-Yes, Mr. President. What’s interesting is that athletes from Novosibirsk,

Omsk and Siberia in general performed with great success at these Olympics. By the way, we have two Olympic champions from Novosibirsk.

-One is Roman Vlasov in Greco-Roman wrestling, who is now two-time Olympic champion and following in the footsteps of Alexander Karelin.

-Our fencers performed very well too.

-Yulia Gavrilova won.

-You can’t imagine the huge number of children signing up to do fencing after this.

-A new fencing centre has opened now, but even this is not enough to fit everyone.

-That’s just to show how great an impact the Olympic Games and the examples of our top athletes have had.

-The same is true in Omsk.

-They have a strong school of rhythmic gymnastics there. Vera Biryukova was part of the winning rhythmic gymnastics team and we are now seeing a great influx of children wanting to take up rhythmic gymnastics too.

-It is good that Novosibirsk and Omsk are both carrying out the programme to build physical fitness and health centres.

-I think the programme to rebuild gyms in rural schools is also a particularly important initiative as this is essentially the only chance the children there have to practice sports.

-We who were in the outgoing Duma and in United Russia think that these two programmes, the one to build fitness and health centres and swimming pools, and particularly the programme to repair rural school gyms and village stadiums, are very effective.

-They make it possible for children to practice sport, and not for just children, but for the entire population to lead a healthy lifestyle.

-I think it important to continue these programmes.

-They have great support among the local people.

-As I said, most of the federations produced good results, but in some cases we do need to recommend that certain decisions be made.

-I can say that overall, the system of goal-focused preparation according to individual programmes for the different sports disciplines has proven its worth.

-This ensured an individual approach to the athletes.

-In cases where greater state support is needed in terms of building important sports facilities and so on, we will draft and present proposals.

-I think that holding major sports events in Russia is also very important. Novosibirsk, as you know (we discussed this at the last State Council meeting), dreams of hosting the world youth ice hockey championship.

-You expressed support for this idea.

-The Government has already approved a decision to support the bid and the matter is now in the hands of the International Ice Hockey Federation.

-Rene Fasel [President of the International Ice Hockey Federation] knows how much we love ice hockey in Novosibirsk and supports our bid too.

-I hope very much that this decision will be approved and that we will carry out our project to build a new ice hockey stadium.

-This is essential for an ice hockey-loving city like Novosibirsk because the current stadium dates from the 1970s and has become rather outdated and worn out.

-I think this is an important project.

9월16일 자 한 외신기사 제목은 “IOC, 러시아당국과 WADA사이버공격에 대한 중재 약속하다”(IOC vow to speak with Russian authorities to help WADA response to cyber-attacks)였습니다.

Thomas Bach IOC위원장은 개별 선수들에 대한 연속 세 번째 공개되는 자료(a third series of data relating to individual athletes)가 9월16일 유출되어 공개되면서 WADA에 대한 사이버공격(cyber-attacks)의 심각성을 강조하기 위하여 러시아 당국과의 소통에 도움이 되도록 지원할 것임을 다짐하였다고 합니다

영국, 스페인, 덴마크, 호주 및 독일 등 5개국을 대표하는 Rio2016 올림픽 4명의 우승자들이 포함된 11명의 대중의 관심도가 높은 스타선수들(11 high-profile stars)이 “Fancy Bears”라 지칭되는 해킹단체(hacking group)의 표적 대상 리스트에 등재되어 있는 것으로 보도되었습니다

이들 중에 2명의 유명 여자스타들이 포함되어 있는데 한 명은 올림픽 사이클 4관왕에 빛나는 Laura Trott선수와 또 한 명은 올림픽 복싱금메달리스트인 Nicola Adams라고 합니다.

Fancy Bears 해킹그룹은 9월16일 자 웹사이트를 통해 다음과 같이 밝힌 바 있다고 합니다:

"We keep on exposing the information about the athletes who got WADA permission for doping." (우리는 WADA 허용범위 도핑관련 대상선수들에 대한 정보를 계속 노출하고 있음)

WADA는 이미 러시아 해킹그룹을 비난하였으며 해킹 조사를 위해 러시아 당국이 도움을 제공해 달라고 접촉하여 온 것으로 알려졌습니다.

