1. IOC Project Review개요

 

1)   2012년 12월 첫 IOC Project Review가 시작된 이래 수 많은 현안과 이슈들에 대한 논의와 협의와 조정과 협업이 진행되어 왔습니다

2)   지난 11월22~23일 양일 간 평창2018 주사무소 MOC에서 열린 제9차 IOC Project Review는 평창2018 조직운영 실무 작업과 현장점검 및 보완을 마무리 짓는 종결편이라고 할 수 있겠습니다.

 

2. Gunilla Lindberg 개회사 핵심메시지

 

3)   11월21일 Gunilla Lindberg IOC조정위원장은 KTX고속철도 편으로 평창에 온 첫 번째 IOC고위관계자가 되었는데 그녀는 11월22일 첫날 개회회의(Opening Plenary)에서 KTX 탑승 첫 경험에 대해 안정성(stability)이란 좋은 인상을 갖게 되었다고 소감을 피력한 바 있습니다

4)   평창2018대회 기간 중 중추적 역할을 하게 될 MOC(Main Operations Center)를 둘러 보며 “평창2018대회의 심장부이자 핵심장소로써 대회운영 및 조정을 위한 중요한 곳”(This will be the heart and keys of the Games, and crucial for the Games)이라고 중요성을 강조 하였습니다

5)   그녀는 개회사를 통해 “함께 노를 지어 가는 것이며(rowing our boat together)라는 표현으로 이희범POCOG위원장의 단골 핵심연설 컨셉(Concept)이기도 한 “한 배에 타고 있으며 같은 방향으로 항해하고 있다”(We are indyakd the same boat, sailing in the same direction.)라는 표현에 화답하였습니다.

6)   이어서 그녀는 평창2018성화봉송상황에 대하여 성화봉송여정(Torch travelling)이 매우 긍정적(very positive)하며 모든 한국국민들의 항상 열정적임(all the Korean people are as passionate as ever)을 상기시키면서 만석달성(Full stadia)과 흥미진진한 분위기(Exciting Atmosphere) 창출을 기대한다고 언급하였습니다

7)   11월22일~23일 양일 간 IOC와 POCOG은 ‘유산(Legacy), 오버레이(Overlay), 안전(Safety), 출도착(Arrival and Departure), 티켓팅(Ticketing), 참여와 홍보(Engagement)등 많은 토픽을 가지고 세부 논의를 통해 준비를 마무리할 것(finalize the preparations)임을 피력하기도 하였습니다

8)   그녀는 “이제 더 이상 모든 세부사항들에 대해 반복적으로 훑어나갈 시간이 더 이상 없음”(No more time to go through all the details)을 선언하면서 “일 하러 갑시다”(Let’s go to work)란 문장으로 개회사를 마무리하였습니다.

3. 이희범 POCOG위원장 핵심 메시지 개요

 

9)   개회사 답사에 나선 이희범 POCOG위원장은 1) 발자취 개요(Overview), 2)총괄준비진행사항(Overall Preparations), 3) 평창2018의 역대 최대규모 개략(PyeongChang2018, Biggest Ever Games in history), 4) 최근 진행사항(Recent Developments) 및 5) 맺는 말(Closing & Thanks) 등 다섯 부분으로 나누어 IOC관계자들에게 평창2018의 준비상황개략을 녹여 넣은 인상에 남는 연설을 하였습니다

 

10)이희범 POCOG위원장의 영문 연설내용 중 다음과 같이 주요내용만 간략하게 소개해 드립니다:

 

(1)       “It has been a long waiting.” (오랜 기다림)

(2)       “In 2003 and 2007, PyeongChang shed tears, but stood up again with refreshed hope for the third-time charm.”(두 번의 눈물 삼킴과 삼 세 번의 마력)

(3)       “In 2011, the Olympic Winter Games finally arrived at PyeongChang2018 Olympic Station, named “New Horizons” with blessings from the entire Olympic Movement, thanks to overwhelming support by the IOC Members in Durban IOC Session.” (새로운 지평이란 이름의 평창2018기차역에 올림픽운동이 도착)

 

(4)       “PyeongChang is ready to welcome the world; Athletes, Spectators, Olympic Family Members, Media, and all other Stakeholders.” (평창은 세계를 맞이할 만반의 준비 끝)

(5)       POCOG has opened the MOC in November and in full operation for Games readiness and operation-status monitoring. (평창2018 핵심 준비 및 운영태세 관리 중심인 MOC개설 및 발진)

