IOC집행위원회는 ROC가 불법적으로 병합된 우크라이나영토소재 지역 단체들을 자체적으로 인정한 후(following its recognition of regional entities illegally annexed Ukrainian territories)러시아올림픽위원회(ROC: Russian Olympic Committee)에 IOC의 자격정지조치처분을 내렸다고 합니다.
ROC는 Luhansk People's Republic, Donetsk People's Republic, Kherson 및 Zaporizhzhia 에 소재한 지역 올림픽평의회(regional Olympic Councils)를 자체적으로 인정함으로 올림픽 헌장을 위배한 것으로 간주되었다고 합니다.
IOC대변인인 Mark Adams는 “러시아올림픽위원회가 2023년 10월5일자로 올림픽헌장에 의거하여 인정된 우크라이나올림픽위원회관할로 그 휘하에 소속된 Donetsk, Kherson, Luhansk 및 Zaporizhzhia 지역스포츠단체들을 ROC의 소속회원단체로 포함시키는 일방적인 결정을 감행하였으며 이는 우크라이나 NOC의 영토적 통합 범주를 침범하였기 때문에 올림픽헌장위배에 해당됨”(The unilateral decision taken by the Russian Olympic Committee on 5 October 2023 to include, as its members, the regional sports organisations which are under the authority of the National Olympic Committee (NOC) of Ukraine (namely Donetsk, Kherson, Luhansk and Zaporizhzhia) constitutes a breach of the Olympic Charter because it violates the territorial integrity of the NOC of Ukraine, as recognised by the International Olympic Committee (IOC) in accordance with the Olympic Charter) “상기와 같은 상황을 고려하여 IOC집행위원회는 다음과 같이 결정하였음:”(In view of the above, the IOC Executive Board today decided that:)
1)“ROC는 추후 통지 시까지 즉각적효력을 발생하는 자격정지에 들어감’(The Russian Olympic Committee is suspended with immediate effect until further notice.)
2)“자격정지조치는 다음과 같은 결과로 귀속됨:”(The suspension has the following consequences:)
(1)“ROC는 더 이상 올림픽헌장에 규정된 NOC로서의 운영 자격이 없으며 올림픽운동시스템으로부터 기금지원수수불가”(The Russian Olympic Committee is no longer entitled to operate as a National Olympic Committee, as defined in the Olympic Charter, and cannot receive any funding from the Olympic Movement.)
(2)“러시아선수들의 Paris2024올림픽에 개인중립선수자격으로의 참가가 불명확한 상태인 상황에서 IOC는 ROC의 자격정지조치가 동 사안에 대한 결정에 영향을 미치지 않을 것임을 주장하는 바임” (The participation of Russian athletes as individual neutrals at the Paris 2024 Olympics remains uncertain, and the IOC insisted the ROC's suspension would not impact its decision.)
(3)“IOC가 2023년 3월28일 자 입장과 권고 내용에 명시된 대로 IOC가 Paris2024올림픽과 Milan Cortina 2026동계올림픽에 러시아여권소지 개별중립자격선수의 참가문제에 대한 적절한 시점에서 내려질 결정권을 보유함”(As stated in the IOC’s position and recommendations of 28 March 2023, which remain fully in place, the IOC reserves the right to decide about the participation of individual neutral athletes with a Russian passport in the Olympic Games Paris 2024 and the Olympic Winter Games Milano Cortina 2026 at the appropriate time)
(4)“IOC집행위원회는 또한 이러한 사태전개상황에 따라 사후결정이나 조치를 취할 그 어떠한 권리도 보유하고 있음”(The IOC EB also reserves the right to take any further decision or measure depending on the development of this situation.)
Paris 2024올림픽에 러시아와 벨라루스 선수들이 개별중립선수자격 출전 허용 시 점(no timeline)은 아직 정해지 않았지만 Adams대변인은 그 시기에 대하여 “대회시작근접”(closer to the Games)시점이라고 10월12일 언급하였다고 합니다
ROC는 IOC가 우크라이나 전쟁에 대한 반응으로 행한 IOC의 태도와 자세에 대해 비판의 소리를 높여 왔습니다.
지난 3월 IOC는 러시아와 벨라루스에 대한 전면 금지조치를 해제함으로 우크라이나에서의 전쟁을 지지하지 않고 군대에 연고가 없을 경우 국제스포츠대회에 중립자격산수로 출전이 가능하도록 한 바 있습니다.
이러한 IOC의 조치는 두나라 선수들이 전쟁이 계속되는 동안 출전을 금지 해야 한다며 우크라이나와 동맹국들로부터 맹 비난을 초래하기도 하였습니다.
ROC 위원장인 Stanislav Pozdnyakov는 자국 선수들이 우크라이나 전쟁에 참전하는 것을 존중해 주어야 하며 IOC의 조건부허용조치에 대하여 광대 극(farce)이고 차별적인(discriminatory)것으로 낙인을 찍기도 하였습니다
Adams IOC대변인은 금번 ROC에 대한 자격정지조치는 불법적 합병 영토에 속한 지역스포츠단체를 자체적으로 인정한 것에 국한됨을 주장하였다고 합니다.
ROC는 IOC의 정치적 결정에 대하여 비난하였으며 러시아선수들과는 무관하다고 주장하였다고 합니다.
반면 Vadym Gutzeit 우크라이나 NOC위원장은 지난 주 이슈를 제기한 뒤 내려진 IOC의 이 같은 결정을 환영하였다고 합니다
Andriy Yermak 우크라이나 대통령실장 역시 IOC의 결정에 대하여 감사를 표명하였다고 합니다.
오늘날까지 ROC는 2022년 2월 우크라이나에대한 전면적 침공(full-scale invasion) 후 자격정지조치는 피해 온 바 있습니다.
ROC는 Sochi2014동계올림픽 당시 국가주도 도핑 스캔들로 인해 2017년에 자격정지조치를 당했지만 평창2018동계올림픽 후 해제된 바 있다고 합니다
러시아 선수들은 Tokyo2020올림픽 및 Beijing2022동게올림픽 출전시 세계도핑방지기구(WADA)제재조치로 인해 국기 대신 ROC배너 아래 출전해야 했습니다.
10월11일자 외신에 따르면 Thomas Bach IOC위원장은 인도가 2036년올림픽 및 패럴림픽을 유치할 경우 IOC는 인도올림픽협회(IOA: Indian Olympic Association)의 “지배구조에 대한 확실한 신뢰도”(must have the confidence in the governance)를 가져야 함을 시인하였으며 인도는 2010년 영연방대회조직과정에서 혼란스럽고 부패한 사례와 같은 것으로 이미지가 손상되지 않아야 한다(should not be tarnished by its chaotic and corrupt organization of the 2010 Commonwealth Games)고 아울러 주장하였다고 합니다.
이제 제141차 IOC총회가 인도 최고 인구밀집도시인 Mumbai에서 10월15일 열리게 되며 인도는 이를 계기로 2036년 올림픽개최희망과 계획에 대하여 각인시킬 기회를 활용할 것(set to provide an opportunity for India to outline its hopes and plans for the 2036 Olympics)으로 보입니다.
인도는 비록 대부분의 경우 올림픽유치표명시작이 최종단계까지 반드시 이르지는 못한다는 과거 전례가 있긴 하지만(although past history suggests most of these will not follow through on their initial interest) 향후 2036년 올림픽개최에 관심을 표명한 최소 10여개국에 이르는 국가들과의 치열한 경쟁구도에 직면할 것으로 예상되고 있다고 합니다.

