축구협회 임원이 IOA 사무총장(chief executive)으로 분명히 외관상 거짓행세하고 있는(a football official is apparently masquerading as the IOA chief executive 인도올림픽협회(IOA)에는 더 많은 말썽 거리(more trouble)가 상존하고 있다고 합니다. 이에 IOC는 연간 총 US$1백만불(약 13억 5천만원)에 해당하는 올림픽 솔리다리티 기금(Olympic Solidarity Funds)을 차단하였다(cut off)고 합니다.

IOC가 IOA에 할당된 모든 지불금을 중단시켰는데(suspended all payments) 그 이유는 IOA회장 P.T. Usha와 집행위원들 간의 내부 지배구조 분쟁으로(due to internal governance disputes)조직 내에 위기감을 더욱 심화시키고(further deepening the crisis within the organization) 있다고 합니다.
10월8일 발표된 IOC의 이 같은 결정은 IOA회장과 집행위원들 간에 증폭되고 있는 갈등에 대한 반응으로 나온 것인데(came in response to escalating conflicts between IOA President P.T. Usha and members of the association's Executive Council) James Macleod IOC의 NOCs관계국장은 Usha와 집행이사회에 발송한 서한에서 “진행중인 내부 분쟁과 지배구조 이슈들을”(ongoing internal disputes and governance issues) 기금지불보류 사유(as the reason for withholding the funds)라고 부각하였는데(highlighted) 동 서한은 인도 IOC위원인 Nita Ambani에게도 함께 발송되었다고 합니다. 동 사한에는 갈등 이슈들이 해결될 때까지 기금지불중단조치가 계속 유지될 것임(the suspension would remain in place until the issues were resolved)을 강조하였다고 합니다. 하지만 선수들에게 직접 지불되는 올림픽 장학금을 계속 지원할 것(direct payments to athletes under Olympic scholarships will continue)으로 알려졌습니다.
