최근(8월22일) Thomas Bach IOC위원장은 스위스CNN Money와의 인터뷰에서 “올림픽대회를 조직하는 것은 타당성 있는 투자”(Organizing the

Olympic Games is a feasible investment)라고 언급한 것으로 알려졌습니다

CNN Money Switzerland와의 인터뷰에서 Bach IOC위원장은 길고 끊임 없는 문답(a lengthy, uninterrupted interview)대화를 통하여, IOC가 직면하고 있는 큰 반향을 불러 일으키는 이슈(an issue that elicits strong emotional reactions)이른 바 Hot-button 이슈들에 대한 연속된 모든 질의에 대하여 답변(answered a battery of questions on all the hot-button issues)을 풀어 나갔다고 합니다:

1)   올림픽유치흥행위기(the bid crisis)

다음은 CNN Money Host인 Martina Fuchs가 인터뷰한 논의 내용 중 Bach IOC위원장이 설파한 IOC가 차후 해야 할 것에 대한 통찰력 있는 상세 견해(a detailed insight)를 집중적으로 요약한 내용입니다:

4)   When asked about the rejection of the Sion 2026 Olympic Winter Games bid when citizens across Valais, Switzerland voted against the project in a referendum this year, Bach said it was all about money.(스위스 Sion2026동계올림픽유치거부관련 질문에 대하여서는 모든 것이 돈 문제와 결부되어 있다고 언급함)

5)   “I’ve seen the polls and we have had contact with the candidature committee and there we were told that it was three topics which played a role: the first one was money, the second was money and the third was money,” Bach said. 7)   When asked about the perceived lack of trust in the IOC, an organization that has recently dealt with corruption and accused of letting the costs of the Games soar, Bach dismissed the notion. (IOC에 대한 신뢰부족 인식에 대한 질문에 대하여 IOC조직이 최근 부패이슈에 대해 문제를 다루었으며

9)   Indeed, a poll released Monday by the City of Calgary revealed that 73 percent of those opposed to the city’s potential bid to host the 2026 Games are concerned about costs while only 5 percent identified corruption and the IOC as the source of their apprehension. (Calgary 市가 월요일/8월20일 배포한 여론조사를 보면 시당국의 잠재적 2026년 동계올림픽유치 반대 견해를 가진 사람들의 73%는 비용에 대한 우려있으며 반면 단지 5%만 부패와 IOC를 불안요소로 식별한 결과가 나온바 있음)

10) Calgarians will head to the polls on November 13 to determine the fate of the Canadian bid; 53 percent of respondents in the survey say they will vote ‘yes’ to a Games. (캘거리 시민들은 캐나 동계올림픽유치 운명을 결정할 11월13일 실시예정인 여론조사에 참여할 것인 바, 설문조사 응답자의 53%가 대회유치에 찬성 투표할 것이라고 언급한 것으로 집계되고 있는 상황임) 

11) But Bach fears that the message his organization has is not getting to the right people.(하지만 Bach IOC위원장은 IOC가 전하는 메시지가 적재적소의 사람들에게 전달되지 않고 있다는 것에 두려움을 갖고 있다고 보도함)

12) The IOC has answered criticism that the Games were costing too much and creating “white elephant” venues that were burdening host city economies. (IOC는 대회개최비용과다와 사후 ‘돈 먹는 하마 신세’로 전락되어 개최 시 경제에 가져다 줄 경기장 창출이라는 비판에 대해 답변하였음)

13) Bach forwarded his “Olympic Agenda 2020” package of 40 reforms designed to update the Olympic movement – including the streamlining of the bid process that makes hosting more efficient, sustainable and beneficial. 14) This year the “New Norm” policy was introduced that could cut 100’s of millions of dollars from the operating cost of the Games. (금년에 도입된 ‘신규범’ 정책은 올림픽대회 운영비용을 수 억불(약 수 천억 원)절감목적으로 소개된 바 있음)

15) New policies are already generating results, Bach said, explaining that the IOC is about to announce that the PyeongChang 2018 Winter Games generated an operational profit.(Bach IOC위워장은 새로운 정책들이 벌써 그 결과를 발생시키고 있는 중이며 IOC는 평창2018동계올림픽 및 패럴림픽 대회가 운영비 흑자를 발생시켰다는 사실을 곧 발표할 시점에 와 있다고 설명하였음)