IOA가 보여주고 있는 실태와 이슈들은 더 많은 장애물로 작용할 수 있는 소지가 있긴 하다(Issues at the IOA could form more of a stumbling block, however) 고 외신은 평가하고 있긴 합니다.
사실상 IOA는 2022년 선거과정에서 여러 차례 지연사태를 통해 자격정지 경고를 받은 바(threatened with suspension last year after delays to its elections) 있으며 PT Usha가 IOA회장으로 2022년 12월에 선출되기 전에 그로 인해 Mumbai개최 IOC총회일정이 당초 5월에서 10월로 미뤄진 바(pushed back from May to October) 있다고 합니다

Bach IOC위원장은 인도의 2036년 올림픽 및 패럴림픽 유치가 진행될 때 고려 대상이 될 것이라고 하면서 “우리는 지금까지 이곳 인도 내에서 유치에 대한 지대한 관심과 더불어 유치를 고려하고 있는 상황이 확실히 존재함을 주목해 왔”(We have so far noted that there’s a great interest and there are apparently serious considerations here within India) “우리는 이러한 현상이 실제로 어떻게 프로젝트 화 되고 우리에게 어떤 방식으로 전달될 지를 지켜보아야 할 것임”(We have to wait now how this will turn into a project and will be brought forward to us.) “그 때라야만 우리는 한가지 견해를 형성하여 예단할 수 있는 것임”(Only then we can form an opinion.)이라고 덧붙였다고 합니다.