(6)       PyeongChang2018 Security is done, and ready to stage a most safe and secure Games ever.(평창2018 안전조치 완료, 역사상 가장 안전한 대회)

(7)       As of now, 93 NOCs submitted their entries for the PyeongChang2018 compared to 88 NOCs of the previous largest Games in Sochi.(오늘 현재 93개국 이상 참가로 역대 최다 참가국)

(8)       The Olympic medals to be awarded are also a record number of 102 which is 4 more than the previous Games(역대 최다<102개> 메달 시상)

(9)       The number of Heads of State to attend the Games counts at 43 so far. (역대 최다<43개국> 각국 원수들 참가)

(12)     On 1st November, the Olympic Torch arrived on the Korean soil, following the traditional Olympic Torch Lighting Ceremony in Greece in attendance with IOC President Thomas Bach, Madam Chair Gunilla Lindberg and many other dignitaries of the Olympic Movement. (11월1일 올림픽성화 그리스에서 한국 땅에 도착)

(13)     PyeongChang Olympic Torch Relay are currently travelling across the country by 7,500 selected Torch Bearers for 101 days nation-wide promotion in order to “Let Everyone Shine” (7,500명-101일 전국방방곡곡 성화봉송-하나된 빛)

(14)     Thanks to strong support from Madam Gunilla Lindberg in her other capacity as ANOC Secretary General, the ANOC Resolution in full support of PyeongChagn2018 was adopted unanimously by its General Assembly in Prague on 3rd November. (206개국 NOC들 평창 지지결의안 만장일치 채택 쾌거)

(15)     As recently as 13 November, the Olympic Truce Resolution was adopted by consensus with biggest-ever 157 UN member States endorsements in history at the 72nd Session of the UN General Assembly held at its Headquarters in New York. 4. 제9차 IOC Project Review결과 요약

 

1)   선수촌(OV)

(1)       해외 전문가 평창·강릉 선수촌 통합일정(오버레이 설치 계획, 서울텐트 인력 계획, 식당 운영계획 등) 작성 후 위원장 보고 및 IOC 제공 예정(11.22),

(2)       선수촌 식 음료(F &B) 분야는 차질 없이 준비되고 있음

(3)       컨테이너 Grounding 비용은 POCOG에서 지불하겠음

(4)       또한 선수촌 운영테스트 등 각종 테스트 시 선수, 인력, 지역 주민, 미디어 등의 초청을 고려해보겠음

                                                                

2)   숙박(ACM)

(1)       호텔 애이트리움(Atrium) 계약 체결 완료(11.16)

(2)       홀리데이인 호텔 등급 상향에 따른 서비스 개선^*(피트니스 설치 등) 마무리 예정 <서비스 항목 11개중 6개 해결>

(3)       AAA 관련 IOC측에서 오메가 설득 예정,

(4)       관중 숙박 관련 요금이 안정화 되어가고 있는 추세이나 해외 관람객 대상 동 메시지 전달이 요구됨

 

 

3)    입 출국(AND)

(1)       Korail/인천공항공사/한국공항공사/대한항공간 책임 분장 최종 합의 완료,

(2)       V2 대상 공항 및 강릉·진부역에서 수하물 지원 정책 수립 필요, 국가 원수 대상 수송 원칙은 추가 검토 예정

(3)       보안브리핑 시 국가원수대상 수송원칙이 KTX임을 안내

 

4)   성화봉송(OTR)

(1)       성화 봉 부족 Risk는 제작업체에 추가제작을 의뢰하여 공급에 무리가 없지만 IOC나 후원사에게 원가보다 저렴하게 구매할 수 있는 근거가 있는 지 IOC측에 답변 요청

(2)       성화봉송 이후 Boom-Up 및 티켓 판매가 증가하고 있으며 일 150건 이상 기사화 되고 있음

(3)       해외홍보 활성화 위해 영문 홍보 콘텐츠 및 보도자료 준비 예정

 

5)   커뮤니케이션(COM)

(1)       ‘Hello, PyeongChang’ 국민 참여 사이트에 5일 만에 28만 명이 접속하여 아이디어 공모 6천 건 접수 받음

(2)       위기관리 커뮤니케이션(Risk Management Communications) 계획에 대해 각FA별 의견취합 후 IOC에 전달예정

(3)       해외 티켓 판매관련 중국(Beijing2022연계)과의 협력

(4)       해외관중 숙박정보 제공 등 업무진행 중

 

6)   유산(LGY)

(1)       문체부를 중심으로 T/F를 구성하여 12월말까지 베뉴 사후활용 계획 수립을 위해 노력중임.

