[카타르 정부, Qatar2022 FIFA월드컵 개최국에 대한 쓴 소리 비평가(Critics) 처리하려는 스파이 작전(Spying Operation)에 대하여 근거 없는 의혹(Baseless Allegations)이라고 반박하다]
Qatar 2022 FIFA월드컵이 드디어 오는 11월20일 개막됩니다.
글로벌 최상급 국제스포츠 이벤트개최를 원하는 도시나 지역이나 국가들의 유치를 하는 이유들 중 하나는 해당 국가나 지역이나 도시가 더 많은 국제적 관심도를 이끌어 내고 집중조명되기를 바라는 것일 겁니다.
카타르는 2022년 FIFA월드컵개최를 준비하면서 많은 것을 얻게(getting plenty) 되지만 그렇다고 마냥 즐겁지만은 아닌 것(not necessarily happy about it)같습니다.
11월7일(월) Mohammed bin Abdulrahman bin Jassim Al Thani 카타르외교부장관은 독일 주요 일간지인 Frankfurter Allgemeine Zeitung지와 인터뷰에서 “정치인들이 우리를 볼모로 주목을 받고 점수를 따려고 할 때 매우 유감스러움. 우리는 이중 잣대로 인해 짜증이 날 지경 임”(It is unfortunate when politicians try to make their mark and score points at our expense. We are annoyed by the double standards)이라고 불편한 심기를 드러냈다고 합니다.
이러한 발언은 독일 내무부장관(German Interior Minister)인 Nancy Faeser가 10월 하순 언급한 코멘트에 대한 반응으로 그녀는 카타르의 FIFA월드컵개최지 선정과 관련하여 “충실하게 고수해야 할 판단 기준이라는 것이 있는 것인데 그러한 나라들에게 대회개최권을 주지 않았더라면 더 좋았을 것임”(There are criteria that have to be adhered to, and then it would be better if it weren't awarded to such states)이란 발언을 포함하여 개최국 카타르의 심기를 불편하게 한 것으로 알려지고 있습니다.
Al Thani 장관은 이어서 “한편으로 독일 사람들은 독일 정부정치인들에 의해 왜곡된 정보를 듣고 있는 반면 또 한편으로는 에너지 파트너와 투자문제와 관련하여 또는 아프가니스탄에서 독일 국민들을 구출하는 이야기를 할 때면 독일정부가 카타르와 아무런 문제가 없다는 것임”(On the one hand, the German population is misinformed by government politicians. On the other hand, the government has no problem with Qatar when it comes to energy partnerships and investments ... or the rescue of German citizens from Afghanistan) “하지만 우리가 FIFA월드컵 축구대회를 조직할 때, 우리는 이 순간을 독일축구팀과 함께 만끽하고 축하하기를 원하고 있는데, 그 때 갑자기 다른 잣대를 들이 대고 있는 것으로 우리는 이것에 대해 이해할 수 없음” (But when we organize the World Cup, we want to enjoy this moment and celebrate together with the German team, then suddenly different standards apply. We cannot understand this) “이러한 맥락의 톤이 자신들을 자유민주주의 국가라고 칭하는 유럽국가들 안에서 울려 퍼지고 있을 때 참 아이러니 한 것임. 이는 매우 오만불순하고 솔직하게 매우 인종주의 적인 것임”(It is ironic when this tone is struck in countries in Europe that call themselves liberal democracies. It sounds very arrogant, frankly, and very racist) “ 작은 나라, 작은 아랍국가가 FIFA월드컵대회를 개최토록 허용되어야 한다는 것을 일부 국가들에게 있어서 용납하기 어려운 것처럼 느껴짐”(It seems difficult for some to accept that a small country, a small Arab country, should be allowed to host the World Cup) “인종주의자의 전형적인 행태가 반복해서 등장하고 있음. 하지만 그것은 오랫동안 모든 곳에서 일어나는 케이스는 아님. 그러한 날카로운 비판이 쇄도하는 국가는 10개국도 안되며 나머지 대다수의 국가들은 우리와 함께 행복해 하고 있는 상황임”(Racist stereotypes appear again and again. 독일 분데스리가 축구시합을 관전하는 축구팬들은 지난 주말 카타르가 FIFA월드컵 개최지로 선택한 것에 대하여 항의 현수막을 들고(protest banners criticizing the selection of Qatar to host the World Cup) 다녔다고 합니다.
