[IOC위원후계자 사전지명하고 향년80세로 별세한 스포츠 계 진정한 신사 태국 IOC위원 Nat Indrapana와 오리무중인 신임한국 IOC위원승계 상황]

IOC홈페이지 뉴스 난에 Dr. Nat Indrapana태국 IOC위원이 8월6일 향년 80세 나이로 타계하였다는 소식을 올렸습니다.

1980년 대부터 개인적으로도 잘 알고 지냈고 친한 파인 Dr. Nat Indrapana고인의 명복을 빕니다.

태국왕립대학인 Srinakharinwirot대학교수출신인 그는 교수출신의 배경으로 태국 및 아시아에서 여러 가지 직책을 수행하며 스포츠 발전에 기여한 핵심인물이었습니다.

고인은 태국 NOC사무차장, 동남아시아연맹 스포츠 개발 및 증진 위원회 위원장(Chairman of the Sports Development and Improvement Committee at the Southeast Asian Federation), 아시아 트랩 및 스키트 사격연맹회장(President of the Asian Trap and Skeet Shooting Federation), AGF및 OCA집행위원(a Council member of the Asian Games Federation and of the Olympic Council of Asia)및 태국 대학스포츠위원회 위원(a member of the University Sports Board of Thailand)등을 역임하였습니다.

IOC부위원장 겸 WTF총재를 역임한 고 김운용회장과의 돈독한 관계로 1999~2009(10년간) 세계태권도연맹(WTF)부총재 직도 역임한 바 있습니다.

활달한 성격의 소유자이기도 한 고인은 자신의 죽음을 예견했는지 자신의 IOC위원 정년(80세)보다 1년 앞서 2017년 자신의 후임을 Bach IOC위원장에게 천거하여 Lima개최 제131차 IOC총회에서 선출되게끔 조치한 결과 태국은 여성 IOC위원이 Indrapana IOOC위원 死前에 추가된 바 있습니다.

Thomas Bach IOC위원장은 다음과 같이 고인에 대하여 언급하였다고 합니다:

A.  “With the death of Nat Indrapana, the IOC loses a true gentleman of sport. (Indrapana IOC위원의 타계와 함께 IOC는 스포츠 계의 진정한 신사를 잃게 되었음)

B.  With his outstanding gentleness he made many friends around the world, including me. (고인의 두드러진 온화함으로 나를 포함하여 전 세계에 두루 많은 친구들을 만들었음)

C.   Over the years of his membership, Nat contributed greatly to the Olympic Movement and the protection of its values. (고인이 IOC위원으로 활동했던 많은 세월에 걸쳐, Nat Indrapana는 올림픽운동과 올림픽가치수호에 지대한 기여를 하였음)

D.  For this, he mobilised all his personal forces to serve the IOC even while fighting his serious disease. (이러한 기여를 위해 고인은 자신의 심각한 병마와 싸우면서도 모든 개인적 역량을 동원하여 IOC를 섬겼음)

Bach IOC위원장은 고인을 기리며 애도하는 뜻에서(to honor the memory of Nat Indrapana) IOC본부에 올림픽 기를 조기로 3일 간 게양하도록 요청하였다(the IOC President has asked for the Olympic flag to be flown at half-mast at the IOC Headquarters for three days)고 합니다

고인은 1990년 IOC위원이 되기 전 전임 태국 IOC위원인 Air Marshall Chullasapya보좌관으로 활동하며 IOC내에 얼굴을 알리면서 올림픽운동을 몸소 익힌 바 있습니다.

늘 예의 바르고 쾌활하여 IOC위원들뿐만 아니라 그가 접촉하는 많은 스포츠외교관들로부터 호평을 받았던 타고난 스포츠외교관이었습니다.

그는 자신이 모셨던 전임 태국 IOC위원인 Air Marshall Chullasapya로부터 인계 받았던 IOC위원 직을 자신도 Bach IOC위원장에게 사전에 천거하여 태국 여성 스포츠외교관을 IOC내에 심어 놓은 셈입니다.

