[Special Thanksgiving for IOC Pierre de Coubertin Medal, and My 40 Years-Long Services for International Sport Diplomacy]
IOC President Thomas Bach wrote to me on 9 Sept. to inform me that IOC EB decided to award me the Baron Pierre de Coubertin Medal in recognition of my 40-years long services in the Olympic Movement including but not limited to the services at the Korean Olympic Committee for 26 years, and at the PyeongChang Olympic Winter Games Bids as Secretary General for 2010 and 2014 bids and as Special Advisor for 2018 bid, later on as Special Advisor to President of PyeongChang2018 OWG Organizing Committee for another 12 years.
The IOC Coubertin Medal Awarding Ceremony took place at 30th floor (IOC President's office) of the COEX Intercontinental Hotel at 09:15~45 with about 15 local invitees in attendance.
I was also a member of IOC Evaluation Commission for 2008 Olympics, and a recipient of ANOC Merit Award at the Opening Ceremony of the ANOC General Assembly held in Beijing 2008.
At the IOC Coubertin Medal Awarding Ceremony held on the morning of 21 October, Mr. Mark Adams, IOC Spokesperson served as an MC who told me to hand over photos and IOC President quotes after the Ceremony. As it would take some time, I used the photos taken by some of the designated attendees.
Prior to the presentation of the IOC Baron Pierre de Coubertin Medal to me, IOC President Thomas Bach spoke in detail about my 40-years long services and contributions to the Olympic Movement including my careers at Korean Olympic Committee, Seoul1988 Olympic Organizing Committee, IOC Evaluation Commission for Beijing 2008 Games and PyeongChang2018 Olympic and Paralympic Bid & Organizing Committee, and my private PyeongSan Sport Museum which displayed various kinds of many sports and Olympic Games related memorabilia and collection items.
IOC President Thomas Bach was kind enough to pose for photos with many of the local guests who attended at the Ceremony on that glorious moment in my life.
I humbly dedicate this great honour to God who is in heaven, and who made this happen to me!

당초 10명으로 제한했던 국내축하인사인원 수를 12명으로 늘여 주었는데 실제로는 18명 가량이 참석할 수 있었습니다.

쿠베르탱 수상식 다음날인 10월22일부터 27일까지 스위스 Lausanne IOC본부인 Olympic House에서 연례개최회의인 올림픽개최도시 세계 연합(World Union of Olympic Host Cities)과 IOC가 공동주최하는 Smart Cities & Sport Summit에 오세훈시울시장 및 대표단과 Thomas Bach IOC위원장 IOC집행위원회 회의 실에서 면담을 함께 하였습니다.

Dear friends,
For our founder, Pierre de Coubertin, theOlympic Games were always much more than just a sporting event. He wanted to make the world a better place through sport and its values. This remains the overarching mission of the IOC and the entire Olympic Movement to this day.
Dear Rocky,
Having known you for such a long time, I can say from personal observation that during all these many years, your commitment to the Olympic Movement has always been a reflection of this vision of our founder.
Making the world a better and more peaceful place through sport has always been your guiding principle throughout your illustrious career.
At the Korean Olympic Committee, as the Korean Sport and Olympic Committee was formerly known, you were deeply involved in the successful organisation of the Olympic Games Seoul 1988. These Games left a remarkable sporting legacy to the people of Seoul and the Republic of Korea.
My personal connection to Seoul and Korea also began during these Games. At the time, I was the athletes' representative on the Games' steering committee. Ever since then, Seoul and its people have a very special place in my heart.
After the closing of the Olympic Games Seoul 1988, promoting the legacy of these Games has been the guiding theme of your career. As Standing Advisor to the Korea Sports Promotion Foundation, you have taken part in long-term projects including the Seoul Olympic Legacy Forum, which is taking place this week right here in Seoul.
You spent more than two decades as an official delegate for the NOC of the Republic of Korea, serving the development of sport and spreading the Olympic values throughout the country. During this time, your outstanding dedication to the athletes is reflected in the fact that you were a leading member of the South Korean delegation for an incredible ten editions of the Olympic Games.
Over the years, you have always shown a desire to share and pass on your extensive Olympic experience. Most recently you did so by providing guidance and counsel to the Organising Committee of the Olympic Winter Games PyeongChang 2018 in your capacity as senior advisor to the OCOG President.I am very grateful to say that the IOC, through its Evaluation Commission for the Olympic Games Beijing 2008, has also benefited your deep expertise.
Your belief in the power of sport has also guided you in your current role as President of the International Sport Diplomacy Institute. In this capacity, you are continuing to keep the legacy of Seoul 1988 alive, in particular through your active engagement with young people. With your lectures at renowned universities, you are inspiring the new generation with our shared Olympic values.
Perhaps nothing illustrates your passion for sport better than the creation of the Pyeongsan Sports Museum close to your home town, where thousands of Olympic artifacts and memorabilia are on display, many from your private collection.
Having just recently published the book “True Record and Stories of Korea Sports Diplomacy” you show no signs of slowing down. On the contrary, your unwavering commitment and enthusiasm for the Olympic Games continues to reach new heights. This is why today, we salute and honour your unique contribution and deep-rooted attachment to the Olympic values.

In recognition of your outstanding achievements in supporting the cause of world sport and your faithfulness to the Olympic ideal as illustrated by Pierre de Coubertin, reviver of the Olympic Games, it is an honour and pleasure to present you with the Pierre de Coubertin Medal.
[Paris 2024 올림픽 및 패럴림픽 자원봉사자(Volunteers)모집 및 선발 상세계획 발표하다]
Paris 2024 올림픽조직위원회는 올림픽과 패럴림픽 대회 개최를 위하여 총 45,000명의 자원봉사자모집프로젝트를 추진한다고 합니다.
Paris 2024 올림픽조직위원회 관계자들은 대회 자원봉사자 프로그램을 공개하면서 총 45.000명의 임직원들이 동원되어 활용될 것임을 예상(with 45,000 staff expected to be used in all)하였습니다
총 45.000명 가량의 자원봉사자들 중 올림픽에 30,000명, 패럴림픽에 15,000명이 필요한 것으로 계획을 추진하고 있으며 자원봉사자 모집(recruitment)은 온라인상의 설문서와 함께 2023년 3월에 그 막을 올린다고 합니다.
자원봉사자가 되기 위한 요구사항은 다음과 같이 간단(The requirements are simple enough)하다고 합니다:
● 지원자는 2024년 1월1일부로 최소 18세에 해당 되어야함(You must be at least 18 years old as of 1 January 2024)
● 지원자는 영어 또는 불어를 구사하여야 함(Speak English or French)
● 지원자는 올림픽 또는 패럴림픽 全 기간에 시간을 할애 할 수 있어야 하며 10일 간 업무에 투입이 가능하도록 약조해야 함(Be available during the entire duration of either the Olympic or Paralympic Games and commit to 10 days of work)
● 지원자 신청서 포털은 2023년 3월에 개시되며 지원신청자는 2023년 9월에 각자 자신에게 부여될 해당 분야 종사 지위에 대하여 통보 받게 됨(The application portal opens in March 2023 and applicants will be informed of their status beginning in September of 2023)
자원봉사자 신청 관련 안내 소책자(volunteer application brochure)에는 자원봉사자들이 활동하게 될 역할에 대한 정보가 담겨 있을 것(characterized the roles that volunteers will play)이라고 합니다
● 자원봉사자들의 60%는 대회 참여경험역할을 맡게 될 것인 바: 영접 분야, 안내 및 정리 분야, 질의 대한 답변 담당 분야, 자동차나 미니버스 등 차량 운전 분야 또는 의무보조직원 분야에 투입됨(60% are in “Games experience” roles: greeting, directing, answering questions, driving cars or minibuses or assisting medical staff)
● 자원봉사자들의 35%는 스포츠 경기 분야에 투입되게 될 것인데 종목 별 경기장업무수행 분야로써 예를 들면 경기운영보조, 종목 별 경기에 따른 점수 및 통계관리보조 또는 도핑 또는 의무 통제 역할 등임(35% are in sports performance roles, such as competition assistance, scoring and statistics or doping or medical controls)
● 자원봉사자들의 5%는 대회 AD카드 등록, 물자 관리 및 기술지원 역할 등임(5% are in accreditation, logistics and technical support roles)
모든 자원봉사자들 올림픽 및 패럴리픽 대회 자원봉사자헌장규정에 동의하도록 요구되고 있는데 “자원봉사자 헌장은 자원봉사자들에게 적용되는 권리, 의무, 보증, 항소 조건들, 역할 별 카테고리 및 행동에 따른 조건 등이 명시되어”(sets out the rights, duties, guarantees, conditions for appeal, role categories and conditions of performance applicable to volunteers)있지만 동 헌장은 소개 자료(introductory materials)에는 적시되어 제공되지 않는다고 합니다.
