아래 글은 Thomas Bach IOC위원장이 최근 개최된 바 있는 ‘국제 정치

제네바 포럼’(the Geneva Forum Suisse de Politique

Internationale)에서 “Sport, politics and the political neutralityof

the IOC”란 주제에서 “IOC의 정치적 중립 성과 한반도”(IOC’s

political neutrality and the Korean Peninsula)란 구체적 발제중심으

로 행한 연설문 전체내용 정리요약 분입니다.

 

 

Bach IOC위원장장은 평창2018 개회식 직전 숨가뻤던 남북한 개회식

공동행진 성사와 관련한 상황에 대하여서도 허심탄회하게 이야기 하였

습니다.

 

 

“The delicate political discussions came up again 24 hours

before the Opening Ceremony. (미묘한 정치적 논의는 대회 개회식

열리기 24시간 전에 또 다시 속개되었음)

 

 

Additional conditions were raised by the DPRK with regards to

the joint march and flag. (공동행진 및 깃발관련추가적 조건들이 북

한측에 의해 제기된 바 있었음)

 

 

On the evening before the Opening Ceremony, the DPRK

indicated in a meeting with us that they may not participate in t

he Games at all. (대회 개회식 전날 저녁, 북한측은 자기들의 대회불참

가능성을 암시하기에 이르렀음)

 

 

This is why I had to resume the talks again, starting in the

morning of the day of the Opening Ceremony on 9 February

2018. (따라서 본인은 2월9일 개회식당일 아침부터 회의 속개를 해야

만 했던 이유임)

 

 

These talks ultimately led to the positive result, just four hours

before the Opening Ceremony. (이렇게 다독거려 성사된 회의결과로

개회식 단 4시간 전에 긍정적 결론이 도출 되었음)

 

 

When then the athletes from the NOCs of the Republic of Korea

and the Democratic People’s Republic of Korea entered the

Olympic stadium as one team, behind the one flag, it sent a

powerful message of peace from Korea to the world. (남북한 선수

1)The overarching mission of the IOC is to put sport at the

service of humanity. (무엇보다 중요한 IOC위 사명은 스포츠를 인

류봉사를 위해 자리매김하는 것임)

 

 

2)This social mission is firmly anchored in the Olympic

Charter, which states: “The goal of Olympism is to place

sport at the service of the harmonious development of

humankind, with a view to promoting a peaceful society

4)Only this principle of political neutrality ensures that the

Olympic Games can stand above and beyond political

differences and bring the world together in peaceful

5)This means that we have to be neutral in every respect. (이

6)In Olympic sport, all people are equal, regardless of their

race, gender, sexual orientation, social status, cultural

7)Therefore, we stand against discrimination of any kind. (우

9)Only in this way can the Olympic Games build bridges and

bring together the entire world in all its diversity. (이러한 방식

10)The Olympic Village, where the athletes live during the

15)Speaking in PyeongChang, the United Nations Secretary-

General, Antonio Guterres, said the following after his visit to

the Olympic Village: “I have to confess that I would like to see

the same harmony, the same fraternity, the same capacity to

respect each other and to work with each other, in the

General Assembly and the Security Council of the United

Nations. I hope one day we will get there.” (평창에서 Antonio

when he said: “The UN does not need any other voice to

bring together all of humanity in all its diversity: North and

South, East and West, women and men, rivals and friends, rich

31)One of the concrete ways we are ensuring this, is by

including such basic rights in our host city contract. (이러한 평

32)In this way, the cities commit themselves already as

candidates for hosting the Olympic Games. (이러한 방식으로 개

33)They commit themselves to respect the Olympic Charter

and the host city contract for all participants of the Games and

34)We have recently made changes to the host city contract,

which now includes a specific section designed to strengthen

35)The obligations now include that human rights as well as

36)We can accomplish our mission only if our political

neutrality is respected by politics. If this political neutrality is

not respected, then the Olympic Games become divisive

rather than unifying. (정치적 중립 성이 정치에 의해 존중되어야

음)