(2)       IOC측은 사후활용계획 수립이 가장 큰 이슈이며, 조직위-문체부-강원도가 협력하여 계획 수립 중이라는 커뮤니케이션 및 메시지 전달이 중요함을 강조함

 

7)   인력관리(PEM)

(1)       <해외전문가 채용>

-스포츠 해외 전문가 채용에 대해 12월 말까지 전원 체결 예정이며 예산은 ‘17년도 전용을 통해 문제없게 진행할 것

(2) <단기인력 채용>

-단기인력 채용은 재정 심의를 모두 거쳐 채용하는 것이므로 IOC가 걱정하는 재정 문제는 없음

-정부·공공기관에 파견 요청 시 필요 인력의 107%을 요청했으므로 충원에 어려움 없을 것임

(3) <용역업체 계약>

-계약 체결 인력에 대해 Atos 시스템 등록 건수가 낮은데    이는 3단계 구조로 인해 오래 걸리는 것이며 신속하게 이뤄지도록 할 것임

(4) <인력교육>

-유급인력 및 자원봉사자 대상 기본교육 완료했으며 단기인력에 대해서는 대행사를 통해 교육 일정 소화 예정

-FA별 직무교육 실시할 것이며, 베뉴 현장 교육은 베뉴 별 Move-In 시기에 맞춰 진행 예정

 

8)   베뉴관리(VEM)

 

(1)       <베뉴 사용협약>

-알펜시아 및 용평리조트 측 합의서 체결 완료

-휘닉스파크와 조만간 합의서 체결 예정

 

(2) <베뉴 인계 프로세스>

-IOC측은 인계 프로세스는 Venue Licencing의 사전 단계임으로, 완공 이후 모든 구조물이 엔지니어링 인증을 거쳐 타 FA 인계되길 바라며, 해당 프로세스의 PR기간 내 확인 요청

 

 

 

 

 

5.   Gunilla Lindberg IOC조정위원장 폐회사 주요 당부요망 표현

 

(1)       “We have worked in a very open ad transparent way.”(우리는 매우 개방되고 투명한 방식으로 협업해 왔음)

(2)       “From now on, POCOG needs to work in an integrated way.”(지금부터 POCOG은 통합적 방식으로 업무에 매진하여야 함)

(3)       “POCOG is requested to continue to cooperate with relevant stakeholders.” (POCOG는 지속적으로 관련 이해당사자들과 협업하시기를 바라는 바임)

6.  이희범 POCOG위원장 폐회사 전체어록 요약

 

1) Overview

 

(1)     Finally, the 9^th IOC Project Review meeting is coming to an end, and we are all together wrapping up our two-day session here in PyeongChang. (마지막 회의 마무리 시점)

 

(2)     Since the first IOC CoCom & Project Review meetings took place in Korea, we have come a long journey to fine-tune and optimize the overall preparative and operational readiness. (전체 IOC CoCom 및 IOC 프로젝트 리뷰를 통해 준비 및 운영태세 미세조율과 최적화의 긴 여정)

 

(3)     With the nine-time IOC CoCom meetings successfully concluded as of last August, the ninth meeting of the IOC Project Review was very crucial, useful, and valuable as we are in the final delivery stage with the Games operational readiness, just 79 days from now until the opening of the Games next February. (최종 프로젝트 리뷰가 대회개막 전 79일 남기고 중요한 계기임)

 

 

(4)     From the very beginning of the 1^st IOC Project Review in December 2012 till the final day of the 9^th Project Review meeting here today, many and many difficult pending issues have actually been discussed between IOC and POCOG only for the successful organization of the Games. (프로젝트 리뷰 전체 여정을 통해 오늘에 이르기까지 수 많은 역경과 난관극복 지혜 모으는 과정은 오직 대회성공이 관건이었음)

 

(5)      At this point with just 79 days to go for the Games opening, I can say this for sure in front of you here today. (G-79일 시점에서 여러분 앞에서 이러한 사실을 자신 있게 말할 수 있음)

 

