1.   러시아 국가주도 도핑 스캔들 1차 조사보고서 파문과 Bach IOC위원장의 고뇌

Thomas Bach IOC위원장의 러시아에 대한 자세와 견지가 달라지고 있다고 외신은 보도하고 있습니다.

지난 5월, WADA가 임명하여 독자적 권한을 부여 받은(Independent )조사관인 캐나다 법학교수출신 변호사인 Prof. McLaren의 충격적인 조사결과 발표(McLaren 보고서)가 올림픽운동 전체를 뒤 흔들어 놓은 바 있습니다.

이러한 도핑 스캔들로 난데 없는 홍역을 치르면서도 Thomas Bach IOC 위원장은 거시적으로 볼 때 세계스포츠 양대 거대 축 중 하나인 러시아를 저 버릴 수 없었을 겁니다.

고육지책으로 WADA의 러시아 선수단 전체에 대한 Rio2016출전 전면금지 조치 권고내용을

IOC집행위원회가 받아 들이지 않고 종목별 IFs가 자체 판단으로 러시아 선수들의 Rio2016출전여부를 선별적으로 결정하도록 정한 바 있습니다.

이에 대해 WADA와 14개 국가도핑방지기구(NADOs)및 다수의 언론이 들고 일어 나 이에 대한 유감과 우려를 표명한 바 있었습니다.

결국 Rio2016현지에서 열린 제129차 IOC총회에서 러시아 선수들의 올림픽 출전을 종목 별 국제경기연맹(IFs) 자체판단에 맡긴 IOC집행위원회의 결정을 승인함으로써 강경노선이었던 IAAF(육상)를 제외한 여타 종목의 러시아선수들의 Rio2016올림픽 출전이 허용된 바 있습니다.

IPC역시 강경노선을 유지함으로써 Rio2016패럴림픽에도 러시아 선수단이 전면출전금지(a blanket ban)조치가 내려져 러시아는 결국 굴욕을 감수해야 했습니다.

2.  McLaren교수의 2차 최종보고서내용에 충격 받은 Bach IOC위원장의 태도 변화

이러한 와중에 지난 12월9일 제2차 최종보고서가 발표되면서 상황이 반전된 듯합니다.

Thomas Bach IOC위원장은 캐나다 변호사 MeLaren보고서의 제2차분에서 드러난 러시아에서의 정부주도 도핑시스템을 적발한 실질적인 증거(the substantial evidence)를 확인하고 “충격”(shock)과 “속에서 끓어 오르는 분노”(inner rage)를 느끼게 하였음을 인정하였다고 합니다.

독일 Frankfurter Allgemeine Zeitung(FAZ)지와의 인터뷰를 통하여 Bach IOC 위원장은 동 보고서 1차분 발행 후 Rio2016올림픽에 러시아 선수들 전면 출전금지를 부과하지 않았던 결정(the decision not to impose a blanket ban)에 대해 다시 한번 옹호하였다고 합니다.

그는 캐나다 변호사가 2011년~2015년 사이에 Sochi2014동계올림픽을 포함한 여러 주요 스포츠 이벤트 시 자행되었던 러시아올림픽위원회와 러시아정부주도 계획간의 연관관계를 적발하지 못했다는 사실에 근거하여 IOC가 취한 행동이 합당하고 정당하였음(justification for the course of action the IOC took)을 강조하였다고 합니다.

Bach IOC위원장은 “사람들은 자신들이 어쩔 수 없는 시스템으로 인해 속수무책으로 내몰린 일에 대하여 처벌받지 말아야 한다”(people should not be punished for a system for which they can do nothing)고 주장하면서 과거 동독의 도핑스캔들이 도마에 올랐을 때(when the East German doping scandal came to light)에도 전면출전금지 조치는 없었노라고 언급한 바 있습니다.

McLaren 변호사는 그의 제2차 보고서에서 러시아 30개 종목으로부터 1,000명 이상의 선수들이 도핑조작계획에 적발된 것으로 발표된 바 있습니다.

이러한 Bach위원장의 태도변화는 지난 2016년 5월 수면 위로 떠 오른 소치2014 동계올림픽 러시아 정부주도 조직적 도핑 스캔들 혐의주장이 온 세계를 떠들썩하게 한 이래 Bach IOC위원장의 러시아에 대한 가장 명백한 비난표명(most clear condemnation of Russia)임을 대변해 주고 있는 것으로 평가되고 있습니다

Bach IOC위원장은 심지어 Beijing2008 및 London2012 올림픽으로부터 IOC의 재검사 프로그램 결과(about the results of the IOC's retesting programme)에 관하여서도 러시아를 지목하여 구별한 바(also singled out Russia) 있습니다

Bach IOC위원장은 2차 보고서내용에 적시된 적발된 사실들을 혼연일체 거국적으로 일축해온(unanimous in dismissing the findings)러시아의 반응에 대하여 본질적으로(inherently) 비평하기(criticized the response from Russia)에 이르렀다라는 이야기 입니다.