 

 

37)If this political neutrality is not respected, then it is

impossible for us to bring together all the athletes of the 206

National Olympic Committees in peaceful competition, as we

do during every edition of the Olympic Games. (이러한 정치적

38)If this political neutrality is not respected, sport would

39)The Olympic Games would become a stage to promote the

political ends that politics cannot achieve otherwise. (그렇게

40)The most blatant expression of such disrespect are calls

for boycotts of sporting events, or boycotting host countries

41)Such kinds of sport boycotts are against the mission of the

46)There the IOC maintained its political neutrality, by having

56)We always knew how difficult it would be. (우리는 이러한 것

57)This is why the IOC took the initiative already in 2014 to

government with different partners to explore the political

implications of holding Olympic Winter Games on the Korean

59)It was also during this time, that the IOC started a special

programme for athletes from the DPRK to support them in the

qualification process for the Olympic Winter Games

60)We did so out of our firm belief in the universality of the

Olympic Games, that athletes regardless of their background

and from all NOCs in the world should participate in the

Olympic Games. (우리는 출신배경에 관계없이 전세계 NOC선수들

이 올림픽에 참가해야 한다는 올림픽의 보편성에 대한 확고한 믿음

으로 그렇게 매진한 것임)

 

 

61)When I met with the President of the Republic of Korea,

Moon Jae-in, shortly after him taking office in May 2017, we

agreed that the participation of the athletes from the DPRK in

PyeongChang would be the priority for the IOC, while

President Moon and his government would support the IOC

initiative on the political side whenever needed and

appropriate. (북한팀의 평창2018 참가를 우선순위로 놓고 협조하

62)This cooperation is another good example of how politics

and sport can work together if the political neutrality and

autonomy of sport are respected. (이러한 협력 관계는 정치적 중

63)The tensions on the Korean Peninsula escalated further

during the second half of 2017. (2017년 후반부 한반도 긴장 상

64)A series of missile tests and a nuclear test by the

DPRK were followed by counter-measures, including

sanctions by the US and the United Nations. (미국 및 UN제재조

치포함한 대응제재조치)

 

 

65)The tensions were so high that the question of the

participation of the DPRK took a back seat. (북한참가문제는 뒷

전)  

 

 

66)Instead, at this moment we were confronted with the

fundamental question of whether the Games could take place

at all on the Korean Peninsula under such circumstances. (평

67)At this moment, it became even more important to promote

a solution grounded in our principles of political neutrality,

68)Therefore, in all my meetings with government leaders, I

always stressed the mission of the Olympic Games to build

69)Maybe the most difficult moment of political tensions, with

even military confrontation looking more likely than ever, was

in September 2017 during the UN General Assembly. (아마

도 정치적 긴장관계가 가장 어려웠던 순간은 전례 없이 가장 치열하

게 보였던 군사적 대치 국면을 바라보았던 UN총회기간 중이었던

2017년 9월에 있었음)

 

 

70)Nevertheless, in all my meetings at the UN General

Assembly, I received assurances from relevant Heads of State

and Government that they would respect the mission of the

Olympic Games and take it into consideration as far as the

situation would allow.  (그럼에도 불구하고 UN총회에서 본인이 주

재했던 모든 회의에서 본인은 올림픽의 사명을 존중하겠으며 상황이

허용하는 한 고려하겠다는 보장을 관련 국가와 정부 원수들로부터

71)With these assurances, we decided to stand by the side of

our Korean partners and not to talk about a Plan B for the

Olympic Winter Games. (이러한 확신으로 한국당사자들과 공조하

기로 결정하였으며 평창2018대회 관련 또 다른 대안 없는 것으로 결

정함< No Plan B>)

 

 