한국의 경우 이건희 IOC위원 후계자를 지명하지 못하고 IOC위원 사임 1년이 넘도록 개인자격 한국 IOC위원승계는 오리무중으로 표류 중입니다.

2019년 제134차 밀라노 IOC총회를 기약해 보면서 하루속히 한국스포츠외교를 이끌어 갈 이건희 IOC위원 후임 IOC위원에 대해 정부 및 KOC차원에서 불편부당하고 차세대 스포츠외교관들을 국제 스포츠 계에 진출시키는데 기여할 적합한 인사를 사전에 예비하고 준비하였으면 하는 바람입니다.

IOC홈페이지에 고인의 부음과 함께 열거한 Dr Nat Indrapana의 이력과 경력은 아래와 같습니다:

Indrapana entered the IOC in 1990 and had more recently been a member of the Culture and Olympic Heritage Commission since 2015 after serving on many other Commissions, namely Eligibility (1992-1998), Radio and Television (1993-1996, then 2002-2004), Culture and Olympic Education (1999-2015) and the Olympic Programme (2005-2013).

He closely followed the organisation of several Olympic Games by sitting on the Coordination Commissions for Sydney 2000, Beijing 2008, Rio 2016 and the 1st Youth Olympic Games Singapore 2010, in addition to taking part in the Evaluation Commission for the 2020 Games in 2013.

Holding a Diploma in Physical Education from Sydney Teachers’ College, Australia; Bachelor and Master of Science degrees in Physical Education from California State University, USA; and a Doctor of Philosophy degree in Physical Education from the University of Alberta, Canada, Indrapana was also awarded Honorary Doctorates of Philosophy by three universities in Thailand: Srinakharinwirot (Physical Education), Chulalongkorn (Sports Science) and Burapha (Sports Science). 

In Srinakharinwirot University, he was Dean of the Faculty of Physical Education (1975-1977), Vice-President (1977-1987) and a member of the Council since 2007. Throughout his life, Indrapana was a member of the Councils of two other universities in his country: Mahidol (1990-1994) and Thammasat (1995-1997).

Further contributions to national sport came through his tenures as Vice-Governor of the Sports Authority of Thailand (1989-1996), a member of the Board of the Sports Authority of Thailand (2002-2006) and Vice-Minister of Tourism and Sports (2007-2008). From 1996 to 2007, he was also Vice-President of Singha Corporation.

Indrapana played active roles whenever his country was called upon to host athletes from the region, and he was Chairman of the Technical Committee of the Organising Committee for the Asian Games Bangkok 1978, Chairman of Venues for the Southeast Asian Games Chiang Mai 1995 and a member of the Organising Committee for the Asian Games Bangkok 1998.

[복싱국제연맹(AIBA)회장대행Rakhimov우즈벡 지명수배자 명단 해제배경 및 향후 예상 스토리 스케치]

최근 외신보도에 의하면 국제복싱연맹(AIBA)회장임시대행을 맡고 있는 우즈베키스탄출신 Gafur Rakhimov가 우즈베키스탄 수도인 Tashkent에 귀환과 함께 우즈벡NOC위원장인 Umid Akhmatdjanov에 의해 지원을 받고 있다고 합니다.

Gafur Rakhimovrk AIBA회장대행은 자국입국 시 체포대상인 범죄혐의자 리스트에서 명단이 삭제된 후(after he was removed from a list of alleged criminals who faced arrest if they entered the country) Tashkent로 돌아 온 것으로 알려져 있습니다.

Rakhimov의 우즈벡 수도 타쉬켄트 귀환은 우즈벡 범죄혐의자 지명수배자 리스트로부터 자신의 명단이 삭제된 금년 7월 초 발표에 이어서 이루어졌다(followed an announcement earlier this month he had been dropped from Uzbekistan's "wanted list" of alleged criminals)고 합니다.

우즈벡 검찰청장이 발행한 7월10일 자 칙령사본을 보면(A copy of a July 10 decree issued by the Prosecutor-General's Office in Uzbekistan) Rakhimov란 이름이 해당 지명수배자명단에서 삭제되었다(removed Rakhimov from its list of "wanted" individuals)고 Radio Free Europer 가 보도하였다고 합니다.

