[Tokyo2020조직위 올림픽 및 패럴림픽 운영비 1억불(약 1120억원)절감방안 제시 실현 가능할까?]

7월12일 John Coates Tokyo2020올림픽 및 패럴림픽 IOC 조정위원장은 Tokyo2020조직위원회가 제안한 비용절감 총 30가지 조치로 인해 대회운영으로부터 발생되는 예산 중 대략 US$1억 불(약 1,200억원)가량 절감할 수 있을 것이라고 Tokyo2020 IOC조정위원회에서 주장한 바 있다고 합니다.

비용절감조치방안 나열 리스트에 대하여서는 현재 IOC가 분석 중(currently being analysed by the IOC)으로 8월1일까지 Tokyo2020측에 응답하겠다고 약속했다고 합니다.

Coates조정위원장은 6회차 IOC조정위원회 점검방문을 마치고 결산 연설하는 자리에서 절감조치는 2020년 8월9일 Tokyo2020 폐회식까지도 실행될 것임을 천명하였다(vowed that savings would be made right up until the Closing Ceremony of the Tokyo 2020 Olympic Games on August 9)고 합니다.

치솟는 경비문제(rising costs)는 2년 앞으로 다가온 대회준비과정에서 IOC의 주요 염려거리들 중 하나로 여겨져(among the main concerns of the IOC in the build-up to the Games in two years' time) 왔지만 Coates조정위원장은 Tokyo2020이 지속적으로 지출부분을 절감할 것임을 확신한다(was confident Tokyo 2020 would continue to reduce their spending)고 주장하였다고 합니다.

Coates조정위원장은 조정위원회회의에 참석한NOCs들이 경비절감조치의 모범사례로써 선수들의 올림픽 및 패럴림픽 선수촌 입촌 날자를 변경 조정하는데 동의하였다(agreed to a change in the date their athletes can move into the Olympic and Paralympic Village in one example of a cost-cutting measure)고 언급하였습니다.

올림픽에서 올림픽선수촌 개촌은 당초 대회 개회식 12일 전, 즉 Tokyo2020의 경우 7월24일에 하게(initially due to open 12 days before the Opening Ceremony on July 24) 되어 있지만 지금은 대회시작 10일 전에 선수들에게 오픈 하는 것이 가능해 질 것 같다(now be available to competitors from 10 days prior to the start of the Games)고 합니다.

이로 인해 각국NOCs들은 결과적으로 이벤트 용 설치 해당시설 접근기간이 4일에서 6일로 늘어나게 될 것으로 보아 왔다고 합니다(NOCs have seen the period they can have access to the facility to set-up for the event increased from four to six days as a result.)

이것으로 직원(staff), 수송(transport), 식 음료(catering) 관련비용이 절감될 것이라고 주장되어 왔습니다.

다음은 Coates IOC조정위원장의 관련발언내용입니다:

A.  "These are just part of the savings and bigger savings have been made through the use of temporary facilities and a number of sports sharing a particular facility, for example." (이러한 것은 단지 절감의 일환일 뿐이며 더 큰 비용절감은 예를 들면, 임시시설 사용과 많은 종목들이 특정시설 공유를 통하여 이루어져 왔음)

B.  "This will be a process which continues through to the Closing Ceremony. (이러한 절감추세는 폐회식 때 까지 두루두루 계속되는 과정이 될 것임)

C.  "I don't know what that exact figure is going to be but there will continue to be savings like that. (정확한 수치가 어떻게 될지는 알 수 없지만 그처럼 절감정책이 계속될 것임)

D.  "When we see the operational planning we will be able to identify some of the other areas where we can save money and we will see what they come up with." (운영계획을 살펴볼 때, 또 다른 분야들에서도 비용절감 대상을 식별하여 적용할 수 있을 것이며 우리는 그것들이 어떻게 제안되어 이루어질지 알게 될 것임)

Coates IOC조정위원장은 Tokyo2020 IOC조정위원회 조사방문 초기에(at the start of the Coordination Commission inspection) Tokyo2020이 대회개최 비용이 합당에게 정당화 되는 올림픽 및 패럴림픽을 치러야 한다(Tokyo 2020 must deliver an Olympics and Paralympics which justifies the cost of staging the Games)고 경고한 바 있었다고 합니다.

Coates IOC조정위원장은 Tokyo2020 총 예산이 잠재적으로 향후 올림픽 및 패럴림픽을 유치하려는 도시들로 하여금 유치를 단념하도록 할 수 있다는 두려움 때문에(because of fears their budget could potentially dissuade other cities from bidding for the Olympic and Paralympic Games in the future) 비용절감을 계속해서 촉구하여(continuously urged Tokyo 2020 to reduce costs) 왔습니다.

최근 몇몇 도시들은 재정적 우려로 인하여 대회개최 생각을 접어 버렸다(recently rejected the idea of hosting the event because of financial concerns )고 합니다

지난 2017년 12월 Tokyo2020은 US123억불/1.35조엔(약 14.76조원)규모의 개정된 대회개최예산(a revised budget)을 발표하였는데 조직위원회 관계자들은 조정된 예산액이 이전 수치보다 현격하게 절감된 것을 반영하고 있다고 주장하였다(with organisers claiming the number represented a significant reduction on previous figures)고 합니다.

제3차 대회예산 편성안은 2018년 말 공표될 예정이라고 합니다. (A third version of the budget is due to be published later this year)