IOC는 지난 토요일(10월7일) 자행된 Gaza 지역(Strip)에서부터 벌어진 이스라엘에 대한 공격이 시작된 와중에 이제는 정말 10월15일(일)~17일(화) Mumbai개최 제141차 IOC총회에서 다루어야 할 더욱 심한 골치거리로 골머리를 앓고(even more headaches) 있습니다.
현재진행형인 피범벅 유혈사태(ongoing bloodshed)로 1,000명이상이 살해되었으며 앞으로도 얼마간이 될 지 모르지만 계속될 것으로 보이는 가운데 팔레스타인의 Paris2024올림픽참가문제는 비교적 하찮은 이슈(a trivial issue in comparison) 로 보일지도 모릅니다
하지만 Paris2024에 대한 높은 관심(high profile of the Games)으로 인해 이러한 이스라엘을 둘러싼 이슈는 크게 부각될 것인 바, 특히 IOC가 이스라엘 최초의 Barcelona 1992올림픽메달리스트(유도)이면서 이스라엘올림픽위원회 위원장인 Yael Arad를 IOC위원 후보로 지명함으로 Mumbai개최 IOC총회에서 정식 신임 IOC위원으로 선출되려는 시점에 다가오고 있다라는 것입니다.
Atlanta 1996올림픽에 처음 등장한 바 있는 팔레스타인의 경우 올림픽에서의 입지는 상대적으로 저조할 정도이며 (only a modest profile) Tokyo2020올림픽에는 4개 종목에 5명의 선수만이 참가했을 뿐이라고 합니다
반 이스라엘 대리 단체로 일컬어지는 (팔레스타인 내) Hamas와 (레바논 내) Hezbollah 등과 함께 공격의 기획 및 감독하는 배후로 널리 인정되는(widely acknowledged as a planner and overseer of the attack with its anti-Israeli proxy organizations Hamas (in Palestine) and Hezbollah (in Lebanon) 이란의 경우는 어찌될 것인지도 초미의 관심사로 떠오르고 있다고 합니다.
이란은 수년간 유대인배척운동(anti-Semitic activities)을 간헐적 자행에 대한 책임으로 자격정지 상태로 이어져 왔지만 IOC는 그러한 이란 또는 팔레스타인에 대하여 어떤 행동을 위할 것인지가 관심의 대상이 되고 있는 시점으로 보입니다.
게다가 러시아 문제는 IOC에게 더욱 어려운 이슈로서 옥죄고 있는데 러시아올림픽위원회(ROC)는 지난 10월5일(목) 러시아가 침공하여 불법으로 러시아연맹에 2022년에 합병한(illegally "annexed" into the Russian Federation in 2022) 우크라이나 동부지역의 올림픽평의회(Olympic Councils)들을 새롭게 편성함으로 “도네츠크(Donetsk)와 루간스크(Lugansk) 인민공화국(DPR, LPR), 자포로제(Zaporozhye)와 헤르손 (Kherson) 지역, 야로슬라브(Yaroslavl) 지역의 올림픽 협의회는 ROC의 회원이 되었다”고 ROC위원장인 Stanislav Pozdnyakov이 언급한 바 있다고 합니다.
우크라이나올림픽위원회는 다음날인 10월6일 IOC에 메시지를 보내 IOC집행위원회가 올림픽헌장규정을 명백하게 위반한 사례인 이 문제를 제기하여 제재조치를 하여 줄 것을 요청하였다고 합니다.

[중국고위관료, 동아시아올림픽위원회(East Asian Olympic Committee) 위원장으로 임명되다]
10월8일 외신이 전하는 바에 따르면 중국고위관료인 Yang Shu’an이 동아시아올림픽위원회(WAOC: East Asian Olympic Committee)위원장에 선출된 것으로 발표되었다고 합니다.