선발된 자원봉사자들 일부는 Paris2024 올림픽 테스트이벤트(프레올림픽)기간 동에도 활동지원하도록 요청 받을 수 있는데 Paris 2024조직위원회는 장애를 가진 자원봉사자들 최소 3,000명 선발계획실행도 추가로 약속(further committed to a minimum of 3,000 volunteers with disabilities)하였다고 합니다.
60개국에 판매망을 가지고 있는 프랑스 스포츠용품거대기업(French sporting goods giant)인 Decathlon사는 자원봉사자 과정에 임하는 신청자들을 지원하기 위하여 프랑스 내에 도움지원센터 (help centers) 50군데를 2023년 3월부터 설치 및 가동 할 것으로 알려지고 있습니다.
Paris 2024 대회에 참여할 총 45,000명의 자원봉사자들을 대상으로 좀더 세심한 계획을 수립해야 할 것으로 요구되는 이유는 Tokyo2020대회가 80,000명의 자원봉사자 모집을 계획하였다가 대회가 1년 연기된 후 결국 70,000명으로 귀결되었는데 Tokyo2020대회처럼 코로나19오 인해 닫힌 대회(closed Games)를 운영하기 위하여서는 보다 더 많은 인력이 필요하기 때문일 것으로 사료됩니다.
Paris2024올림픽 패럴림픽 대회 조직위원회 관계자들은 대회 임직원규모를 과대하게 부풀려 선전하고자 하지 않았는데 45,000명의 규모는 합리적으로 보인다는 것이 중론입니다.
국제종합대회에 참가하다 보면 바쁘게 움직이는 자원봉사자가 보람도 크고 재미도 그 만큼 많습니다
베테랑 조직위원회 관계자들은 진부한 말이지만 “자원봉사를 활용하려면 돈이 드는 법이다”(It takes money to use volunteers)라는 자명한 이치(truism)에 대해 오랫동안 들어 왔을 것입니다. 자원봉사 운영비용에는 신원조회비용(the costs of background checks), 식사비(meals), 수송 교통비와 물류 지원(transport and logistical support) 비용이 만만치 않으며 특히 빡빡한 예산(tight budget)일 경우 더 그렇습니다.
올림픽 자원봉사자 개념을 최초로 도입한 경우는 LA1984올림픽조직위원회로써 Paris 2024 올림픽지원봉사자수(30,000명)보다 조금 더 많은 33,500명을 모집하여 활용하였지만 LA1984올림픽 당시에 정식종목이 23개에 비교하여 Paris2024의 경우 32개 종목인 것을 감안한다면 Paris 2024는 적어도 계획 단계에서 보다 효율성 위주의 운영을 염두에 둔 것으로 판단됩니다.
IOC는 Esports게임이 메달수여종목이 되어서는 안된다(IOC says Esports games should not be medal events)는 입장이라고 합니다
지난 주 ANOC서울총회에서 Christophe De Kepper IOC사무총장은 현재 IOC의 Esports에 대한 입장을 명백하게(with clarity) 논의대상으로 다루었습니다.
Esports가 독립형 프로그램(standalone programs)으로 자리매김하고 있는 온라인 게임과 협업으로 확대일로에 있는 반면, IOC는 지금은 Esports가 메달종목으로 거론되는 때가 아니라고 IOC의 입장을 천명한 것(the IOC declared its position that now is not the time for Esports as medal events)입니다
De Kepper IOC사무총장은 “우리가 가상현실 형 스포츠를 활성화시키고 있는 각국올림픽위원회 대륙 별 연합체들의 활동을 지지하고 있지만 이러한 Esports가 종함경기대회에서 메달 종목이 되어서는 안되는 것이며 그 이유는 우리가 여전히 선수 보호, 도핑 방지 및 온전성 관련 고려사항 등등 모든 측면이 충분히 존중되어야 하기 때문임”(We support NOC continental associations in promoting virtual forms of sports, but there should be no medal events for these in multi-sports Games, as we will still need to ensure that all of the areas of athlete protection, anti-doping and integrity considerations and others need to be fully respected) “마찬가지로 그 어떤 별개로 분리된 Essports 선수권대회나 전시이벤트도 해당 대회에 선택된 범주에서 올림픽의 가치를 엄격하게 반영할 필요가 있으며 우리가 올림픽 Esports 시리즈를 통하여 실행하고 있는 것처럼 가상현실 스포츠나 시뮬레이티드 스포츠 역시 활성화 시켜야 하는 것임”(Equally, any separate Esports championships or exhibitions need to strictly reflect the Olympic values, in the games selected and must also promote virtual and simulated sports, as we are doing through the Olympic Esports Series) “해당종목들이 우리의 가치를 엄격하게 준수할 때 非 스포츠가타이틀로만 고려대상이 되어야 하는 것이며 종합경기대회에 메달대상종목으로 포함되어서는 안되는 것임”(Any non-sport titles should only be considered when they strictly respect our values and should not be included as medal events in your multi-sport Games)이라고 입장을 분명히 한 바 있습니다.
IOC의 입장은 분명해 보이지만, 예를 들면 2023년 중국 Hangzhou에서 열릴 예정인 아시안게임에서 8개의 메달이 주어지고 추가로 2개의 시범종목 이벤트(eight medal events and two demonstration events)로 진행될 Esports의 경우와는 직접적 충돌이 불가피한 상황(also in direct conflict with, for example, the Asian Games)입니다.
2023년에 열리는 Hangzhou 2022아시안게임 Esports 메달종목경기로는(1)Arena of Valor, (2)Dota 2, (3)Dream of the Three Kingdoms 2, (4)FIFA, )5)Hearthstone, (6) League of Legends, (7)PUBG Mobile, 및 (8) Street Fighter V가 포함되어 있다고 합니다.
Esports는 2022년 영국 Birmingham에서 열린 영연방대회(2022 Commonwealth Games)에서도 시범프로그램으로 진행된 바 있지만 메달종목범주에는 포함되지 않은 바(not part of the medal events) 있습니다
De Kepper IOC사무총장은 IOC의 입장을 정리하여 설명하였는데 정말 얼마나 진지하게 받아들여 질 것인지 흥미진진해 지는(fascinating to see how seriously it is taken) 대목입니다.
[시진핑 중국국가주석 장기집권 2027년까지 일단 5년연장(Hangzhou 2023 아시안게임 등 관장)]
10월23일 한 외신기사제목은 “코로나 제로 옹호자 시진핑 아시안게임을 위해 중국구가주석자리에 남다”(Zero-COVID advocate Xi to remain Chinese President for Asian Games)였습니다.
Xi Jinping은 중국국가주석으로 최소한 5년을 연장에 성공하였는데 지금까지 수 십 년간 내려온 전통인 2차례집권 제한을 깨뜨린 후(after breaking a decades-long tradition of a two-term limit)재 집권에 들어가 1년 연기되어 2023년에 열리는 Hangzhou2022아시안게임과 같은 중국이 향후 개최 예정인 주요 국제대회를 모두 관장하게 되었습니다
그는 최근 개최된 공산당총회집회에서 중국공산당 서기장으로 남겠다는 의사를 발표함으로(announced his intention to remain general secretary of the Chinese Communist Party at the latest Congress)그를 사실상 전체국가의 대통령으로 집권하는 길을 연 것으로(making him the de facto President of the totalitarian state)으로 알려지고 있습니다.