17) On the Sion vote in June that specifically asked constituents to approve 100 million Swiss Francs funding for the Games, Bach said “this is a referendum, this is a democratic procedure, we respect this.( 대회개최 비용산정 액인  1억 스위스프랑 기금승인에 대하여 구성원들에 구체적으로 질의한 6월 실시된 Sion2026유치찬반투표에 대하여 Bach IOC위원장은 ‘이것은 주민투표이며 이것은 민주적 절차이므로 우리는 이것을 존중하는 바임)

18) Even if we had wished that the arguments of the responsible people who were bringing this candidature forward would have been heard a little bit better because there the Olympic Agenda plays an important role.” (비록 우리가 이러한 올림픽유치사안을 상정한 책임자들과의 논박내용이 좀더 나은 방향으로 전파되었기를 바랐던 이유는 Olympic Agenda2020가 중요한 역할을 해 주고 있기 때문임)

19) “What is a little bit of pity maybe is that the emotions around the Olympics, the magic of the Olympics Games, the support for the Swiss athletes, that all this did not play a real role.(약간의 유감이 있다면, 그것은 아마도 올림픽에 대한 정서와 올림픽의 마법과 스위스 선수들에 대한 성원과 같은 그 모든 것들이 실제로 할당된 역할수준에 미흡하였다는 것임)

Bach IOC위원장은 IOC에 대하여 감지된 신뢰부족이 설득력 있는 요소라는 관념에 대하여 일축하였다(dismissed the notion that a perceived lack of trust in the IOC was a contributing factor)고 합니다

오는 11월13일 예정된 Calgary2026 동계올림픽 및 패럴림픽 유치여부를 묻는 국민투표(plebiscite)가 기다리고 있는 상황에서 유치반대편에 선 사람들의 73%가 개최비용에 대한 우려라고 최근 실시된 여론조사 결과(a recent poll revealing 73 per cent of those opposed to the candidacy are concerned about costs) 나타났다고 합니다

IOC가 주장하고 있는 지난 2월에 공개된 ‘신규범’(New Norms)개혁내용의 요지는 소요비용절감 지원방안(help reduce spending )이라고 합니다.

‘신규범’에 명시되어 있는 118개 조치들(measures)을 적용 및 활용할 경우 하계올림픽에서는 US$10억불(약 1조 2천 억 원), 동계올림픽에서는 US$5억불(약 6천억원)까지 비용절감이 가능한 것으로 주장하고 있다고 합니다

Bach IOC위원장은 지난 달 7월, 2026년 동계올림픽 및 패럴림픽 유치성공 가능성이 적거나 전혀 없을 것으로 간주되는 도시들이 유치경쟁에 너무 오래 남아 있지 않도록 2026년 유치경쟁 도시들이 알차게 축소지향적으로 간추려져 있으면(cities with little or no chance of winning are not left in the race too long) 좋겠다고(happy to have a reduced field for 2026) 언급하였다고 합니다

현재 2026년 동계올림픽 및 패럴림픽 유치희망 후보도시들로는 (1)캐나다의Calgary, (2)스웨덴 수도 Stockholm, (3)터키의Erzurum , (4)일본의Sapporo  및 (5)Milan, Turin 와 Cortina d'Ampezzo 연합 이태리 공동유치도시군(a joint Italian bid) 등 모두 5개가 경합 중인데(all vying for the right to host the Games) 문제인데 이들 5개 후보도시들의 추진력에 대하여서는 의문이 상존하고(questions remain over the strength of all five) 있다고 합니다

이들 중 일본의 Sapporo는 2026년 보다는 2030년 대회에 더 많은 관심이 있으며(more interested in hosting the Games in 2030) 스웨덴의 Stockholm의 경우 스웨덴정부의 지원이 부족한 것(lack support from the Swedish Government)으로 회자되고 있는 상황이라고 합니다.

이태리 3개 공동유치관여 시장들은 공동유치제안에 대하여 비판적이며(critical of the proposal), 터키의 Eruzurum의 경우 위치가 상대적 시리아 접경지역인 관계로 안전상 위험요소가 있는 것으로 간주되고(considered a risk for security reasons due to its relative proximity to the Syrian border) 있다고 합니다.
