[IOC 및 UN-Habitat의 스포츠로 지속 가능한 도시발전기여에 4개도시합류]

10월8일 외신보도 내용입니다.

IOC와 UN-Habitat(생태/인간 서식지/棲息地)는 요르단-브라질-이집트-가나 등에서 4개 신규 도시들이 합류하였음을 발표하였는데 합류 대상은 IOC와 UN-Habitat이 추구하고 있는 지속 가능한 도시 개발 이니셔티브를 위한 스포츠(Sport for Sustainable Urban Development initiative)운동에 동참하는 것으로 알려졌습니다.

이는 지속 가능한 도시 개발을 촉진하기 위하여 스포츠와 신체활동을 활용하는 두 단체 파트너십 목표를 향한 중요한 확대 현상(a significant expansion of the partnership's goal to use sport and physical activity to promote sustainable urban development)이라고 합니다.

이러한 취지에 입각하여 Bach IOC위원장과 UN-Habitat 사무처장(Executive Director)인 Anacláudia Rossbach이 지난 9월22일 UN총회 기간 중 미래 정상회담(Summit of the Future)과는 별도로(on the sidelines of) 가진 미팅에서 함께 발표하였다고 합니다.

상기 4개 신규도시들은 2023년 12월 처음 합류한 호주 Brisbane에 이은 후속 도시들이라고 합니다.

가입 도시들은 각각 종자 기금(seed funding)을 받아 스포츠 인프라 개선사업 및 포용적인 신체활동 촉진 및 스포츠를 통한 도시재생 지원사업(to promote inclusive physical activity and support urban regeneration through sport)을 추진한다고 합니다.

이들 도시들 내의 지역 조직들(local organizations)은 특유의 이니셔티브와 UN의 지속가능발전목표(United Nations' Sustainable Development Goals /UN SDGs)와 맥을 같이 연계하도록 훈련도 받게 될 것(will also receive training to align their initiatives with the UN SDGs)이며 대략 25,000가량의 주민들이 안전하고, 접근 가능하고 포괄적인 스포츠 활동 기회를 통해 혜택을 받게 될 것(will benefit from safe, accessible and inclusive sport opportunities) 이라고 합니다

이러한 노력은 증가일로에 있는 도시화 진행시점에서(at a time of increasing urbanization) 나온 것으로 2050년까지 글로벌 도시인구는55%~70% 증가할 것으로 예상되고 있는데 이는 지속 가능한 도시 환경 창출의 긴급 성을 부각시키고(highlighting the urgency of creating sustainable urban environments) 있다고 합니다

IOC와UN-Habitat 이니셔티브는 스포츠를 통해 로컬 커뮤니티 에게 힘을 실어줄(aims to empower local communities through sport) 뿐만 아니라 도시 거주자들의 복지증진에 있어서 신체활동의 역할을 부각시키는데(highlights the role of physical activity in promoting the well-being of city dwellers) 목적을 두고 있다고 합니다.

1) 도시개발 지향 장기 파트너십(A long-term partnership for urban development)

이러한 발표는2024년 7월에 체결된 IOC와 UN-Habitat 5개년 양해각서(a five-year Memorandum of Understanding /MoU)에 따른 것으로 5개 조기 수용자 도시들(these five early adopter cities)과의 협업 외에 두개 조직이 스포츠를 지속 가능한 발전 틀 속으로 통합함에 있어서(worldwide in integrating sport into their sustainable development frameworks) 전세계 도심센터들을 지도해 주기 위한 기술적 자원 패키지 개발(developing a technical resource package to guide urban centres worldwide)을 추진하고 있다고 합니다. 이러한 자료(this resource)는 11월4일~8일 이집트 카이로 개최 세계도시포럼(World Urban forum)에서 론칭 될 것이라고 합니다.

관련 이니셔티브는 UN 2030국제게발 어젠더(the UN's 2030 International Development Agenda)뿐만 아니라 IOC가 적용하고 있는 Olympic Agenda 2020 및 Olympic Agenda 2020+5 개혁 내용에 근거하여 추진되고 (the initiative builds on the reforms)있는데 이는 스포츠를 SDGs성취를 위한 중요한 성공요인으로 인지하고(recognises sport as a critical enabler for achieving the SDGs) 있다고 합니다.

