[IOC위원장 평창2018수해지역피해지원금15만불쾌척 및 Beijing2022동계올림픽 Olympic Agenda 2022 전폭적 혜택배경 스케치]

지난 2018년 6월 둘째 주 Thomas Bach IOC위원장은 Beijing2022동계올림픽개최도시에서 열린 평창2018 Debrief회의에 참석한 바 있습니다.

동 Debrief에서 Bach IOC위원장은 6월초 강타한 홍수로 극심한 피해를 입은 평창지역 수해피해지원금조로 US$15만불(약 1.8억원)을 쾌척하기로(USD 150,000 in aid would go to help the city of PyeongChang, which was badly hit by flooding earlier this month) 발표한 바 있습니다.

평창2018 조직위원회 본부와 올림픽플라자 인근 지역 저지대를 강타한 폭우여파로 150명이상이 집을 잃은 바(More than 150 people have been left homeless after the storms hit a low-lying area in the city near the PyeongChang 2018 headquarters and the Olympic Plaza) 있다고 IOC는 발표하였습니다

6월8일 동 Debrief연설에서Bach IOC위원장은 “향후 올림픽대회조직위원회 및 올림픽유치관심 도시들 관계자 모두가 기억했으면 좋겠다는 단 하기지 메시지 있다면, 그것은 이러한 새로운 접근방식은 파트너 동반관계와 타당성이 핵심에 자리매김하고 있다라는 것임”(If there is one message that I would like everyone from the future Organising Committees and Interested Cities to remember, it is that this new approach has partnership and feasibility at its heart.)

 “우리의 목표는 올림픽대회가 중장기 필요요소 와 개최도시들의 목표와 최적으로 맞아 떨어지도록 조치를 하는 것임”(Our goal is to make the Olympic Games best fit the long-term needs and goals of the host cities)

“Olympic Agenda 2020개혁조치와 함께, 우리는 향후 올림픽조직 방식에 있어서 새로운 페이지를 넘겼으며 새로운 장을 쓰고 있다라는 것임”(With Olympic Agenda 2020, we have turned the page and are writing a new chapter in the way future Olympic Games are organized)이라는 요지의 메시지를 전달하였습니다.

동 Debrief에 참석한 평창2018(POCOG) 이희범 조직위원장은 평창2018이 수 백 만불 흑자(a multimillion-dollar surplus)를 선언할 수 있게 되어 기쁘며 Beijing2022도 균형예산 또는 평창 케이스처럼 흑자 추세를 이어가게 될처럼 보인다(this trend of Games that break even, or, as in the case of PyeongChang, make a profit)라고 언급하였다고 합니다.

이위원장은 이러한 흑자기조는 Olympic Agenda 2020개혁조치와 IOC의 긴밀한 협조 때문에 가능할 수 있었음(possible only because of the reforms of Olympic Agenda 2020, and because of the close cooperation with the IOC)을 명확히 하였다고 합니다.

Beijing2022 IOC조정위원장인 Juan Antonio Samaranch와 평창2018 IOC조정위원장이었던 Gunnilla Lindberg역시 Debrief에서 연설하였다고 합니다.

Debrief의 목적은 차기 조직위원회들에 대한 지원사격의 일환(to assist future Organising Committees)인데, 구체적으로 Beijing2022와 평창2018이 시작한 “새로운 지평”위에 이룩한 것에 관심이 있는 도시들을 겨냥한 것(specifically Beijing, and Interested Cities in building on the “New Horizons” opened by PyeongChang 2018)이라고 합니다

IPC, NOCs, IFs, TOP 파트너기업들, 방송단(broadcasters)및 선수들을 포함하여 600명의 이상이 Olympic Agenda2020가 추진하고 있는 “새로운 규범” 실행을 강화하는 내용이 아울러 소개된(while reinforcing the implementation of Olympic Agenda 2020’s New Norm) Debrief에 참가하였는데 평창2018로부터 교훈을 공유하고자 현장에 모두 출동(all on-site to share lessons from PyeongChang)하였다고 합니다.

Debrief 내내 POCOG은 Olympic Agenda2020가 대표적으로 상징되는 스포츠 이벤트를 Olympic Agenda2020가 어떻게 순조롭게 지원해 주었는지에 대한 전문지식을 공유하며 기여하였다(contributed its expertise on how Olympic Agenda 2020 helped it deliver an iconic sporting event)고 합니다.

올림픽이 개최지역에 장기 혜택을 제공하였는데 평창2018의 경우 고속도로, 고속철도, 올림픽선수촌 용 아파트 판매 매진된 신규 숙박시설, 신규호텔 및 경기장 등을 포함하여 스포츠 및 문화활동에 활용되는 등 지역발전에 획기적인 분기점이 되었음(offer long-lasting benefits to the region, which include a new express highway, a high-speed railway, new accommodation <with all Olympic village apartments sold>, new hotels and venues that will be used for both sporting and cultural activities)을 증거하였다고 합니다.