시진핑주석의 주요정책사항인 코로나19에 대한 무관용 정책 접근방식(a zero[tolerance approach to COVID-19]은 코로나 19 기간 동안 중국 전역에 적용된 제한조치로 인해 중국의 국제대회개최 역량에도 영향을 미침으로 취소되거나 연기되는 사태가 발생한 바(with nationwide restrictions leading to cancellations and postponements) 있습니다
그러한 사례로는 중국 판 그랑프리 자동차 경주대회(Chinese Grand Prix Formula One)가 해당되었는데 아직도 여전히 일정을 잡지 못하고 표류하고 있는 반면 Beijing2022 동계올림픽 및 패럴림픽은 대회참가자모두에게 과대한 방식으로 적용된 엄격한 제한조치 아래(under strict restrictions for all participants in a bubble format)개최된 바 있습니다.
Hangzhou아시안게임은 당초 2022년 9월 개최 예정이었지만 제한조치로 인해 2023년으로 1년 밀어졌으며 반면 국제대한스포츠연맹(FISU)가 주관하는 중국 Chengdu 2021 하계 세계대학게임(Summer World University Games)역시 2023년으로 2년 연기되어 개최될 예정입니다
FISU 회장대행(Acting President) Leonz Eder는 최근 2023년이 중국 Chengdu에게 주어진 마지막 기회이며 또 다시 연기되어 개최되는 일은 없을 것이라고 언급하였습니다.
2018년 시진핑은 국가주석 2회 집권제한조항을 삭제함으로(removed the two-term limit for the role of President) 자신이 지도자로서 무한정 집권할 수 있는 길을 열어 놓은 바(allowing himself to remain as leader indefinitely) 있습니다.
1976년 마오쩌둥(Mao Zedong)중국국가주석사망이후 중국관리들은 1982년에 국가주석임기 2회제한규정을 중국헌법에 제도화(instated the two-term limit in 1982 into the nation's constitution) 한 바 있습니다
2013년 3월부터 중국 국무원총리로 중국 제2인자 역할(the second-most powerful figure)을 해 오던 리커창(Li Keqiang)은 실각하고 그를 대신하여 2017년부터 중국 상하이 당위원회 서기(Shanghai party chief)인 를 새로운 중국 총리로 임명하였다고 합니다.

시진핑의 전임 국가주석(Xi’s predecessor)인 Hu Jintao역시 저항하는 가운데 실려 나가는 것이 목격(also seen being escorted out of the Congress despite resistance) 되었다고 합니다
중국관영미디어는 이런 광경을 두고 후지타오의 건강이 좋지 않아(due to Hu being unwell) 그리 되었다고 보도하였다고 합니다
시진핑주석의 연임에 대하여 축하한 사람들 중에는 러시아대통령 Vladimir Putin이 대표적인데 그는 양국간에 “포괄적 관계”(comprehensive relationship) 를 발전시켜 나아가길 학수고대하고 있다고 언급하였다고 합니다
Putin러시아대통령은 Beijing2022 동계올림픽 개회식에 시진핑의 초청 객으로 눈에 띠는 인물이었는데 우크라이나 침공을 몇 주 앞두고 참석한 개회식에서 양국간의 친선을 선포하기도 하였다고 합니다.
북한지도자 김정은 역시 중국국가주석 시진핑에게 축하 서한을 보냈다고 북한 관영매체인 KCNA가 보도한 것으로 알려졌습니다
Thomas Bach IOC위원장은 ANOC서울총회에 참석하여 기조연설을 하였습니다. 그는 단결이 국제스포츠가 생존하는 핵심 열쇠(unity is the key to survival for international sport) 따라서 IOC가 요청한 러시아와 벨라루스 선수들의 국제대회참가에 따른 출전금지조치에는 아무런 변경이 없음을 의미한다고 주장하였습니다.
Paris 2024 올림픽 및 패럴림픽 조직위원회는 자체직원운영계획(its staffing plan)을 선언하면서 올림픽에 괄목할 만큼 활기찬 3만명, 패럴림픽에 또 다른 1,5만명 등 총 4.5만명의 자원봉사자들을 활용할 것이라고 하면서 자원봉사자 신청은 2023년 3월에 본격적으로 시작될 것이라고 보고하였습니다.
ANOC서울총회를 계기로 대한체육회(KSOC)가 2036년 올림픽을 서울1988올림픽과 평창2018동계올림픽을 치른 한국으로 다시 유치하기위한 노력을 시작할 것이라는 내용이 유출(was leaked)되었다고 외신은 보도하였습니다.
2023년 아시안 컵 축구선수권대회(Asian Cup football championships)를 유치하려 했던 한국은 카타르에 개최권을 넘겨주었는데 대한축구협회는 자금이 풍부한 중동국가들에 의해(by ewell-funded Middle Eastern countries) “아시아축구를 섭렵하려는 공격적인 시도”(aggressive attempt to grab control of Asian football) 라고 공격하였다고 합니다.
현재 도핑으로 자격정지 중(now-suspended-for-doping)인 케냐 출신 2021년 보스톤여자마라톤 우승자(the Kenyan winner of the women’s Boston Marathon in 2021) Diana Kipyokei의 이전 에이전트는 LetsRun.com에 “Diana 는 완전 유죄”((is completely guilty)라고 이야기하였다고 합니다.
Bach IOC위원장은 러시아와 벨라루스에 대한 제재조치가 계속되어야 한다고 촉구(urges continuation of sanctions vs. Russia and Belarus)하는 내용을 전하면서 “기조연설의 시작을 우크라이나에서의 전쟁과 관련하여 올림픽운동의 입장을 표명하게 된 것은 애석함”(I regret that I have to begin by addressing the position of the Olympic Movement with regards to the war in Ukraine)이라고 운을 띤 것은 Bach IOC위원장의 ANOC서울총회에서 긴 연설(lengthy address)의 도입부였습니다.
Bach IOC위원장은 “우크라이나전쟁이 스포츠 세계에 미친 결과로 인해 상황이 독특하며 몇몇 정부들은 NOC의 자치성에 개입하고 있음. 또 몇몇정부들은 세계스포츠의 자치성에 간섭하고 있는 바이런 것으로 인해 국제경기대회의 온전성에 위험을 초래하고 있는 것임”(The situation is unique because of the consequences this war has for the sports world: Some governments are interfering in your autonomy. Some governments are interfering in the autonomy of world sport and with this jeopardising the integrity of international sport competitions. ...) “우리는 러시아와 벨라루스정부에 대한 제재조치의 일환으로 종목별 국제연맹들이 어떠한 해당종목경기도 러시아나 벨라루스에서 개최하지 말 것을 권고하였음. 우리는 더 나아가 어떠한 스포츠대회에서도 두 나라 국가상징물이 표출되지 않도록 권고하였음”(We sanctioned the Russian and Belarusian governments by recommending that the International Federation do not organise any international sport events in Russia or Belarus. We recommended furthermore that no national symbols whatsoever of these countries should be displayed at any sport events) “최근 들어 러시아정부는 우크라이나 영토를 합병함으로 올림픽 헌장을 심히 위반하기조차 하였음”(By recently annexing Ukrainian territory, the Russian government has even deepened its violation of the Olympic Charter) “이러한 영토 병합은 러시아정부가 병합된 해당 영토에 살고 있는 선수들을 포함한 지역거주민들에 대한 통제권을 행사를 주장하고 있는 것인데 이것은 올림픽 헌장으로 보호되고 있는 우크라이나 올림픽위원회의 관할권에 대한 명백한 침해임”(This annexation means that the Russian government is claiming authority over the people living in the annexed areas, including athletes. This is a clear violation of the jurisdiction of the National Olympic Committee of Ukraine, which is protected by the Olympic Charter) “이러한 모든 것은 우리를 위한 것임: 러시아와 벨라루스에 대한 제재조치는 반드시 실행되어야 하고 굳게 이행될 것임”(All this means for us: the sanctions against the Russian and Belarusian states and governments must and will remain firmly in place)이라고 주장하였지만 선수들은 비난의 대상이 아니하는(blameless) 입장을 견지하였습니다