최근 UN Summit for the Fuure회의 석상에서 UN회원국들은 미래를 위한 협약을 채택함으로 지속적인 발전을 위한 스포츠의 중추적 역할에 대해 재확인(reaffirmed the central role of sport in sustainable development by adopting the Pact for the Future)해 주었다고 합니다.

2) 지속 가능한 스포츠 영역 확대(Extending the reach of sustainable sport)

IOC의 Olympism 365전략의 일환으로, 그 이니셔티브는 UN-Habitat의 광범위한 조시 지도자들과 계획자들의 네트워크(extensive network of city leaders and planners)와 협업할 것인 바 도시지역에서의 SDGs 의 실행을 가속화하는 것(accelerating the implementation of the SDGs in urban areas)과 도시재생을 통하여 공간적 불균형을 줄이는데(reducing spatial inequalities through urban regeneration) 초점을 두고 있는 UN-Habitat의 대표적 프로그램들(flagship programs), SDG 도시들, 포괄적인 커뮤니티들(Inclusive Communities)과 번창하는 도시들(Thriving Cities)의 입지를 강화시켜 줄 것이라고 합니다.

프로그램들의 전체적인 전략(holistic strategies)은 데이터 위주의 결정방식, 재무, 역량강화와 연결되어 포괄적인 이웃 단지 프로모션을 최우선시 하는 것(prioritise data-driven decision-making, financing, capacity building and the promotion of connected, inclusive neighbourhoods )인데 목표는 IOC와 UN-Habitat가 스포츠를 통한 지속 가능한 발전이라는 공유된 비정을 통해 성취하기를 희망하는 것(hope to achieve through their shared vision of sustainable development through sport )이라고 합니다.

[Paris2024올림픽선수촌침대(Anti-Sex Beds)와 올림픽 콘돔(Condom)배포의 상호 모순(相互矛盾)?]

Paris 2024올림픽에서 한국선수단이 쾌조의 출발로 온 국민의 무더위를 식혀 주고 있습니다.

장한 우리 대한의 아들 딸들에게 응원과 성원의 박수갈채를 보내 드립니다. 

다음은 외신이 전하는 소식입니다.

Rio2016올림픽 당시 다이빙 선수였던 Ingrid Olivier가 연루된 섹스 스캔들로 인해 선수들의 숙박에 새로운 장이 열렸습니다: 그것은 성행위 방지용 침대(anti-sex beds)입니다.

Tokyo2020에서 시작된 이러한 혁신적 방법이 Paris2024에서도 계속되어 왔는데 선수들간의 관계를 제한 시키는데 목적을 두고(aims to limit relationships between athletes) 있으며 사회적으로 논쟁을 불러 일으켜(reignited debate in society) 왔습니다.

Paris 2024올림픽은 Tokyo2020당시 처음 실행된 조치(a measure initially implemented in Tokyo)인 성행위 방지 침대에 대한 논란에 다시 불을 지펴왔는데(rekindled the controversy over anti-sex beds) 선수들의 방탕에 제동을 걸려는 의도라고 소문이(rumored to be intended to curb athlete promiscuity. These beds) 나있습니다.

올림픽 선수촌 침대는 골판지(cardboard)로 만들어 졌는데 많은 추축이 난무한 가운데 선수들과 소셜 미디어에서 이러한 토론에 불을 붙임으로 브라질(Rio2026)이 결코 잊을 수 없는 그 근원의 구체적인 에피소드라고 합니다.

Rio2026올림픽으로 거슬러 올라가면 브라질 여자 다이빙 선수인 Ingrid Oliveira와 조정 선수인 Pedro Goncalves가 벌임으로 심상치 않은 미디어의 관심의 대상이 되었던 섹스 스캔들이 회자되고 있다고 합니다.

Oliveira선수는 당시 그들의 관계 뉴스가 누설되어 브라질올림픽위원회도 일게 되었지만 그녀의 완벽한 다이빙 기록 덕택에 그녀는 경기 그 계속할 수 있었다고 이야기 하였습니다. 하지만 그 상황은 그녀로 하여금 고통스러운 대중적 가십거리가 되었다(the situation subjected her to a “painful public scrutiny)고 합니다.

Oliveira는 성행위 관계가 올림픽 선수촌에서 비일비재하다고 인정하는 데 혼자가 아니라고(not alone in admitting that sexual relationships are common in the Olympic Village) 합니다.