EAOC는 중국, 홍콩, 일본, 마카오, 몽골, 북한, 한국, 및 대만 등 8개국으로 구성되어 있습니다.
Yang Shu’an은 최근 몽고 수도인 울란바토르에서 개최된 동아시아청소년게임 기간 동안 위원장으로 선출되었다고 합니다.
Yang Shu’an은 중국 스포츠 계 고위 임원(a senior figure)으로 그는 현재 중국올림픽위원회 부위원장이며 Beijing2022동계올림픽 및 패럴림픽 조직위원회 부위원장 직도 맡은 바 있다고 합니다.
그는 Beijing2022동계올림픽 개회식 전날 밤 행한 기자회견에서 외국선수들도 “올림픽정신에 위배되는”(against the Olympic spirit)발언을 할 경우 처벌을 면치 못할 수 있다고(foreign athletes may face punishment for speech)언급함으로 국제적 관심을 받은 바 있다고 합니다,
그는 “올림픽정신과 걸맞는 그 어떠한 표현이라도 보호받을 것임”(Any expression that is in line with the Olympic spirit I’m sure will be protected.) “올림픽정신에 위배되는, 특히 중국 법과 규정에 어긋나는 언행은 어떠한 것이라도 처벌대상이 됨”(Any behaviour or speech that is against the Olympic spirit, especially against Chinese laws and regulations, are also subject to certain punishment.)이라고 언급한 바 있다고 합니다.
Yang Shu’an은 Beijing2008올림픽 및 패럴림픽 당시에도 유사한 역할을 맡았는데 또한 그는 Nanjing2014 하계청소년올림픽 조직위원회 집행위원장직을 역임하기도 하였다고 합니다.
그는 초창기 중국 배드민턴협회 및 중국탁구협회 부회장 겸 사무총장을 역임하였으며 중국 체육 및 스포츠 국가위원회(National Commission for Physical Culture and Sport of China)여러 부서에서 서기, 부장 및 사무총장 등을 두루 거친 중국 스포츠 행정전문관리인 것으로 보입니다
또한 그는 국제탁구연맹부회장(vice-president and Deputy President of the International Table Tennis Association) 및 배드민턴세계연맹(BWF: Badminton World Federation) 이사직도 역임하였다고 합니다.
EAOC회원국 8개국 중 유일하게 북한을 제외한 7개국에서 총 842명의 선수들이 동아시아 청소년게임에 참가하여 기량을 뽐냈다(showcasing their skills and talent)고 합니다.
동 대회는 1,200명의 자원봉사자들과 130명에 달하는 국제수준의 심판 진과 기술임원들이 합심하여 크게 성공적으로 개최되었다고 합니다
동 대회는 몽골 IOC위원 겸 NOC위원장인 Battushig Batbold가 개회식사로 시작되었다고 합니다.
10월6일자 외신이 전하는 바에 따르면 금년 인도네시아 Bali개최예정이던 2023년도 ANOC총회가 취소되면서 대체 장소를 찾았으나 여의치 않자 ANOC는 금년도 ANOC총회는 개최되지 않는다고 발표하였다고 합니다
Bali가 속한 州(province)는 당초 8월에 예정되었던 ANOC세계비치게임과 ANOC총회를 개최 1개월 남짓 남은 시점인 7월4일 급작스럽게 인도네시아 중앙정부가 요구한 예산 배정이 이루어지지 않았다고 주장하면서 대회 및 총회 취소사유로 밝힌 바 있다고 합니다.
따라서 ANOC는 Bali대신 총회를 조직할 대체지를 찾고자 노력한 것으로 알려졌습니다.
하지만ANOC는 총회대체개최장소 물색에 대한 아무런 계획도 발표되지 않았으며 ANOC사무총장인 Gunilla Lindberg는 10월6일 튀르키예 이스탄불에서 개최된 EOC총회에서 캘린더 일정 상(because of a congested calendar)ANOC총회 개최가 가능하지 않다고 언급하였다고 합니다.
그녀는 한날 한시에 6개 NOCs들이 2023년 ANOC총회개최의사를 밝히며 접촉해 왔지만 “금년도 캘린더 일정이 꽉 차 있어서 감사하지만 사양한다”(the calendar was too full this year so we had to say thank you, but no thank you) 고 말할 수 밖에 없었음을 밝혔다고 합니다.

