10월 들어 인도올림픽협회(IOA)회장 PT Usha와 집행위원회 간의 내부 알력(internal conflict)이 지배구조(governance)와 운영 기능(operational functions)이 지리멸렬(支離滅裂) 엉망 (in disarray)지점까지 상승되었다(escalated to the point)고 합니다. 그로 인해 IOC가 2036년올림픽유치후보 논의 진척이 교착상태에(stalls any progress on its Summer Games candidacy)이를 정도의 우려가 생기고 있다고 합니다

이러한 반목(反目)은 Usha회장의 독재적 행태에 대한 비난으로 이어지고(The feud centres on accusations of autocratic behaviour by Usha )있으며 신임 CEO로 Raghuram Iyer임명건을 포함하여 핵심지배구조 결정에 대한 교착상태가 중심을 이루고(a deadlock over key governance decisions) 있다고 합니다.

성명서에 의하면 IOA는 Paris2024올림픽 공식축하행사의 일환으로 각 개인 별 메달리스트에게 상금 수여를 계획 했었다고 합니다. 2024년 1월에 임명된 Raghuram Iyer CEO가 존재함에도 불구하고 IOA집행위원 여러 명이 계속 CEO의 역할에 이의를 제기하고(Iyer's role continues to be contested by several members of the Executive Committee)있다고 합니다.

여러 가지 사안을 놓고 Usha IOA회장과 IOA 집행위원회위원들 간에 견해 불일치와 부조화로 IOA는 불신의 시대를 살고 있는 것 같습니다. 심지어 IOA집행위원들이 IOC에 서한을 보내 Usha IOA회장의 리더십을 “독재적”(autocratic)이라고 묘사하기(describing her leadership as "autocratic" in a letter sent to the IOC)까지 하였다고 합니다. 반대로 Usha회장은 IOA부회장 포함 집행위원들이 비협조적(non-cooperation)이라고 이전투구 중 인 것 같습니다.

IOC 기관 및 지배구조 관계 팀장(IOC's head of institutional relations and governance)인 Jerome Poivey은 급기야 최근 IOA회의를 직접 참관하였는데 그 결과 IOA가 지배구조에 관한 우려를 표명하였으며 “IOA가 현 상황에 전적인 책임이 있으며 내부 지배구조관련 이슈들을 식별하여 시급히 해결해야 할 것이며 IOC는 이 시점에서 이 사안에 대하여 더 이상 코멘트 할 것이 없음”(The IOA is fully responsible for the current situation and must urgently address and resolve its internal governance issues. The IOC has no further comment to make on this matter at this time)이라고 잠정 평가를 하였다고 합니다.
IOC는 진행중인 불화를 조기에 해결하지 않는다면(not resolved quickly), 인도의 2036년올림픽유치를 방해할 것(ongoing discord could hamper India's bid for the 2036 Olympic Games)이라 점을 분명히 하였다고 합니다.
인도 Modi총리가 인도의 Ahmedabad를 유치 도시로 내세워 2036년 올림픽유치의지를 공식 표명한 지 1년이 다 되어(Almost a year has passed since Prime Minister Narendra Modi publicly announced the country's intention to compete for the Games) 가는데, 정식유치신청서가 아직도 제출되고 있지 않다(with Ahmedabad being touted as a potential host city. However, no formal bid has yet been submitted to the IOC )고 합니다.

IOA내부 갈등은 인도의 2036년올림픽유치 뿐만 아니라 최근 관심을 보인 2030년청소년올림픽유치에도 진척이 지연되고 있는 상황이라고 합니다.
인도대법원이 이전에 IOA의 정관개정과 관련하여 대법원만이 정관개정과 집행부 선출에 대해 감독하겠다는 판결을 내려(The Indian Supreme court has previously ruled that it alone would oversee any issues relating to the amendment of the IOA's constitution or the election of its executive committee) 상황을 복잡하게 하고 있다는 보도입니다.
한편 2년 전 IOA선거에 활발하게 관심을 보였던 인도정부는 눈에 띄게 현 위기에 대하여 침묵 중(conspicuously silent on the current crisis)이라고 합니다.
