[IOC, 위기봉착 국제복싱연맹(AIBA)회장의 부적절 묘사 서한내용 시정토록 전 세계 각국 NOC에 경고서한 발송 배경 스케치]
위기에 봉착한 국제복싱연맹(AIBA) Gafur Rakhimov회장명의로 각국 복싱연맹에게 보낸 서한을 통해 보낸 내용을 믿지 말 것(not to trust the contents of a letter)을 IOC가 각국 NOCs에게 경고 통첩하였다고 12월19일 자 외신이 전했습니다.
이러한 경고 통지서는 IOC사무총장인 Christophe De Kepper명의로 206개 전 세계 NOCs에게 송부되었는데 그 내용에는 IOC가 AIBA에 대하여 취한 최근 조치에 대한 최신정보가 제공되어(to provide an update on the recent measures introduced by the organisation with regard to AIBA) 있다고 합니다.
동 서한에서 IOC는 Rakhimov명의의 각국 복싱연맹들에게 보낸 서한내용을 우려를 가지고 일독(read with concern)하였다고 주장하고 있다고 합니다
Rakhimov가 주장하기를 “AIBA는 이제 고통에 찬 과거사를 최종적으로 완전하게 뒤로 물리쳤음”을 확인하는 입장에 있다(now in a position to confirm it has "finally and fully left the troubled past behind us")고 하였는바 지난 11월30일~12월1일 Tokyo개최 IOC집행위원회는 Tokyo2020올림픽 복싱종목 토너먼트계획이 동결될 것임을 결정하였던 것입니다.
주지하다시피, IOC집행위원회는 IOC의 또 하나의 핵심우려거리(another key concern)인 AIBA의 재정적 상황과 Rakhimov 자신의 미 재무부과 연계된 거취상황(Rakhimov's own situation with the United States Treasury Department)과 관련하여 더 많은 정보를 요구한 바 있었다고 합니다.
미 재무부(United States Treasury department)가 Rakhimov를 “우즈베키스탄 핵심 범죄자 들 중 한 명”("one of Uzbekistan's leading criminals")으로 지목하여 묘사한 바 있으며 IOC는 성명서를 통하여 처음으로 Rakhimov이름을 거명하면서 AIBA가 직면하고 있는 고통거리 이유의 배후로 직접 언급한 바(directly mentioned as a reason behind the troubles faced by AIBA for the first time by the IOC in a statement) 있습니다.
재정관리와 복상경기 청렴도 또한 IOC가 AIBA에 대한 우려 분야들 중 포함되어(among the other areas of concern) 있다고 합니다.
IOC는 또한 AIBA에 대한 조사(an inquiry)에 착수하였는데 이러한 조사결과가 AIBA에 대한 올림픽 복싱경기 조직운영권이 박탈 될 수 있을 것(could lead to them losing the right to organise the Olympic boxing competition)으로 관측되고 있습니다.
또 하나의 가능성은 Tokyo2020올림픽에서 복싱 토너먼트가 열리지 않을 수도 있긴 하지만 IOC는 (개혁된)AIBA와 또는 (현 상태의) AIBA없이 복싱경기를 치를 의도도 있다고 주장해 오고 있다고 합니다.
IOC는 각국 NOCs가 복싱관련 행사 재개를 논의하기 위하여 올림픽 솔리다리티 부서(Olympic Solidarity unit)와 접촉하도록 초대하고(invited to contact Olympic Solidarity's athletes' unit to discuss the re-activation of boxing-related activities) 있다고 합니다
복싱에 지급되었던 올림픽 솔리다리티 기금에 대한 지불유예조치 해제(lifting of a suspension) 건이 승인되었는데(granted) “그 조건은 각국 복싱연맹을 통한 기금신청이나 지불불가”("on the condition that no funding can be applied for or paid through a national boxing federation")라고 합니다.
De Kepper IOC사무총장이 각국 NOCs에 서한을 보내 취지는 IOC의 결정내용을 명백히 알려주고자 하는 것(in an attempt to clarify their decision)과 Rakhimov의 서한이 “혼동”을 유발할지도 모른다는 우려의 경고 성(warning Rakhimov's letter may have caused "confusion")으로 해석되고 있습니다.