72)Talking about such a Plan B would have sent the wrong

message and would have undermined the efforts of those that

were working towards a diplomatic solution. (평창2018관련

Plan B언급은 결국 그릇된 메시지 전달가능성이 있었으며 그 동안

외교적 해결방안 강구노력 폄하할 뻔하였음)

 

 

73)It was under these circumstances that the Olympic Truce

took on additional significance. (올림픽 휴전의 추가적 중요성 발

74)In ancient Greece, the tradition of the ekecheria was a

sacred truce between the Greek city states. (에케체리아-고대

75)The Olympic Truce ensured a halt of hostilities, allowing

resolution, calling for a cessation of hostilities for the Games

79)Given the special circumstances of holding the Olympic

Games on the Korean Peninsula, we initiated a new wording

for the first operative clause of the resolution urging the UN

participation of athletes, officials and all other accredited

persons taking part in the Olympic Winter Games and

Paralympic Winter Games.” (올림픽개최지 한반도 특수상황 고

80)This specific call was of particular importance for the

Olympic Winter Games PyeongChang 2018. (평창2018 사안

81)This joint initiative led to a record number of UN Member

States to co-sponsor the resolution and its adoption by

[올림픽 스포츠외교 글로벌 수집품 100여 개국 거북이(Turtle/Tortoise) 총 출동]

 

 

거북이는 예로부터 長壽(장수)의 상징이며 거북이 꿈도 상서로운 조짐으로 귀한 동물로 여겨 왔습니다.

 

그래서 거북은 십장생(十長生) 중의 한 가지임은 널리 알려진 사실입니다.

 

꿈에 거북이 머리를 만졌다면 이는 부부일 경우 태몽을 상징하는데 장차 나랏일을 하거나 크게 성공해 유명인사가 될 아이를 가질 것을 암시한다고 합니다.

 

혹시 길을 걷다가 우연치 않게 거북이를 잡았다면 이는 업무적으로 혹은 사업적으로 큰 기회를 잡을 것을 상징하기 때문에 기회를 놓치지 않도록 준비를 철저히 하면 좋다고 전해진답니다.

 

무엇인가를 죽이는 것은 대체로 좋은 뜻을 가진 것들이 많은데 거북도 마찬가지로 지금 가지고 있는 여러 가지 고민 거리가 시원하게 해결 될 것을 나타내는 꿈이라고 한답니다.

 

하염없이 거북이를 보았다면 이는 재물 복이 들어오는 꿈 중 하나로 로또(Lotto)를 사기 딱 좋은 꿈으로 알려져 있답니다.

 

간혹 자라 탕을 먹거나 정글의 법칙을 보면 거북이 같은 것도 종종 먹는 장면이 나오는데 만약 꿈에서 자라나 거북이 동물을 먹었다면 더욱 더 건강해지는 것을 의미하며 아픈 사람은 그 병이 호전된다고 한다는 속설이 있답니다.

 

큰 거북이를 타고 바닷속을 헤엄쳤다면 이는 위에서 언급한 또 다른 태몽 중 하나로 차후에 사람들에게 주목 받는 인물이 될 아이를 가지게 된다고 하니 좋은 꿈 중 하나라고 한답니다.

 

아래 사진은 조선 세종대왕 당시 사용했던 玉璽(옥새)로써 국립중앙박물관에서 복제품(replica)을 제작하여 기념품으로 판매하는 것을 구입한 것입니다.

 

스포츠외교 해외출장 시 각국 VIP에게 옥새설명을 깃들여 선물하니까 호응이 아주 좋았답니다.

 

참고로 옥새는 고대중국 왕들이 자신들의 권위상징으로 금인을 썼지만 진(秦)나라 시황제 때 '화씨옥'[和氏璧]을 썼으며, 그 후 중국황제들이 옥새를 쓰면서 제후나 친왕들에게 금인을 쓰게 했다고 합니다

[Bach IOC위원장 평창2018 북한참가 성사, 정치적 중립성이 비결임을 주장하다]

 

 

Thomas Bach IOC위원장은 3월20일 일본 요미우리(Yomiuri) 신문과의 인터뷰를 통해 북한의 평창2018 참가와 관련한 배경에 대하여 언급하였다고 합니다.

