2024년 올림픽유치후보도시 4곳 중 유력 도시였던 Rome2024의 꿈이 사라져 버리는 사태를 맞이 한 것으로 외신들이 줄 지어 보도하고 있습니다.

Rome204의 꿈이 악몽으로 변환(Olympics, turning a dream into a nightmare)하는데 있어서 1등 공신(?)은 다름 아닌 신임 로마 시장인 Virginia Raggi입니다.

 

그녀는 로마시장 후보시절부터 그녀는 물론 그녀의 소속 정당인 Five Star Movement(M5S) 모두 로마의 올림픽유치에 줄 곳 반대 의사를 표명한 바 있으며 9월21일 올림픽 유치 최종반대의사발표와 더불어 대내외에 천명하고 확인함으로 로마의 2024년 올림픽유치의 꿈은 물거품이 되어 버린 셈입니다.

 

 

올림픽유치도시 수장의 지지 없이 유치는 국가올림픽위원회인 CONI가 아무리 발 벗고 나서도 사실 상 불가능한 공염불에 불과 하기 때문입니다.

이로서 2024년 올림픽유치경쟁은 이제 Budapest와 LA 및 Paris의 삼두마차경주(a three-horse race)가 되었습니다.

 

 

 

2024년 올림픽 개최도시 선정은 2017년 9월13일 페루의 리마에서 열리는 제130차 IOC총회 첫 날 결정됩니다

 

금번 로마의 올림픽유치철회는 2020년올림픽 유치 중도포기에 이어 두 번째가 되는데 2012년 2월 당시 이태리 총리인 Mario Monti가 올림픽유치신청서 제출 마감 하루 전에 이태리 재정위기 절정에서(at the peak of the financial crisis) ‘불확실한 비용과 알 수 없는 재정적 혜택’이란 명목으로(citing uncertain costs and unknown financial benefits) 로마의 2020년 올림픽유치를 철회한(called an end to a bid for the 2020 Games) 바 있습니다

 

 

2024년 올림픽유치중도 포기도시로는 미국의 Boston(LA로 바꿔 치기)와 독일의 Hamburg에 이어 이태리의 Rome이 세 번째가 됩니다.

 

 

Virgaina Raggi로마시장의 2024년 올림픽유치포기 확인 후 Rome2024유치위원장을 맡아온 Luca Di Montezemolo 이태리 Ferrari회장(69세)은 Raggi 시장에 대해 무책임하다며(irresponsible) 맹공격(scathing attack)을 퍼 부었다고 합니다.

 

그는 9월22일 Royal Palace of Cagliari에서 열린 CONI이사회에 출석하여 다음과 같이 언급하였다고 합니다.

"We have a table with three legs - the City Council, the [central] Government and CONI." (우리는 다리가 3개인 테이블을 유지하고 있는 첫 번째 다리는 로마시의회이고 두 번 째는 중앙정부이며 그 세 번째가 NOC인 CONI임)

"Without one of the legs, the bid loses strength.(세 다리들 중 하나만 없어도 올림픽 유치는 힘을 잃는 것임)

"We accept this situation, aware of the loss of international credibility." (우리는 국제신뢰를 상실함을 인지하며 이러한 상황을 받아드리는 바임)

Rome 2024 와 CONI 양측은 Raggi시장의 반대표명으로 로마가 유치경쟁에서 실낱에 매달려 있는 형국(hanging in the race by a thread)이라고 가장 최근에 표명한 Di Montezemolo 유치위원장과 함께 Raggi시장의 입장표명에 대하여 분노로 대응하였다(reacted angrily)고 합니다

 

하지만 공식 철회는 IOC가 명시한 후보도시 파일(the Candidature File) 2번 째 제출 마감기한인 10월7일에 앞서 발표될 전망이라고 합니다.

다음은 Luca Di Montezemolo Rome2024유치위원장의 Corriere della Sera 지와의 인터뷰 시 언급 내용입니다:

 

(1) "I have the utmost respect for the institution, and the decision must be made by the winner of the elections."

(2) "But I am unable to accept the attitude and the substance of this decision.

(3) "I believe they are giving up on the future, on our young people, on nearly 200,000 jobs, on a sustainable city with less barriers for the elderly, the disabled and families.

(4) "I understand being concerned about the citizens' priorities: but do we really think that Rome will still be in a state of emergency eight years from now?"

(5) “It would be "too late" to hold a referendum on Rome’s bid and that "if Rome gives up, it will be telling the world that the city doesn't want to improve and has no faith in its own future".

(6)  "If we back out, exactly one year from now, another city will be awarded the $1.7 billion (£1.3 billion/€1.5 billion) grant for sport facilities, including many in the suburbs.

(7) "The budget is zero, the citizens of Rome aren't expected to spend a single euro for the infrastructure, renovations in the suburbs and other works, which the city needs anyway, especially in light of the next Jubilee in 2025.

(8) "I doubt the decision can be changed once it has been made. 

(9) "Prime Minister [Matteo] Renzi was clear on that as well. 

(10)            "But I still hope that the desire to make the most of the opportunity will triumph over party politics. 

(11)            "For Rome.

이로서 Rome2024유치위원회는 손해배상소송(a lawsuit for losses) 가능성에 대해 주장하고 있는데 Rome2024올림픽 유치 진행여부에 대한 최종 결정은 이태리 정부(the Italian Government)와 경제부(its Economy Ministry)에 달려 있다고 합니다

 

로마 시의회는 동 사안에 대해 대응 할 것임을 주장하였다고 하는데 이태리 통신사인 ANSA에 따르면 로마 시 당국은 필요 시 법정에서 방어할 것(the local authority would "defend itself in courts" if necessary)이라고 하였다고 합니다

 

이태리 소비자 그룹(the Consumer Group)인Codacons 은 로마시민들의 올림픽유치지지율은 85%라고 주장하였다고 ANSA통신사는 전했습니다.

 

한편Raggi시장은 70%의 로마시민들이 반대입장(70 per cent are against )이라고 주장하였다고 합니다.
