[2026년 동계올림픽유치후보도시 희소위기 속 이태리 3개 도시(Milan, Turin 및 Cortina d'Ampezzo)유치 출사표 개별 각개약진 판도 배경과 전망 스케치]

 

 

이태리의 2026년 동계올림픽 및 패럴림픽 대회 유치를 향한 점차적으로 중요한 결정과정이 열기를 더해가는 가운데 이태리 동계스포츠 3개도시인 밀라노, 토리노, 및 코르티나 담페조(Milan, Turin and Cortina d'Ampezzo) 모두가 이태리 NOC(CONI)에 타당성 검토신청서를 제출하였다(all submitted feasibility studies)고 합니다

7월4일 현재 이태리 3개 후보도시는 모두 따로 별도로 유치신청의지를 표명하고 있는 가운데 이태리 NOC(CONI)는 신청된 유치문건을 검토한 후 어느 한 도시를 결정하여 정식으로 제안하는 날짜가 7월10일로 임박한 상황에서 그전에 이태리정부대표들과 협의를 거치는 단계를 밟고 있는 중인 것으로 알려지고 있습니다.

 

 

하지만 전적으로 별도의 유치를 노리는 3도시들 간 상호 연합하여 합종연횡(合從連橫)하려는 움직임은 없어 보인다(appears no chance of any of the cities joining forces after each proposed entirely separate bids )고 합니다

 

 

많은 사람들이 선호주자라고 간주하고 있는 밀라노의 노력도 이에 포함되는데, 밀라노의 경우 썰매종목의 경우 이웃하고 있는 스위스 St. Moritz 썰매 경기장에서 경기를 치를 것(hosting sliding events over the Swiss border in St Moritz )을 제안하고 있다고 합니다

 

 

Giuseppe Sala 밀라노 시장은 Chiara Appendino 토리노 시장과 Luca Zaia Veneto 위원장 및 Cortina 유치선호 정치지도자들과 함께 로마로 가서 유치검토내용을 설명하고(present the studies) 있다고 합니다

 

 

지난 달 2018년 6월 주민투표 실패로 스위스 Sion의 유치중도철회와 유사한 투표결과 전철을 밟을 것 같은 분위기가 팽배해 지고 있는 오스트리아의 Graz와 캐나다의 Calgary의 경우와 같은 유치흥행하향세를 고려해 볼 때(the growing likelihood of similar ballots being held in Graz and Calgary)이태리의 유치시도는 IOC관계자들로 하여금 중차대함이 더해가는 유치움직임으로 보여 질 것(viewed with increasing significance by the IOC )이라고 합니다.

 

 

이러한 현상은 Rome 2020/2024 두 차례 CONI가 올림픽유치포기 주장 후 붕괴된 바 있는(collapsed after CONI insisting they would not) 하계올림픽유치경쟁 철회의 변동적 불확실성에도 불구하고(despite the volatility of failed bids from Rome for the 2020and 2024 Summer Olympic contests) 벌어지고 있는 것이라고 합니다

다음은 이태리 NOC(CONI)의 확인된 언급내용입니다:

 

A.  "The Italian National Olympic Committee today received, by certified mail and by the deadlines established, the feasibility studies relative to the application for the 2026 Winter Olympic and Paralympic Games of the cities of Cortina, Milan and Turin." (이태리 NOC는 오늘 자 등기우편으로 그리고 마감일이 설정된 상황에서 2026년 동계올림픽 및 패럴림픽 유치신청과 연관하여 코르티나, 밀라노 및 토리노 등 3개 도시들이 제출한 타당성검토문건을 접수하였음)

 

B.  "These documents will be brought to the attention of the National Council for the subsequent fulfillments relative to the IOC (International Olympic Committee) rules and the Olympic Charter." (동 문건은 IOC규칙과 올림픽헌장 상의 규정 후속충족여부 확인을 위하여 국가협의회에게 제출될 것임)

 

 

과거 올림픽을 전혀 치러보지 못한 밀라노의 경우, 알파인 및 노르딕 스키종목 경기장으로 Valtellina소재 도시북부 쪽 140km에 위치한 곳을 제안하였다고 합니다.