다음은 Thomas Bach IOC 위원장이 12월16일 독일 주요신문인 Frankfurter Allgemeine Zeitung지와의 전격 인터뷰 전문내용을 발췌하여 정리한 것입니다:

Question 1(Frankfurter Allegemeine Zeitung): (McLaren 최종보고서 신빙성 여부 질문)

-The final report by Richard McLaren on Russian state-sponsored doping has provided more details backing up previous statements. Do you believe what it says?

Answer 1(Bach IOC위원장): (1차 보고서 당시 많은 의문점과 미비점을 보완함으로 신빙성과 중립성 유지하여 주었음)

-The final report gave answers to many questions that were still open in the first report. The report as such provides stronger and more neutral evidence because it moves away from the statements made by Mr Rodchenkov, the former head of the Moscow anti-doping laboratory and a former Russian intelligence agent. This means that Mr. McLaren puts forward evidence that goes further.

-Philip Craven, the President of the International Paralympic Committee, has said he is disgusted by the Russian doping system. Do you agree with him?

-This is a matter of semantics. For my part, I feel horror. Partly, I also feel inner rage. But neither anger nor fear are good advisers. So in a position of responsibility, you have to immediately ask yourself, how do you deal with this? What can be done, so this will hopefully never happen again? That is also why Philip Craven agreed with the IOC decision before the Games in

Rio de Janeiro.

Question 3: (IOC가 Rio2016에 러시아 선수단전체 출전금지 못 내린 것에 후회하는 지 여부질문)

- …do you regret that the IOC did not ban the Russian team from the Olympic Games in Rio, instead leaving it to the international federations to check individual cases?

Answer 3: (그렇진 않음. McLaren교수 역시 중요정보를 제공한 바 IAAF를 제외하고 국제연맹들이 이러한 음모에 가담하지 않았다고 하였으며 러시아올림픽위원회 또한 연루되어 있지 않다고 확인 한 바 있음)

-No. On this point, Prof. McLaren also provides important information. He was asked whether international federations were involved in this conspiracy. His answer was no, except for the International Association of Athletics Federations [IAAF, in which top officials took part in covering up cases of doping – Editor’s Note]]. And he was asked whether the Russian

Olympic Committee was involved in this conspiracy. His answer was no.

Question 4: (IOC가 관련 NOC자격정지 및 국기사용 금지처분 외에 정부를 상대로 어떤 다른 처분 옵션이 있는지 여부질문)

-What options, other than a suspension of the NOC and the country's painful sacrifice of its flag, would be available to the IOC against a government?

Answer 4: (여러 가지 옵션이 있음. Rio2016대회에 러시아체육부 대표들에 대한 AD카드 발급 금지조치와 동계 IFs가 러시아 국제대회 개최권 불허 조치 등인데 최근에 IBSF가 2017년 소치 개최 세계선수권대회 개최권철회가 사례들 중 하나임)

-There are a number of options. In part, we already demonstrated our enforcement options in the summer. There was no accreditation in Rio for representatives of the Russian Ministry of Sport. Back then, we already asked the international winter sports federations not to award any new competitions to Russia. Therefore, the IOC welcomes the decision of the International Bobsleigh and Skeleton Federation to follow its recommendation and not hold the World Championships 2017 in Sochi

-The argument that you had to protect possibly innocent Russian athletes against collective punishment can also be turned around. There are also clean athletes from other countries who have to be protected against Russians who are likely to be doped.

Answer 5: (그런 이유로 Rio2016에 앞서 러시아선수들의 무죄추정원칙을 번복한 것으로 선수대표들 다수의 지지를 받은 바 있음. 이점에서 비판의 목소리 내는 선수가 생길 수 있음을 배제하지 않는데 Rio2016에서 많은 선수들과 이야기하는 과정에서 공평하게 선수들을 직시할 수 있어야 하며 많은 선수들의 공감대와 이해를 발견한 바 있음. 최소한 다른 선수들도 이와 관련 생각을 하기 시작하였다고 볼 수 있음)

-That is why we reversed the presumption of innocence for Russian athletes ahead of Rio. In this we were supported by the majority of the athletes’ representatives. This does not exclude that athletes will then voice criticism. I spoke to a large number of athletes in Rio myself because I felt that after such a decision you must be able to look athletes squarely in the eyes. I found approval and understanding with a large number. The others at least started to think about it.

-Do you see a risk of the Olympics getting caught up in the wheels of global power politics as a result of these events?