(6)      As POCOG has come a long way with IOC through thick and thin, we made the things from impossible to possible, I am confident that there will be no more things impossible and we are just anticipating “New Horizons” of winter sport, following the success of the Games afterward. (POCOG과 IOC는 역경을 극복해 오면서 불가능을 가능으로 탈바꿈시켰으며 이제는 더 이상의 불가능은 없고, 오직 대회 성공개최 후 동계스포츠의 새로운 지평을 고대하고 있는 마음임)

 

(7)     At the construction sites, such as Jeongson Alpine venue, we still vividly remember how difficult and how much we were concerned about the construction progress because of unexpected objections from some organizations. (정선 알파인 경기장 건설 현장에서 예기치 않은 몇 몇 단체에서의 반대에 봉착하여 얼마나 힘들었고 마음 졸였었는지 아직도 생생하게 기억하고 있음)

 

(8)     However, at the end of the day, we have finally completed all construction works of competition and non-competition venues and related infrastructure with just 90 days left for the Games opening. (하지만 결국 우리는 경기장과 비경기장 및 관련 인프라 전체를 대회개막 90일 남은 시점에서 모두 완공하는 쾌거를 이룩하였음)

 

(9)      On this occasion of the final Project Review, I am happy to see that you also have confirmed it. (최종 프로젝트 리뷰를 게기로 여러분 역시 이러한 사실을 확인하였으리라 확신함)

 

(10) Olympic Plaza and IBC facilities started with various kinds of difficulties have also been completed together with Olympic and Media Villages. (올림픽플라자 및 IBC시설건설 과정에서 여러 가지 어려움을 떠안고 시작하였지만 올림픽선수촌과 미디어 촌도 함께 모두 완공하여 놓았음)

 

(11) 2^nd Yongdong Express Highway connecting between Seoul Metropolitan areas and Gangwon Province in 5 years’ time since 2011 was completed last November 2016. (수도권과 강원도를 이어주는 제2 영동고속도로가 2011년 착공하여 5년 만인 2016년 11월 완공된 바 있음)

 

(12) Following a series of test driving, KTX High Speed Rail Link is due to open to general public in December. Madam Chair Gunilla Lindberg also tested riding on the train upon arrival. (이미 지난 6월 건설이 완공되었던 KTX고속철 역시 여러 차례 시운전을 거쳐 12월에 대중이용 예정이며 Guilla Lindberg IOC조정위원장도 인천공항 도착 후 이곳 평창까지 직접 시승하여 온 바 있음)

 

(13) Thanks to PyeongChang2018 overall projects, Gangwon Provincial areas will tremendously benefit from the Games in terms of winter sport infrastructure, transport networks. This is indeed one of the outstanding Olympic Legacies. (평창2018의 전반적인 프로젝트 덕택에 강원도는 동계스포츠 인프라와 수송교통망 혜택을 보장 받았으며 이것이야말로 올림픽유산 중 커다란 족적을 남기는 진정한 유산 사례들 중 하나임)

 

(14) With regard to the 4^th Life-time Budget Plan established just last March, we had deep concerns over estimated amount of deficit gap of 300 billion Korean Won between 2.8 trillion Expenditure and 2.5 trillion Revenues. (지난 3월 수립된 제4차 대회운영예산계획에 의거하여 지출 2.8조원과 수입 2.5조원사이에 발생한 3천억원의 적자폭으로 깊은 우려와 시름으로 고심하였음)

 

(15) However, at the upcoming 5^th Life-time Budget Plan, we are currently moving forward to an almost balanced budget mode, thanks to continued efforts not only by POCOG but also through support from National Assembly and National Government led by President Moon Jae-in of the Republic of Korea to invite large-scaled public enterprises including Korea Electric Power Company as additional POCOG Partners and Sponsors. (하지만 곧 수립될 제5차 대회운영예산계획에서 균형예산달성에 수렴하도록 현재 가속화하고 있으며 이는 POCOG혼자가 아니라 문재인대통령을 필두로 정무와 국회가 일치단결 합심하여 대규모 공기업들로 하여금 POCOG스폰서로 참여하도록 전폭적 지원이 힘 입은 것임)

 

(16) In an effort to alleviate the financial burden from Value-Added Tax for the Games Sponsoring Enterprises, a series of special Acts have been processed and approved by the National Assembly in a close collaboration with the National Government last August.(대회 스폰서 기업들에 대한 부가가치세로 인한 재정 부담 경감을 위한 노력의 일환으로 관련 특별법들이 잇달아 정부와 국회의 긴밀한 협조 하에 통과되는 쾌거를 이룩하였음)

