지난 7월11일 로잔느 개최 재130차 IOC 특별총회에서 Thomas Bach IOC위원장이 동료 IOC위원들에게 읍소하며 설득하는 취지의 76개 문장으로 구성된 개회사 메시지 전체를 발췌 및 정리하여 공유합니다.

 

한치도 내다 보기 어려운 급변하는 세계 정세와 올림픽운동의 불확실한 미래를 담보하기 위하여 IOC는 새로운 개혁과 변화의 바람에 순응하고 애쓰고 있는 것 같습니다.

자존심 강한 Thomas Bach IOC위원장이 정말 작심하고 근대올림픽 부활주창자이며 제2대 IOC위원장을 역임한  Baron Pierre de Coubertin의 어록까지 자신의 주장과 함께 본인의 개회사 말미에 등장시킵니다.

“Let us show that sport is also always about ambition and optimism. Let us not rest on our current position of strength. Let us make sure that we can enjoy such stability also in the years to come” (스포츠는 언제나 야심만만함과 낙천적인 마음도 아울러 가져다 준다는 사실을 보여줍시다. 힘이 넘쳐나는 현재의 입장에 안주하지 마십시다.  우리는 앞으로 다가올 세월에서도 역시 그러한 안정적인 흐름을 향유할 수 있도록 <대비하여>공고히 합시다.)

1)   “A warm welcome to all of you to this extraordinary IOC Session. (IOC특별총회에 참석한 모든 이에게 따뜻한 환영을 드림)

 

2)   It is an extraordinary meeting because we are at an important juncture for the Olympic Movement. (우리는 올림픽운동의 중요한 길목에 와 있기에 이것은 특별한 회의임)

 

3)   Our discussions and decisions today will chart the course of the Olympic Games for the foreseeable future. (우리가 오늘 행하는 논의와 결정사항들은 가까운 미래를 항해할 올림픽대회가 경로의 방향을 잡아줄 것임)

 

4)   We will be discussing two separate but related decisions. (우리는 두 개의 별개이긴 하지만 연관된 결정사안들을 논의하게 될 것임)

 

5)   Both will affect the future of the Olympic Games in profound ways. (이 두 가지는 심오한 방법들로 올림픽대회의 미래에 영향을 끼칠 것임)

 

6)   In this respect, now is a moment to shape the future of our Movement. (이러한 점에서, 지금이야말로 우리 올림픽운동 미래의 틀을 자리잡아 줄 순간임)

11) The financial figures are not only audited by our external auditors, but they are also always closely monitored by our Audit Committee and our Internal Auditor. (재정수치들은 우리의 외부 회계사들뿐만 아니라 언제나 우리 회계분과위원회와 내부 회계사에 의해서도 주도 면밀하게 관찰되고 있음)

 

12) Let me thank the members of our Audit Committee under the great leadership of its Chair, Pierre-Olivier Beckers-Vieujant, for their hard work and good advice they are giving us on this matter throughout the year. 13) This Audit Committee is of course further supported by the Finance Commission who again monitor the financial flows and operations of the IOC. (본 회계분과위원회는 물론 IOC의 재정 흐름과 운영을 재차 관찰해 주는 재정분과위원회의 지원에 힘입었음은 두말할 나위가 없음)

 

14) Let me also acknowledge and thank all its members and its Chair, Ser Miang Ng, for their valuable contribution. (재정분과위원회 위원들과 위원장으로 수고해준 Ser Miang NG에게도 그들의 소중한 기여를 인정하며 감사 드리는 바임)

 

15) The financial figures take into account the record amount that we have distributed to Rio 2016. (재정수치들은 우리가 Rio2016올림픽대회에 분배해 준 기록적인 액수를 참작하게 해 주고 있음)

 

16) We have made a tremendous effort, together with the IFs and NOCs, with additional financial contributions and savings at the same time, to make the first Olympic Games in South America a reality, despite all the unprecedented challenges of our Brazilian friends. (우리는, 우리 브라질 친구들이 겪은 전례 없는 모든 도전과제가 밀어 닥쳤음에도 불구하고, IFs 및 NOCs들과 함께 그리고 동시에 추가적인 재정 기여금 및 저축에 힘입어 최초의 남미대륙 올림픽개최가 실현되도록 엄청난 노력을 경주해 왔음)

 

17) As you approve the audited accounts, I hope you take all this into consideration. (여러분이 회계계정에 대하여 승인해 줄고자 할 때, 본인은 여러분 모두가 이러한 모든 요소들을 고려해 주시길 희망하는 바임)

 

18) Following the approval, we can then proceed to publish the Annual Report. (승인 후, 우리는 연례 <재무>보고서를 발행하도록 절차를 진행할 수 있음)