당초 2년 간격, 격년제로 개최되었던 ANOC총회를 2014년부터는 매년 개최하는 방향(from a biennial to an annual General Assembly in 2014)으로 선회하여 왔지만, 2020년 ANOC총회는 코로나19로 인해 어쩔 수 없이 취소된 바 있다고 합니다.
2021년에는 한국 당국의 코로나19에 따른 ANOC측의 요구조건 충족 미흡을 이유로 당초 서울 개최를 취소하고 그리스 Crete섬에서 열렸으며 2022년에는 다시10월 서울에서 개최된 바 있습니다.

EOC회장이면서 그리스올림픽위원회(Hellenic Olympic Committee) 위원장인 Spyros Capralos는 ANOC측이 인도정부와의 협의를 계속하는 가운데 금년말까지 해결책이 마련되지 않을 경우 ANOC가 해당 NOCs에 대한 배상을 할 것인지에 대하여 질문(asked if ANOC could reimburse NOCs if a solution is not found by the end of the year while continuing discussions with the Indonesian Government)하였다고 합니다.

10월6일 튀르키예 이스탄불 Conrad Istanbul Bosphorus호텔에서 열린 유럽올림픽위원회(EOC)총회는 집행위원회 위원 임기제한(term limits)을 포함하여 EOC헌장 개정을 승인하였으며 사상 첫번째로 신설되는 실무최고책임자(chief executive)임명을 2024년 초 실행하기로 결의하였다고 합니다.
이러한 개정으로 EOC의 전문성을 증대시킬 것(increase the professionalism) 이라는 주장에 힘을 실어주는 듯, 투표 결과 36표의 찬성과 반대 1표 및 기권 1표(one abstention)로 가결되었다고 합니다.
IOC TOP(the Olympic Partner Program)파트너의 일원인 Deloitte가 사무총장 물색(the search for a secretary general)업무를 담당하기로 되어있으며, 내년 초 해당 적격자 임명 최종 마무리를 위한(with a view to finalizing an appointment at the beginning of next year) 최종선발후보자명단(shortlist)을 작성하여 제출할 예정이라고 합니다.
새로 신설되는 실무최고책임자는 2006년부터 사무총장의 역할을 오랫동안 맡아온 이태리 출신 Raffaele Pagnozzi를 보좌 지원하기로 되어 있다고 합니다.

Capralos는 2021년에 EOC회장으로 선출된 바 있으며 자신의 임기 동안 이룩한 발전 영역에 대하여 집중 조명(highlighted areas of progress made during his time at the helm)하였다고 합니다

[쿠웨이트 Sheikh Ahmad 와 Sheikh Talal 형제, IOC의 OCA회장 선거결과 불인정 개입에 대하여 스포츠중재재판소(CAS)에 제소하다]
IOC가 지난 7월 개최된 OCA회장선거결과를 공식적으로 무시하며 선거에서 당선된 쿠웨이트의 Sheikh Talal의 OCA회장선출을 불인정하면서, Sheikh Talal은 스포츠중재재판소(CAS: Court of Arbitration for Sport)에 법적 소송을 제기(filed an action again the IOC)하였다고 합니다.
스위스에서 범죄행위(위조죄/forgery charges)로 검찰에 기소되면서 스스로 IOC위원 자격을 이미 정지한 바 있는(already-self-suspended as an IOC member due to a criminal prosecution against him in Switzerland) 그의 형인 Sheikh Ahmad는 OCA선거에 개입한 것에 대하여 IOC로부터 3년 자격정지처분을 받았는데 그 역시 IOC의 징계조치에 대하여 소송을 제기(filed an action)하였다고 합니다.
IOC가 지난 7월8일 열린 OCA회장선거결과 개입으로 말미암아 쿠웨이트 왕족 형제인 Sheikh Ahmad Al-Fahad Al-Sabah및 Sheikh Talal Fahad Al-Ahmad Al-Sabah 두 명은 스포츠중재재판소(CAS)에 2건의 소송을 제기하는 결과를 초래하였다고 외신은 전하고 있습니다.