 

(17)  PyeongChang Special Acts passed in August 2016 enabled the issue of Games commemorative bank note. (평창특별법이 2016년 8월 통과됨으로 대회 기념지폐발행을 가능하게 해 주었음)

 

(18) In December 2016, specific regulations were processed for the benefit and convenience of the Olympic Family in relation to various kinds of Rate Card items and “No illegal Ticket Sale” rule. (2016년 12월에는 불법 입장권 판매금지 법 제정을 비롯하여 여러 가지 다양한 요율표 상의 항목들에 대한 올림픽 패밀리의 혜택과 편의를 위하여 구체적인 규정들이 검토 및 시행되도록 정리된 바 있음)

 

(19) In March 2017, a legal basis was made available to conduct the inquiry of criminal background data for all those concerned with the Games. (2017년 3월에는 대회관련 종사자들에 대한 범죄경력조회 시행이 가능하도록 법적 근거가 마련되었음)

 

(20) It must be an unprecedented case for all those legal amendments to get approved by the National Assembly in such a short period of time of just a couple of weeks. It is a new record, because it would usually take more than one year. (이러한 복잡한 법령개정이 국회에서 단 몇 주간에 통과 발효된 것은 전례가 없는 일이며 정상적인 통과에 보통 1년 이상 소요된다는 것을 감안하면 이것은 신기록임)

 

(21) Last September 2016, much flexibility was also made available with regard to the airfare support grant for the benefit of all participating NOC delegations. (2016년 9월에는, 참가국 NOC선수단 항공료 지원금과 관련 선수단들에게 혜택이 돌아가도록 현물<항공권>에서 현금전환조치로 선택적 융통성을 부여한 바 있음)

 

(22) We have been able to resolve above difficult pending issues not just alone, but by joint efforts of IOC and POCOG in the spirit of ‘Same Boat and Same Direction.” (이러한 난제해결은 혼자의 힘이 아니라 IOC와 POCOG의 공동노력으로 이룩된 것이며 이 또한 ‘같은 배를 타고 같은 방향으로 전진하자는 정신에서 비롯된 것임)

 

2) What needed to be done

 

(23) At this Project Review, many issues were addressed including Olympic Village overlay whose progress rate needs to be accelerated. (금번 프로젝트 리뷰에서는 올림픽선수촌 임시가설물 공정 율 가속화를 포함한 많은 현안들이 논의되었음)

 

(24) NOC delegations would have options and preferences in selecting their flights for the Games. (참가국 NOC선수단들의 항공기 이용과 관련 선택권과 우선권을 보장하였음)

 

(25) As for the remaining works to be done in relation to Tents, Wrapping, Cabins and Interior Construction Work of the Olympic and Media Villages, I, myself, will see to it that everything will be completed and get ready by 14^th December in time for the Ceremony of Completion on 15 December. (선수촌 및 미디어 촌의 텐트, 포장, 내부공사 등과 관련한 나머지 작업에 대하여 조직위원장이 내가 직접 세밀히 살피고 관장하여 선수촌 준공일인 12월15일 하루 전인 12월14일까지 모든 공사가 완료되도록 할 것임)

 

(26) This spirit of “Same Boat and Same Direction” will continue till the end of the Games on 25 February. (‘같은 배-같은 방향’정신에 입각하여 우리는 대회폐막일 까지 계속 전진할 것임)

 

 

3)  POCOG’s Wish List

 

(27) Of course, we also have a number of issues to be resolved through the High-Level Executive Meeting between IOC and POCOG. (IOC-POCOG 고위 지휘부회의를 통해 해결할 몇 가지 현안들이 있음/세부내용 생략)

 

(28) I would like take this opportunity to reiterate the importance of the “Same Boat and Same Direction” Spirit, because “Our Success is Your Success.” (우리의 성공이 여러분의 성공임을 주지시켜 드리는 바임)

(30) As Madame Chair mentioned at her opening remarks yesterday morning, there is not much time to go through all the details as we finalize the preparations. (어제아침 개회사에서 Lindberg IOC조정위원장의 말씀대로 최종준비마무리 단계에서 세부사항들을 일일이 점검할 시간이 많지 않음)

6)   한국 내에서의 입장권판매실적은 국제관람객들(international travelers)구매실적과 비교해 볼 때 더욱 더 낮은 것으로(even lower) 여겨지고 있음