SRF 스위스 방송이 방영한 긴 이야기(a lengthy story)끝에 2018년 보도한 이야기에 대하여 세밀한 설명을 추가하였는데 내용인 즉, 카타르측 관리들이 2010년에 월드컵을 받은 카타르의 개최권이 지켜지도록 단도리 하기 위해 US$3억 8,700불(약 5,618억원)짜리 첩보스파이작전(작전 명:”프로젝트 무자비함”<Project Merciless>) 을 수립하여(created a $387 million intelligence and influence operation to ensure the 2022 World Cup was not taken away after its award in 2010) 영향력 있는 FIFA임원들에게 접근하여 스파이공작업무를 수행(used spies to infiltrate influential football officials)하였다고 한 것입니다.
전직 CIA작전전문가(operative)인 Kevin Chalker가 세운 미국회사인(American firm) 글로벌 위기관리 자문(Global Risk Advisors)와 인도의 컴퓨터 해커들을 활용하여, 첩보와 정보를 수집하도록 보도된 바 있습니다.
카타르 정부 대변인은 InsideTheGames 사이트에 “이러한 근거 없는 의혹제기는 카타르의 평판을 훼손하려는 조율되고 떳떳하지 못한 캠페인의 일환 임. 보도내용은 출처 불분명으로 인해 미국 법원에서 기각 당한 문서를 기반으로 작성된 것임. 다수의 건전하고 평판이 좋은 국제뉴스언론매체들이 관련 문건을 받아 보고 증거의 부 정확성이 나타나자 그 이야기를 보도하지 않기로 선택한 바 있음”(InsideTheGamesThese baseless allegations are part of a coordinated, underhanded campaign to damage Qatar’s reputation. The report relies on documents that have been rejected outright by U.S. courts because of their inauthenticity. Multiple reputable international news outlets received the documents and opted not to publish the story once the inaccuracy of the evidence was revealed)이라고 부당함을 적시하였다고 합니다.
“카타르는 이러한 거짓 의혹을 발설한 책임이 있는 인물들에 대하여 책임을 추궁하기 위하여 모든 법적 수단을 강구하고 있는 중임” (Qatar is evaluating all legal options at its disposal to ensure those responsible for these spurious allegations are held to account)
SRF 스위스 방송보도에 따르면 카타르의 스파이작전의 목표대상으로 지목되었던 인물들 중에 전임 FIFA회장 Sepp Blatter의 전직 고문인 Peter Hargitay와 전직 독일축구협회회장(former German Football Association (DFB) President) 인 Theo Zwanziger 및 미국축구연맹 전임 회장(ex-head of the United States Soccer Federation)인 Sunil Gulati가 포함되어 있다고 합니다.
SRF에 따르면 카타르가 2006년~2012년까지 독일축구협회 회장 겸 2015년까지 FIFA집행위원으로 중동국가에게 FIFA월드컵 개최권이 주어지는 것에 대하 신랄한 비판을 해온(a staunch critic of the Middle Eastern country being awarded the World Cup) Zwanziger회장에 대한 염탐(spying on)을 위해 US$ 1,000만불(약 140억원)을 할애하여 지출한 것으로 보도하였다고 합니다.
카타르 비판 행위를 중지시키기 위한 목적으로(with the aim of steering him away from criticising Qatar) Zwanziger전 회장의 가족도 스파이작전의 타깃이었다고 보도된 바 있습니다,
Zwangziger회장은 SRF와의 인터뷰에서 “한 무리의 사람들이 그러한 방향으로 나를 조정하고자 했음”(There were a number of people who steered me in that direction) “물론 그들의 활동은 카타르에 도움을 조기 위한 것이었음. 내 생각에 이러한 변화를 가져오기 위해… 하지만 그들이 얕잡아 본 것은 내가 그 과정에서 내 의견을 포기하지 않았다는 것이고 이러한 카타르개최권 결정은 세계축구의 암이라고 표현한 바 있는데 그 여파로 세계 축구가 손상을 입은 것임. 여전히 나는 오늘도 그러한 견해를 견지하고 있음” (Of course, that was in Qatar's interest. To bring about precisely this change in thinking… What they underestimated, however, is that I did not give up my opinion in the process. This award was - as I once put it - a cancer of world football. From there came many currents that have damaged world football. I still have that opinion today)이라고 술회하였다고 합니다.