 

 

따라서 밀라노의 경우 St. Moritz와 함께 3개의 별도의 선수촌이 생길 것임을 의미한다고 합니다.

 

 

개 폐회식장은 AC Milan 및 inter Milan축구팀 구장인San Siro스타디움에서 열릴 것으로 계획하고 있으며 이전 철도 역인 Porta Romana는 1,800명 수용규모 도심선수촌 부지로 재 개발될 것(re-developed into the city centre Village site, with capacity for 1,800 residents)이라고 합니다.

 

 

하지만 St. Moritz 활용계획이 스위스 당국의 지지획득여부는 아직 불투명하지만, 최근 몇 년간 동계올림픽유치 주민지지획득 실패로 단골철회국가인 스위스가 동 계획에 지지를 보낼 것인지 불확실해 보인다(this appears far from certain given the failure of every Winter Olympic bid from that country to gain public support in recent years)고 합니다

 

 

2006년 동계올림픽 및 패럴림픽을 개최한 바 있는 토리노의 경우, 소요 경기장의 대부분을 그대로 사용하기를 희망하고 있다(hope to replicate many of the venues)고 합니다

 

 

다시 말해서 빙상종목(ice sports)은 토리노 시내에서, 노르딕 스키종목(Nordic skiing)은 Pragelato에서, 알파인 스키종목(Alpine skiing)은 Sestriere에서, 그리고 썰매종목(a sliding track)은 Cesana에서 열리는 것을 포함하고 있다고 합니다.

토리노는 재생/재활용, 지속가능 성, 혁신 및 부채 제로의 테마를 중심으로 어필하려고 시도하는 것(attempting to showcase itself around the themes of regeneration, sustainability and innovation, as well as zero debt)으로 알려지고 있습니다.

 

 

 

Appendino's((토리노 최연소 당선 여성시장) Five Star Council평의회 동지들은 유치연합생각은 전혀 없지만, 지난 주 관련 회의에서 연합유치관련 치열한 논쟁(fierce arguments about it )이 있었다는 전언입니다.

 

 

2016년 이태리 지방선거에서 이탈리아 주요 도시에서 오성 운동(Five Star Movement) 후보가 당선되었는데, 로마에서는 Five Star Movement 소속의 여성Virginia Raggi가 시장으로 당선된 바 있는데 Raggi시장은 당시 37세의 여성으로 로마에서 여성 시장이 당선된 것은 처음이었다고 합니다.

 

 

 

Torino에서도 31세 여성인 Five Star Movement 소속의Chiara Appendino가 당선되어 최연소 시장이 된바 있다고 합니다.

 

 

반면 1956년 동계올림픽 개최도시였던Cortina d’Ampezzo의 경우, 이태리 동부지역 소재Dolomites지역 별도 다른 지역에서 열릴 것이라는 것을 감안해도 전체유치비용이 US$4억4,200만불(약 4,700억원)정도 밖에 소요될 것이라는 주장을 펴고 있다고 합니다.

 

 

Cortina 지역 자체가 알파인 스키종목 및 개조된 트랙에서의 썰매종목(sliding sports on a renovated track )을 개최할 것이라고 합니다

 

 

아이스하키종목의 경우, Bolzano에서, 피겨스케이팅 및 소트트랙 스케이팅 종목은 Merano에서, 바이애슬론 종목은 Anterselva 지역에서 그리고 노르딕 스키종목과 스피드 스케이팅 종목은 Val di Fiemme지역에서 각각 개최될 것이라고 합니다.

 

 

(1)오스트리아의 Graz, (2)캐나다의 Calgary, (3)일본의Sapporo,(4)터키의 Erzurum 및 (5)스웨덴의 Stockholm  등이 2026년 동계올림픽 및 패럴림픽 유치희망 다른 도시들로써 아직 잠재적 유치의사를 표명하고 있는 상황인 것으로((other cities still potentially bidding for the 2026 Games) 알려져 있습니다.