검찰 측 문건에 따르면 Rakhimov가 우즈베키스탄에 돌아올 경우 심문 차 구금되지 않을 것(not be detained for questioning if he returned to Uzbekistan)이라고 명시되어 있었는데, 그는 Islam Karimov 당시 우즈벡 대통령 정부로부터 총애를 잃고 (after falling out of favour with the Government of then-President) 수입-수출 무역업 일체를 정부로부터 압수당한 (having his import-export businesses confiscated by the state)후 우즈베키스탄을 지난 2010년 도망쳤다고 합니다.

Rakhimov는 현재 Dubai와 Moscow에 거주지를 두고 있는데 귀국 후 심문 차 우즈벡 당국에 자발적으로 신고하도록 요구 받고 있다(required to report voluntarily to Uzbek authorities for questioning upon his return)고 합니다.

하지만 Tashkent 방문 동안 그가 당국에 자진 출두했는 지 여부는 불분명하다고 합니다.

그는 우즈베키스탄에서 착취, 조직범죄단체로부터의 수 백만 불 돈 세탁 및 문서위조 혐의에 대하여 범죄 수사(a criminal investigation in Uzbekistan into allegations of alleged extortion, laundering millions of dollars from an organised criminal organisation, and forging documents)에 직면하고 있다고 Radio Free Europe이 보도하였다고 합니다.

그는 이러한 제반 혐의 등에 대하여 언제나 강하게 부인하였다(always strongly denied the allegations)고 합니다

Rakhimov의 경우 미국 재무 성 제재리스트에도 등재되어 있는데(also remains on the United States Treasury Department's sanctions list) 그의 혐의 명목은 우즈베키스탄 핵심 범죄자 들 중 하나(one of Uzbekistan's leading criminals), 글로벌 마약 헤로인 거래 주모 혐의 자(an alleged key figure in the global heroin trade) 및 “도적인척”(thieves-in-law)으로 알려진 악명 높은 국제범죄 네트워크에 연루된 혐의(alleged links to a notorious international criminal network known as "thieves-in-law") 등이라고 합니다.

우즈베키스탄의 지명수배자 리스트에서 Rakhimov명단을 삭제하는 칙령(The decree removing Rakhimov from Uzbekistan's "wanted" list)은 우즈벡 중 범죄 조사 검찰청장 실장(the head of the Prosecutor-General's Office for Investigations into Serious Crimes)인 Shohmuhammadbek Muhammadjonov가 서명하였다고 Radio Free Europe이 보도하였다고 합니다.

AIBA는 지난 5월 Rakhimov가 Ferrari & Associates in Washington D.C. 및 Carter-Ruck in London의 변호사들에게 미국 제재리스트에서 자신의 명단삭제를 위한 탄원서를 제출하도록(to file a petition for his removal from the US sanctions list.) 지시하였다(instructed his lawyers)는 것을 발표하였다고 합니다.

다음은 지난 5월 발표된 AIBA성명서 내용 중 일부 내용입니다:

A.  "The move to engage two legal powerhouse firms shows that he is serious about proving his innocence in the face of what he called ‘fabricated media allegations of criminal associations that do not exist'." (두 군데 막강 법무법인들을 동원하는 취지는 그가 미디어를 통해 조작된 것을 보도한 범죄조직들과 연루된 존재하지도 않는 혐의에 직면하여 자신의 무고함을 증명하고자 하는 데 진지하다라는 것을 나타내고 있는 것임)

Rakhimov는 동 성명서에 추가하여 다음과 같이 자신의 입장을 밝혔다고 합니다:

B.   "I have never been associated with any organised crime group, and I have never been charged with, let alone convicted of, any crime by the authorities in any jurisdiction in the world." (본인은 그 어떤 조직범죄단체와도 연합한 적이 없으며, 유죄선고를 받은 것은 말할 것도 없이 전 세계 그 어떤 사법관할당국에 의한 그 어떤 범죄행위로도 기소된 적이 결코 없음)

Thomas Bach IOC위원장은 7월 초 Moscow회의석상에서 Rakhimov의 AIBA수장으로 상설선출행위는 복싱종목의 Tokyo2020올림픽정식종목 지위를 위험에 빠뜨릴 수 있음(Rakhimov’s permanent election as head of AIBA at a meeting in Moscow could put the sport's place at Tokyo 2020 in jeopardy)을 경고한 바 있다고 합니다.