이어서 Bach IOC위원장은 “다른 한편으로는 우리가 국제경기대회의 온전성을 공고히 해야했으며 보호책을 통해 우리의 자치성을 보호해야 했음. 따라서 우리는 러시아 및 벨라루스 선수들과 임원들에게 국제경기대회에 참가하는 것을 허용하지 않는 원칙을 권고하였음”(On the other hand we had to ensure the integrity of international sport competitions and protect our autonomy by taking protective measures. Therefore we recommended as a principle not to allow Russian and Belarusian athletes and officials to take part in international competitions) “우리는 그리해야 할 필요가 있었던 것은 몇몇정부들이 스포츠단체들의 책무에 간섭하기 시작하였기 때문 이었음. 우리가 그렇게 대응한 이유는 스포츠의 자치성과 국제스포츠시스템의 기능이 걸려있는 문제였기 때문임. 정부들은 과거에도 그랬지만 현재도 국제경기대회출전여부와 출전 대상을 결정함으로 우리의 자치성을 손상시키고 있는 것임”(We needed to do so, because we had to realise that some governments were starting to interfere in the responsibility of sports organisations. We had to react because the autonomy of sport and the functioning of the international sports system is at stake. Governments were and are undermining our autonomy by deciding who would be allowed to participate in international competitions - and who not) “여기에 있는 여러분 중 몇몇은 이러한 간섭을 직접 경험하고 있음: 해당 정부들은 러시아 및 벨라루스 선수들에게 입국사증을 발급하지 않고 있음”(Some of you here are experiencing this interference first-hand: governments not issuing visas to Russian and Belarusian athletes) “몇몇 정부들은 선수들이 러시아 또는 벨라루스 선수들과 함께 경기에 임할 경우 해당국 선수들에게 기금 지원을 취소하겠다고 윽박지르고 있음”(Some governments threatening your athletes to withdraw funding if they were to compete against Russian or Belarusian competitors) “어떤 나라는 선수들이 그러한 경기에 참가하는 것을 금지하고 있음”(Some prohibiting athletes from participating in such competitions) “몇몇 정부들은 여론조성을 통하여 선수들과 여러분을 압박하는 경우도 있음”(Some governments pressuring your athletes and you through public opinion) “이러한 이유로 우리는 이러한 보호책을 취해야만 하였음. 우리는 이러한 조치를 취하면서 마음이 무거웠는데 왜냐하면 그러한 조치들은 이 전쟁을 시작하지 않았으며 이 전쟁에 책임이 없는 선수들과 임원들에 대해 걱정이 되기 때문임. 선수들이 결코 해당 정부의 정책에 따른 피해자가 되어서는 안되는 것임”(This is why we had to take these protective measures. We did so with a very heavy heart – because they concern athletes and sports officials who did not start this war, who are not responsible for this war. Athletes should never be the victims of policies of their own government. ... ) “우리는 스포츠를 정치화 해버리려는 것으로부터 국제스포츠시스템을 방어해야 했음. 하지만 만일 우리가 정치가 스포츠를 인수하게 된다면 그 다음 내일에는 여러분 차례가 될 것임”(We had to protect the international sports system from the full politicisation of sport. Because: today it is Russia and Belarus. But if we let politics take over sport then tomorrow it will be you)이라고 하면서 제재조치가 스포츠 자체를 정치화하는 것(the sanctions are a politicization of sport itself )이라는 발상에 대하여 비난하였으며(trashed the idea) 다음과 같이 선포하였습니다:
“보호방책뿐만 아니라 제재조치를 하는 이유는 여전히 존재하고 있음: 지금은 우리가 취한 제재조치나 보호 방책 그 어느 것도 바꿀 때가 아님”(The reasons for the sanctions as well as for the protective measures still exist: this is not the time to change any of our sanctions or protective measures. ...) “제재조치와 보호 방책을 계속해서 따르기를 권고함. 느슨해 지기 말기를 바람. 왜냐하면 느슨해 진다는 것은 올림픽운동구성원 간에 분열을 의미하는 것이기 때문임. 그 이상 오버하지 말기를 바람. 왜냐하면 오버하는 것 역시 올림픽운동구성원들 간에 분열을 의미하기 때문임”(Keep following the sanctions and protective measures. Do not do less, because doing less means you divide the Olympic Movement. Do not do more, because doing more means you divide the Olympic Movement)
또한 Bach IOC위원장은 러시아 및 벨라루스 출신 임원들 에게도 같은 잣대로 제재조치를 가해야 한다고 요구하는 무리에 대하여 꾸짖으면서(also chided those who have asked for Russian and Belarusian sports officials to be sanctioned as well) “이번 전쟁은 러시아국민이나, 러시아 스포츠임원들이나, 러시아 선수들이나, 러시아올림픽위원회나 러시아 IOC위원들이 관여되어 시작된 것이 아님. 제재 조치란 무언가에 책임이 있는 사람들에게 부과될 수 있고 또 부과되어야 하는 것임” (This war has not been started by the Russian people, the Russian athletes, the Russian Olympic Committee or the IOC Members in Russia. Sanctions can and must only be imposed on those who are responsible for something) “그렇게 법에 규정한 규칙을 위반할 경우의 전례가 어떻게 임하게 될 것인지를 생각해 보기 바람. 해당 정부들의 불법적인 정치적 행위때문에 모든 개인이나, 선수나, 스포츠 관계 임원이나 스포츠단체들 모두가 처벌을 받게 되는 그런 경우가 이에 해당되게 되는 것임”(Imagine where the precedence of such a breach of the rule of law would lead to. Every individual, every athlete, every sports official, every sports organisation would have to be punished for any illegitimate political action of their governments)이라고 통렬히 주장하였습니다.
IOC가 이룩한 놀라운 재정적 안정성을 ANOC총회에 참석한 대표들에게 상기시켜주면서(reminding the delegates of the IOC’s impressive financial stability) Bach IOC위원장은 불확실한 미래에 대한 경고(warned against an uncertain future)로써 “따라서 여러분 각자 각자가 분별력 있게 처신해야 함. 이제 여러분들의 행동들을 통찰하는 것이 여러분에게 도움이 되는 것이며 명백한 우선순위를 매겨야 할 때임. 주어진 위태로운 국면을 통하여 세계경제의 현주소와 미래에 맞닥뜨릴 상황에서 여러분들의 계획된 모든 활동에 대하여 검토해 보고 모든 이벤트, 모든 경기대회, 모든 회의가 정말 필요한 것인지에 대하여 결정을 내리기 바람”(Therefore each one of you has to be prudent. It is in your own interest to now look into all your actions and now set clear priorities. Review now all your planned activities and decide whether every event, every competition, every meeting is really necessary given the precarious situation the world economy is and will be facing)이라고 주문하였습니다.
Bach IOC위원장은 또한 ANOC총회 대표들에게 Paris 2024올림픽에서 전개될 IOC의 올림픽대회관련 최우선 주요 목표에(IOC’s primary goals as regards the Olympic Games, to be illustrated by Paris 2024)대하여 상기시켜 주었는데 그는 “Paris 2024올림픽은 새로운 시대가 도래하는 이정표가 될 것임: 올림픽대회는 시작에서 끝날 때까지 이제 올림픽 어젠다와 맥을 같이 할 것이며 고무될 것임”(The Olympic Games Paris 2024 will mark the beginning of a new era: Olympic Games inspired by and aligned with Olympic Agenda from start to finish) “올림픽은 이제 보다 포용적 성격을 띠게 될 것이며, 더욱 청년지향적이 될 것이며 보다 도시 기반의 대회가 될 것이며, 보다 지속가능하게 될 것이며 양성평등조건 충분히 반영되는 첫 올림픽이 될 것임”(They will be more inclusive, more youthful, more urban, more sustainable and the very first with full gender parity)이라고 일갈 하였습니다.
러시아올림픽위원회 및 벨라루스올림픽위원회 수장들도 ANOC주도하에 서울총회 ANOC총회 대표로 참석이 허용되었는데 Denmark, Finland, Lithuania, Latvia, Norway, Iceland, Sweden 및 New Zealand를 포함한11개국 NOCs는 서한을 통해 그들의 총회 참석에 대하여 항의 하였지만 정중하게 받아들여지지는 않았다(contesting their attendance was cordially received and dismissed)고 합니다.