 

 

따라서 7월10일 결정될 6)이태리 대표 후보도시가 결정되면 모두 6개 후보도시가 경합을 벌일 예정입니다만, 주민투표(referendum)결과에 따라 2022년 동계올림픽 및 패럴림픽 유치경쟁 시 유럽후부도시들이 줄줄이 중도 유치 철회한 것 전철을 밟게 될 경우, 2026년 동계올림픽유치경쟁 역시 2개 후보도시간의 경쟁으로 결말이 날 우려 또한 배제하기 어려운 상황이 전개될 소지도 없지 않을 것으로 예상되는 시점입니다.

 

 

2026년 동계올림픽 및 패럴림픽 개최도시 선출은 7년 전인 2019년 이태리 밀라노에서 열릴 제134차 IOC총회에서 결정됩니다.

 

 

그러나 이태리에서 후보도시 제출이 공식화 될 경우 이해상충(Conflict of Interest)에 걸려 2019년 IOC총회개최도시인 밀라노에서 제3국의 도시로 변경되어야 하는 또 다른 숙제가 남아 있는 상황입니다.

 

 

 

[Rome2024올림픽유치 물 건너가나?/2016년 6월23일 자]

 

오늘(6월23일 올림픽의 날) 정식으로 취임하는 Virginia Raggi (37세)신임 여성로마시장은 지난 6월17일 로마시장선거에서 67.2%의 득표지지를 받아 시장으로 당선된 바 있습니다.

그녀는 선거유세과정에서부터 시종일관 부르짖었던 ‘로마의 올림픽유치반대’ 소신을 끝내 굽히고 있지 않고 반복하여 올림픽유치반대의사를 표명하고 있는 것으로 보도되고 있습니다.

 

신임시장은 로마市의 재정여건이 2014년올림픽 및 패럴림픽을 유치할 만큼 여유롭지 못하다고 주장하고 있다고 합니다.

이렇게 신임시장의 강력한 올림픽유치반대의사표명이 알려지면서 신임시장의 지지 없이 Rome2024올림픽유치활동이 지속될 수 있을는지 의혹의 분위기에 휩싸이고 있는 상황으로 치 닿고 있습니다.

 

 

이태리 오성 운동(Five Star Movement)당 소속 정치인이며 변호사출신인 그녀는 지난 일요일(6월17일) 경쟁후보들을 누르고 당당히 신임시장으로 당선되었으며 오늘(6월23일)시장으로 취임한다고 합니다.

 

 

Raggi신임로마시장은 1960년 올림픽개최도시였던 로마가 64년 만에 올림픽을 다시 로마로 가져오자는 Rome2024올림픽유치위원회의 유치시도노력에 대하여 시종일관 우려의 목소리를 반복적으로 내왔다고 합니다.

Raggi신임시장은 6월22일 밤 Euronews와의 신임시장으로서의 첫 공식인터뷰에서 로마의 올림픽유치가 로마시민들을 위한 우선순위 이슈가 정말 아니라고 하면서 로마2024가 ‘스포츠목적 올림픽’이라기 보다는 ‘건설목적의 올림픽’을 지향하는 듯 보인다고 운을 띠고 경제적, 역사적 데이터를 살펴볼 때 올림픽개최도시들이 끝끝내 빚 투성이로 전락한 것으로 보고 있다고 언급하였다고 합니다.’

 

"It's not really a priority for the people of Rome,"

"They seem to me to be more like construction Olympics than sporting Olympics.

"The economic and historic data tells us all the cities that have hosted them have indebted themselves to the hilt."

 

Raggi신임시장은 그 예시 사례로 1976년 올림픽개최도시였던 캐나다의 몬트리올을 꼽았는데 몬트리올은 대회개최 후 US$15억불(약 1조8천억원)의 부채(負債)를 남겼으며 빚 청산을 위해 몬트리올 납세자들이 30년이란 세월 동안 고생하였음을 언급하였다고 합니다.

