[IOC의 미래올림픽조직운영 기능강화 및 조직위원회와의 주도권 상관관계에 대한 검토와 전망]
3월12일자 외신 보도 내용입니다.
1)IOC 미래올림픽유치위원회(FHC: Future Host Commission), 4월 10일~13일(4일간) 2034년 동계올림픽개최선호도시로 내정된 미국 Salt Lake City(SLC)현장 방문을 통하여 성공적인 2002년 동계올림픽대회로 정평이 나있는 이곳의 경기장들을 재점검(reviewing the already-impressive bid for the 2034 Olympic Winter Games, and re-checking the venues used for the successful 2002 Winter Games)할 예정임
2)2030년 및 2034년 동계올림픽 개최선호도시 후보인 프랑스의 French Alps 2030와 SLC2034동계올림픽의 경우 온라인 프레젠테이션 후 4월10일~13일 FHC대표단의 현지실사 방문이 예정되어 있으며 IOC위원 전체 및 동계 국제연맹(Winter IFs)에게는 5월 또는 6월 현장검증을 예정하고 있다고 함
3)6월11일~14일 개최 2/4분기 IOC집행위원회에서는 French Alps 2030 한 건 또는 SLC2034 포함 2건의 동계올림픽개최후보도시를 결정한 후 7월 Paris 2024올림픽 개회식 전에 개최되는 IOC총회에 상정하여 최종 승인을 받을 예정이라 함
4)IOC올림픽수석국장인 Christophe Dubi는 매 올림픽 후 IOC가 조직위원회 대신 직접 할 수 있는 분야가 있는 지에 대하여 결정하는 검토가 이루어지고 있으며 예정대로 밀고 나갈지 여부를 결정하는 한 가지 주요한 테스트가 사용되고 있음(a review is made after each Games to determine if there are areas which the IOC can do itself, in place of the host organizing committee. One major test is used to decide whether to move forward)을 설명함
5)IOC는 FIFA가 2026년 월드컵개최에 따른 방식과 흡사하게 Paris 2024올림픽 후 향후 올림픽에 대하여 대회조직운영에 직접 더 많이 관여할(the IOC itself taking charge or more and more functions)지 여부에 대하여 검토 중인 바, SLC 2034동계올림픽에 즈음하여 IOC의 향후 대회개최 장악 여부에 대한 질문에 Dubi IOC올림픽수석국장은 2014년 이래 올림픽조직방식에 대한 변화를 보아왔으며 진행 중인 생각 과정이 이미 추진 중(the ongoing thought process already underway)이라고 설명하면서, “해답은 매번 올림픽을 치른 후, 우리는 돌아보아야 하며 이제 드디어 Paris까지 왔음. 올림픽이 IOC가 주관해 왔어야 하는지 IOC의 파트너에 의해 주관해 왔어야 하는지에 대하여 어느 것이 더 효율적이고 효과적일 수 있을 까?”(The answer is, after every edition of the Games, we have to look back and this is Paris now, and say, ‘could it be more efficient and would it be more efficient if it would have been delivered by the IOC or a partner of the IOC?’) 가 화두였음. “우리는 예를 들면 얼마 후에 벌어질 것이지만 Paris로부터 전제적인 디지털 환경을 채택해 왔음. 대회기간에 사용될 웹과 모든 앱들을 IOC가 개발하고 IOC가 운영될 것임. 따라서 이것은 어느 정도 올림픽방송서비스를 위해 우리가 하고 있는 것에 편승하고 있는 것이며 매우 성공적 임”(We have taken, for example – and this will happen in the next few days – the entire digital environment from Paris. The Games-time Web and all the applications will be developed by the IOC and operated by the IOC. And you mentioned ticketing, you have hospitality, where we have also now the same provider [OnLocation] for three Games.) “하지만 그게 항상 적용되는 것은 아님. 때때로 해당지역에서 치르는 맥락으로 하는 것이 그러한 해결책을 개발하는데 정말 더 나은 것임. 따라서 어떤 것이 더 효율적인 것인가와 이곳 또는 해당지역의 맥락에서 치르는 발상 사이에 두어야 할 균형을 찾아내려고 우리는 생각하고 있는 것임. 결국 그것은 연관된 위험요소와 기회에 대하여 끊임 없이 평가하는 문제임”(But it’s not always the case. Sometimes, it’s really better that the local context is developing those solutions. So, this is what we always what we try to find: a balance between what is more efficient, here or in the local context, and in the end, it’s a question of assessing constantly the risks and opportunities involved.) “그렇게 하는 것이, Jacqueline (담당 부서장)과 함께 수십년 간 함께 이곳에서 동고동락해온 사실과는 무관하게 우리의 임무를 멋지게 해주는 것임. 올림픽이 점점 더 복잡미묘다단해 지는 관계로 항상 다른 점이 상존하는 것임. 전에 인공지능에 대하여 언급한 바 있음; 인공지능은 이곳에서 우리의 일 처리를 포함하여 우리와 함께 하고 있음. 따라서 내일의 올림픽은 어제의 올림픽과 동일하지 않을 것임”(That’s what makes our jobs fascinating, irrespective of the fact we’ve been here with Jacqueline for decades now, it’s always different because the Games are becoming more sophisticated. I was mentioned [artificial intelligence] before; A.I. is here to stay, including [in] our business. So the games tomorrow will not be the same as the Games yesterday.) “그리고 모든 올림픽개최에 따른 맥락이 중국, 프랑스 및 미국 사이에 상이하게 다른 것이기에 우리는 이곳(IOC)과 조직위원회 사이에 올바른 균형을 찾아내야 하는 것임”(And every context is different between China, France and United States; every time, we have to find out the right balance between here and the organizing committee.)이라고 견해를 밝혔다고 함
