[북한선수대상 IOC스포츠용품 파송 요청 UN 거절 후 Bach IOC위원장 실망감표명 배경스케치 Update]

최근(8월9일 자) 한 외신 기사제목은 “IOC는 UN이 스포츠용품 북한 파송 요구 거절한 후 실망하다”IOC disappointed after UN reject demand for sporting equipment to be sent to North Korea)였습니다.

IOC Thomas Bach IOC위원장은 UN이 북한 파송 스포츠용품에 대한 제재면제요청 거절확인 후 실망감을 표현하였다(expressed disappointment after confirmation that the United Nations have rejected an exemption to sanctions for sporting equipment being sent to North Korea)고 합니다

IOC가 Tokyo2020올림픽북한참가준비 지원취지로 반입하려 했던 용품에 대해 초기요청이 지난 7월 거부되었다(An initial request for equipment to be exported into the country in a supposed bid to help athletes prepare for the 2020 Olympic Games in Tokyo was denied)고 합니다.

IOC는 면제신청(applied for an exemption )을 했지만, 이 또한 거절되자 “유감의 뜻과 함께 알겠다”(noted with regret)는 입장이라고 합니다.

러시아 공식국영통신인 TASS를 포함한 미디어 보도에 따르면 이러한 발의에 대하여 UN안전보장이사회에서 거부권을 쥔 미국이 반대하였다(the motion was opposed by United States, who hold a veto on the UN Security Council )고 합니다.

다음은 Bach IOC위원장의 발언내용입니다:

A.  "This makes it more difficult for the IOC to accomplish its mission to bring athletes from all over the world together to promote understanding and friendship regardless of political background or any other differences." (이러한 사태로 말미암아 IOC로서는 정치적 배경과 그 어떤 다른 차이에도 상관 없이 전 세계선수 모두를 한 군데 모아 이해와 우정을 증진시키려는 본연의 사명감당이 어렵게 되고 있음)

B.  "It is all the more disappointing because the exemption asked for the easing of restrictions on sporting equipment only for a very limited number of athletes." (더욱 실망스러운 점은 아주 제한된 수의 선수들에게만 지급될 스포츠용품에 대한 제한완화취지로 면제를 요청한 면제사안이라는 것임)

UN은 지난 2월 평창2018 개최 전 북한대상 스포츠용품반입허가 유사요청을 승인한 바(granted a similar request to allow equipment into North Korea) 있었다고 합니다.

남북한 선수단은 평창2018개회식에서 공동 행진하였으며 여자 아이스하키종목경기에 남북단일팀으로 출전한(a unified women's ice hockey team also competed, consisting of players from both sides of the border 바 있습니다

또한 남북한 선수단은 오는 8월18일 Jakarta Palembang개최 아시안게임 드래곤 보트(dragon boat), 경량급 조정(lightweight rowing) 및 여자농구(women’s basketball)종목에서 다시 한번 공동출전하기로 되어 있다(due to compete together again)고 합니다

그들은 지난 7월 코리아 오픈 탁구대회에서 역시 연합한 바(also united in table tennis at the Korean Open)있는데, 차효심 선수와 장우진 선수는 단일팀으로 출전한 혼합복식종목에서 금메달을 획득했다(combined to win mixed doubles gold)고 합니다

IOC 및 여타 스포츠관할 단체들(other governing bodies)은 스포츠야말로 분쟁 국들 간에 교량역할의 핵심으로 통하는 길로 역할을 다해 왔으며(sport has been a key way to build bridges between conflicted countries) 최근 좌절에도 불구하고 이러한 노력을 계속하겠다고 다짐하였다(vowed to continue this effort despite the fresh setback)고 주장한 것으로 알려지고 있습니다.

Bach IOC위원장은 반기문 전 UN사무총장을 IOC윤리위원장으로 임명하는 것을 포함하여 UN과의 관계를 애지중지하느라 많은 공을 들여오기도 하였는바(also worked hard to court relations with the UN) 그래서 더더욱 최근 UN제재완화 면제조치 허용실패에 특히 실망할 것이라는 분석입니다.

다음은 이어지는 Bach IOC위원장의 소감발언입니다:

A.  "We will nevertheless continue to contribute to peace and reconciliation on the Korean peninsula and beyond through sport." (우리는 그럼에도 불구하고 스포츠를 통해 한반도와 그 너머에 평화와 화해에 기여하는데 게을리하지 않을 것임)

B.  "This is why we will make it possible for a 300-strong team from North Korea to travel to the upcoming Asian Games where they will participate alongside athletes from other Asian NOCs (National Olympic Committees) and where they will form joint teams in some sports with athletes from South Korea. (이것이 바로 우리가 300명으로 구성된 북한선수단이 다가오는 아시안게임에 참가가 가능하도록 한 것으로, 북한선수단은 다른 아시아 NOCs가 파견하는 선수들과 나란히 참가하게 되는 것이며 남북한선수단이 몇몇 종목에서 공동단일팀을 구성하여 출전하게 될 것임)

C.  "The IOC had asked for the exemption following the Olympic Winter Games Pyeongchang 2018, where there was a joint march and a joint team, and athletes from North Korea were provided with sports equipment for after the Games and the UN granted exemption for the subsequent import of this equipment to North Korea." (IOC는 남북한선수단의 개회식 공동 행진을 비롯하여 여자 아이스하키단일팀을 이룬 바 있고UN 승인 하에 스포츠용품을 북한선수들에게 제공 하였으며 평창2018 대회 후 UN은 뒤이은 스포츠용품 북한반입요청에 대한 면제조치를 승인한 바 있음)