US$150억불(약 18조원)의 채무를 지고 있는 로마 시로서는 사막에 더 많은 사원들을 건설하기 위해 더 이상의 빚을 떠 안을 여유가 없으며 그녀 자신이 스포츠를 애호하지만 우선 로마 시의 스포츠 시설을 살리는 것부터 시작하자고 대안을 제시하면서 로마 시가 160개가 넘는 스포츠 시설물들이 잔존하고 있지만 너덜너덜해 지고 있는 상태로써 아무도 그 낙후된 스포츠시설에 대해 유치 보수하려 않고 있다고 Euronews지와의 인터뷰에서 설명하였다고 합니다

 

"With debt of €13 billion (£10 billion/$15 billion), Rome can't afford to take on further debt to build more cathedrals in the desert,".

"I am in favour of sport, but let's begin with city sporting facilities.

"Rome has over 160 of them and they are falling to pieces, and no one ever cared to maintain or renovate them".

 

이에 앞서 Giovanni Malago CONI(Italian National Olympic Committee)위원장은 Raggi신임시장에게 로마 시의 올림픽 유치 캠페인에 대해 편견을 갖지 말아 달라고 경고하였다고 합니다.

그는 이태리 통신사인 ANSA와의 인터뷰에서 Rome2024가 필요한 것은 로마 시와 CONI와 정부로부터의 지지라고 하면서 이들 중 하나라도 가버리면 유치는 물 건너갈 것이라고 하고

 

로마 시에게 다른 우선순위들이 있는 것을 맞지만 올림픽유치자체를 놓고 편견을 가져서는 안될 것이라고 인터뷰하였다고 합니다

 

"For the bid, we need the okay of the city, CONI and the Government."

"If one of these goes, the bid will fail.

"It's true there are other priorities but you shouldn't have prejudices against the bid."

 

이태리 관계자들은 유치경쟁도시들인 부다페스트, LA및 파리와의 경쟁을 계속한다는 전제에서 현재 올림픽유치준비를 진행시키고 있다고 합니다.

Malago CONI위원장은 로마 시에서 새로운 파트너가 부임했다고 해서 우리의 유치계획자체가 변경되지 않으며 신임로마 시장의 의도가 뭔지 물어보라고 하면서 그녀가 솔직해지고 협력할 것만을 주문하고 있다는 입장을 표명하였다고 합니다.

 

"The [arrival of a] new partner at the city of Rome doesn't change our plans."

"Ask her what she intends to do.

"I only call on her to be honest and cooperate.”

그는 자신들의 유일한 관심사는 올림픽유치지지이며 신임시장이 선거 전에 CONI 를 방문하였으며 그 당시 올림픽유치에 대해 명백한 반대의사표명이 없었으며 반대도 하지 않았다고 생각한다고 언급한 것으로 알려졌습니다.

 

"Our only interest is to support the bid.

"The new Mayor came to CONI [headquarters] before the elections.

"It didn't seem that there was a clear no and we don't think there should be one."

IOC가 홈페이지 특집기사로 소개한 평창2018개회식(진정으로 휘황찬란하다고 묘사)의 화려하고 휘황찬란한 모습과 장면들을 사진과 함께 특집으로 지구촌가족과 공유하였습니다:

A TRULY SPECTACULAR OPENING CEREMONY, WATCHED BY A CAPACITY CROWD AT PYEONGCHANG’S OLYMPIC STADIUM, AND MILLIONS OF TV VIEWERS AROUND THE WORLD, SET THE TONE FOR WHAT IS SURE TO BE AN ESPECIALLY MOVING AND EXCITING 16 DAYS OF SPORTING ACTION.

 

 

 

Hushed anticipation and a palpable sense of excitement permeated the Olympic Stadium ahead of the long-awaited Opening Ceremony of the Olympic Winter Games PyeongChang 2018.

 

The stadium, built specially for these Games, combines in its designs various geometric forms - circles, squares and triangles - which represent heaven, earth and mankind respectively, and the principles of harmony and convergence which are central to Korean values and culture.

 

 

With peace so very much the core message for this edition of the Games, it was fitting that, as the countdown to the start of the Ceremony was projected onto the ice, the ancient Bell of Peace - which according to legend calmed the waves and brought peace to the lands of Korea – provided the centrepiece, before a colourful explosion of fireworks that illuminated the night sky over PyeongChang.