Answer 6: (이것을 막는 것이 우리의 목표이며 다른 한편으로 정치인들과의 모든 토론에서 올림픽만이 취약하고 호전적이고 광폭한 시대에 전 세계를 한 지붕 아래 하나로 통합시키는 유일한 행사임이 명백해 지고 있음. 따라서 올림픽이 정치화 되어서는 안 되는 것임. Rio2016전에 커다란 기대가 있었으며 나와도 상관이 있었는데 난민올림픽 팀 등의 참가사례를 통하여 좋은 전례를 남기도록 힘썼음)

-It is our aim to prevent this. On the other hand, in all my discussions with politicians it has always become clear that for them the Olympics are the only event that still brings the whole world together under one roof in these extremely fragile, belligerent and violent times.

They should therefore not be politicised. That was their great expectation ahead of Rio, which admittedly also came to bear on me. We managed to set this example, not least with the Refugee Olympic Team.

-A few days ago you phoned Donald Trump. What did you discuss with him?

Answer 7: (그는 명확하게 LA2024올림픽유치에 대한 지지를 확실히 하였으며 세계 여러 지역들과 IOC의 UN과의 협력문제에 대해 이야기를 나누었음. 이 맥락에서 그는 올림픽운동과 IOC에 대한 지지를 표명하였으며 매우 건설적이고 좋은 대화였음)

-He very clearly expressed his support for the Los Angeles bid. We then talked about a number of world regions and the IOC's cooperation with the United Nations. In this context, he offered his support for the Olympic Movement and the IOC. It was a very constructive and good conversation.

Question 8: (IFs조직내에 빈번히 크레믈린과 연결되어 있고 국가 이익을 추구하고 있는 많은 인원의 러시아 임원들이 포진되어 있는 바 그들의 압력행사시도 여부질문)

-In the federations, there are numerous Russian officials, often with good connections to the Kremlin, who pursue the interests of their country. Have they attempted to exert pressure?

Answer 8: (우리는 압력행사를 허용하지 않고 있으며 IOC는 분명한 규칙이 존재함. 올림픽정상회담을 예를 들면<올림픽운동의 지휘부임원들이 참여하여 러시아 도핑사태도 다루었음> 그 회의에서 러시아 대표에게 발언 기회를 준 바 있음. 추후, Alexander Zhukov러시아 NOC위원장은 자리를 떠났으며 그 사람이 없는 가운데 논의가 계속된 바 있음)

 -We do not allow ourselves to be pressurised. The IOC has clear rules. The Olympic Summit, for example, [a summit of leading representatives of the Olympic Movement, which dealt with the Russian doping, the editorial staff – Ed.] gave the Russians a chance, of course, to get their voice heard. Afterwards, the Russian NOC President [Alexander Zhukov – Ed.] left the room and discussions continued without him.

Question 9: (공식적으로 러시아 인들은 여전히 모든 것을 부인하고 있는 상황인 바 이러한 현상이 논의의 기조가 되고 있는 지 여부질문)

-Officially, the Russians still deny everything. Is that even a basis for any discussion?

-I could have imagined a different reaction. But now the crucial point is: what will the Russian response be in the hearings of the IOC commissions?

Question 10: (귀하의 답변내용들은 한결 같이 실용주의자 적 발인 바, 그럼에도 불구하고 이미자라든가 진실성과 같은 개념들이 가치철학에 의해 움직이는 IOC와 같은 조직에 중요하다고 믿고 있는지 여부 질문)

-Your answers are always those of a pragmatist. Nevertheless, do you not believe that concepts such as image or credibility are important for an organisation like the IOC that is value-driven by its own account?

Answer 10: (그런 가치철학이 IOC가 국제적으로 인정 받고 있는 기반이기도 함. 교황이 IOC위원장과 UN사무총장을 초대하여 스포츠의 가치와 믿음에 대한 논의를 위해 공동으로 포럼을 오픈 하는 것을 볼 때와 UN사무총장이 올림픽성화봉송 논의를 위한 포럼을 오픈 하는 것을 볼 때 그리고 IOC스폰서들과 TV 파트너들이 IOC와 장기 계약(TV중계권의 경우 2032년까지)을 체결하는 것을 볼 때, 귀하는 이러한 모든 일들이 올림픽과 IOC의 장기적 안목의 진실성과 신뢰도가 없이는 일어 나지 않을 것이라는 점을 주지하고 있다고 생각함)

-Yes. And that is also what the IOC is internationally recognised for. When you see the Pope inviting the IOC President together with the UN Secretary-General to jointly open a forum for discussing values in sport and faith; when you see the UN Secretary-General attending the Olympic torch relay; when you see our sponsors and television partners signing preferably longterm contracts with us, at times until the year 2032, then you know that all of this would not be happening without credibility and confidence in the positive, long-term development of the Games and the IOC