Thomas Bach IOC위원장은 9월16일 당일 다음과 같이 언급하였다고 합니다:

"This is an unacceptable and outrageous breach of medical confidentiality that attempts to smear innocent athletes who have not committed any doping offence." (이러한 해킹 행위는 도핑을 행 한 바 있는 정직한 선수들을 더럽히려고 시도하는 의료상 기밀성을 위반함으로 용납될 수 없으며 불법 무도한 짓임)

"In some cases, it is also a breach of confidentiality for athletes whose cases have not yet been finalised. (몇 건의 사례에 있어서는 해당선수들의 검사가 채 종료되지도 않은 선수들의 기밀성에 관한 중대한 침해행위 이기도 함)

"The IOC fully support the actions taken by WADA to deal with the leak, including the measures that are being taken to bring this activity to an end with the help of IT experts and in requesting assistance from the Russian authorities. (IOC는 이러한 행위를 종식시키기 위해 IT전문가들과 공조하고 있는 것과 러시아당국으로부터 도움을 요청하는 있는 가운데 취하고 있는 조치들을 포함하여 정보유출문제를 처리하기 위해 취한WADA의 행동을 전폭적으로 지지하는 바임)

2.  IOC위원장의 WADA지원 속내와 러시아 체육장관의 반응

IOC위원장의 이러한 말투의 메시지가 다른 반 도핑 기구들로부터 답지한 것들과 대동소이하다 할지라도, IOC가 금년 초 러시아의 국가주도 도핑혐의에 대하여 강력하게 비판하는 데에 사실상 망설임이 있었으며 또 그런 이유로 WADA와 나란히 보조를 취하는데 있어서 썩 내키지 않았던 주저함이 목격되었음을 감안 할 때(given their perceived reluctance to stand alongside WADA) 이러한 태도 변화는 IOC로부터 연대감의 중차대한 징조의 표시가 되는 것으로(this marks a significant sign of solidarity from the IOC) 해석될 수 있겠습니다

비록 러시아정부는 이번 일과 무관하다고 주장하고 있음에도 불구하고 러시아 체육장관인Vitaly Mutko 역시 사이버 공격에 대한 조사에는 협조하겠다고 다짐하였다고 합니다.

3.  해킹으로 유출된 개인선수들 의료신상과 관련 세부정보내역

지난 9월14일(화) 동일한 해커들(hackers)은 약품들 중 치료상 사용된 면제대상인 TUE(therapeutic use exemptions) 와 연계하여 미국올림픽 체조 4관왕인 Simone Biles선수와 농구선수인 Elena Donne및 테니스 수퍼스타들인 Serena와 Venus Williams자매선수들의 TUE해당세부내역을 공개적으로 배포하였다(released details of TUEs)고 합니다

그 다음 날 두 번째로 유출된 데이터 항목 리스트에는 Tour de France우승자인 영국 사이클선수들 Sir Bradley Wiggins및 Chris Froome이 포함되었다고 합니다.

가장 최근에 유출된 연속 시리즈 데이터 (the latest series of leaks)에는 두 명의 영국 선수들이 포함되어 있는데 수영 200m개인 혼영 종목 은메달리스트(individual medley swimming silver medalist)인 Siobhan-Marie O’Connor와 8인승 여자 조정 팀 일원인 은메달리스트 Olivia Carnegie-Brown이 이에 해당되는 것으로 알려져 있습니다.

3명의 호주선수들과 2명의 독일선수들 및1명의 덴마크 선수 그리고 1명의 스페인 선수가 각각 해킹 타깃으로 선정되었다고 합니다:

1)  Kim Brennan(조정 singles skulls 종목 우승자: 호주/여)

2)  Alexander Belonogoff(조정 quad sculls 종목 은메달리스트: 호주/남)

3)  Jack Bobridge(사이클 단체 추발/team pursuit종목 은메달리스트: 호주/남)

4)  Jeanette Ottesen(수영 4x100m 혼영계주/medley relay 종목 동메달리스트: 덴마크/여)

5)  Mireia Belmonte(수영 200m 여자 접영 금메달리스트: 스페인/여)

6)  Laura Siegemund(8월 US 오픈테니스혼합복식 우승자: 독일/여)

7)  Julian Justus(남자 공기총air rifle 10m 사격선수: 독일/남)

이들 중 호주 사이클 은메달리스트인 Bobridge는 류마티스 관절염(rheumatoid arthritis)으로 받는 고통을 공개적으로 호소한 바 있는데 이 질병은 손과 손목 치료 약품(medication for his hands and wrists)처방이 요구된다고 합니다.

이에 따라 그는 glucocorticoids 및 prednisolone 치료약처방을 받았는데 이 두 가지 약물은 염증 여건 등을 치료하는(to treat inflammatory conditions) 효능이 있다고 합니다

런던2012 및 Rio2016올림픽 -51kg급 복싱 금메달리스트인 Adams선수의 경우, 2016년 2월 천식 약(asthma-drung)인 methylprednisolone에 대하여 “일회 응급사용 소급적용승인”(a retroactive approval for one-time emergency use)을 받았다고 합니다.