그녀의 행위를 정당화하기 위해(to justify her actions) 그녀는 유명 육상 단거리 선수(sprinter)인 Usain Bolt를 지목하면서 그는 미디어의 관심을 끌지 않은 채 유사한 상황에 연루되었다(also involved in similar situations without receiving as much media attention)고 언급하였다고 합니다.

Oliveira는 “조직위원회관계자들은 올림픽선수촌에서 상당 수의 콘돔을 배포해 주었음. 그 콘돔으로 풍선을 불라는 것이었나?  Usain Bolt는 AD카드도 없는 소녀를 자기 방으로 데려왔으며 많은 선수들이 데이트 앱인 Tinder를 이용하였음. 하지만 그러한 케이스들은 새 나가지도 않았음”(They distributed an impressive number of condoms in the Olympic Village. Were they for making balloons? Bolt brought a girl without credentials to his room, and many used Tinder. But those cases didn’t get leaked)이라고 그녀가 경험한 부당 함으로 좌절 했었고 그러한 경험은 오늘날 그 보다는 적어졌지만 아직도 존재한다(frustrated by the injustice she experienced and still experiences to a lesser extent today)고 털어 놓았다고 합니다.

올림픽 섹스 현상을 새롭거나 놀랄 일이 아니라고(The phenomenon of 'Olympic sex' is neither new nor surprising) 합니다.

올림픽 출전 경험이 있는 선수였던 Susen Tiedtke 역시 올림픽에서의 섹스의 불가피성(the inevitability of sex at the Games)에 대하여 털어 놓으면서 “선수들은 올림픽에서 최고의 신체적 컨디션에 달해 있음. 시합이 끝날 때 그들은 자신들의 에너지를 방출하고 싶어함”(Athletes are in their best physical condition at the Olympics. When the competition ends, they want to release their energy)이라고 설명하였다고 합니다.

성적인 관계를 옹호하는(supporting intimate relationship) 섹스 치료사(sex therapist)인 Tammy Nelson은 “선수들로선 경기 후 엔도르핀 발산을 위하여 성적 욕구가 증가하는 것을 느끼는 것이 자연스러운 일임”(It’s natural for athletes, after competing and releasing endorphins, to feel an increase in their sexual desire)이라고 덧붙였다고 합니다.

이렇게 재발되는 이슈에 넌덜머리가 난(Tired of these recurring issues) IOC는 Tokyo2020올림픽 당시 섹스 방지 침대를 실험 삼아, Paris2024에서는 확실한 조치의 일환으로(in Paris 2024 as a definitive measure) 실행하기로 결정한 바(decided to implement anti-sex beds in Tokyo 2020 as an experiment) 있다고 합니다.

이러한 용도로 배치한 침대는 골판지로 만들어(made of cardboard) 졌으며 한 사람의 몸무게만 지탱한다고 소문이 났는데(rumoured to support the weight of only one person) 선수들 사이에선 회의론과 비판을 자아냈다(generated skepticism and criticism among athletes)고 합니다.

하지만 몇몇 선수들은 이러한 소문의 실체를 증명하기로 나섰는데(have taken the initiative to debunk these rumors) 올림픽 메달리스트인 Tom Daley와 아일랜드 체조 선수인 Irish gymnast Rhys McClenaghan는 그들의 소셜 미디어에 침대의 내구성과 기능성을 시험해보는 동영상을 올렸다(posted videos on their social media demonstrating the beds’ resistance and functionality)고 합니다.

Daley는 자신의 Instagram에 “올림픽 선수촌에 비치된 이러한 골판지 침대에 대한 의구심을 해소하기 위하여 sork 실제 어떤지 보여주겠음”(For those wondering about the cardboard beds in the village, I’ll show you what they’re like.)이라고 소개하였다고 합니다.

골판지 침대의 견고성을 실험해 보는 핵심과정에서(In a key experiment to test their durability) 영국 팀 다이빙 선수는 프레임 이동 없이 얼마만큼의 운동력정도를 견디는지 시범을 보이기 위하여 침 대위에서 점프를 하였으며(jumps on the bed (without the frame moving an inch) to demonstrate how much movement they can withstand) “여러분이 볼 수 있듯이 이 침대들은 무척이나 견고함”(As you can see, they’re quite sturdy)이라고 자신의 견고성 테스트에 대하여 결론을 내리면서 “침대들은 테스트를 통과하였음”(the beds pass the test) “그들이 주장하는 침대가 무게를 지탱하지 못한다는 것은 거짓 임”(false that they can’t support weight)이라고 실험결과를 입증해 보였다고 합니다.

