안녕하십니까?

오늘(12월22일)은 평창2018 개막까지 G-49일 되는 날입니다.

2017년 12월 17일 자 한 외신 편집장(Rich Perelman/Editor) 칼럼 제목은 “러시아의 평창2018통한 IOC 물 먹이려는 계획”(Russia’s plan to embarrass the IOC over PyeongChang)이었습니다.

러시아 선수 200명이상 역대 참가규모 중 대규모선수단 평창2018 참가자격 획득 및 참가 전망인 것으로 알려져 있어 역대 참가 규모 중 소치2014에 버금가는 대규모 선수단 참가가 예상되기도 합니다.

다음은 구 소련체제가 붕괴되면서 러시아가 단독으로 출전하기 시작한 이래 러시아의 동계올림픽 참가역사와 선수단규모Wikipedia 자료 입니다

 200명에 근접하는 ‘러시아출신 올림픽선수들’이 평창2018에 출전한다 라는 것은 확실히 밴쿠버2010대회 참가규모인 175명을 상회하는 숫자가 될 것이며 러시아 관리들로 하여금 러시아 국민들에게 이를 알릴 기회를 제공하는 것임<러시아 대통령선거는 2018년 3월임) <<보십시요, 제재조치에도 불구하고 우리는 한국에 본격적으로 전체 팀을 파견하였습니다-우리는 IOC의 결정이 무용지물임을 의미하도록 공고히 하였습니다>>라는 러시아 측의 전술이 예상됩니다.

이러한 기조에서 볼 때, 만일 러시아 인들이 똑똑한 PR전략을 채택할 경우, 그들은 평창 현지 러시아국기들과 상징물들로 내부 장식한 ‘러시아 하우스’에서 파티를 열고 자격정지조치조차도 그들을 저지할 수 없으며 그들이 IOC의 게임을 해서 이겼노라고 나팔을 불어 댈 것으로 전망하기도 합니다.

지금 러시아로써 관심사항은, 메달획득은 핵심 관건이 아니라 보너스 정도가 될 것이며 단순히 참가하는 것이 될 것이라는 분석입니다.

러시아의 2018년 3월 대선에 앞서, 이러한 현상은 푸틴 행정부에게는 초 강력 긍정적 메시지가 될 수 있을 것임, 특히 지난 2년 간 지속된 러시아의 급격한 GDP하락으로부터의 국면전환용으로 금상첨화로 작용할 수 있음-러시아 GDP는 2013년의 상승세로부터 2016년에 거의 43%에 달하는 하락세를 보였으며 앞으로도 계속 하강국면이 예견되고 있는 상황이라고 합니다.

Yannick Cochennec가 Sport Intern지에 12월 5일 IOC집행위원회 결정을 앞두고 특별 기고

한 바 있는 주장처럼 “IOC가 진퇴양난(between the devil and the deep blue sea)에 처해

있긴 하지만 안정적 행보를 해치지 않으면서 큰 성과도 거양해야 하는 두 마리 토끼를 잡아야

할 것”(it will probably have to make a big splash without altering its stability)이라고

피력한 바 있습니다.

또한 그는 자신의 기고 글에서 지난 12월5일 IOC집행위원회의 러시아 제재 결정 발표 이전에

다음과 같이 사전 의문을 제기 한 바 있습니다:

 “Can we imagine figure skating without the Russians and notably without Yevgenia Medvedeva at the 2018 Winter Olympics? (러시아선수들이 특히 Medvedeva가 빠진 평창2018 피겨스케이팅을 상상할 수 있을까요?)