 

 

 

 

Thomas Bach IOC위원장은 북한의 평창2018 참가독려 성공의 비결(the secret of their success in encouraging North Korean participation)은 정치적 중립성(political neutrality)에 기인한다고 주장하고 있는 것으로 알려졌습니다.

 

 

Bach IOC위원장은 올림픽대회가 폭넓은 정치적 전개과정 전반을 무시할 수 있다고 믿는 것은 순진하고 비현실적인 발상("naïve" and "unrealistic" to believe the Olympic Games can ignore wider political developments)이라고 주장하고 있지만, 그들이 엄격 중립성을 유지하면서 할 수는 있을 것이라고 힘주어 말하고 있는 것(claims they can do this while remaining strictly neutral)으로 알려졌습니다.

 

 

다음은 Bach IOC위원장의 요미우리 신문(The Yomiuri Shunbun)에 언급한 발언 내용입니다:

 

 

A.  "This world is run by politics and not by sports organisations." (이 세계는 스포츠 기구들이 아니라 정치가 선도하고 있음)

 

 

B.  "Therefore, to preserve the autonomy, we have to have a partnership and mutual respect. (따라서 자치 성을 보존하기 위하여 우리는 파트너 관계와 상호 존중을 지켜가야 함)

 

 

C.  "On the one hand, our respect for the priorities of politics, and on the other hand, their respect of the politics for the autonomy of the IOC, making them aware that we can only accomplish our mission if we have this autonomy, if we are politically strictly neutral. (한편으로는 정치의 우선선점 권 성향을 존중하기도 하지만 다른 한편으로는 IOC 자치 성 보존을 지향하는 정치적인 면 또한 존중함으로 우리가 자치 성을 보존하고 정치적으로 엄격하게 중립 성을 유지할 경우에 우리의 임무달성이 가능하다라는 것을 주지시키고자 하는 것임)

 

 

 

D.  "And what this means, you can see from the Korean issues. (이것이 무엇을 의미하는 지는 한반도관련 제반 이슈를 통해 알 수 있을 것임)

 

 

 

E.  "If we would not have been strictly politically neutral, we could never have achieved the joint march behind the one flag nor the joint women's ice hockey team." (만일 우리가 엄격하게 정치적 중립 성을 유지하지 않았다면 한반도 유일 깃발을 앞세운 남북한 공동입장이라든지 여자 아이스하키 단일팀구성성사는 달성불가였을 것임)

 

 

 

개최국 남측과 북측은 평창2018에 통일 기를 앞세우고(under the unification flag) 공동행진하였으며(marched together), 대회사상최초로 여자 아이스하키 단일팀으로 함께 출전하기도 하였다(competed together as part of a unified Korean women's ice hockey team)고 보도하고 있습니다.

 

 

 

더구나 북한측 응원단이 가세하였으며(Further moves saw a squad of North Korean cheerleaders deployed), 거의 틀림없이 그 중 가장 중요하게(arguably most significantly of all)여겨진 것은 북한최고지도자인 김정은의 여동생 김여정을 포함한 북한 고위급 대표단(a high-level North Korean delegation)이 대회 참석한 것이라는 분석입니다.

Bach IOC위원장은 스포츠를 한반도에서 기회의 창을 여는데 활용하였다는 점에서(in terms of using sport to open a "window of opportunity" on the Korean peninsula) IOC로서는 여태까지 ‘임무완수’ (mission accomplished)한 것이라고 언급하였다고 합니다

 

 

올림픽대회가 작년 Donald Trump 미국대통령 취임이래 몇 달간 지속된 바 있는 북한과 미국 간의 험악한 상호 언급교환 후(after months of hostile exchanges) 미사여구에 실질적인 변화를 촉발하여 온 것(prompted a substantial change in rhetoric)이라고 합니다.

