법 초안에 따르면, 중화인민공화국은 어떤 나라나 지역이나 조직이든 간에 중국의 주권, 안보, 개발이익 또는 국제스포츠행사의 존엄성에 대하여 폄하할 경우 실제상황에 비추어서 상응하는 대책을 강구할 수 있다(take corresponding measures in light of the actual situation if any country, region, or organization undermines China's sovereignty, security, development interests, or dignity in international sports events, according to the draft)고 합니다.
관련법 초안에 대한 주석이 담긴 문건(an explanatory document on the draft) 을 살펴 보면, 국가인민총회(NPC: National People’s Congress)헌법 및 법률위원회는 관련 법 초안이 NPC상임위원회 회의에서 통과될 것을 암시한 바 있습니다.
중국이 국제스포츠행사에서 모욕이 감지되는 행위에 대해 처벌을 허용하는 법 승인(Passing law allowing sanctions against perceived insults in sport)을 계기로 중국의 잔인한 코로나 제로 전략(brutal zero-Covid strategy)이 스포츠쪽으로 확대되는 듯 한 것으로 보는 시각이 있습니다.