(1) Whether you admire, dislike or ignore Russia, you have to give its athletes credit for perseverance and practicality. (러시아를 찬미하든, 혐오하든, 무시하든 간에 러시아선수들의 불굴의 의지와 실제적 능력은 알아 줄 수 밖에 없음)

(2) In response to the suspension of the Russian Olympic Committee by the International Olympic Committee on 5 December, the ROC’s athlete’s committee concluded that Russian athletes should compete in the 2018 Winter Games if invited. According to the Moscow Times: (최근 12월5일 IOC집행위원회가 내린 러시아올림픽위원회/ROC 자격정지처분에 대한 대응으로, ROC는 초청될 경우 러시아선수들이 평창2018에 출전 해야 한다라는 결론을 도출하였음-다음은 모스크바 타임즈 지 핵심 보도 내용임)

A.  “We spoke with all of the athletes from each category of winter sports,” the Interfax news service cited Sofia Velikaya, a Russian Olympics Committee official, as saying Monday. “The majority of Russian athletes want to take part in the Olympics.” (Sofia Velikaya라는 ROC임원의 발언을 인용한 Interfax news 서비스 지 기사를 보면 “우리는 동계스포츠 각 부분별 출신 선수들과 이야기를 한 결과 러시아선수들의 대다수가 올림픽참가를 원하고 있음을 알게 되었음)

B.  “I ask the Russian public to treat the decision with respect and understanding.” (따라서 본인은 러시아 대중이 이러한 참가결정을 존중해 주고 이해해 주는 방향으로 다뤄줄 것을 요청하는 바임)

C.  Before the IOC's announcement, several Russian officials and athletes called for a boycott of the games in case of a negative verdict. (IOC 결정발표 이전에 몇 몇 러시아 관리들과 선수들은 부정적 판결이 나올 경우 평창2018 보이콧 결행을 촉구한 바 있었음)

(3) Now the question is how the IOC Executive Board’s decision will be implemented, and whether it will have the intended impact to shame Russia into implementing the anti-doping standards mandated by the World Anti-Doping Agency. (자 이제 문제는 IOC집행위원회의 결정이 어떤 방식으로 실행될 것인가 이며, 또한 WADA가 설정 종용한반 도핑 수준으로의 실행을 통해 러시아가 수치를 느낄 수 있도록 충격요법으로 이어질 수 있을 것인지가 관건임)

(4) But, in the Russian tradition of taking any decision made by “outsiders” and creating its own standards by which to judge its impact, the bar was re-set just one week after the IOC’s announcement. A.  “Potentially more than 200 athletes are in a position to qualify,” ROC president Alexander Zhukov said after the organization held a closed congress on Tuesday. (‘잠재적 집계상 200명이상의 러시아선수들이 참가가격획득 예정에 있음’이라고 Alexander Zhukov ROC위원장이 지난 12.12. 화요일 비공개 ROC총회에서 언급한 바 있음)

B.  "The opinion of all taking part was united, and that was that our athletes need to go to South Korea, compete and win for the glory of Russia," Zhukov said. (평창2018 대회 참가의견은 모두 통일되었으며, 그것은 우리선수들이 한국으로 가서 출전하고 러시아의 영광을 위해 승리할 필요가 있다라는 것임)

(9) So to have even close to 200 “Olympic Athletes from Russia” compete in PyeongChang next February – certainly anything more than 175 – gives Russian officials very opportunity to say to its internal audiences (with a national election coming next March): “Look, even with the sanctions, we sent a full team to Korea. (10)        On this basis, if the Russians employ a clever public relations strategy, they will hold parties at a “Russia House” in PyeongChang – internally decorated in Russians flags and symbols – to showcase that even a suspension cannot stop them and that they have played the IOC’s game and won. (이러한 기조에서 볼 때, 만일 러시아 인들이 똑똑한 PR전략을 채택할 경우, 그들은 평창 현지 러시아국기들과 상징물들로 내부 장식한 ‘러시아 하우스’에서 파티를 열고 자격정지조치조차도 그들을 저지할 수 없으며 그들이 IOC의 게임을 해서 이겼노라고 나팔을 불어 댈 것임)

