제137차 IOC화상총회 회기 최종일(D-3)의 핵심 토픽은 Thomas Bach IOC위원장이 2013년 8년 임기 첫 시작 후인 12월 임시총회에 제안하여 통과되고 실행해왔다.
Bach IOC위원장은 자신의 작품이기도 한 Olympic Agenda 2020에 대한 마무리 보완책으로 자신의 마지막 임기인 향후 4년간(2021~2015)집권 동안 펼칠 올림픽 운동의 핵심 근간 철학이자 실행 가이드라인인 Olympic Agendda2020+5 전략 플랜(strategic plan)을 6시간이란 장시간 토의를 거쳐 만장일치로 승인하였다.
Olympic Agenda2020+5 전략 플랜은 Bach IOC위원장의 향후 4년 IOC의 전략 방향 조율 기조라고 (to shape the direction of the IOC) 볼 수 있겠다.
IOC화상총회는 이러한 15개 권고안 패키지를 권고안 하나하나 꼼꼼히 토의하는 가운데 6시간에 걸친 대토론 후 거수 투표로(by a show of hands)로 Bach IOC위원장과 IOC집행위원회가 고안한 Olympic Agenda2020에 대한 승계(successor)패키지를 자동 승인하였다(rubber-stamped).
Agenda 2020+5는,
(1)글로벌 스포츠 캘린더(global sports calendar),
(2)IOC와 esports와의 관계설정(IOC’s relationship with esports),
(3)선수 대표성(athlete representation),
(4) 양성평등(gender equality). 및
(5)인권(human rights) 등 5가지 토픽으로 크게 특징 지워질 수 있겠다.
IOC는 새롭게 고안된 전략 로드맵(strategic roadmap)이 올림픽의 프로필을 고양시키고, 일련의 부패 행각과 도핑 스캔들로 인해(owing to a series of corruption and doping scandals) 실추한 IOC의 평판이 고난의 행군으로 최근 몇 년간 지속적으로 점철되어 왔다는 것을 Bach IOC위원장조차 인정한 바 있는 데 그 위상을 제고해(will enhance) 줄 것으로 희망하고 있다.
동 권고 패키지는 다음의 5개 분야(five areas)에 초점을 맞추고 있다:
(1)결속(solidarity),
(2)디지털화(digitalization),
(3)지속가능성(sustainability),
(4)신뢰성(credibility) and
(5)경제적 및 재정적 대응력/복원력(economic and financial resilience)
Bach IOC위원장은
(1)“코로나바이러스 위기가 우리 세계를 근본적인 방법에서 변화시켰다”(The coronavirus crisis has changed our world in fundamental ways.)
(2)“세계는 코로나 그 이전 시대와 다시는 결코 같지 않을 것이다”(The world will never again be like it was before)
(3)“우리가 직면하고 있는 이러한 건강 위기를 최종적으로 극복한다 할지라도, 우리는 광폭의 사회적, 재정적, 경제적 및 정치적 결과에 직면하게 될 것이다”(Even once we have finally overcome the health crisis, we will face the far-reaching social, financial, economic and political consequences)
(4)“올림픽 운동의 지도자군으로 우리 스스로는 총체적으로 이러한 신세계를 대비해야만 한다”(As leaders of the Olympic Movement, we must prepare ourselves for this new world)
(5)“우리의 미래의 형태를 형상화하기 위하여 우리는 이 신세계의 미래 자화상에 대한 비전이 필요한 것이다”(In order to shape our future, we need a vision of how this new world will look like)
(6)“올림픽 어젠다 2020+5는 올림픽 운동의 미래에 대한 비전으로 이러한 모든 것을 앞선 추세에 관하여 해결책을 제시해 주고 있다”(Olympic Agenda 2020+5 as our vision for the future of the Olympic Movement addresses these overarching trends)라고 설명하였다.
IOC가 올림픽으로 향하는 ‘도로’라고 지칭되는 것(the "road" to the Olympic Games)을 고양시키고 촉진시키는 것은 다른 핵심 권고 패키지 군 안에(among other key recommendations) 포함되어 있는데, “가상현실 스포츠 개발 장려와 비디오 게임 공동체들과 연관 지으려고 하는 계획”과 함께(along with a plan to encourage the development of virtual sports and further engage with video gaming communities) 공존하고 있다.
올림픽으로 향하는 ‘도로’에 관한 권고 내용은 글로벌 스포츠 캘린더에 대대적인 변화(significant changes)를 볼 수 있도록 설계되어 있는데 IOC위원들은 이것이 너무 과밀-과적-과부하 되어(overloaded) 있다고 믿고 있다.