금번 ANOC서울총회 2022년 10월19일 아침 개막된 바 있습니다. 코엑스에 마련된 총회장에는 입추의 여지가 없을 정도로 꽉 찼습니다. 총 206개 회원국들 중 자격정지 중인 북한과 과테말라를 빼고 총 204개국 대표들이 참석하였는데 서울총회에 직접 참석한 ANOC회원국 수는 186개국이며 나머지 국가들은 온라인으로 회의진행절차에 따라 참석하였다고 Francs Jeux.com에서 “숫자는 속일 수 있다”(Numbers can be deceiving/Les chiffres peuvent se montrer trompeurs)라고 전제하면서 보도하였습니다.
러시아 NOC는 참석하였지만 우크라이나는 불참(One for its presence, Russia. The other for its absence, Ukraine)하였다고 합니다.

하지만 IOC의 권고에 따라 러시아대표에게 주어진 의전을 살펴보면 나머지 대표들과의 유일한 차이점은 러시아국기가 총회장 회의테이블에 비치되지 않았다(The only thing that sets them apart from the rest of the Olympic movement’s officials is the absence of the national flag on their table in the conference room)고 합니다
ANOC서울총회에서 제기된 이슈 관련 메지지는 명백 하였습니다. IOC는 단결(unity)을 주장하였는데 Bach IOC위원장은 “단결과 평화의 통로를 선택할 것”(Choose the path of unity and peace)과 “여러분 각자는 첫번째로 그리고 가장우선적으로, 우리 글로벌 올림픽운동의 한 명의 구성원 임”(Each of you is first and foremost a member of our global Olympic movement) “ 여러분과 여러분의 자치성과 여러분의 선수가 정치적인 이유로 제재 받을 수 있는 다음 순번이 될 수도 있음을 명심하고 잊지 않기를 바라는 바임”(Keep this in mind and never forget that you, your autonomy, your athletes, could be the next to be sanctioned for political reasons)을 주장하였습니다.
러시아와 벨라루스 임원들의 ANOC서울총회 참석을 정당화하기로 작정한 Bach IOC위원장은 같은 주 UN총회회의를 거론하면서 “지금 당장 여러분이 함께 이곳에 모여 있듯이 UN총회도 다툼이 있건 없건 간에 회원국지위를 가진 모든 국가들이 모두 참석하고 있음. 우리는 정치인들보다 더 정치적이지는 않을 것임”(Right now, as we are gathered here, the UN General Assembly is meeting with the full participation of all its member states, whether their countries are in conflict or not. We will not be more political than politicians)라고 주장하였다고 합니다.
[IOC쿠베르탱메달서훈수여현장, 40년 국제스포츠외교인생 결실(Special Thanksgiving for Awarding of IOC Pierre de Coubertin Medal, and My 40 Year-Long Services for International Sport Diplomacy)]
제가 KOC에 재직하던 시절 올림픽과 아시안게임 등을 통해 대한민국을 빛낸 메달리스트를 포함한 전체 체육인들과 서울1988올림픽 및 평창2018동계올림픽 및 패럴림픽 가족 덕분에 IOC 3대 상훈 중 하나인 쿠베르탱 메달을 ANOC총회 최종일 IOC위원장 접견실이 위치한 강남 코엑스 인터콘티넨탈 호텔 30층에서 받았습니다.
IOC위원장 의전담당 비서실에서 사전에 공지한 12명 참석자명단을 사전에 IOC에 공지하였지만 더 많은 분들이 이른 아침 축하객들이 찾아주신 가운데 Thomas Bach IOC위원장이 직접 수여하 영예를 받았습니다. IOC대변인인 Mark Adams가 수상식을 진행하였습니다. 먼저 쿠베르탱메달의 개요와 성격 그리고 의의를 설명하여 주었으며 이어서 Thomas Bach IOC위원장이 수여 경위와 함께 저의 40년 국내외 스포츠외교인생여정을 상세히 조목조목 열거하면서 치하에 주었습니다. 이어서 쿠베르탱 메달을 필자의 목에 손수 걸어주었는데 정말 눈물 나도록 고마운 순간이었습니다.
마지막 순서로 수상자인 필자가 올림픽 및 IOC 제1공식언어인 불어와 영어로 수상소감을 5분간 발표하였습니다. 많은 축하꽃다발과 화분을 보내 주신 분들께 이 지면을 통해 다시 한번 감사 드립니다. [Special Thanksgiving for IOC Pierre de Coubertin Medal, and My 40 Years-Long Services for International Sport Diplomacy)]
IOC President Thomas Bach wrote to me on 9 Sept. to inform me that IOC EB decided to award me the Baron Pierre de Coubertin Medal in recognition of my 40-years long services in the Olympic Movement including but not limited to the services at the Korean Olympic Committee for 26 years, and at the PyeongChang Olympic Winter Games Bids as Secretary General for 2010 and 2014 bids and as Special Advisor for 2018 bid, later on as Special Advisor to President of PyeongChang2018 OWG Organizing Committee for another 12 years.
The IOC Coubertin Medal Awarding Ceremony took place at 30th floor (IOC President's office) of the Coex Intercontinental Hotel at 09:15~45 with about 15 local invitees in attendance.
I was also a member of IOC Evaluation Commission for 2008 Olympics, and a recipient of ANOC Merit Award at the Opening Ceremony of the ANOC General Assembly held in Beijing 2008.
At the IOC Coubertin Medal Awarding Ceremony held on the morning of 21 October, Mr. Mark Adams, IOC Spokesperson served as an MC who told me to hand over photos and IOC President quotes after the Ceremony. As it would take some time, I used the photos taken by some of the designated attendees.
Prior to the presentation of the IOC Baron Pierre de Coubertin Medal to me, IOC President Thomas Bach spoke in detail about my 40-years long services and contributions to the Olympic Movement including my careers at Korean Olympic Committee, Seoul1988 Olympic Organizing Committee, IOC Evaluation Commission for Beijing 2008 Games and PyeongChang2018 Olympic and Paralympic Bid & Organizing Committee, and my private PyeongSan Sport Museum which displayed various kinds of many sports and Olympic Games related memorabilia and collection items.
IOC President Thomas Bach was kind enough to pose with many of the local guests who attended at the Ceremony on that glorious moment in my life. I definitely dedicate this honor to GOD!
[덴마크올림픽위원장, ANOC서울총회에서 IOC의 러시아에 대한 입장정리가 불균형적(not balanced) 이라고 주장하다]
ANOC서울총회 첫 날인 10월19일(수) 덴마크올림픽위원회(DIF: National Olympic Committee and Sports Confederation of Denmark)위원장Hans Natorp는 발언을 통하여 IOC가 러시아선수들에 대하여서는 국제대회출전금지조치를 취하면서 러시아 스포츠지도자들에 대한 제재에는 계속해서 인정을 베푸는(continuing to spare Russian sporting leaders of sanctions)듯한 IOC에 대하여 비판을 하고 나섰다고 합니다.
Thomas Bach IOC위원장은 10월19일 ANOC서울총회 첫 날 덴마크 NOC위원장 Natorp위원장의 발언에 대하여 비난 섞인 반응(came under fire from IOC President)을 보였다고 합니다.
Bach IOC위원장은 “IOC가 러시아정부의 행위로 인해 러시아 모든 사람을 같은 잣대로 매도하지는 않을 것”(IOC would not paint everybody with the same brush because of the actions of their Government)이라고 주장하면서 “러시아인들”(the Russians)이란 어구를 사용한 것에 대하여 Natorp 덴마크 NOC위원장을 비판하였다고 합니다.
이날 총회 회의장면녹화내용을 보면 Natopr덴마크 위원장은 사실상 “러시아 지도자들”(Russian leaders)라고 발언한 것을 Bach IOC위원장이 잘못 들은 것임(misheard)을 보여주고 있다고 보도되었습니다.
덴마크 NOC(DIF)는 ANOC 집행위원회에 러시아와 벨라루스대표들의 ANOC총회 참석에 대한 우려를 표명한 서한을 보낸 11개 NOCs 들 중 하나라고 합니다.