(13)        And because the rampant doping program in Russia, as detailed by the two McLaren Reports, has drawn so much media attention, rest assured that invitations to media to the Russia House will be widely distributed, even if quietly, to prove Russia’s “victory” over what ROC head Zhukov called an “unfair” ruling. (14)        In advance of Russia’s March elections, this could be a powerful positive for the Putin Administration, especially as a diversion from the country’s dramatic drop in GDP over the last two years – down almost 43% in 2016 from the high in 2013 – and projected to continue falling. 라.  IOC의 러시아 제재 방식과 세부 실행과정 및 전개방침

(16)        But the IOC does not plan on simply rolling over. (하지만 IOC는 단순히 돌아 누워 국면 전환할 계획은 없음)

(17)        It created a three-step process to “to make sure that each individual Olympic Athlete from Russia can be considered clean.” It looks like this: (IOC는 러시아출신 각 개인선수들이 정직하다고 간주될 수 있도록 확고히 하는 3단계 과정을 창출 한 바 있음-그 내용은 다음과 보임:

A.   The Russian Olympic Committee will submit a list of athletes to be considered for invitation to the Games. There are no special favors; athletes on the list must have qualified through the normal channels to compete in PyeongChang. (ROC는 평창2018초청고려대상 선수리스트를 제출할 것임-특례는 없음; 리스트에 명시된 선수들은 평창2018 출전가능 정상채널을 통하여 참가가격 획득을 필 했어야 함)

B.   A four-person “Invitation Review Panel,” made up of anti-doping officials (including the IOC’s Medical Director), will consider each individual case and make a recommendation to the IOC’s “Olympic Athlete from Russia Implementation Group” (OARIG). This includes not just athletes, but also officials and support staff. (4명으로 구성된 “초청 검토 페널”은 각각 IOC의무국장을 포함한 반 도핑 관계자들로 포진되어 있으므로 각각의 개인 별 케이스를 고려하여 IOC의 “러시아출신 올림픽선수 실행그룹<OARIG>”에 추천하게 될 것임-OARIG는 선수들 뿐만 아니라 임원들과 보조임원들에 대하여서도 초청고려대상 리스트에 포함되어 있음)

C.   The three-member OARIG – chaired by IOC member Nicole Hoevertsz of Aruba (an artistic swimmer) and including IOC member Danka Bartekova (SVK, shooter) from the Athletes’ Commission and IOC Director General Christophe De Kepper (BEL) – will decide which athletes and others will actually be invited. (18)        The OARIG expects to complete this process by 28 January 2017, the deadline for the entry of athletes by name in individual sports for PyeongChang. (OARIG는 이러한 초청대상선발과정을 평창2018 대회 종목 별, 개인 별 최종참가신청 마감일인 2018년 1월28일까지 완료할 것으로 예상하고 있음)

(19)        Moreover, the OARIG is paying attention to the details, already issuing the first of a series of instructions about logos, uniforms and a ban on creating any kind of identification which would include all three colors of the Russian flag. She picks it up. Can she do that? (24)        If the IOC’s review panel of doping-control officials and OAR Implementation Group end up approving anywhere near 200 athletes to compete in PyeongChang, this will be seen as a failure and that the sanctions were just symbolic. (만일 IOC 도핑 통제임원으로 구성된 검사 패널과 OAR실행그룹이 평창2018 출전 선수에 대하여 200명 근사치 규모로 승인하는 것으로 마무리가 될 경우, 이는 제재 실패사례로 보일 것이고 제재 자체가 단지 상징적이었다고 평가될 것임)

바. Rio2016올림픽 및 패럴림픽 러시아 출전금지조치관련 결과와 향후 추이

(25)        After all, the IAAF allowed just one Russian track & field athlete to compete at Rio 2016 and the entire weightlifting team was banned from the Rio Games. (결국, IAAF는 딱 한 명의 러시아 육상선수만이 Rio2016올림픽에 출전하도록 허용하였으면 러시아 역도 팀 전원은 Rio2016eoghl 출전이 금지 된 바 있었음)

(26)        The IAAF set up its own “neutral athlete” invitation team to consider Russian entries for its 2017 World Championships in London and just 19 “Approved Neutral Athletes” competed, compared to 62 in 2015 and 119 when Moscow hosted in 2013.