 

 

CHILDREN OF PEACE

The central characters of the PyeongChang 2018 Opening Ceremony were five Korean children – each representing one of the elements (fire, water, wood, metal and earth), which according to Korean traditional belief make up the universe. The Ceremony followed them on a journey through time, on a quest for the meaning of peace and harmony.

 

 

The bold colours of the five children’s costumes each symbolise both the colours of the elements and of the five Olympic rings. Their journey started in an icebound cave in which stone carvings magically came to life, depicting notable Korean inventions such as the turtle ship, as well as an exotic array of animals and mythical creatures such as the White Tiger, the Blue Dragon, the Vermillion Bird, and the Black Tortoise, which are significant to Korean culture and lore.

 

 

The White Tiger then led the children on the first leg of their journey, as the stage was magically transformed into the Baekdudaegan mountain range, which forms the backbone of the Korean Peninsular. Then, as a constellation of stars appeared overhead, the President of the Republic of Korea Moon Jae-in and the IOC President Thomas Bach were formally introduced to a packed stadium.

 

THE LIGHT FROM THE BEGINNING

A sea of bright white lights illuminated the stadium as hundreds of traditional django drummers – also decked out in white - took centre stage, filling the stadium with a pulsating rhythm to accompany a mesmerising chorography. They then morphed into the colours and design of the flag of the Republic of Korea, with the red and white yin and yang at its heart.

 

 

The Republic of Korea’s flag, paraded by eight leading sports stars from the host country: Kang Kwang-bae – pioneer of Korean bobsleigh, and now coach of the Korean bobsleigh, luge and skeleton teams; Jin Sun-yu, who won three short track golds at Turin 2006; Pak Se-ri, golfer and coach of the national team at Rio 2016; baseball star Li Sun-yi; marathon runner Hwang Young-cho, who won gold at Barcelona 1992; Seo Hyang-Soon – archery gold medallist at LA 1984; Lim O-Kyeong, a two-time Olympic handball champion; Ha Hyung-joo who won judo gold at LA 1984.

 

 

They then handed over to a traditional guard of honour, decked out in brightly coloured Korean costumes, who transported the flag out of the stadium as a rainbow children’s choir, made up entirely of children from multi-ethnic families in the host country, then performed the national anthem.

ATHLETES TAKE CENTRE STAGE

This in turn paved the way for the start of the Athletes’ Parade, as the flags of each of the National Olympic Committees were emblazoned large on the ice. In time honoured tradition, the Greek NOC delegation led the way, with their contingent of two cross-country and two Alpine skiers. They were then followed by Ghana, led by the remarkable Akwasi Frimpong – his country’s sole representative and second ever Winter Olympian who will compete in skeleton. He was followed by the Nigerian contingent with their women’s bobsleigh team, who are the first African team in the sport to appear on the Olympic stage. 30 years after the Jamaican’s won hearts and minds across the planet with their men’s bobsleigh team becoming unlikely heroes, Jamaica’s women bobsleighers graced the Opening Ceremony for the first time in Olympic history.

 

 

Alongside the sizeable delegations of the ‘traditional’ Winter sports hotbeds from Europe, Asia and North America, the likes of Madagascar, Ecuador, Malaysia, Cyprus, Kosovo, Togo, Tonga and Azerbaijan were among the 18 countries represented by just one athlete; meanwhile, no less than six countries, including Singapore and Eritrea appeared at a Winter Opening Ceremony for the very first time, making PyeongChang 2018 one of the most diverse Winter Games in history, with no shortage of inspiring stories of feats of human endeavour against the odds that the Olympic stage always inspires.

 

 

As the parade of athletes reached its finale, there was a truly historic break with tradition. Normal protocol dictates that the honour of being the final NOC to enter the stadium falls to the host nation. However, in PyeongChang, the Republic of Korea delegation was joined by their counterparts from neighbouring Democratic Republic of Korea, marching together as Korea in a hugely powerful act of the Olympic spirit’s ability to engender camaraderie and peace. Marching under the Korean Unification Flag, the combined delegations were led by joint flagbearers, ice hockey player Huang Jun Gun from DPRK and from the host nation, bobsleigh athlete Juang Yung Jon.