다음은 De Kepper IOC 사무총장의 서한 내용 입니다:
A. "We believe this letter does not at all provide an accurate portrayal of the decisions of the IOC Executive Board in regard to AIBA, and is likely to cause confusion to you, your National Boxing Federations and your athletes, and we therefore believe it is important to clarify the contents of the letter." (우리는 이러한 서한이 IOC집행위원회의 결장사항을 전혀 정확하지 않게 서술하고 있으며 여러분과 각국 복싱연맹 및 복싱선수들에게 혼란을 초래할 것으로 믿고 있으며 우리는 따라서 서한의 내용을 규명해 주는 것이 중요하다고 믿고 있는 바임)
B. "In order for your National Boxing Federations to be accurately informed, we would greatly appreciate it if you could pass on to them this letter and the enclosed decision taken by the IOC Executive Board at its recent meeting in Tokyo.(귀 NOC 소속 복싱연맹이 정확한 정보를 깨닫게 하기 위하여, 우리는 귀 NOC가 동 서한과 Tokyo에서 최근 개최된 IOC집행위원회가 내린 첨부된 결정사항을 복싱연맹에게 전달하여 주기를 바라는 바임)
C. "You and they will note the level of significant concern with AIBA expressed by the IOC Executive Board in several areas, as well as our desire to protect the interests of the sport and your athletes." 지난 11월 초 IOC의 바람에 반하여 모스크바 개최 AIBA총회에서 회장으로 선출된 Rakhimov는 자신의 서한을 통하여 각국 복싱연맹들에게 일련의 주장을 실어 공지한(made a series if claims in his letter) 바 있다고 합니다.
그는 AIBA의 지배구조 시스템 정립이 잘 이루어짐으로 ASOIF에 의해 지배구조 평가가 진일보 되는 결과를 가져왔으며 평가결과 AIBA는 모든 하계올림픽국제연맹들 중 상위 50%에 자리매김하였노라고 강조하였다(highlighted that the implementation of good governance systems resulted in the advancement of AIBA in the governance assessment by the Association of Summer Olympic International Federations to a position in the top half of all summer bodie)고 합니다.
Rakhimov는 또한 반 도핑규정준수로 인해 AIBA가 복싱경기장 및 경기장 외에서의 모든 조사에서 WADA규정준수단체 입지확립 및 신설된 국제심사기구(ITA: International Testing Agency)와 협력체제에 돌입하고 있음(resulting in AIBA being World Anti-Doping Agency compliant and collaborating with the new International Testing Agency for all in and out-of-competition testing)을 적시하고 있다고 합니다.
그는 Buenos Aires2018청소년 올림픽 및 2018년 11월 뉴델리 개최 AIBA세계여자복싱선수권대회에서 적용된 새로운 심판 판정시스템 실행(the implementation of new refereeing and judging systems) 또한 자신에 의해 촉발 된 진전사항(also promoted by the AIBA President)이라고 주장하였다고 합니다.
AIBA회장은 지난 주 영국복싱연맹회장인 Casper Hobbs가 요구한 AIBA회장직 사퇴 촉구에 대하여 Hobbs를 AIBA내 동료들에 대한 쇼킹한 존중 심 결여라고 비난하면서 받아 친 바(hit back at calls for him to resign made by England Boxing by accusing chairman Caspar Hobbs of a "shocking" lack of respect for his fellow members within the governing body) 있었다고 합니다.
Hobbs영국연맹회장은 “조직의 리더십에 대한 제고가 필요하며”(leadership of the orgainsation needs to be considered) 이제 Rakhimov자신이 “복싱종목이 직면한 이슈해결 실마리를 찾는데 도움이 되도록 취할 행동에 대해 개인적으로 숙고할 때가 되었다”(time for Rakhimov "personally to think about the actions you can take to help resolve the issues faced by the sport")고 주장한 바 있다고 합니다.
Thomas Bach IOC위원장은 Rakhimov자신이 미 재무부 제제 리스트에 포함됨으로 인하여 몇 몇 나라 여행금지조치가 적용되어 있는 것이 핵심 우려거리로 작용하면서(owing to his inclusion on the US Treasury sanctions list, which prohibits travel to certain countries, was a key concern) AIBA회장의 기능을 충분히 발휘할 수 없게 되었음을 인정한 바(admitted Rakhimov's inability to "exercise his full function" as President of AIBA) 있다고 합니다.
Rakhimov는 얼마 전 IOC와의 시비문제가 계속될 경우 회장 직에서 비켜날 수 있음을 시사한 바(previously hinted he could stand aside if the problems with the IOC continue) 있다고 합니다
그는 복싱의 올림픽미래를 위태롭게 하지 않을 것임을 약속하였지만(promised he will not jeopardise boxing's Olympic future), 회장 직을 사퇴할 계획에 대하여서는 아무런 징후를 보이고 있지 않는 것(given no indication that he plans to step down)으로 알려지고 있습니다.
Rakhimov는 반복해서 자신의 죄를 부인하여 왔다(repeatedly denied wrongdoing) 고 합니다.
