대한민국 국가 호칭의 허와 실, 무엇이 문제인가?

1. KOREA의 호칭수난의 발단

2010년 중국 광저우 아시안게임 개회식에서 중국의 피켓걸이 대한민국 선수단 입장시 대회조직위원회가 준비한 대한민국 영문국호를 들고 입장하여 물의를 빚은 적이 있다.
당시 "R.O. KOREA"라는 "국적불명, 정체불명, 약자불명" 3불명의 국제스포츠대회 참가사상 초유의 대한민국 호칭이 국가 표지판에 버젓히 명기되어 TV중계를 통해 전 세계로 방영된 것이다.



漢字로는 한국(韓國)이라고 하면서 영문 명칭은 "R.O. KOREA"는 무엇이란 말인가?
한국을 영어로 그대로 번역해도 "KOREA"다. 대한민국은 "Republic of Korea"다. 따라서 중국인민들에게는 한국을 제대로 알렸지만 외국인들에게는 "R.O. KOREA"가 과연 대한민국인지 북한인지 헷갈리게 한 것이다.
물론 중국이 "大韓民國"이란 호칭에 클 "大" 가 들어 있어서 실제로 중국내 한 개의 지방자치단체(성)정도에 해당하는 나라를 그리 호칭하는 것이 꺼려졌는지는 알 수 없는 일이다.

2. 의전상의 착오와 KOC측 점검소홀

문제는 중국측뿐만이 아니다.
이러한 국제스포츠대회에서의 우리나라 호칭에 대한 Protocole(의전)문제를 한국선수단 관계자가 사전에 꼼꼼히 챙기지 못 한데도 있다.
올림픽이나 아시안게임에 한국선수단이 참가에 앞서 참가에 따른 제반 사항을 사전점검하기 위해 파견되는 선발대는 대회현지에 일 주일정도 먼저 도착하여 대회 조직위원회와 ID/AD카드 발급, 선수단 수송, 선수단 배정차량, 선수촌 배치, 방배정, 개폐회식 및 대회 시상식관련 의전(국가호칭 및 국기 그리고 애국가)등을 챙기고 잘못된 부분은 시정하도록 되어 있다.
또한 개회식 며칠 전에 각국 참가 선수단 기수단이 선수단 호칭 표지판과 함께 리허설도 가졌을텐데 도무지 이해가 가지 않았다.

대회조직위원회가 KOC측의 시정요청을 거부한 건지, 무사안일하게 그냥 넘어간건지, 실무자들이 국가호칭에 대한 지식과 개념이 없었던 건지, Moral Hazard(도덕적 해이)인지, 군기(?)에 문제가 있었던 건지는 알수가 없다.
물론 지금와서 생뚱맞게 이미 지난 일을 들먹이자는 취지는 결코 아니다.

3. KOREA란 호칭의 역사와 KOC의 태동

대한올림픽위원회(KOC)는 1947년 대한민국 정부수립 일 년전에 이미 스웨덴 개최 IOC총회에 대표를 파견하여 KOC를 한반도내의 유일한 국가올림픽위원회(NOC)로써 IOC에 가입시키고 명칭도 KOC(Korean Olympic Committee)로 승인을 받았다.
1948년 생모리츠 동계올림픽과 1948년 런던 올림픽대회에 태극기를 앞세운 당당한 독립국가로서의 위상을 세계만방에 표명하면서 한국선수단의 참가를 실현시키고자 애쓰신 선배님들의 의지와 열정에 힘입어 한국 스포츠는 대한민국 정부수립 이전에 벌써 세계화의 대열에 합류한 것이다. 

당시 고 장기영 IOC위원과 KOC 선배님들께서는 1948년에 남북으로 분단된 한반도에 장래 통일된 조국을 염두에 두고  "South Korea"가 아닌 "KOREA"(영어) 및 "COREE"(불어)라는 국가호칭을 IOC에 등록 시키고 올림픽대회에 지속적으로 KOREA의 혼을 전파해왔다.

올림픽은 물론 아시아게임에서도 KOREA란 국호로 스포츠에 관한한 한반도는 이미 호칭상 통일의 기운이 충만해 왔다.
따라서 IOC나 OCA(아시아 올림픽평의회: Olympic Council ofAsia)에서도 국가 호칭과 관련 KOREA로 사용해 오고 있다.
IOC나 OCA 공식문서나 Website에도 KOREA, 약자로는 KOR로 되어 있는 것이다.
국제정세등의 이유로 뒤늦게 IOC에 가입승인 된 북한의 경우 "DPR KOREA"로써 등록되어 호칭되고 있으며 약자는
"PRK"이다.