Bach IOC위원장은 ANOC총회대표들에게 총회에 참석한 “명백한 다수의 의견을 존중할 IOC가 국제연맹들을 상대로 권고한 바 있는 러시아 및 벨라루스 선수들의 국제대회출전금지조치에 대한 입장을 변경할 “때가 아님”(not the time)을 주장하였다고 합니다
러시아 및 벨라루스 출신 선수들에 대한 출전금지조치가 유지되고 있는 반면, IOC는 선출 직 두 나라 스포츠임원들의 직위를 박탈하는 권고는 하지 않고 있는 상황입니다.
러시아 및 벨라루스 NOC 역시 제재조치 대상이 아닌데 Bach IOC위원장의 질타 후 서울1988올림픽에서 요트 종목에 출전한 바 있는 선수출신 Natorp 덴마크 NOC위원장은 한 외신과의 인터뷰에서 IOC가 우크라이나 전쟁에 대한 반응으로 좀 더 다른 방향을 모색 했어야 했다(the IOC should have taken a "different path" in response to the war in Ukraine)고 하면서 “민주주의는 다른 견해들도 함께 수용하는 여유를 같는 것이며 분명히 본인은 선수들만 제재하고 정치인들은 참가하도록 길을 열어주는 것에 대하여 견해를 달리함”(I think democracy is about having room for different opinions and obviously I disagree with us sanctioning the athletes and allowing the politicians to lead us to take part) “여러분은 많은 다른 방향에서 대화를 할 수 있으며 본인 의견은 선수들이 핵심요소인바 선수들이 우리가 하고자 하는 임무에 주된 역할을 하는 존재들이며 상황에 아무런 책임이 없는 선수들을 어떻게 하면 다시 포함시킬 수 있는지 대한 논의를 시작하는 것이 훨씬 용이할 것임”(You can have the dialogue in many different ways and my opinion is that athletes are the key, they are instrumental to what we do and it would be so much easier to have those who are absolutely the ones that are not responsible for the situation to start a discussion about how to include them again) “만일 우리가 러시아 스포츠지도자들과 정치인들 같은 조직에서 고위직 인사들에 대하여 더 엄격한 태도를 견지하였었다면”(If we had taken a firmer stance against higher levels in the organisations like the Russian sports leaders and politicians) “물론 본인은 단결을 원함”(Of course, I want the unity) “본인의 의견은 우리가 아마도 다른 방향을 모색 하였어야 한다고 생각하지만 IOC공동체와 올림픽가족내에서 내 입장도 존중하는 바임”(I have the opinion that we should maybe have chosen another path but I also respect my position within the IOC community and Olympic family)
Natorp 덴마크 NOC위원장은 “선수들에 대한 출전을 허용하지 않고 있는 것은 내 견해로는 균형적이 아님”(It is in my perspective not balanced to not to allow athletes to compete but to allow NOCs to be present) “그것은 내 견해이며 덴마크 NOC의 견해이고 이러한 현 상황은 균형과는 벗어나 있음”(That’s my opinion and the Danish Olympic Committee’s opinion and that is somehow out of balance) “그것은 내가 결정하는 사안은 아니며 내가 제시한 포인트이고 연설내용을 주목하였으며 반응도 주목하였음”(It’s not up to me, I made my point, I note the speech and I noted the response) “우리는 우리의 입장을 강조하는 내용의 서한을 ANOC에 보낸 바 있음”(We wrote a letter to ANOC, emphasising our position) “우리는 또한 지난 9월23일 북유럽국가들 간의 회의에서 동의한 결의안도 보냈는데 그것이 우리 북유럽국가들의 공통된 입장임”(We have also written a resolution back to September 23 when we had a Nordic meeting back and that’s the common Nordic position)이라고 첨언하였습니다.
Bach IOC위원장이 Natorp 덴마크 NOC위원장이 “러시아인들”(Russians)이란 표현을 사용한 것에 대한 비판에 대하여 어떻게 반응할 것이냐는 질문에 대하여 “나는 러시아인들 이라고 말하지 않았다고 생각함”(I don’t think I said the Russians) “나는 러시아 지도자들과 러시아 및 벨라루스 NOCs라고 말했음”(I said the Russian leaders and Russian and Belarusian NOCs)이라고 답변하였다고 합니다.
발트 3국 중 하나님 라트비아올림픽위원회는 러시아와 벨라루스의 총회 참가로 인해 ANOC서울총회에 불참하였다(boycotted the ANOC General Assembly due to the participation of Russia and Belarus)고 확인하였다고 합니다
이에 대한 러시아 올림픽위원회Stanislav Pozdnyakov의 반응은 아직 나오고 있지 않는 상황으로 알려지고 있습니다.
[ANOC서울총회에서 2036년울림픽유치 가시화 서울과 부산 국내유치후보도시로 예상하는 외신보도(10월18일)]
10월18일 자 외신에 따르면 대한민국이 2036년 올림픽 잠재적유치를 숙고 중에 있으며 서울과 부산이 후보도시들로 고려되고 있다고 밝혀졌습니다.
한국의 한 관계자는 KSOC가 서울 또는 부산 중 선호유치후보도시(preferred host city candidate)로 보고 살펴보고 있는 반면, 오세훈 서울시장은 금주 말 Thomas Bach IOC위원장과 만나 서울시의 2036년 올림픽유치의사를 표명할 것으로 예상되고 있는 상황으로 알려져 있습니다
하지만 2019년에 IOC위원으로 선출된 이회장은 한국이 공식적으로 올림픽유치에 착수하기 전에 여론 동향의 추이의 중요성(the importance of gauging public opinion)을 강조하였습니다.
이회장은 “2036년 올림픽 서울유치조건과 관련 우리는 정부와의 논의 및 여론동향을 살펴 볼 필요가 있음”([In terms of Seoul] hosting the 2036 Olympics, we still need to discuss with the Government and the general public) “우리는 사람들의 생각을 알아 볼 필요가 있는 것임”(We need to know people’s thoughts) “우리는 아마도 여론조사와 좀더 많은 연구와 준비에 착수해야 할 것이지만 지금 현재 우리는 또 다른 국내후보도시로 생각되는 부산도 국내후보도시로 고려 중임”(We will probably have to do a public survey and more research and preparation but right now we are also considering another city in Busan) “그 동안 얼마 간의 논의는 있었지만 유치와 관련 확인하기 위해 기다려야 할 것임”(There have been a few discussions, but we will have to wait to confirm things on that)이라고 언급하였다고 합니다.

2032년 올림픽유치를 위하여 남북한이 공동으로 유치신청서를 IOC에 제출하였지만, 북한 측의 무반응으로 2032년 올림픽개최권은 호주 Brisbane으로 넘어 갔습니다,
항구도시인 부산은 올림픽을 개최한 적이 없지만 2002년에 아시안게임을 치른 바 있습니다.
코리아헤럴드 영자신문에 따르면 서울특별시청은 주요 국제스포츠이벤트를 개최하기 위하여 노력을 경주하고자 계획 중인데 2036년 올림픽유치도 그 계획의 일환이라고 보도하였습니다.

보도에 따르면 오세훈 서울시장은 서울시의 잠재적 올림픽유치에 대하여 논의하기 위해 10월20일 Bach IOC위원장을 만날 예정으로 알려져 있습니다.
서울시는 2020년 초 발발한 코로나19이래로 한국에서 개최되는 첫 번째 국제행사인 ANOC총회개최도시입니다.
이회장은 전세계스포츠임원들이 총 집결한 핵심 회의인 연례ANOC총회를 2024년 청소년동계올림픽도 개최하는 한국의 “새롭게 시작하는 출발점”(start of a new beginning)으로 삼고 있다고 언급하였습니다.
한국은 독일, 이집트, 멕시코, 인도, 영국, 헝가리, 카타르, 스페인, 러시아 및 튀르키예 에 이어 11번째로 2036년 올림픽유치의사 표명국가라고 합니다.
2036년 올림픽은 IOC가 새로 바뀐 올림픽개최도시선정 방식인 미래올림픽개최도시 선정위원회(FHC: Future Host Commission)가 간추려진 올림픽 유치표명도시들과의 지속 대화(Continuous Dialogue)과정을 거쳐 선호 도시를 선정한 후 IOC집행위원회를 거쳐 IOC총회에서 확정하는 2번 째 하계올림픽이 됩니다.