Bach IOC위원장은 7월 중순 Lausanne개최 IOC집행위원회 후, 복싱의 올림픽정식종목프로그램 진입할 입장이 오는 11월 AIBA회장 선거 결과에 크게 달려 있다(boxing’s position on the Olympic programme "greatly depends" on the result of AIBA’s Presidential election in November)라고 공표한 (revealed)바 있다고 합니다.

우즈벡NOC위원장인 Umid Akhmatdjanov는 Rakhimov가 전임회장인 CK Wu후임 AIBA회장임시대행으로 지난 1월 선출된 이래 전체적으로 올림픽운동뿐만 아니라 우즈베키스탄 복싱증진에도 긍정적으로 기여하여 왔다("positively contributed to the promotion of boxing in Uzbekistan as well as the Olympic Movement as a whole" since he was elected as Interim President of AIBA in January as a replacement for C K Wu)고 주장하였다고 합니다.

다음은 우즈벡NOC위원장인 Umid Akhmatdjanov의 발언 내용입니다:

A.  "Since Mr. Rakhimov came into the position of AIBA chief, we have seen great efforts being made by the new administration." (Rakhimov가 AIBA수장자리에 들어온 이래 우리는 새로운 AIBA행정조직이 가동되도록 혁혁한 노력이 행해진 것을 보아왔음)

B.  “The organisation has made tremendous progress by starting broad reforms to eradicate the shortcoming of the past and is striving towards a bright future within the Olympic family. (AIBA조직은 과거의 단점을 일소하는 광범위한 개혁조치를 시작함으로써 커다란 진전을 이룩하였으며 올림픽 가족 내에서 밝은 미래를 향해 부단히 노력하고 있는 중임)

D.  "We support Mr. Rakhimov in his continued efforts to develop boxing and look forward to working together in the future." (우리는 Rakhimov의 복싱발전을 위한 지속적인 노력에 지지를 보내는 바이며, 앞으로도 협업하는 것을 학수고대하고 있는 바임)

최근 몇 개월 동안 AIBA가 추진한 다방면으로 많은 변화내용(A number of changes have been made by AIBA in recent months)을 보면 새로운 기반수립계획 도입(the introduction of the New Foundation Plan)을 포함하고 있는데 그 목적은 AIBA조직을 지배구조, 이벤트, 규칙, 개발 및 소통(governance, events, rules, development and communication) 등 5개 분야에 걸쳐 변화시키고자 하는 것으로 알려져 있다고 합니다.

AIBA는 또한 새롭게 출범한 국제검사기구(ITA: International Testing Agency)에게 반 도핑 관리운영시안을 넘겨주는데 동의하였다(also agreed to hand their anti-doping operations over to the newly launched International Testing Agency )고 합니다

하지만 Rakhimov가 AIBA수장임시대행으로 뜨고 있는 것에 대하여(Rakhimov’s rise to interim head of AIBA) Bach IOC위원장은금년 초 여러 가지 심각한 문제점들 가운데 하나라고 집중 조명한 바(highlighted by IOC President Bach as one among several “serious problems”) 있다고 합니다.

그러한 상황과 상관없이(regardless), 우즈벡 출신 Rakhimov는 영구 직 AIBA회장의 역할을 획득할 선두주자로 자리를 지키고 있으며(remains a front runner to secure the role of AIBA President on a permanent basis) 지난 7월26일에는 자신이 복싱을 위해 헌신하고자 그 전보다 더욱 결연한 결심을 하고 있다(“more determined than ever” to devote himself to boxing)고 언급하였다고 합니다