Bach IOC위원장은 다음과 같이 평가소견을 언급하였다고 합니다:

A.  “This debriefing showed that the reforms of Olympic Agenda 2020 now really have come to fruition. (금번 디브리핑은 Olympic Agenda2020개혁조치가 이제 그 결실을 맺었음을 보여 주었음)

B.  There you can see the tangible results of these reforms. (그 결실을 통하여 여러분은 이러한 개혁조치의 손에 잡히는 결과를 볼 수 있는 것임)

C.  This is what will lead us in the right direction for the future organisation of the Games. (이것인 바로 향후 올림픽조직을 위하여 우리를 제대로 올바른 방향으로 선도할 것임)

D.  We have proved that we have turned the page with regard to the organisation of the Games.” (우리가 올림픽대회 조직과 관련하여 새로운 장으로 들어섰음을 증명한 것임)

Beijing2022는 향후 수 십 년 동안 경제적, 사회적 혜택을 개최지역에 제공할(provide economic and social benefits to the region for decades to come) 올림픽을 개최하는데 Olympic Agenda2020를 활용할 뿐만 아니라, 마케팅 프로그램 역시 이미 매우 성공적으로 진행되고 있음을 증명해 주고 있다(but its marketing programme is also already proving to be highly successful.)고 합니다.

Olympic Agenda2020로부터 충분한 혜택을 받고 있는 첫 개최도시인 Beijing2022는 준비착수 가장 빠른 단계부터 유산계획을 통합(incorporated legacy planning from the earliest stages of preparations )하였다고 합니다.

그 사례로써, 베이징 지역 12개 경기장과 비 경기장들 중, 11개가 Beijing2008하계올림픽으로부터 활용한 유산 경기장(legacy venues)이라고 합니다.

구체적으로 보면, 대표상징 시설인 “Bird’s Nest” 국립스타디움(National Stadium)은 Beijing2022동계올림픽 및 패럴림픽 개 폐회식장으로 재 활용될 것 것이라고 합니다.

Beijing2022올림픽 수영 센터였던 Water Cube Aquatics Center는 컬링 경기장으로, 국립 실내 스타디움과 Wukesong 스포츠 센터는 아이스하키 경기장으로, Capital indoor Stadium은 피겨 및 쇼트트랙 스케이트 경기장으로 모두 재 사용하게 된다고 합니다

Beijing2022대회 기간 중 글로벌 관중들은 Beijing2008올림픽 기존경기장이 혁신적으로 재 활용되는 현장을 보게 될 것(a global audience will see this innovative re-use of existing venues from 2008)이라고 합니다

Beijinjg2022조직위원회 본부는 당시 공기오염우려로 2008년 베이징올림픽 전 폐쇄되었던 이전 제철소 장소에 위치(is located at a former steel mill that was closed down in 2008 before the Olympic Games, over concerns of air pollution at the time)하고 있습니다.

이 장소는 Beijing2022동계올림픽 Big Air 스키종목경기장으로 사용될 곳인데 이 위치는 동계 스포츠 박물관뿐만 아니라 대중 여가선용 과 엘리트 선수 훈련 모두를 포함하여 충족시킬 것이므로(as it will also include leisure and sports facilities for both public enjoyment and elite training, as well as a winter sports museum) 도시기획 및 재개발의 인상적인 모범사례(an impressive example of urban planning and renewal)라고 합니다

Olympic Agenda 2020와 한 걸음 더 나아가는 통합적 조치로(further incorporating Olympic Agenda 2020) Beijing2022는 대회기획 모든 범주에 지속가능 성 개념포함을 의무화 하였으며(mandatory to include sustainability in all areas of planning the Games), 올림픽대회를 지역 사람들 건강증진지향과 환경이슈 대처 및 지역에서의 지속가능 한 경제성장을 촉진하는 촉매제/기폭제로 활용할 것(as a catalyst to improve the health of the population, tackle environmental issues and promote sustainable economic growth in the region)이라고 합니다.

지속가능 성, 융통성 및 효율성이란 테마(the themes of sustainability, flexibility and efficiency)가 현장에 있는 다양한 이해관계자들로(with various stakeholders on site) 하여금 평창2018로부터 배움을 공유할 뿐만 아니라(not only to share their learnings from PyeongChang 2018) Beijing2022이 참여포용과 실현 가능한 대회개최를 지원하려는 약속을 강화하는 움직임으로(but also to reinforce their commitment to helping Beijing 2022 stage both engaging and feasible Winter Games) Debrief회의 내내 반향효과를 창출하였다(reverberated throughout the Debrief)고 합니다.

다음은 올림픽방송서비스 CEO인 Yiannis Exarchos의 발언내용입니다:

A.  “We need the Games to be smarter by proving we can stage things that are sustainable and that serve people in the host countries for the future.” (우리는 지속가능 한 것들과 미래지향적으로 개최국 사람들을 섬기는 것들을 개최해 낼 수 있음을 증명함으로써 올림픽대회를 더욱 참신하게 할 필요가 있음)

B.  “Future organisers of the Games have opportunities that weren’t there in the past. (향후 대회조직위원회 관계자들에게는 과거네 없었던 기회가 주어지고 있음)

C.  The IOC has gathered deep knowledge that will help them organise their version of the Games in the most effective way. (IOC는 가장효과적인 방법으로 각 올림픽대회 별 특성에 맞게 조직하도록 도와줄 심오한 지식을 축적해 왔음)

D.  We have very important stakeholders that can also bring valuable knowledge. (우리는 소중한 지식을 가져다 줄 수 있는 중요한 이해관계자들과도 함께 하고 있음)

E.  Tapping into that is a starting point. (그 분야에 접근해 보는 것이 시작점임)

F.  This is the expertise you get and that can help host cities make their Games more impactful..” (이것이야말로 여러분이 습득하는 전문지식이며 그로 인해 개최도시들이 자신들의 대회를 더욱 효과적으로 치를 수 있도록 도움을 줄 수 있음)

G.  “Not bigger, but with a bigger impact.” (규모를 더 크게 하지 않지만 더 큰 효과거양 개념이 중요함)