2000년 시드니 올림픽 개회식에서 한반도기를 앞세우고 역사상 최초의 공동행진을 했던 남북한 선수단의 표지판도 "KOREA"였으며 이는 국제스포츠 계에서 대한민국을 지칭하는 IOC공식등록 국가호칭이다.

물론 대통령, 국무총리, 장관 등 정부관계자에 대한 호칭에는 IOC나 OCA 등록 공식국가 명칭인 "KOREA" 대신 "Republic of Korea"가 제격인 것은 두말 할 나위가 없다.  

4. 평창2018 유치위원회가 배포한 영문 보도자료 상의 국가호칭 오기(?)

아래 내용은 평창2018유치위원회가 최근 5월10일 IOC가 발표한 2018년 동계올림픽 유치후보도시들(평창, 뮌헨, 인시) 현지평가 실사 방문에 따른 IOC결과보고서에 대한 평창 2018의 영문 공식입장표명 보도자료(Press Release)다.
보도자료 본문을 잘 살펴보면 대한민국을 "South Korea"(남한)이라고 세 군데나 스스로 표기하여 전 세계에 배포한 것이 눈에 띄인다.

물론 외국인들이나 외신들은 남북한을 구별하기 위해 보도내용에 "South Korea"라고 쓸 수 있으며 현재까지도 자주 그렇게 써오고 있다.
만일 평창2018유치위원회가 외신들의 이해를 돕기위해 대한민국을 스스로 "South Korea"라고 표기했다고 치자.
그렇다면 3수도전 중인 평창이 혹 북한에 위치한다고 판단할 수 있는 외신기자들을 위해 그렇게 배려했다는 뜻이 될 수도 있다.
과연 외신기자들은 평창이 대한민국 강원도에 위치하고 있다는 사실을 아직도 혼동하고 있다고 유치위원회 홍보팀은 믿고 있단 말인가?
혹 외국인 컨설턴트가 저지른 영어번역 잘못인가?
물론 사람은 누구나 실수할 수 있다.
특히 스포츠 계에 오랜동안 몸을 담고 있지 않았을 경우 일어날 수도 있는문제다.
하지만 만일 외교부 관계자가 대한민국을 "South Korea"라고 스스로 표기 한다면 국가적 이슈가 된다는것은 명심할 필요가 있다. 
"South Korea"가 평창이 지향하는 "New Horizons"는 결코 아닐 것이다.
사소한 문제 같지만 통일을 지향하는 우리나라로써 국가호칭은 "별일"이다.
향후 대한민국의 호칭관련 시시비비문제가 다시는 거론되지 않길 바란다.
아울러 평창이 반드시 2018년 동계올림픽개최도시로 선정되어 통일한국(KOREA)의 촉매제가 되길 기원한다.

PyeongChang 2018 “absolutely delighted” with IOC Evaluation Commission report

 

PYEONGCHANG, SOUTH KOREA, 10 MAY 2011: The PyeongChang 2018 Bid Committee today warmly welcomed the publication of the International Olympic Committee’s (IOC) positive Evaluation Commission report following their visit to PyeongChang in February 2011. The report described PyeongChang 2018’s plan as ‘a very compact concept’ and ‘the Commission believes the legacy from a 2018 PyeongChang games, building on existing legacies from previous Olympic Winter Games bids, would be significant to further develop inter sport in Asia’.

 

The report, a technical analysis on the 17 themes detailed in each city’s Candidate File, confirms that PyeongChang’s New Horizons vision for the 2018 Winter Games sets out a clear framework to help the Olympic Movement and winter sports expand to new markets and help establish a modern winter sports hub in Asia.

 

Yang Ho Cho, Chairman and CEO of PyeongChang 2018 said: “I am absolutely delighted that the IOC’s report confirms that PyeongChang is considered ready to welcome the Olympic and Paralympic Games to South Korea for the first time. The Evaluation Commission’s visit to PyeongChang was a great success and this has been highlighted in their recognition of our bid as ‘a national priority’ and that ‘all land required for the construction and operation of the competition venues has been secured’.

BACKGROUND INFORMATION