궤양 성 대장염(ulcerative colitis)을 앓아 온 수영 은메달리스트인 O'Connor선수의 경우 그녀의 선수경력 내내(throughout her career) prednisolone 약 사용 허락을 받았다고 합니다.

4.  반 도핑 관련 기구들의 러시아 해킹공격관련 반응

이러한 해킹에 대하여 9월16일 국가 반 도핑 기구들 연구원(iNADO/Institute of National Anti-Doping Organizations)역시 비판의 목소리로 화답하였다고 합니다

iNADO대표인 Josept de Pencier는 다음과 같이 언급하였다고 합니다:

"The criminal cyber-attacks on the World Anti-Doping Agency and release of private medical information are despicable: using athletes and their personal data in an attempt to destabilise anti-doping and weaken clean sport is beyond criticism." (WADA에 대한 범죄적인 사이버공격행위와 사적인 의료정보 유출사태는 야비한 짓임: 반 도핑시스템을 와해시키고 정직한 스포츠를 약화시키고자 하는 시도에서 선수들과 그들의 개인자료를 사용하는 행위는 비판 그 이상의 대상임)

"We stand behind WADA. (우리는 WADA를 지지함)

Rio2016 올림픽이 종료된 시점에서도 대회예산 전체규모가 아직까지도 애매모호한 것 같습니다.

9월12일 기자회견에서 조직위원장에게 던진 예산관련 질문에 대하여 확실한 규모를 명시하는 언급이 없었다고 할 정도 입니다.

1.  Rio2016 올림픽 예산의 난맥상

9월12일 자 한 외신보도기사 제목은”Rio조직위원장 Nuzman 올림픽대회 정부구제금융에도 불구하고 균형예산 주장하다”(President Nuzman claims Games staged on "balanced budget" despite Government bail-out)였습니다.

Rio 2016 조직위원장 Carlos Nuzman 은 9월12일 기자회견을 통하여 경비부족분충당을 위해 추가로 교부된(allocated to cover shortfalls) 1억5천만 레알 (US$ 4,600만 불/약 506 억 원)의 공적 자금(public funds)투입된 사실에도 불구하고, 조직위원회가 “항시 민간부문 자금과 균형예산으로 업무를 추진하였다”(worked with private money and a balanced budget at all times)고 주장하였다고 합니다.

지난 8월 조직위원회는 지원금 금지명령을 해제한 후(following the lifting of an injunction forbidding such support), 주로 공적 기금으로 조성된 2억 브라질 레알(US$6,100만 불/약 671억 원)을 투입하여 패럴림픽 “관계자들과 선수들”(clients and athletes) 서비스비용으로 충당하기를 희망한다고 언급한 바 있다고 합니다.

잔여 경비부족분(the remaining shortfalls) 5천만 브라질 레알(US$1,500만불/약 165억 원)은 성공적인 입장권판매 호조 효과(a successful drive to boost ticket sales)와 국영 석유재벌(state-owned oil giants)인 Petrobras를 포함한 추가 영입 스폰서들 덕분에 벌충이 되었다(plugged)고 합니다

혹자는 현금이 궁한(cash-strapped) 브라질에서 병원들과 다른 핵심 서비스 분야에 자금지출이 부족한 것을 고려할 때, 스포츠행사에 이러한 공적 자금사용이 부적절하다고 주장해 왔다고 합니다.

2.  Rio2016 공적 자금 구제금융과 예산규모의 모호성

Rio시 정부에 구제금융(a bail-out)요구를 위한 접근행보를 취한 정당성을 설명해 달리는 취지의 질문에 대하여 Nuzman조직위원장은 스폰서들이 경비부족분을 메워 주었다는 것에만 초점을 맞추어 답변을 고집하였다(chose to focus solely on the shortfall made up by sponsors )고 합니다.

"Of course the door is open for new sponsors all the time and if the Government can help and have a new sponsor, it doesn't matter whether they're public or private sponsors, it will be the same, because the money will help the Organising Committee on the Games. Rio2016 올림픽전체 대회(운영)예산 규모(the overall Games budget)가 여전히 US$ 23억 불(약 2조 5,300억원)이며 전체가 민간부문 자금(all private money)인지 여부에 대해 재차 밀어붙이기 식의 질문에 대하여 Nuzman조직위원장은 공적 자금할당(the public funds allocated)과 관련 언급을 다시 회피하였다고 합니다.

"When we talk about $2.3 billion and then your question you bring here surrounds around $20 million (£15 million/€17.8 million), come on, it’s a huge difference, it’s an incredible difference."