 

 

Trump미대통령은 이제 늦어도(at the latest)금년 5월까지 김정은 북한 최고지도자(supreme leader)와의 만남을 위한 북한측 초청을 응낙하였다고 합니다.

 

이어지는 Bach IOC위원장의 요미우리 신문과의 인터뷰 발언 내용입니다:

 

A.  "We are very happy to see this development [the joint talks]." (우리는 이러한 [공동회담]전개과정을 보면서 기쁨)

 

B.  "It is pretty amazing both with regard to depth and speed, how they used this Olympic momentum to drive this dialogue forward. (양측이 이러한 올림픽을 통한 추진력을 이렇게 진행중인 대화촉진에 활용되고 있는 가운데 그 깊이와 속도 모두 상당히 놀랍게 생각함)

 

C.  "I think this is a major step, because only when you sit together, then you can come to solutions. (이것은 중요한 단계인데 왜냐하면 함께 앉아 있을 때에만 그때서야 해결방안을 도출할 수 있기 때문임)

 

D.  "I think we can say that with the initiatives that the IOC took, we have opened the door for this. (우리는 IOC가 취했던 주도권으로 이러한 진전에 문고리를 열었다고 이야기할 수 있다는 생각임)

 

E.  "It is our mission to make the world a better place through sports, and we can say so far, mission accomplished, by opening this window of opportunity for the political world." (스포츠를 통해 더 나은 세상을 만드는 것이 우리의 임무이며 여태까지 정치권을 위해 기회의 창을 열어줌으로써 임무 완수했다고 말할 수 있겠음)

 

 

남측 고위관계자(a senior official)는 미국 워싱턴 D.C.에서 김정은 최고지도자가 핵과 미사일 시험발사 중지에 동의 하였었으며 비핵화를 약속하였다(agreed to halt nuclear and missile tests and was "committed to denuclearization")고 주장하였다고 합니다.

 

 

하지만 많은 사람들은 아직 긴장완화가 일시적인 것 그 이상은 아닐 것으로 반신반의하고 있다(still unconvinced that the cooling of tensions will be anything more than a momentary thing)고 합니다

 

 

3월20일 한국과 미국은 4월1일 대규모 군사연습을 실시할 것(start large-scale joint military drills on April 1)으로 발표되기도 하였다고 합니다

Bach IOC위원장은 2013년 IOC위원장 취임이래로(since taking up his office) 그의 전임위원장들(his predecessors)보다 훨씬 더 목소리를 높여(in a far more vocal way) IOC가 어떻게 정치와 분리되어 양립되어서는 안 되는지에 대해 지속적으로 이야기 해 왔다(consistently spoken about how the IOC should not stand separately from politics)고 합니다.  

 

 

그는 모든 각국 올림픽위원회의 올림픽대회참가가 필수적으로 중요한(vital) 것이라고 언급하기도 하였다고 합니다.

 

 

하지만 쿠웨이트의 경우 영향력 있는 IOC위원이자 ANOC회장인 Sheikh Ahmad Al-Fahad Al-Sabah와 연결된 스포츠 계 인사들과 정치권인사들 사이에 불화가 있는 후 정부간섭으로 인해 자격정지 상태(remains barred for Government-interference after a feud between political and sporting officials)입니다.

 

 

쿠웨이트 출신 선수들은, 따라서, Rio2016올림픽에서 ‘독자적 올림픽선수들’(Independent Olympic Athletes)이란 타이틀로 올림픽기를 앞세우고 참가한 바 있으며, 이러한 상황이 Tokyo2020전에 변화될 조짐이 아직까지 보이고 있지 않는 것으로 보인다는 전망(there appears no sign yet that this situation will change before Tokyo 2020)입니다