이러한 현상으로 말미암아 출전 자격 부여 이벤트들이 자체 프로필을 돋보이게 하기 위하여 올림픽 브랜드를 사용하도록 허용될지 모른다는 전제가 깔려 있는 반면(while qualification events may be allowed to use Olympic branding to increase their profile), 올림픽 자격획득 예선전 역할을 수행하는 더 많은 종합 스포츠 이벤트이 양산될(also lead to the creation of more multi-sport events to act as Olympic qualifiers)수도 있다.
IOC는 최근 몇 년간 esports산업이 급성장하는 가운데(amid the industry's boom in recent years) esports와의 진전된 협업 여부에 대해 지속적인 분석 평가(continued to assess further collaboration with esports)를 해 오고 있다
최근에 쏟아진 권고 내용의 상당부분은 미래에 게임부문의 파트너로 조성하고자 하는 것처럼 보이는(appears set to make a partner of the gaming sector in future IOC)가 과거에 내 놓았던 발표내용과 유사하다(similar to previous statements from the IOC).
Bach IOC위원장은 폭력을 미화하거나 어떤 식으로라도 올림픽 가치에 반하는 상태에 있는 비디오 게임(video games that glorify violence or are in any way "contrary to the Olympic values")과 기존 스포츠 디지털 버전(digital versions of existing sports) 사이에 한계선을 그을 필요(need to draw a "red line")가 있다고 재차 강조하였다.
이러한 언급은 러시아 출신 여자 올림픽 장대 높이뛰기 2관왕 겸 IOC선수위원인 Yelena Isinbayeva가 IOC는 전세계에 걸쳐 어마무시하게 퍼지고 있는 인기 만점의 ‘죽이기’ 게임과 연계 거절을 종식시켜야(the IOC should end its refusal to engage with "killer" games that are hugely popular across the world) 한다고 제안한 후에 나온 것이다
양성 평등(gender equality)과 인권(human rights)항목은 기업 시민정신의 모범사례를 계승하자는 권고 내용 범주에(fall under the recommendation to "continue to lead by example in corporate citizenship") 속한다.
우간다 럭비선수출신 NOC위원장 자격 IOC위원인 Willian Blick은 선수 대표성(athlete representation)토의 중 선수 항의 행위 및 선수 목소리(athlete protests and the athlete voice)항목에서 “선수들이 경기장이거나 메달 시상대 지역에서 항의하는 행위에 동의 하지 않는다” (I do not agree with athlete’s protests in areas of competition or on the podium) “이전에 논의 되었듯이 이러한 사태는 결코 발생해서는 안된다고 생각하지만 선수들이 마음에 두고 있는 이슈들에 대하여 자신들의 목소리를 낼 수 있는 더 적절하다고 믿는 지역을 활용하고 홍보해야 한다고 생각하며 선수들이 활용할 수 있는 플랫폼이 존재한다는 것을 최소한 사람들이 알 수 있도록 대회 개최 전까지 가장 적절한 이런 영역을 지속적으로 활용할 수 있어야 한다”(I think this should never happen, as discussed before, but I think we should now use and promote areas that we believe are more suitable for athletes to be able to air their voices on issues they find at heart and we should be able to continuously use these areas that we believe are most suitable leading up to the Games so that at least people can know that there is a platform that athletes can be able to use)고 발언하였다.
일부에 의해 집단학살로 묘사되고 있는(described by some as a "genocide") 중국 내 위구르 무슬림인들에 대한 처우 문제와 같은 이슈들로부터 IOC가 거리 두기를 하고 있는(where it has distanced itself from issues such as the treatment of Uighur Muslims in China) 인권문제 관련 자세와 관련하여 비판에 직면해(faced criticism for its human rights stance) 오고 있는데 IOC는 그러한 이슈들은 IOC의 책무 영역에 속하지 않는다고 주장해(by claiming they do not fall under its remit) 오고 있다.
훌륭한 지배구조를 통한 올림픽 운동 강화 추진 권고(recommendation to “strengthen the Olympic Movement through good governance”) 항목에 대하여 Ingmar De Vos 국제승마연맹(FEI: International Equestrian Federation)회장 자격 IOC위원은 IOC가 훌륭한 지배구조가 뒤 따르지 않고 있는 경우, 해당 사람들에 대하여 제재조치를 고려하여야 한다는 제의(a suggestion that the IOC consider sanctioning those if good governance is not followed)가 도래하였다.
IOC총회 내내 정기적으로 의견 개진에 참여한(who regularly intervened) De Vos FEI회장 겸 IOC위원은 올림픽 운동 내에 지배구조 평가 수준이 보다 더 강화되어야 할 필요가 있으며(the evaluation of governance within the Movement "needs to be a bit stronger") 지배구조 권고 항목의 실행에 더욱 더 초점을 둘 필요(there needs to be more focus on the implementation" of governance recommendations.)가 있다고 역설하였다.