 

 

As the last of the athletes departed the stadium in a sea of colour, lights and fireworks, there was then a change of tempo and mood to serenity and natural beauty with a cinematic journey of the host nation through the four seasons, against the enchanting melodies of a traditional Korean ‘Jeongseon Airirang’ folk song, sung by 77-year old Kim Nam-ji, as the five children then resumed their quest through time, venturing into the future, where they encountered grown-up version of themselves, helping to make diverse and positive contributions to a changing world.

 

WINDOW ON THE FUTURE

The host nation has long enjoyed a reputation for cutting edge hi-tech and this was very much at the fore of the next part of the Opening Ceremony, with a beautifully choreographed depiction of the Republic of Korea’s prowess in technological innovation, and its role in building a more peaceful world.

 

 

With peace firmly established at the core themes for the latest edition of the Olympic Winter Games, it was a poignant moment for the President and CEO of the Organising Committee (POCOG), Lee Hee-beom and IOC President Thomas Bach to take centre stage. Both men delivered powerful messages on the common theme of peace and unification, and the power of the Olympic stage to rise above conflict, break down barriers and promote mutual respect.

PEACE AND RECONCILIATION

“The PyeongChang 2018 Winter Games will guide us to a world of reconciliation,” said the POCOG President. “Just as the Seoul 1988 Olympic Games broke down the Cold War barrier between East and West 30 years ago, we hope that the two Koreas participating together in the PyeongChang 2018 Olympic Winter Games will once again bring peace over our land.”

The IOC President then took up the baton on the theme of peace as he hailed “the first Olympic Games on snow and ice in the Republic of Korea.”

He began with a powerful message for the athletes, reminding them of the abiding importance of fair play and the Olympic spirit: “You will inspire us all to live together in peace and harmony despite all our differences. You will inspire us by competing for the highest honour in the Olympic spirit of excellence, respect and fair play.“

 

“You can only really enjoy your Olympic performance if you respect the rules and stay clean. Only then will your lifelong memories be the memories of a true and worthy Olympian.”

He also spoke of the “unique power of sport to unite people” which has perhaps never been more evident during an Opening Ceremony, as he noted:

“A great example of this unifying power is the joint march here tonight of the two teams from the National Olympic Committees of the Republic of Korea and the Democratic People’s Republic of Korea.  We thank you.”

“All the athletes around me, all the spectators here in the stadium, and all Olympic fans watching around the world… we are all touched by this wonderful gesture. We all join and support you in your message of peace.

The IOC President then welcomed to the stage the President of the Republic of Korea, Moon Jae-in, who officially declared the Games of the XXIII Winter Olympiad opened, as the night sky once again exploded into a blaze of fireworks.

 

YUNA KIM LIGHTS THE CAULDRON

Underlining the theme that ran throughout the Opening Ceremony, four stars of Korean music (Ha Hyun-woo, Lee Eun-mi, Ha Hyun-woo and An Ji-yeong) gave a moving performance of John Lennon’s iconic anthem for peace, Imagine. Joining them via a live global video link were musicians around the world, while a bright dove of peace formed by extras surrounded the singers at the stadium. The Olympic flag then made its entrance, borne by four generations of Korean athletes, and the Olympic oath was sworn.

 

 

Then came the moment everyone had been waiting for as Korean figure skating idol Yuna Kim skated around the Olympic cauldron, before taking receipt of the Olympic flame from two players from the unified Korean women’s ice hockey team: Jong Su Hyon (PRK) and Park Jong-ah (KOR).

 

The 2010 Olympic champion then lit the cauldron, and with that PyeongChang 2018 was well and truly under way.

FIG는 성명서를 통하여 Watanabe FIG회장이 Nicolas Buompane FIG사무차장과 함께 7월12일~14일 평양을 방문할 것임을 밟혔다고 합니다.

 

 

FIG 2인 방문단은 북한에서 체조 코치방법과 심판판정관련 코스조직과 체조 세부종목 개발 등을 포함한 토픽을(topics including organisation of coaching and judging courses in the country and the development of gymnastics disciplines) 논의 할 것이라고 합니다.