국제경기연맹 글로벌총연합회(GAISF: Global Association of International Sports Federations) 해산(dissolution)을 논의하게 될 회의 일정이 다음 달 11월로 정해졌다고 합니다.
IOC가 GAISF해체를 추진하고 있는 것으로 널리 알려진(widely believed to being driven by the IOC) 논란의 소지가 있는 계획(controversial plan)에 의하면 전체 국제경기연맹들의 유일한 통합관할조직(umbrella organization for the IFs)인 GAISF가 55년의 활동을 접고 이제 역사 속으로 들어가게(consigned to history after 55 years) 될 것으로 회자되고 있습니다
GAISF해체 이슈는 스위스 Lausanne소재 올림픽박물관회의실에서 11월28일~29일 양일간 예정된 국제연맹포럼(IF Forum) 최우선 안건으로(to top the agenda at the IF Forum) 다루어 질 전망입니다
동 회의상세내용은 ‘독자적 인정 종목 회원단체연합’(AIMS: Alliance of Independent Recognized Members of Sports) Stephan Fox회장이 AIMS회원단체들에게 보내 서한에 밝혀져 있다고 합니다
이러한 계획 하에 GAISF는 역할과 가능이 종료될 것(would be wound up)이며 그 대신으로 종목들은 상업적 조직(a commercial organization)이며 동시에 매년 열리는 SportAccord 스포츠 및 비즈니스 최고회의를 조직 운영하는(organising the annual SportAccord World Sport and Business Summit) 주체인 SportAccord 안에서 더 많은 지분을 받게(given more of a stake in SportAccord) 될 것으로 알려지고 있습니다.
SportAccord는 향후 일련의 종합스포츠게임(a series of multi-sport games)을 주관할 계획이라고 합니다

2022년 10월9일 보도된 바와 같이 SportAccord 총괄운영국장으로 10년간 활동하던 Nis Hatt가 사임하였으며 그러한 과정에서 GAISF임시 매니저 역할 역시 내려 놓은 바 있습니다.
1967년에 창설된 GAISF는 95개 국제경기연맹 정회원단체들(full members federations)과 국제경기연맹과 밀접하게 연관된 활동을 전개하는 20개 준회원단체들(associate member organizations)로 구성되어 있습니다
Fox회장은 GAISF내 IOC미 인정종목단체(the non-IOC recognized members of GAISF)를 대표하고 있는 AIMS는 자신의 서한에서 약간의 반대의사를 암시한(alluded in his letter to some opposition)바 있습니다
팔씨름(arm wrestling), 다트(dart), 미니 골프(mini golf), 테크볼(teqball), 개썰매스포츠(sled dog sports) 등을 대표하는 국제연맹들을 포함한 20개 회원단체들이 11월2일 Ivo Ferriani GAISF회장이 주재하는 화상회의에서 GAISF해체제안안건 찬성 투표를 던지는데 동참하기를 희망하고 있다고 합니다
11월2일 회의에는 올림픽운동에 대하여 수문장역할을 지향하기 위해 설립된 조직인 GAISF를 해체하는 계획에 앞장선 인물인 Raffaele Chiulli IOC인정종목 국제연맹연합회(ARISF: Association of IOC Recognised International Sports Federations)회장 역시 참석할 예정이라고 합니다.

Fox회장은 “본인은 바람직한 지배구조 확립을 위하여 제안된 이러한 결정 내용에 대하여 회원단체 집행위원들과 위원들 간의 논의가 선행되어야 한다는 사실을 충분히 이해하고 있음” (I fully understand that in good governance this decision must also be discussed with your executives and members) “따라서 본인은 Ivo Ferriani GAISF회장과 Raffaele Chiulli ARISF회장 및 법률 팀과 함께 하는 회의 소집을 요청함으로 여러분이 궁금한 모든 질문이 생길 경우 답변할 수 있고 그리고 나서 여러분이 결정을 내려면 되는 것임”(Therefore, I have asked for a meeting together with President Ivo Ferriani, ARISF President Raffaele Chiulli and the legal team so you can ask any and every question that you may have and then make your decisions)이라고 서한에 적혀 있다고 합니다.
하지만GAISF조직해체계획에 대하여 비판하고 있는 인사들 중에는 50년 이상 GAISF에 관여해 온 인물인 Patrick Nally라는 사람이 있는데 그는 GAISF가 처음 발족된 시기에 먼저 마케팅책임자 역할로서 GAISF상설본부를 1976년 모나코 Monte Carlo에 확보하는데 일익을 담당한 바 있는 인사로서 최근에는 Match Poker 국제연맹의 회장으로 활동해 오고 있다고 합니다.
Patrick Nally회장은 “GAISF는 매우, 아주 중요하고 소중한 기구이며 만일 GAISF가 적절하게 운영된다면, 전체적으로 스포츠에 가치를 따질 수 없을 정도로 귀한 서비스를 제공하게 될 것임” (GAISF is a very, very important and valuable body and if it is properly managed it should provide an invaluable service to sport as a whole) “이러한 서비스를 제공해 줄 수 있는 단체는 없지만 안타깝게도 사람들은 이러한 조직운영을 정치적 시각으로 보려는 경향이 있어 왔기 때문에 소중한 서비스 일부는 변역과정에서 소실되어 왔음” (There is not any other entity that does that or can do but, unfortunately, some of this has got lost in translation because people have tended to look at it politically) “GAISF는 이런 저런 것을 원하는 개인들이 조작하는 기구가 된 것임” (It’s all become manipulative with individuals wanting this and that) “돌아가는 내용을 이해하는 것이 부족한 탓에 함축된 의미를 정말로 이해하는 사람들이 없을 경우 조용히 빠져나가 버릴 위험성이 있는 것임”(Because of the lack of understanding of what is going on there is a danger that this will be quietly slipped through without people really understanding the implications) “국제 연맹들 대부분이 이야기로 소통되고 있지 않으며 그들 중 아무도 대체되는 것의 진정한 동기에 대하여 잘 알고 있지 못하는 상황임” (The bulk of the International Federations are not being spoken to, none of them are being informed about the true motivation of what it is being replaced with)이라고 견해를 밝혔다고 합니다.
[북한역도선수들 변경된 도핑규칙변경(after doping rule change)으로 Paris 2024 올림픽 첫 출전자격 예선전출전기회 놓치다]
10월12일자 외신에 따르면 북한이 올림픽에 참가하여 가장 많은 올림픽 메달을 획득한 것이 다른 종목 보다 많은 것으로 알려지고 있지만 Paris 2024 올림픽 출전자격획득 예선전(opening qualifying event)에 참가신청을 하지 못해 Tokyo2020올림픽에 이어 두 번째로 Paris 2024올림픽에도 참가하지 못할 가능성이 있다(appears likely to miss the Olympic Games for a second time)고 보도하였습니다.
2022년 10월17일 국제역도연맹(IWF)이 확인해 준 바에 따르면 주최 IWF세계역도선수권대회 북한 선수들에 대한 참가신청서(entry)리스트가 없다고 합니다. 이는 IWF가 반도핑규칙을 강화하고 있는 타이밍(at a time when the sport's governing body is tightening its anti-doping rules)에 일어난 것이라고 합니다.
IWF세계역도선수권대회는 8주후 콜롬비아 Bogota에서 시작되는데 동 대회는 Paris 2024올림픽 출전자격이 걸려있는 첫 번째 출전자격획득 부여 경기(the first qualifying competition)이며 지금까지 1,200명의 선수들이 예비참가신청서(preliminary entries)를 제출하였다고 합니다.
Antonio Urso IWF사무총장은 “집행위원회는 지난 주 도핑 검사를 자유롭게 실시할 수 없는 국가들은 제외 시키는데 대하여 원칙적으로 동의하였으며 이는 우리가 추진하고 있는 도핑과의 전쟁에서 지휘 방향을 설정한 역사적인 변화임”(When the Executive Board agreed in principle last week to exclude countries where it is not possible to conduct free anti-doping controls, it was a historical change of direction in our fight against doping) “장벽으로 닫혀진 모든 나라들은 퇴출되는 데 단순히 Paris 2024 올림픽 출전자격부여 예선대회뿐만이 아니라 어떠한 국제역도대회에서도 마찬가지임” (All countries with blocked borders will be out, not just from qualifying competitions for Paris but from any international event)이라고 설명하였습니다.
