Bach IOC위원장은 자신의 작품이기도 한 Olympic Agenda 2020에 대한 마무리 보완책으로 자신의 마지막 임기인 향후 4년간(2021~2015)집권 동안 펼칠 올림픽 운동의 핵심 근간 철학이자 실행 가이드라인인 Olympic Agendda2020+5 전략 플랜(strategic plan)을 6시간이란 장시간 토의를 거쳐 만장일치로 승인하였다.
Olympic Agenda2020+5 전략 플랜은 Bach IOC위원장의 향후 4년 IOC의 전략 방향 조율 기조라고 (to shape the direction of the IOC) 볼 수 있겠다.
IOC화상총회는 이러한 15개 권고안 패키지를 권고안 하나하나 꼼꼼히 토의하는 가운데 6시간에 걸친 대토론 후 거수 투표로(by a show of hands)로 Bach IOC위원장과 IOC집행위원회가 고안한 Olympic Agenda2020에 대한 승계(successor)패키지를 자동 승인하였다(rubber-stamped).
Agenda 2020+5는,
(1)글로벌 스포츠 캘린더(global sports calendar),
(2)IOC와 esports와의 관계설정(IOC’s relationship with esports),
(3)선수 대표성(athlete representation),
(4)양성평등(gender equality). 및
(5)인권(human rights) 등 5가지 토픽으로 크게 특징 지워질 수 있겠다.

2025년까지 IOC의 새로운 변화에 대한 15개의 권고안 발표
IOC는 새롭게 고안된 전략 로드맵(strategic roadmap)이 올림픽의 프로필을 고양시키고, 일련의 부패 행각과 도핑 스캔들로 인해(owing to a series of corruption and doping scandals) 실추한 IOC의 평판이 고난의 행군으로 최근 몇 년간 지속적으로 점철되어 왔다는 것을 Bach IOC위원장조차 인정한 바 있는 데 그 위상을 제고해(will enhance) 줄 것으로 희망하고 있다.
동 권고 패키지는 다음의 5개 분야(five areas)에 초점을 맞추고 있다:
