DPR KOREA(Democratic People's Republic of Korea/약어로 PRK)로 되어 있는바, 비록 잘 훈련된 조직위 직원들이라 하더라도 현장에서의 혼돈으로 의전상 실수가 있을 수 있기 때문에 국가 연주 시에도 중대한 착오가 생길 수 있었다.
더욱이 양측 남·북한 양측 국기는 그네들로서는 혼동되기 십상인 것이 불 보듯 뻔한 일이었기 때문에, 한국 선수단 입촌식에 앞서 예행연습(rehearsal)을 갖자고 주장했고, 조직위 측의 배려로 다음날 한국 선수단 모의 입촌식(Mock Team Welcome Ceremony)를 하였는데, 그 당시 국기게양을 위해 태극기를 꺼내야만 했는데 엉뚱하게도 조직위 담당자가 인공기(북한국기)를 꺼내는 것이 아닌가!
그때까지만 해도 주적(Main Enemy) 국기와 태극기를 혼동한다는 것은 국내에서 상상도 할 수 없을 만큼 중대한 과실(Grave Mistake)로 심각하게 취급되었기 때문에, 필자로서는 아찔하였던 것이다.
다행히 모의 행사였고, 실제로 게양되기 직전에 발견되었기에 실제상황이 되지는 않았지만, 앞으로 있을 정식 입촌식, 개·폐회식 시상식 등 많은 국기관련의전행사를 고려하여, 조직위 측에 서면으로 정식 항의하였고, 선수촌 내에서 개최되는 일일 각국단장회의에서도 엄중 항의 하였으며 조직위 측의 정중한 사과와 재발방지서면 약속이 뒤따랐다.
물론, 그 덕분에 바르셀로나 올림픽대회 기간 중 국가와 국기와 관련된 혼동은 한 건도 발생치 아니하였고, 그 후 대회조직위원회 의전 팀은, 이를 사과하고 대한민국국기를 길이 기리는 의미에서 대회 기간 중 규격에 맞추어 대형 태극기를 의전팀원들이 공동으로 손수 그려서 필자에게 선물하였다.

그 역사적인 태극기는 필자가 개장한 평산 스포츠 박물관(PyeongSan Sport Museum)에 11년동안 전시돼 있다가 강릉올림픽박물관에 전체 소장품무상기증의 일환으로 강릉으로 이전되었다.
또한 ANOC총회나 OCA총회 그리고 EAGA총회 등을 비롯하여 각국 올림픽위원회를 대표하여 참석하는 각종국제스포츠회의 석상에도 각국을 상징하는 국기들이 회의 석상에 탁상용 국기가 놓여 있다.

각국을 대표하는 회의참석자 역시 국위선양과 스포츠외교력 강화를 위해 국제스포츠회의를 적극 활용하며 해당 기구의 임원이 되기 위해 노력한다.
한국의 경우 세계 스포츠 UN총회라고 일컫는 ANOC총회의 집행위원이 단 한 명도 없는 것이 작금의 현실이기도 하다.