총 17명에 달하는 일본시민들이 1977년~1983년 6년간 북한당국요원들에 의해 납치된 것(as having been abducted by agents of the North Korean Government )으로 일본정부에 의해 공식 인지된 바 있습니다.

Watanabe신임 FIG회장의 경우 1987년~2004년까지 17년 간 국제탁구연맹(ITTF)회장 직을 역임한 Ichiro Ogimura이래 올림픽종목 국제연맹회장으로 당선된 두 번 째 일본대표 국제스포츠외교관이 된 셈입니다.

 

와타나베 회장은 135년 FIG역사상 9대 회장으로서 Grandi 전임회장이 이룩한 토대 위에서 체조발전을 위해 헌신하겠다고 다짐한 (vowed to build on the platform laid down by Grandi when he takes over)바 있습니다.

퇴임하는 Bruno Grandi FIG회장은 일본의 Morinari Watanebe가 후계자로 선출되자 2018년도를 목표로 국제연맹자격 IOC위원이 되도록 힘쓰겠다고 언급한 것으로 알려졌습니다.

 

Grandi 퇴임회장은 FIG대표가 IOC위원이 될 “시간이 도래하였다”(the time had come)고 주장하였다고 합니다.

7. 향후 체조경기 심판판정에 최신 3D기술혁신 모드 도입

 

10월20일 자 한 외신 기사 제목은 “신임 국제체조연맹(FIG)회장 와타나베 2018년 사상최초로 월드컵대회에 3D기술 접목 목표하다”(Newly-elected FIG President Watanabe targets 2018 World Cup event for first international use of 3D technology)였습니다.

2018년 Tokyo개최 FIG월드컵 체조대회는 새로운 3D기술이 접목되어 사용됨으로 심판들의 채점을 용이하게 해 줄 수 있는 최초의 주요국제대회가 될 수 있을 것이라는 것이 최근 압도적 표차로 선출된 신임 FIG회장인 Watanabe(57세/2016년 기준)의 주장입니다.

 

 

그는 2017년부터 일본국내 수준에서 레이저 센서(laser sensors)를 활용하여 체조선수들의 동작들을(movements) 더 확실하게 포착하는(better capture) 시스템 도입에 신경을 쓰고 있는 것으로 알려졌습니다

 

 

국내에서의 테스트를 거쳐 2018년 4월7일로 예정된 도쿄개최 FIG기계체조개인종합월드컵대회(the Artistic Gymnastics Individual All-Around World Cup event )에서 엄격한 시도(a stringent trial)에 돌입하게 될 것이라고 합니다

동 기술은 일본기업인 Fujitsu가 디자인하고 있으며 도쿄총회에 참석한 FIG회원국 단체들은 투표 전날인 10월18일(화) 동 기술의 작동에 대한 시연시범을 체험하였다고 합니다.

 

Fujitsu에 따르면, 이러한 3D시스템 기술을 통하여 체조선수가 시연하고 있는 동작의 요소가 어떻게 연결되고 있는 것인지 인식되며 심판들이 선수들의 통상 체조동작의 난이도 채점을 정확하게 매길 수 있도록(to score the difficulty of the routine correctly) 용이하게 해 줄 것이라고 합니다.

 

 

1996년이래로 20년 간 장기집권 FIG회장이었던 이태리의 Bruno Grandi(82세)는 2016년 12월 은퇴하게 되어 있었는데 그는 동 기술도입이 체조종목이 필요하다고 느끼는 “사진판독”(photo-finish)역할을 해 줄 수 있을 것으로 믿고 있는 것으로 알려졌습니다.

 

그는 체조에 대한 깊은 지식이 없는 사람들이 충분히 이해하기 힘든 종목(gymnastics can be difficult for those without in-depth knowledge to fully understand )이 체조라고 2016년10월18일 반복하여 주장하였다고 합니다.

체조종목경기는 최근 몇 년 동안 많은 케이스에서 편파 채점(biased scoring)에 따른 투쟁과 논란이 꼬리를 물어온 바는 있었지만 그럼에도 불구하고 동 기술자체가 심판방식을 대체하지는 않을 것(the technology itself is not due to replace judging)으로 보인다고 합니다.