바레인 개최 아시아역도선수권대회에서 Urso사무총장은 선수들의 동선 및 향방파악규칙(athletes’ whereabouts rule)에 대한 진일보된 변화가 있을 것인 바 이는 IWF선수위원회의 승인을 전제로 하고 있으며 올바른 방향으로 선회하는 또 다른 조치(another move in the right direction)라고 언급하였습니다.
선수들이 대회 개최 2개월전이 아니라 3개월 전에 걸쳐 어디에 있었는지의 동선과 향방에 대하여 조사관(testers)에게 알려주어야 한다고 합니다
이러한 변화는 예선전 캘린더 일정을 약간 조율함으로(coupled with tweaks to the calendar) 과거에 발생했던 사례와 달리 선수들이 조사관들로부터 숨어버릴 기회가 없도록(no chance of hiding themselves away from testers)효과적으로 조치하는 것과 검사기관(testing authorities)이 금년 8월부터에 시작되어 2024년 4월28일 종료되는 예선전 거의 전체 기간을 통하여 선수들의 향방을 알고 있어야 한다는 것을 의미한다고 합니다.
12월5일~16일 Bogotá에서 열리는 IWF 세계역도선수권대회가 규칙 변경의 직접적인 결과 인지에 대하여서는 알려지고 있지 않다고 합니다.
Urso IWF사무총장은 “지금 현재 북한으로부터 우리는 아무런 정보를 가지고 있지 않음” (At the moment we have no information from North Korea)이라고 언급하였다고 합니다.
북한은 코로나19 기간 동안 자체 여행금지조치로 인해(because of a self-imposed travel ban during the COVID-19 pandemic) 1년 연기된 Tokyo2020올림픽을 놓친 바 있습니다.
북한은 지난 Beijing 2008과 Rio 2016 올림픽에 3차례 출전하여 역도에서 5개의 금메달을 획득하였으며 북한역도선수들이 현재 5개 세계기록 보유자들입니다.
IWF는 IOC가 LA 2028올림픽에 역도 종목을 제외시킨 후 대회 일정에 역도 종목을 되 살리기 위하여(to regain its place on the Games schedule after the IOC dropped the sport for Los Angeles 2028) IOC로부터 신뢰회복을 위해 노력 중인 바 도핑 방지와 지배구조 개선에 초점을 맞추고 있는 와중에 있습니다.
따라서 IWF는 Paris 2024올림픽이 시작되기 전에 중요한 개선책(significant improvements)을 마련해서 입증해야 하는데 도핑 방지(anti-doping), 재정(finance), 소통(communications), 및 스포츠 혁신(sport innovation)과 연관된 일련의 계획을 준비하여 12월4일 콜롬비아 Bogota에서 예정된 특별총회 안건으로 상정할 것으로 알려지고 있습니다.
지난 8월 Urso IWF사무총장은 IWF의 도핑방지규칙과 지배구조 혁신을 위하여 신속하게 체질개선 중임을 밝힌 바 있는 데 지난 주 시간과 돈이 낭비되고 있다고 불평을 한 아시아역도연맹회장 겸 IWF집행위원인 Yousef Al Mana의 견해에 대해 동의하고 있지 않다고 하면서 “본인은 상황이 호전되고 있어 기쁨” (I am happy that the situation is improving) “봉인은 집행위원회가 메시지를 잘 이해하고 있음: 따라서 우리는 12월 첫 주까지 IOC에 호전된 입장을 증명하여야 함”(I think the Executive Board understands the message: We have to be in a good position for the IOC by the first week of December) “IWF특별총회에서 우리는 다양한 제안사항을 제시할 것이며 회원국들이 이러한 진화에 적극 동참하여야 함”(At the special Congress we will have various proposals and the members must be involved in this evolution)이라고 하면서 더 많은 회원국연맹들이 도핑 방지에 대하여 다 많은 책임을 가지고 임해야 할 것이라고 당부하였으며 “만일 한 개의 국가라도 해당 규칙을 변경하게 되면 시스템은 바빌론처럼 붕괴될 것임”(If a nation decides to change the rules the system will fall, like Babylon)이라고 설파하였습니다.
2020년 발행된 McLaren보고서가 Tamás Aján 이 IWF회장재직 당시 벌어진 것으로 보이는 US$1,000만불(약 140억원)이 넘는 돈이 사라졌다고 폭로한 후 IWF의 돈이 어떻게 지출 되었는지에 대한 조사가 착수되면서 한 가지 중요한 변화가 이미 있었는데 그것은 바로 재정에 대한 우려 상황이라고 합니다.
이에 대해 IWF재무관이기도 한 Urso IWF사무총장은 “우리는 처음으로 IWF내 재정지배구조의 모델을 완전히 바꾸었음”(We have changed completely, for the first time, the model of financial governance within the IWF)이라고 설명하였습니다.
Urso IWF사무총장은 이어서 “McLaren보고서는 우리가 변화해야 한다고 암시하였으며 우리는 그것을 해 냈음”(The McLaren Report suggested we should change and we have done that)이라고 언급하였는데 새로운 방식의 재무구조 세팅으로 인해 집행위원회 누구나 IWF의 돈 흐름을 파악할 수 있는 상황이며 “IWF의 경제적 및 재정적 상황”(the economic and financial situation of the IWF)에 대하여 견제할 수 있게 되었다고 부언하면서 “이것은 매우 중요한 것으로 사람들이 재정 활동상황차악을 위해 접근이 허용된 것은 이번이 처음임”(This is very important - the first time that people can have access to financial activities)이라고 설명하였습니다.
Urso가 요청한 “다양한 이유”(for various reasons)에 대하여 선거 바로 전 기간을 포함하여(including the period immediately before the elections) 지난 6개월 간에 해당하는 재정상태에 대한 실사가 이루어 질 것(due diligence will be carried out)이라고 합니다
Al Mana 아시아역도연맹회장 겸 IWF집행위원외 요청한 바 대로 몇 년 기간을 아우르는 심층 조사는 너무 많은 서류를 IWF지난 행적에 대한 범죄수사를 벌이고 있는(carrying out a criminal investigation into the IWF's past activities) 헝가리 경찰당국이 압수해 갔기 때문에 현재로서는 가능하지 않다(not currently possible because so many documents had been taken by Hungarian police)고 답변하였습니다.
IWF이미지 개혁을 목표로 한(aimed at reforming the image of weightlifting) 소통 전략(communications strategy)과 신설된 스포츠혁신위원회의 업무(the newly-created Sport Innovation Commission’s work)에 대하여 Bogota 개최 IWF특별총회에서 보고될 것이라고 합니다
Urso IWF사무총장은 “우리는 Paris 2024 올림픽때까지 연구할 것이며 우리 종목을 어떻게 개혁하는 것이 가능한 것인지에 대하여 살펴 볼 것이며 이를 바탕으로 미디어와 관중들에게 역도의 이미지 홍보를 한층 더 성대하고 이해하기 더 쉽게 만들어 줄 것임” (We will study up to Paris 2024 and see how it's possible to reform our sport, make it more spectacular and easier to sell the image of weightlifting in the media and the audience) “우리는 역도 경기내용을 어떻게 개선할 것인지에 대하여 집중적으로 개선책을 마련하기를 원함”(We want them them to concentrate on how to improve our competitions) “Paris 2024올림픽애 앞서자격획득 예선전이 아닌 약간의 혁신적 개념의 경기를 선 보일 수 있게 될 것임(Before Paris, there could be some innovative competitions [not part of the qualifying programme]) “우리의 규칙들은 매우 구식 임”(Our rules are very old). “스포츠의 파노라마를 살려보면 많은 다른 것들이 변화되고 혁신되어 왔음” (If you look at the panorama of sport, many others have changed, innovated) “우리는 완전히 새로운 역도로 탈바꿈하여 다음 올림픽 주기를 시작할 수 있도록 우리 스스로가 그러한 작업을 수행할 필요가 있음”(We need to do that ourselves so that we will start the next Olympic cycle with a completely new weightlifting)이라고 부언하였습니다.