“Sheikh Ahmad Al-Sabah의 행위(behavior)로 인한 OCA회장선거에 미친 부인할 수 없는 영향력과 OCA선거과정에 대하여 철저한 조사가 이루어질 때까지 결과적으로 이러한 선거결과를 인정하지 않도록 하는 조치가 추후에 이행되는 것임”(To consider the undeniable impact on the OCA’s elections of Sheikh Ahmad Al-Sabah’s behaviour, and consequently not to recognise these elections until a full review of the OCA’s elections process is carried out at a later stage.)
Sheikh Ahmad에 대한 징계조치가 부과되었는데 내용은 3년간 IOC위원직 자격정지(with a suspension of his IOC membership for three years)라고 합니다.
10월3일(화) 스포츠중재재판소(CAS)의 공시 내용이 러시아관영매체인 TASS에 실렸는데 그 내용은 다음과 같다고 합니다:

소송을 제기한 근거를 포함하여(including the grounds for the filings)더 이상의 정보는 나오지 않고 있다고 합니다.
쿠웨이트장관 겸 현재 원고(defender)인 Sheikh Ahmad는 지난 2021년 9월10일 스위스 형사재판소(Swiss Criminal Court)에서 사기/위조 유죄 판결을 받고(found guilty of fraud)항소 중(is appealing)이라고 합니다.
그는 스위스형사혐의로 기소되었을 때인 2018년 9월에 이미 IOC위원직을 스스로 자격 정지한(self-suspended himself as an IOC member in September 2018 when the Swiss criminal charges were filed) 바 있습니다
IOC의 OCA선거개입 관련 CAS 소송 다툼 건은 흥미진진한 이야기거리가 될 것으로 전망되고 있습니다.
IOC윤리위원회는 다음과 같이 선포하였다고 합니다:
“OCA는 IOC가 인정한 각국올림픽위원회들을 관장하는 대륙 기구임. 따라서 관련 선거 내용도 IOC가 인정해야 함”(The Olympic Council of Asia is a continental association of NOCs recognised by the IOC; thus, the elections have to be recognised by the IOC)
하지만 IOC가 줄기차게 홍보한 스포츠의 자율성 선언으로 인해 이러한 사안에 대한 결정과정에 어떻게 작용하도록 소환될 것인지도 미지수(the declarations of sport autonomy consistently promoted by the IOC could come back to play a role in a decision on this question)라고 외신은 전하고 있습니다
1982년 12월 인도 뉴델리에서의 OCA태동時부터 OCA규정위원회 위원 및 OCA집행위원(아시안게임조정위원회 수석 조정관) 등으로 20여 년간 현장에서 직접 활동해 온 경험에 비추어 볼 때 OCA는 이제 지배구조와 조직개편이 불가피한 시점인 것으로 분석됩니다.

Andrzej Duda 폴란드대통령이 9월27일자로 폴란드가 2036년 올림픽개최를 위항 유치경쟁에 돌입할 것(his nation will enter the race to host the Olympic Games in 2036)이라고 선언하였다고 합니다.

Duda폴란드 대통령은 제2차 스포츠와 관광 유럽 총회(2nd European Congress of Sports and Tourism) 기자회견에서 “폴란드올림픽위원회와 체육관광부 및 정부와의 협의 결과, 2036년에 올림픽을 이 나라에 유치하여 개최하고자 노력을 시작하는 것이 우리의 야심이며 의향임을 밝히는 바임”(After consultations with the Polish Olympic Committee (POC), the Ministry of Sport and Tourism and the government, I would like to say that it is our ambition and intention to start efforts to hold the Summer Olympic Games in our country in 2036) “ 이와 관련하여 Bach IOC위원장에게 서한을 발송할 것이며 동 서한은 10월6일 예정된 Bach IOC위원장과의 면담 시 Radosław Piesiewicz 폴란드올림픽위원회위원장을 통하여 그에게 전달될 것임”(In this matter, I will forward a letter to the President of the International Olympic Committee, Thomas Bach, which will be handed to him by the President of the Polish Olympic Committee Radosław Piesiewicz during the meeting to be held on October 6.)이라고 전격 공개하였다고 합니다.
POC(Polish Olympic Committee)는 성명서를 통하여 2036년 올림픽은 수도인 바르샤바를 중심으로 전개될 것(the Games would be centered in Warsaw)이라고 밝혔다고 합니다.
폴란드의 2036년올림픽유치에 대한 관심은 Krakow와 Malopolska에서 금년 여름에 개최된 2023년 유럽 게임이 성공적으로 개최된 후 발전되어 나온 것이라고 합니다
Radosław Piesiewicz POC위원장은 “나로서는 우리가 폴란드에서 올림픽을 조직하게 위하여 모든 조치를 취할 것임을 약속할 수 있음”(For my part, I can promise that we will do everything to organize these Games in Poland)이라고 언급하였다고 합니다.