 

19) As always, the Annual Report will provide an in-depth account of our activities, making all the IOC’s financial flows fully transparent and demonstrating that we are distributing 90 per cent of all our revenues for the development of sport worldwide. (언제나처럼, 연례보고서는 모든 IOC의 재정흐름이 완전히 투명하고 우리의 모든 수입금의 90%를 전 세계 스포츠 발전기금으로 배분하고 있음을 만천하에 보여줌으로 우리 활동에 대한 심도 있는 계정의 사용결과에 대한 정보를 제공할 것임)

 

20) This very high percentage of redistribution to support world sport is something that we can be very proud of. (세계스포츠 지원목적을 위하여 이러한 고 비율의 자금 재 배분이야말로 우리가 자긍심을 느낄 수 있는 그 무엇임) 

 

21) Our strong and stable financial situation allows us to focus almost all our energy on the overarching mission of the IOC, to make the world a better place through sport. (우리의 강력하고 안정적인 재정상황은 스포츠를 통해 더 나은 세계건설을 가능하도록 우리로 하여금 거의 모든 우리의 에너지를 IOC의 전 방위적으로 휘 감싸는 사명감당에 초점을 둘 수 있도록 하고 있음)  

 

22) This is the solid foundation that we can build on for our future. (이것이야말로 우리 미래를 위해 건설해 나아갈 수 있는 단단한 입지임)

 

23) This strong position of the Olympic Movement is also demonstrated by a great opportunity that we will discuss today. (올림픽운동의 이 같은 강력한 입지는 오늘 논의하게 될 훌륭한 기회를 통해 적나라하게 나타날 것임)

 

24) This is about awarding the Olympic Games 2024 and 2028 at the same time in Lima this September. (이것은 오는 9월 리마개최 IOC총회에서 2024년 및 2028년 올림픽개최권 동시부여에 관한 것임)

 

25) As you have seen and heard this morning, and as confirmed by the report of our Evaluation Commission, we have two outstanding candidatures for 2024. (오늘아침 목격하고 청취하였으며, IOC평가위원회 보고서에 의해 확인되었듯이, 우리는 2024년 올림픽을 향한 두 개의 뛰어난 후보도시들을 맞이 하고 있음)

 

26) With Los Angeles and Paris, there are two fantastic cities from countries with a profound Olympic history. (LA 및 Paris이라는 심오한 올림픽역사를 보존하고 있는 2개의 황홀한 도시들이 포진하고 있는 상황임)

 

27) The two candidate cities are enthusiastic and dynamic. (이 2개의 후보도시들은 열정적이며 활력적임)

 

28) They are promoting the Olympic Games and the Olympic spirit in a great way. (그들은 올림픽대회와 올림픽 정신을 위대한 방식으로 홍보해 주고 있음)

 

29) The Candidate Cities for the Olympic Games 2024 are the first to fully benefit from the significant changes that resulted from Olympic Agenda 2020. (2024년 올림픽 후보도시들이야말로 Olympic Agenda2020로부터 연유된 의미심장한 변혁내용으로부터 전폭적 혜택을 받게 되는 첫 번째 사례임)

 

30) The Evaluation Commission has come back with praise for both candidatures. (IOC평가위원회는 이 두 개 후보도시들에 대하여 찬사일색으로 평가하고 돌아 온 바 있음)

 

31) Both cities have really embraced Olympic Agenda 2020, in particular by using a record number of existing and temporary facilities. (이 두 후보도시들은 특히 기록적으로 많은 수의 기존 및 임시시설을 사용하는 컨셉으로 Olympic Agenda2020를 진정으로 포용해 왔음)

 

32) This is something we have not seen in this dimension in the history of the Olympic Games. (이것이야말로 우리가 올림픽대회 역사상 이러한 차원에서 듣지도 보지도 못해 왔던 그 무엇임)

 

33) Such proposals lead to significant cost reductions in the organization of the Olympic Games. (그러한 제안들은 올림픽대회 개최에 있어서 괄목할 만큼의 경비절감효과를 불러오는 것임)

 

34) This sets a precedent to make the Games more sustainable and more feasible for the future. (이것은 올림픽대회를 보다 더 지속 가능하고 실현 가능하도록 만들어 주는 한 가지 전례를 남기게 되는 것임)

 

35) It is exactly this spirit of Olympic Agenda 2020 that we are promoting. (그것은 우리가 홍보하고 있는 Olympic Agenda2020의 정신을 정확하게 대변해 주고 있음)

 

36) As you can see, this is a golden opportunity. (보시는 바와 같이, 이것이야말로 황금과 같은 기회가 되는 것임)