선수들이 Pars에 도착하면서 섹스 행위 방지용 침대의 기능성에 대한 우려가 대다수 떨쳐지고 있음에도 불구하고(although concerns about their functionality have largely been dispelled) 침대에 대한 논란이 아직 사라지고 있지 않다(the controversy over anti-sex beds remains )고 합니다.

자신의 침대 위에서 점프해 보고 미소 지으면서 침대 구조의 망가지기 쉽다는 소문을 언급하면서(referencing the rumour about the fragility of the structure while jumping and smiling on his bed) McClenaghan선수가 “섹스 방지용 침대 설은 거짓”(It’s false)이라고 외쳐 댔다고 합니다.

올림픽선수촌에서의 행실을 통제하려는 노략에도 불구하고(despite efforts to control behavior in the Olympic Village) “사랑의 도시” (City of Love)를 둘러싼 아우라(분위기)는 조치가 실행됨과 관계 없이(regardless of the measires implemented) 선수들로 하여금 그들이 지녀온 전통(?)을 그대로 계속하라고 장려하는 것인지는(may encourage athletes to continue their traditions) 아닌지 그것이 궁금해 집니다.

어떤 이들은 올림픽선수촌에 만개 이상의 콘돔이 사용되도록 비치되어 있으며(will be more than 300,000 condoms available in the Olympic Village) 유명 콘돔 제작사인 Durex브랜드 콘돔을 각 선수 당 20개씩 나눠줄 것(the famous Durex brand will give 20 to each athlete)이라는 이야기의 속내를 파헤치고 싶어하고 있(Some have even ventured to reveal)다고 합니다.

콘돔은 올림픽선수촌에 비치되고 배포되고 있는 것이 어제 오늘의 일이 아닙니다.

필자가 30여년 동 하계올림픽에 한국선수단본부임원 겸 단장대행으로 활동하던 시절부터 올림픽 선수촌 의무실에는 늘 콘돔이 비치되어 있고 배포용이었기 때문에 경험상 콘돔의 존재는 사실일 겁니다.

[Paris 2024올림픽개회식 Bach IOC위원장개회사 핵심 내용과 원문 발췌]

오늘 새벽 02:30분에 시작된 Paris 2024올림픽 개회식은 비가 오는 가운데 거행되었습니다.

Bach IOC위원장은 파리를 쿠베르탱 남작이 근대올림픽을 창설했다고 하면서 “빛의 도시”(City of Light)이며 “사랑의 도시”(City of Love)라고 표현하였습니다.

그는 “여러분이 올림픽을 활짝 오픈 함으로 올림픽 어젠더에 생명력을 불어 넣었음. 우리 모두는 예전 보다 더 포용력 있고, 더 도시 풍이며, 더 젊어지고, 더 지속 가능한 올림픽을 경험하게 될 것임-선수들이 경기를 펼치게 될 경기장에는 완벽한 양성평등의 남녀 동수의 선수들이 함께 출전하는 첫 번째 올림픽이 될 것임”(You are bringing our Olympic Agenda reforms to life by making these Games wide open. Paris 2024올림픽선수촌 숙소 용 침대는 골판지(cardboard)로 만들어 지긴(made of cardboard) 하지만 선수들의 성 생활을 방지하기 위한 것이 아니라 환경적 확신을 증명하기 위해 선택된 것(chosen for their environmental credentials, not to prevent competitors from having sex)이라고 조직위원회 관계자들이 언급하였다고 합니다.

AFP(Agence France-Presse)보도에 따르면 일본 기업(Airweave)이 생산하여 납품하고 Tokyo2020/2021올림픽기간 동안 사용된 바 있는 같은 재질의 침대가 사랑의 도시인 파리에서 선수들이 이불 속에서 함께 요동치는 것을 저지하기 위한 것(to deter athletes from jumping under the covers together in the City of Love)이라는 새로운 보도 후에 조직위원회 관계자들이 환경적 측면에서 조치한 것이라고 해명에 나섰다는 것입니다.

