이제 5개월도 채 남지 않은 Tokyo2020올림픽 및 패럴림픽 대회를 앞둔 지난 2월24일(Lausanne현지시간) 열린 IOC집행위원회 후 Thomas Bach IOC위원장은 기자회견을 가졌는데 화제는 온통 Brisane2032유치가 유일한 대회 개최지 타깃 대상이라는 결정에 몰입(dominated by the news)되었다.

하지만 Bach IOC위원장은 국제역도연맹(IWF)의 불행한 상황에 대하여서도 중대한 논의가 있었음을 주목하여 언급하기도 하였지만 그래도 Brisbane2032이슈가 압권이었다.
IOC의 새로운 선출과정(new selection process)에 힘입어 Brisbane2032유치위원회가 미래올림픽개최지 선별 위원회(FHC)에 의해 복수의 가능성 있는 개최지 후보들과의 ‘지속적 대화’(continuous dialogue)단계의 굴레에서 졸업하여 이제 한 걸음 더 나아간 ‘목표 대회’(targeted dialogue)단계로 진화하여 꿈 실현을 향한 홀가분한 진군을 하게 된 것으로 평가하고 있긴 하다.

3. Brisbane2032 개최지 결정 향후 시간대(Timeline)전망
Brisbane2032를 최종 선택하기 위해 마련된 시간대(timeline)은 아직 없지만 조심스럽게 가다듬은 코멘트(the carefully-worded comments)를 잘 살펴보면 다음 단계가 ‘2032년 올림픽개최도시 협약서’(Host City Contract for 2032)에 대한 협상(to negotiate)에 이어 대회개최 10년 앞선 2022년까지는(not later than 2022) 올림픽대회를 해당개최지에 부여할 것 같은 생각이 든다.
한 가지 확실한 전망은 앞으로 여러 달 동안 호주 Queensland의 Brisbane2032에 올림픽 개최권 부여 여부에 대한 논쟁(debate)이 뜨거운 이슈로 부각될 것(about whether it can afford to host the 2032 Games will be a hot topic for the next several months)이라는 사실이다.
4. Tokyo 2020 최근 준비상황 보고에 따른 Bach IOC위원장의 관점과 전망
IOC집행위원회는 새로운 사령탑으로 여성 조직위원장 Hashimoto Seiko가 지휘하는Tokyo2020조직위원회의 보고를 받고 Bach IOC위원장은 다음과 같이 주목하며 언급하였다:

2)“Tokyo2020대회과 관련 우리는 IOC 난민 팀에 대하여서도 논의 하였는바, IOC올림픽 솔리다리티 프로그램을 통하여 현재 13개국 출신 55명에 달하는 유망한 정예 난민선수들을 지원하고 있으며 5대륙 21개국 NOCs들이 지원 프로그램에 동참하고 있고 12개 종목 스포츠를 망라하여 진행되고 있음. Rio2016올림픽대회 이래, 올림픽 솔리다리티 프로그램을 통하여 US$2백만불(약 24억원)에 해당하는 난민선수대상 장학금을 투자하여 대호 준비에 만전을 기하도록 하고 있음”(Related to Tokyo 2020, we have also discussed the IOC Refugee Olympic Team. 3)Tokyo2020올림픽 및 패럴림픽 대회 참관 외국 관람객 허용 가능성에 대하여 Bach IOC위원장은 IOC와 조직위원회가 결정 내리기 전 가능한 오랫동안 기다릴 것(will wait as long as possible before a decision is taken)이라고 하면서 아마도 4월 중순 또는 5월 초순 정도(likely in mid-to-late April or possibly early May)로 예상한다고 언급하였다.
5. 문제의 국제역도연맹(IWF)에 대한 Bach IOC위원장의 평가
1)“We then had to turn again, unfortunately, to the International Weightlifting Federation, whose situation, as I mentioned, is becoming more and more grave. The EB expressed its extreme concern, particularly by the lack of significant changes, with regard to the management and the culture there in IWF. We acknowledged that one change in the IWF anti-doping rules has been reversed after the intervention of the Executive Board, but we had also to note that many other requested changes and advice from the IOC, from the ITA, and from external experts, have been ignored by IWF despite all the warnings we have issued. 2월24일(스위스 현지시간) IOC집행위원회의 Brisbane2032 타깃 대화(targeted Dialogue)대상 결정 발표 후 가진 Thomas Bach IOC위원장의 기자회견 내용을 면밀히 모니터링하였다.
여러 외신 매체 베테랑 담당기자들이 질문을 했는데 당장 임박한 Tokyo2020올림픽 관련 사안은 주로 일본 기자들이 개진한 반면 대다수의 질문은 한결 같이 Brisbane2032선정과 관련된 질문들이 주를 이루었다.
사안이 예민하다는 판단 아래 Thomas Bach IOC위원장은 관련 질문들에 대하여 한결 같이 FHC위원장인 노르웨이 IOC위원 Kristin Kloster Aasen이 답변하도록 하였으며 기술직이고 심층적인 콘텐츠는 FHC위원장이 Christophe Dubi IOC올림픽 수석국장에게 바톤을 넘기기도 하였다.
처음부터 끝까지 모니터링 한 결과 Brisbane2032에 대한 목표 대화(targeted Dialogue)대상 선정은 한 가지 의문점을 갖게 하였다.
왜 Brisbane2032유치 준비 내용만 가지고 심층 분석 및 평가를 하고 서울-평양2032 등 나머지 유치후보군에 대하여서는 유치 파일 제출 기회와 화상회의가 이루어지지 않은 채 예상보다 일찍 Brisbane2032만을 선호 도시(preferred city)로 조기 결정 하였는지에 대한 석연치 않은 이유였는데 질문에 참여한 외신기자들 중 그 누구도 이러한 점을 지적하지 않은 것이 아쉬웠다.
