[국제도핑검사기구(ITA), Paris2024에 앞서 논란 대상인 중국수영선수 양성반응검사 이슈 포함 포괄적 검사 약속하다]
올림픽출전선수들에 대하여 직접 도핑 여부 검사 주체인 국제도핑검사기구(ITA: International Testing Agency)가 Paris 2024올림픽에 앞서 사전도핑프로토콜 착수를 발표하면서 논란의 대상인 중국수영선수들의 양성반응검사결과를 예의 주시하면서 문제 국가들과 이벤트를 대상으로 포괄적인 검사를 약속하였다고 합니다.
ITA 는 Paris 플랜에서 중국수영선수들의 논란에 대해 인정하고 있다(acknowledges Chinese swimmer controversy in Paris plan)고 하면서 :ITA는 중국 수영선수들과 관련한 현 상황에 대하여 숙고하고 있음”(ITA is taking due consideration to the current situation regarding Chinese swimmers.) “ITA나 파트너기구인 세계수영연맹이 일부 미디어가 암시하는 바와 같이 도핑방지과정에서 은폐나 조작 행위가 발생한 것을 제시하는 어떤 증거탐지여부부재와 상관 없이 IT는 최근 제기된 우려 사항에 대하여 숙고하여 검토하여 왔음”(While neither the ITA nor its partner World Aquatics have come across any evidence that would suggest that a cover-up or a manipulation of the anti-doping process took place as some media reports suggest, the ITA has nonetheless taken the recent concerns over the matter into account.) “올림픽의 신뢰도를 확보하고 선수공동체가 글로벌 도핑방지시스템에 대한 믿음을 공고하 하기 위해 ITA는 세계수영연맹의 전폭적인 지원과 함께 올림픽에 앞서 이같이 예민한 시기에 전세계 에 걸쳐 미심쩍고 불확실하다고 여겨지는 모든 고위험도 군 수영선수들에 대상으로 독자적이고 정보를 바탕으로 한 검사 활동에 유연하게 적응하여 실시하기로 결정하였음”( To ensure the credibility of the Games and reinforce the trust that the athlete community places in the global anti-doping system, the ITA decided, with the full support of World Aquatics, to adapt its testing plans to further reinforce independent and intelligence-led testing activities on all high-risk swimmers worldwide in this sensitive period ahead of the Games.) “지난 3년간에 걸쳐 고위험도 군 수영선수들에 대하여 이러한 독자적이고 정보를 기반으로 적용되는 검사 활동 세계수영연맹을 대신하여 실행한 ITA의 작업에 이렇게 더 한층 더 강화된 방법으로 진행되고 있음”(This further reinforcement follows work carried out by the ITA on behalf of World Aquatics to increase these independent and intelligence-led testing activities on high-risk swimmers over the past three years.)이라고 발표되었다고 합니다.
이러한 내용은 지난 5월23일(목요일) ITA에 의해 게재된 것으로 ITA가 “올림픽에 앞서 고위험도 군 종목과 선수들에 대한 초점을 더욱 강조하고 글로벌도핑방지를 지원하고자 하는”(ramps up to focus on high-risk sports & athletes and supports global anti-doping efforts ahead of the Olympic Games)취지에서 ITA의 절차 일부를 상세히 설명하고자(detailing some of its procedures)하는 공지사항이라고 합니다.
WADA가 아니라 ITA가 하계올림픽종목국제연맹의 80%를 상회하는 도핑 검사를 책임지고 있으며(testing responsibility for more than 80% of the summer Olympic federations) 식별된 “고위험 군” 국가올림픽위원회와 종목을 대상으로 실시하는 검사를 실행에(implementation of its testing efforts for identified “high risk” National Olympic Committees and sports) 착수하였다고 합니다.
이러한 위험도에 대한 결정은 여러가지 변수를 기준으로 삼고 있는데(This risk is determined by several variables) 해당선수들이 소속된 국가올림픽위원회와 해당세부종목이 결합되어 있는 것이 결정 요소들 중 하나(the combination of the National Olympic Committee (NOC) to which they belong and their discipline is one of the determining factors)라고 합니다.
“3개의 목표설정도핑통제는 최소한 연초부터 대회종료시까지 고위험도 군 선수들을 대상으로 실시됨: 이러한 고위험도 군 선수들의 50%이상은 이미 최소 한번씩 검사를 받았음. 7%에 해당하는 선수들은 3차례씩 검사를 받았으며 추가로 7%의 선수들 역시 3번 이상 검사를 받았음. 검사의 대부분은 향후 70일이내에 실시될 것이므로 이 분야에 긍정적인 추세로 보일 수 있음. 고위험 군 선수들의 2/3이상이 국가별 도핑방지기구에 의해 약 1/3가량이 해당 국제연맹에 위해 검사가 실행되었음”([A] minimum of three targeted doping controls [are to] be performed on high-risk athletes from the beginning of the year until the Games begin: over 50% of these high-risk athletes have already been tested at least once. 7% have been tested three times and a further 7% have been tested more than three times. As the majority of the tests will take place in the next 70 days, this can be seen as a positive trend in this area. More than two-thirds of these doping tests on high-risk athletes were carried out by NADOs, and around one-third by IFs.)
그리고 “중립”(neutral) 선수들에 대하여서도 특별한 주의를 기울이고 있다(And special attention is being paid to “neutral” athletes)고 합니다:
“ITA는 잠재적으로 Paris 2024올림픽에 종목 별 중립선수신분(AIN)자격으로 참가하는 러시아와 벨라루스선수들에 대하여도 도핑검사실시를 계속 할 것임. 해당 종목에 대하여 독자적인 국외도핑검사관 기용 또한 ITA의 책임 사항임”(The ITA also continues to implement doping controls on Russian and Belarusian athletes potentially participating in the Games as individual neutral athletes (AIN) for the sports it is responsible for using independent doping control officers outside of the country.)

-ITA는 Paris2024대회로 인해 많은 압력을 받고 있는 것 같다고 합니다.
-ITA는 비교적 좋은 평판을 가지고 있지만 Paris에서 실시되는 도핑 프로그램은 매우 신중하게 주도 면밀하게 검토되어 채택될 것으로 보입니다.
-코로나19 상황에서 진행된 Tokyo2020올림픽이나 Beijing 2022동계올림픽에서처럼 ITA든 WADA든 현장에서 진행 현황을 제공할 지의 여부를 지켜보는 것 또한 흥미진진할 것으로 보입니다.