 

37) It is hard to imagine something better. (이 보다 더 나은 것을 상상하기 어려움)

 

38) This is why the Executive Board asked the IOC Vice-Presidents to study how the Olympic Movement could make the most of this unique constellation. (이것이 바로 IOC집행위원회가 4명의 부위원장들에게 어떻게 하면 올림픽운동이 이러한 특별하고 독특한 별자리를 최대한 활용할 수 있을지에 대하여 연구해 달라고 요청한 이유이기도 함)

 

39) The Executive Board is unanimously supporting their recommendation not to miss this golden opportunity. (IOC집행위원회는 이러한 황금기회를 놓치지 않기 위하여 만장일치로 그들의 권고사항에 대하여 지지하고 있는 중임)

 

40) The Vice-Presidents will give you even more reasons why this double allocation should happen and how we can make it happen. (부위원장들이 여러분에게 왜 이러한 개최권 이중부여가 불가피하게 생겨나야만 하고 어떻게 하면 이러한 동시부여가 가능하게 될 지에 대하여 더 확실하고 많은 이유들에 대하여 설명해 줄 것임)

 

41) We can create a win-win-win situation for the entire Olympic Movement, for Los Angeles and the United States of America, and for Paris and France. (우리는 올림픽운동 전체와 LA와 미국 그리고 Paris와 프랑스 등 3자를 위하여 윈-윈-윈 의 상황을 창출해 낼 수 있음)

 

42) While the allocation the Olympic Games 2024 and 2028 at the same time is about seizing an opportunity, the next decision is about addressing a challenge. (2024년 및 2028년 올림픽개최권이 동시에 부여되는 것이 기회포착과 연관이 되어 있는 반면, 다음 결정사안은 도전과제극복과 연관이 되어 있음)

 

43) This decision is about reforming our current candidature procedure with a view to the Olympic Winter Games 2026. (이러한 결정은 2016년 동계올림픽개최도시선출을 위한 우리의 현재진행 중인 후보도시 절차개혁과 연관이 있음)

 

44) The challenges that we face here are both external and internal. (우리가 이곳에서 직면하고 있는 도전과제는 외적 및 내적 양쪽과 다 직결되어 있음)

 

45) Firstly, there is a profound change in the decision-making process in many Western countries. (먼저 많은 서방국가들 내에 결정절차과정에 심오한 변화가 있다라는 것임)

 

46) In the past, when we saw that a candidature enjoyed the support of the government, of the opposition, of business and of the sport community, then we were sure that the candidature had broad public support. (과거에는 우리가 한 후보도시가 정부와 야당과 기업들과 스포츠 단체들로부터의 지원을 만끽하는 것으로 보았을 그 때, 우리는 후보도시가 폭 넓은 대중적 지지를 한 몸에 얻고 있다고 확신했었음)

 

47) This has changed dramatically, in particular in Europe. (이러한 현상은 이제, 특히 유럽에서, 극적으로 변화의 조짐이 확연함)

 

48) Today, when people see that the government, the opposition, business and the sport community, in other words, when the entire establishment is united behind one project, then the people immediately have mistrust and conclude that something must be terribly wrong. (오늘날, 사람들은 정부와 야당과 기업체들과 스포츠단체들이, 다른 말로, 전체 국가전체 편제가 한 가지 프로젝트에 똘똘 뭉쳐 연합되어 있다는 것을 목격하는 그 때 사람들은 즉각적으로 불신을 갖게 되며, 이어 뭔가 끔직하게 잘못되어 있는 것이 틀림 없다라고 결론짓게 되는 현상이 보이고 있음)

 

49) In many countries, populist movements are on the rise. (많은 국가들에서, 대중인민주의 운동이 상승추세임)

 

50) As we have seen in the recent past, these populist movements can be very effective, even if they might still be too small to run a government. (최근 몇 년간 주지해 왔듯이, 이러한 대중인민주의운동은, 비록 한 정부를 좌지우지할 정도로 아직 큰 규모는 아닐지라도, 매우 효과작일 수 있음)

 

51) But they have a strong influence over policy and political decision making. (하지만 그들은 정책입안과 정치적 결단 실행과정에 강력한 영향력을 발휘하고 있음)

 

52) The New York Times described this quite well recently when they wrote: (뉴욕타임즈 지는 이러한 현상에 대해 최근 다음과 같은 기사를 토해 잘 묘사한 바 있음)

 