Andrzej Duda폴란드대통령이 7월24일 Thomas Bach IOC위원장으로부터 폴란드 Kraków개최 수여식에서 올림픽 훈장(Olympic Order)을 수여 받았습니다.
올림픽 훈장은 올리피즘 발전에 중대한 기여를 한 인사들에게 올림픽운동특별공훈의 상징으로 수여됩니다.
IOC는 올림픽대회 개최국의 핵심 관계자들에게도 대회 폐회식에 수여되기도 합니다.

Bach IOC위원장은 자신이 지금은 독일체육회와 합쳐져 독일올림픽체육총연합회(DOSB: German Olympic Sports Confederation)으로 알려지고 있는 독일올림픽위원회 수장의 책임을 맡았던 시절을 상기하면서 Andrzej Kraśnicki 폴란드올림픽위원회(POC)위원장에 대한 찬사와 함께 폴란드와의 관계를 공고하 하고자 하는 자신의 목표에 대하여서는 일갈 하였습니다.

한가위 추석 명절 연휴가 아쉽지만 끝자락에 와 있습니다.
지난 9월26일~28일(2박3일) 주 칭다오 한국총영사관 초청으로 한-중 스포츠정책협력대화 포럼에 참가하여 발제자로 발표하도록 세팅하시어 하나님의 은혜와 배려에 감사할 기회를 허락하셨습니다.
2023년 3월 2027년 충청권 FISU세계대학경기대회조직위원회 전국공모사무총장직에 선출되었지만 지난 3월~7월까지 5개월간 원인미상의 우여곡절속에서도 3번이나 사무총장직에 재신임 받았지만 계속되는 롤러 코스터(roller coaster)와 같은 반전의 연속선 상에 있었습니다.
4월에는 Thomas Bach IOC위원장이 저의 사무총장 선출에 대하여 축하 서한들 보내 주었으며 5월에는 문체부장관의 공문으로 사무총장재신임조치를 해 주었지만 이에 반발하는 대한체육회장이 기자회견을 통하여 대통령실과 국무총리실까지 거론하는 등 국내 체육계가 혼란의 와중에 있었습니다.
제가 법원에 두번째로 제기한 조직위원회 창립총회 재 개최 결과 효력정지 및 사무총장 자리보전 가처분신청 소송 재판(8월9일)을 9일 앞두고 살신성인(殺身成仁)하는 심정으로 모두의 화평을 위하여 7월31일자로 담당변호사를 통해 소송을 전격 취하함으로 명예회복의 절호의 기회(?)를 내려 놓았습니다. 하지만 그 대신 저는 하나님이 주시는 비교 불가의 화평 함(성령님의 3번 째 열매)과 평안 함의 선물을 받은 셈입니다.
반기문 제8대 UN사무총장께서는 9월29일 추석명절 메시지를 보내주셨는데 “추석을 맞이하여 가족여러분과 늘 건강하신 가운데 체육을 통한 평화와 발전에 기여하시기 바랍니다. 보내주신 기사 읽고 어떤 심경인지 잘 알겠으며 만사는 늘 정의롭게 해결된다는 신념아래 꿋꿋이 나가시기 바랍니다”라는 격려와 응원을 해 주셨습니다. 지면을 빌어 다시 한번 반기문 UN총장님의 사려 깊으심과 헤아려 주심에도 감읍과 감사의 뜻을 표합니다.
Qingdao현지에서 마침 Beijing2008올림픽당시 자문해 주었던 산동 성 국책연구원과 연락이 되어 자유시간에 함께 만나 재회의 환담과 더불어 미처 가보지 못했던 요트경기장(Sailing Venue)도 둘러볼 수 있는 기회가 주어지기도 하였습니다.
시진핑중국국가주석은 “스포츠를 통한 평화”(Peace Through Sport)를 국가 스포츠정책으로 채택한 것임을 현지 중국 스포츠관계자들로부터 듣게 되었습니다.
이는 Thomas Bach IOC위원장의 “Give Peace a Chance”라는 탁월한 비전과 일맥상통하는 것 같다는 생각이 들었습니다.
성령의 9가지 열매(사랑과 희락과 화평과 오래 참음과 자비와 양선과 충성과 온유와 절제)중 3번째 열매를 누린 셈입니다. 할렐루야!