Zwanziger 전 회장은 의혹의 대상이 된 자신에게 가해진 스파이작전을 스캔들로 묘사하였으며 FIFA가 대응할 의무가 있는 것(the alleged espionage operation against him as a "scandal", saying that FIFA was obligated to act)이라고 기술하면서 “그것은 책임 있는 사람들이 행동에 나서야 함”(It should be taken up by those who are in charge) “Infantino FIFA회장이 행동의 최선두에 서야 할 것임”(FIFA President [Gianni] Infantino would be the very first) “하지만 그는 카타르의 직속 신하이기 때문에 물론 그렇게 하지 않을 것임”(But he won’t do that, of course, because he is a vassal of Qatar)이라고 덧붙였습니다.
금년 1월, Infantino FIFA회장은 월드컵 준비상황을 점검하기 위해 단기간 체류 조건으로 스위스에서 카타르로 이사(moved from Switzerland to Qatar on a temporary basis)하였다고 합니다
SRF조사에 따르면, 전직 CIA작전전문가(operative)인 Kevin ChalkerChalker는 FIFA가 카타르로부터 월드컵개최권을 박탈하지 않게 하기 위한 작전 수행 전 2010년 카타르가 월드컵개최권 획득이전부터 다양한 대회유치상황에 대하여 염탐(spied on various bids before Qatar was awarded the World Cup in 2010 before turning his attention to ensuring FIFA did not strip the country of the hosting rights)하였다고 보도하였습니다.
스위스 SRF방송이 보도한 바에 의하면 전직 CIA작전전문가(operative)인 Kevin ChalkerChalker가 카타르의 지령에 따라(at the behest of Qatar) FIFA본부가 있는 취리히로 출장을 가서 FIFA집행위원들과 언론취재기자들의 호텔 객실 도청(to bug the hotel rooms)을 하였다고 합니다
Chalker가 모든 의혹을 부인하는 반면 그의 변호사는 SRF 방송에 “글로벌 위기관리 자문들과 Chalkers는 귀 방송국이 질문지를 통해 암시한 이른바 이러한 새로운 해킹이나 또 다른 위법행위에 대하여 아는 바가 없으며 어떤 방식으로든 확실히 그것들에 대하여 참여한 바도 없음”(Global Risk Advisors and Mr Chalker know nothing about these purported new hacks or the other misconduct suggested in your inquiry, and certainty did not participate in them in any way)이라고 해명하였다고 합니다.
카타르는 2010년 12월 FIFA집행위원회 투표에서 당시 유치 경쟁국이던 미국, 호주 및 한-일 공동 유치를 모두 제치고 2022년 FIFA 월드컵 대회 개최권을 확보하였는데 논란의 소지(controversially secured the hosting rights to the 2022 World Cup)가 있었다고 합니다.
중동국가의 월드컵 유치는 투표가 진행되었던 이래로 다수의 투표권자들인 FIFA집행위원들이 축구 계로부터 금지 처분을 받았거나 부패 죄로 투옥 되었듯이(with multiple voters since banned from football or imprisoned on corruption charges) 늘 상 격렬한 논쟁과 검증의 대상(the subject of intense controversy and scrutiny since the vote)으로 회자되어 왔습니다
이후 Qatar 2022 FIFA월드컵 대회준비기간 내내 카타르의 노동법, 이주노동자들에 대한 처우문제 및 동성애와 여성인권문제 관련 카타르정부정책에 대한 우려의 소리가 지배적으로 회자되어(dominated by concerns over Qatar’s labour laws, treatment of migrant workers and policies on homosexuality and women’s rights) 왔습니다.