53) “Western populism may be entering something like its awkward teenage years – able to borrow the car but not own it, have an influence on the household but too young to run it.” (서방대중인민주의는 마치 자동차를 소유하지는 못하지만 빌려서 쓸 수는 있는 어색한 10대시절처럼과 흡사한 뭔가에 몰입하는 것은 아닌지 하는 느낌이 들고 있으며 그래서 그들은 매 가정에 영향력을 행사하긴 하지만 너무 어려서 가정을 꾸려가지는 못하는 것과 같은 그런 것이 아닐까 함)

 

54) We may not like this new political reality, but we cannot ignore it. (우리는 이러한 새로운 풍조의 정치적 현실을 선호하지는 않을지는 모르지만, 그러한 풍조를 무시할 수는 없는 것임)

 

55) This is the external challenge. (이것이 외적인 도전과제임)

 

56) But we have to acknowledge that internally, with our candidature procedure, we have given some arguments to this public scepticism and mistrust. (하지만 우리는 내적으로, 우리의 후보도시선출절차와 함께, 우리가 이러한 대중적 회의론에 대한 얼마 간의 논점과 논쟁에 돌입하였다는 점에 대해 인정해야만 하는 것임)

 

57) In a nutshell, the candidature procedure, which worked very well in the past, has become too expensive and too onerous for some potential candidate cities today. (간단히 말하자면, 과거에 잘 먹혔던 후보도시선출절차가 몇 몇 잠재적 후보도시들에게는 오늘날 너무 고비용이며 너무 성가신 일로 치부되어 왔다라는 것임)

 

58) We have been asking too much too soon from the candidate cities. (우리는 후보도시들로부터 너무 급하게 너무 많은 것을 요구해 왔다라는 것임)

 

59) For all these reasons, it is extremely difficult for sport and government authorities in many countries today to come back with a second candidature, when a first one was not successful. (이러한 모든 이유들로 인해, 오늘날 많은 국가들의 스포츠 단체나 정부당국들이 첫 번 째 유치시도가 실패했을 경우, 두 번째 유치후보로써의 시도가 심히 어려운 일이 되어 버렸음)

 

60) In particular, this is limiting the number of potential candidates for Olympic Winter Games, where for geographic reasons, but increasingly also because of climate change, we had and continue to have a much smaller number of potential candidate cities. (특히, 이러한 현상으로 말미암아 동계올림픽개최 잠재적 후보도시들의 수가 감소하도록 방치되고 있는 것인바, 지리적 이유들로 인해 점점 점진적으로 기후변화 때문에 우리는 잠재적 후보도시들의 수사 훨씬 더 감소하는 추세가 지속되고 있는 것임)

 

61) Because of the fact that the Olympic Winter Games 2014, 2018 and 2022 are all held in completely new winter sport destinations, there is a public perception that this trend will continue. (2014년, 2018년 및 2022년 동계올림픽이 모두 새로운 동계스포츠 관광지에서 열리고 있다라는 사실 때문에, 이러한 추세는 계속될 것이라는 대중적 인지가 생기고 있음)

 

62) It is therefore in our best interest to demonstrate that traditional winter sport destinations in the Americas, Europe or Asia are most welcome as Olympic hosts. (따라서 미주, 유럽 또는 아시아의 전통적 동계스포츠 관광지들이 올림픽 개최지로 적극 환영 받아 마땅하다라는 것을 대내외에 입증하는 것이 우리에게는 유리하게 작용되는 것임)

 

63) The world is changing at an ever-faster pace. (세계는 초고속으로 변화일로에 있음)

 

64) It has changed in profound ways even in the time since we passed Olympic Agenda 2020. (우리가 Olympic Agenda2020개혁권고안을 통과시킨 이래로 심지어 그 과정 과정에도 깊은 방식으로 세계는 변화되어 가고 있음)

 

65) It has changed in profound ways even in the last few months, even in the last weeks and days. (세계는 지난 수개월 사이에, 심지어 지난 수 주, 아니 지난 며칠 사이에도 심오한 방식으로 끊임 없이 변화되어 오고 있는 것임)

 

66) We need to continue to address this change. (우리는 이러한 변화에 대응하기 위해 부단히 노력할 필요가 있음)

 

67) The Vice-Presidents will share the details of the proposal, unanimously supported by the Executive Board, for a new approach for the Olympic Winter Games 2026. (4명의 IOC부위원장들은 2026년 동계올림픽을 겨냥한 새로운 접근방식에 대해 IOC집행위원회가 만장일치로 지지한 바 있는 동 제안의 세부적인 내용을 함께 공유할 것임)

 

68) As you can see, these two decisions before us will have far-reaching implications for the future of the Olympic Games. (보시는 바와 같이, 우리 앞에 놓인 이러한 두 개의 결정사안들은 올림픽대회의 미래를 지향하며 장거리 포석 효과의 영향을 끼칠 것임)