So far I have published about 20+ books during my 40 years’ services in the Olympic Movement.
The International Sport Diplomacy Institute, equipped with its status as non-profit NGO, was created in 2004 right after I decided to tender a voluntary resignation from the Korean Olympic Committee as its Deputy Secretary General in order to further focus on the second PyeongChang Bid as Secretary General of the Bid Committee for the 2014 Olympic and Paralympic Winter Games following its first attempt for 2010 OWG which had been beaten by Vancouver 2010 bid by a narrow margin of 56:53 at the second round ballot of the IOC Session in Prague 2003.
The main Work Scope of the ISDI included but not limited to the compiling, summarizing and analyzing the international sporting trend and news on a daily basis along with the publication of the English News Letters titled “SOS” (Spot Light On Sport Life) on a weekly basis. And in 2008, I launched my blog titled “Sport World” delivering the summary with corresponding short analysis of the news and topics of the daily international sport world. The year 2024 will mark the 20th anniversary of the activities of the ISDI.
My first-ever book written in 2006 was titled “War without Gunfire” which dealt with stories and episodes I experienced at first hand in the global Olympic Movement. And the above book publication (book presentation) ceremony took place at the Press Center building downtown in Seoul
At the book presentation ceremony, Hon. Seung-Soo HAN, who assumed the role as Chairman of the UN General Assembly-Foreign Affairs Minister-Korean Ambassador to the United States and National Assembly member was President of the PyeongChang2014 Bid Committee, who was, later on, appointed Prime Minister of the Republic of Korea. And he spoke well of me at his address with so many praises. At that time, I also served as Secretary General of the PyeongChang2014 Bid Committee. I still vividly remember like I smell the fresh paint! I would like to express my special thanks to H.E. Seung-Soo HAN.

It only seems like yesterday that we were celebrating a world united by sport in peaceful competition at the Olympic Winter Games PyeongChang
2018. The magic of Olympic sport on snow and ice, the unforgettable performances by the athletes and the wonderful hospitality of the Korean people
and will live on in our hearts forever. The Olympic Winter Games PyeongChang 2018 also sent a powerful message of peace from the Korean Peninsula
to the world. That moment came when the athletes from the National Olympic Committees of the Republic of Korea and the Democratic People’s Republic of
Korea entered the Olympic stadium as one team, behind one flag, the Korean Unification flag. This one moment demonstrated the unique power of sport to

seen how the Olympic Games can open the way to dialogue. This moment did not happen by chance. It was the result of a long process of negotiations and
high-level government engagement by the International Olympic Committeethat began back in 2014 and lasted until a few hours before this unforgettable
Opening Ceremony. We know that sport alone cannot create peace. But as we saw in PyeongChang, the Olympic Games can open the way to a more peaceful future. This power of sport to unite the world in peaceful competition is a central theme in this insightful book that chronicles the history of the Olympic Movement in the Republic of Korea. My personal connection with the Korean people began during the Olympic Games Seoul 1988. At the time, I was the athletes’ representative on the Games’ steering committee. This early contact with the Koreans and the Korean culture left a lasting impression on me that
continues to this day. It is in this context that I got to know and appreciate Rocky Kang-Ro Yoon as a leading figure in Korean sport. Building on his great
knowledge on the Olympic Movement, he is ideally placed to share his many accounts of the rich Korean sporting history and the role that sport can play to
make the world a better place. In order to shape the future, one needs to understand the past. This is why this book is a timely contribution to inspire the
