카타르외교부장관인 Mohammed bin Abdulrahman Al Thani 는 Qatar2022 FIFA월드컵을 앞두고 국가들 간의 설전이 가속화되면서(in ab escalating war of words) 독일의 “이중잣대”(double standards)에 대하여 규탄하여 오고 있다고 합니다.
독일내무부장관인 Nancy Faeser가 FIFA월드컵개최국의 인권문제(record on human rights)를 비판한 후, 주 카타르 독일 대사가 지난 10월 독일정부에 의해 소환된(summoned by the Government)바 있습니다.

이제 Mohammed bin Abdulrahman Al Thani 카타르외교부장관은 Frankfurter Allgemeine Zeitung독일일간지와 대담하면서 카타르에 관한한 독일 측의 “이중잣대”(double standards)에 대하여 맞 받아 쳤다고 합니다.
“한편으로 독일 사람들은 독일 정부정치인들에 의해 왜곡된 정보를 듣고 있는 반면 또 한편으로는 에너지 파트너와 투자문제와 관련하여 또는 아프가니스탄에서 독일 국민들을 구출하는 이야기를 할 때면 독일정부가 카타르와 아무런 문제가 없다는 것임”(On the one hand, the German population is misinformed by government politicians. On the other hand, the government has no problem with Qatar when it comes to energy partnerships and investments ... or the rescue of German citizens from Afghanistan) “이러한 맥락의 톤이 자신들을 자유민주주의 국가라고 칭하는 유럽국가들 안에서 울려 퍼지고 있을 때 참 아이러니 한 것임. 이는 매우 오만불순하고 솔직하게 매우 인종주의 적인 것임”(It is ironic when this tone is struck in countries in Europe that call themselves liberal democracies. It sounds very arrogant, frankly, and very racist)
Al Thani 카타르외교부장관의 이러한 코멘트는 유럽연합이 러시아의 우크라이나 침공에 따른 對 러시아 제재조치가 가해지는 와중에 독일이 FIFA월드컵 개최국인 카타르로부터 가스를 확보하려고 시도하고 있다는 것을 빗대어 한 말(his comments reference German attempts to secure gas from Qatar) 입니다.
FIFA월드컵경기장 건축에 고용된 이주노동자들의 기본 권리가 거부당하고 동성애 집단에 대한 학대 문제(migrant workers building World Cup venues being denied basic rights and the persecution of the LGBTQ+ community)가 포함된 카타르의 인권문제에 대한 비판이 고위급외교관들에 의해 인종주의라는 프레임으로 점점 더 형성되어(increasingly being framed as racism by the country's top diplomats) 가고 있는 상황입니다
Gianni Infantino FIFA회장은 “카타르와 전체 중동 지역에 그러한 것에 대한 통찰과 애석하게도 실존하는 얼마간의 편견을 딱 잘라서 제거할 수 있는 기회”(an opportunity for Qatar and the whole Gulf region to present itself to the world in another light and get rid, once and for all, of some of the prejudice that sadly exists)라고 주장하면서 같은 맥락에 동참하고(followed a similar line) 있습니다
Infantino회장은 11월 초 카타르에서 Faeser 독일내무부장관을 만났는데 그 자리에는 Mahmut Özdemir 주 카타르 독일대사와 Bernd Neuendorf 독일축구협회(DFB) 회장도 함께 배석하였습니다.
Faeser장관의 카타르 방문은 카타르의 인권문제와 관련하여 “충실하게 고수해야 할 판단 기준이라는 것이 있는 것인데 그러한 나라들에게 대회개최권을 주지 않았더라면 더 좋았을 것임”(There are criteria that have to be adhered to, and then it would be better if it weren't awarded to such states)이란 발언 후 이루어졌다고 합니다.
Faeser장관의 코멘트는 카타르를 격분(her comments infuriated Qatar) 시켰지만 그녀의 카타르방문은 예정대로 진행되었으며 노동관계 관리들(labor officials)과도 면담을 가진 것으로 알려지고 있습니다.
독일은 “축구에만 매진하라”(stick to football)고 촉구하면서 FIFA에 저항해온 10개 유럽국가연대(a coalition of 10 European nations) 중 하나라고 합니다.
독일축구협회(DFB)와 9개 유럽축구연맹(EUFA)회원국 축구연맹들은 FIFA에 도전하는 공동성명서(a joint statement)발표를 통하여 FIFA가 카타르에서 차별 받고 있는 이주노동자들에 대한 보상 약속을 이행하라고(challenging FIFA to fulfil promises on compensation for migrant workers in Qatar) 촉구하고 있다고 합니다.
독일축구팀주장은 카타르 FIFA월드컵대회에서 “OneLove”란 완장(armband)을 차고 경기에 출전할 채비를 차리(poised to wear a "OneLove" armband at the World Cup)고 있다고 합니다.