Paris2024올림픽조직위원회 대변인은 AFP와의 대담에서 “우리는 미디어가 Tokyo2020올림픽이래로 이러한 스토리에 대해 대단히 재미있어 하는 것은 알고 있지만 Paris 2024의 경우 이러한 재질로 된 침대를 올림픽 및 패럴림픽 선수촌에서 사용하도록 선택한 것은 우선 환경영향을 최소화하고 사용된 가구장비가 재활용되도록 하고자 하는 폭 넓은 야망과 연결되어 있음을 알리는 바임”(We know the media has had a lot of fun with this story since Tokyo 2020, but for Paris 2024 the choice of these beds for the Olympic and Paralympic Village is primarily linked to a wider ambition to ensure minimal environmental impact and a second life for all equipment)

침대 밑판(bed bases)은 재생 골판지(made from recycled cardboard )로 만들어졌지만 2023년 7월 시범시연동안 Airweave 기업 창설자인 Motokuni Takaoka가 그들 중 한 침대 위에서 점프를 해 보았는데(jumped on one of them) 침대 자체가 여러 명의 무게를 침대 상단에서 지탱할 수 있었음(can support several people on top)을 강조하였다고 합니다,   

Paris올림픽 및 패럴림픽 대변인은 “사용 대상인 모든 선수들에게 가구 품질의 견고함과 안락함 및 적정성을 입증하기 위해 엄격하게 실험과정을 거쳤는데 체조선수들부터 유도 선수들 등 광범위한 체형을 망라하는 검증절차를 거쳤음”(the quality of the furniture has been rigorously tested to ensure it is robust, comfortable and appropriate for all the athletes who will use it, and who span a very broad range of body types – from gymnasts to judokas)을 강조하였다고 합니다

완전 현대식 모듈러 방식의 Airweave침대는 다양한 견고성 수준이 가능한 수지섬유재질의 매트리스와 함께 길고 넓은 사이즈 모두를 수용할 수 있도록 맞춤 제작될 수(can be customised to accommodate long and large body sizes, with the mattresses —made out of resin fibre— available with different firmness levels) 있다고 합니다.

대회 종료 후 침대 프레임은 재활용될 것이며(will be recycled) 반면 매트리스와 베게는 학교나 사회단체 등에 기증될 것이라고 합니다.

대회기간 중 참가선수들은 파리 북쪽 교외 육상 스타디움에 근접한 곳에 신축될 복합단지에 위치할 올림픽선수촌 내 객실 당 2~3명이 싱글 침대에서 취침하게 될 것이라고 합니다.

최근 New York Post 테블로이드(tabloid)에 게재된 기사에는 “섹스 방지 침대가 Paris 올림픽에 출현하였다”(Anti-sex beds have arrived at Paris Olympics)라는 제목이었는데 다른 미디어도 잇달아 보도하였으며(reported by other media and widely circulated on social media) SNS상으로 퍼지고 있다고 합니다.

이와 유사한 주장은 Tokyo2020올림픽에 앞서도 횡행한 바 있는데 때때로 선수자신들이 선호하는 주장(Similar claims went viral before the Tokyo Olympics, sometimes fanned by athletes themselves)이기도 하다라고 합니다.  

이러한 소문을 잠재우기 위해 아일랜드체조선수(Irish gymnast)인 Rhys McClenaghan은 골판지침대의 견고함을 입증하기 위하여 침대 위해서 반복적으로 점프하는 비디오를 만들기도(filmed a video of himself jumping repeatedly on a bed to demonstrate their solidity) 했다고 합니다.

코로나19 기간 중 개최된 Tokyo2020올림픽에서 조직위원회 관계자들은 “불필요한 형태의 신체적 접촉을 삼가할 것(avoid unnecessary forms of physical contact)”을 선수들에게 촉구하기도 하였다고 합니다.

금년 3월 Paris 2024대회 응급조치 및 건강 서비스 담당자인 Laurent Dalard는 대략 20만개 분량의 남성용 콘돔과 2만개의 여성용 콘돔이 올림픽 선수촌에서 대회기간 동안 배포 가능할 것(200,000 condoms for men and 20,000 for women will be made available)이라고 언급한 바 있다고 합니다.
