[2022년 FIFA월드컵개최국 Qatar 알코올 주류 소비세 월드컵 앞두고 100%부과 계획 공개 배경 스케치]
2022년 FIFA월드컵 축구대회 개최국인 카타르가 월드컵 개최 때까지 4년이 채 남지 않은 시점에서 알코올에 대한 100%세금 방안을 도입하였다(introduced a 100 per cent tax on alcohol )고 1월7일 자 외신이 보도하였습니다.
카타르 정부에 의해 “죄악”세 (sins tax)로 명명된(dubbed by the nation's Government as a "sin" tax) 주류에 대해 부과하는 세금과 관련 AFP(Agence France-Presse)는 보도를 통하여 아랍 반도국가(the peninsular Arab country)인 카타르가 자체 연례예산 발표성명서(annual budget statement)에서 “건강을 해치는 상품”(health-damaging goods)에 세금징수 안(a levy on "health-damaging goods" in its annual budget statement)을 도입할 것이라고 발표한 후 수주 내에 세금부과가 착수단계에 돌입하였다고 전해 지고 있습니다.
다시 말해서 주류소비세부과란 맥주나 와인이나 제반 주류가격이 폭등하게 됨(the prices of beer, wines and spirits have skyrocketed)을 의미하는 것이라고 합니다.
이러한 방침관련 정책은 카타르 독점 알코올 판매 유통점(the country's only alcohol store)인 Qatar Distribution Company맥주, 와인 및 제반 주류에 대한 새로운 가격표가 30페이지에 달하는 분량으로 공개되었다(revealed in a 30-page list of new prices for beer, wines and spirits)고 합니다.
100%에 달하는 소비세 도입(introduction of a 100 per cent "excise" tax)은 2019년 1월1일부로 세금부과가 실효되고 있는 것(came into effect as of January 1 )으로 인용되었다고 합니다.

Qatar 2022 FIFA월드컵 조직위원회는 2016년 11월 FIFA월드컵 참관 차 카타르에 오는 팬들이 축구 토너먼트 기간 동안 공공장소에서의 술을 구입하거나 마실 수 없게 될 것(fans attending the FIFA World Cup will not be able to buy or drink alcohol in public places during the tournament)이라고 주장한 바 있다고 합니다.
이러한 주류 섭취불허 방침은 25년 이상이나 FIFA월드컵 토너먼트에서 공식맥주 스폰서로 참여해 온 Budweiser가 존재하고 있음에도 불구하고 내려진 조치(this is despite Budweiser serving as the official beer sponsor of the tournament for more than 25 years)라고 합니다.
개최국 카타르의 경우 알코올에 대한 엄격한 제한과 연계(associated with tight restrictions on alcohol)되어있긴 하지만 많은 축구 애호가들을 위한 술 마시는 것 자체는 유럽 축구의 일부이며 한 구획을 점유하고 있다(yet drinking is part and parcel of European football for many supporters)고 합니다
알코올은 카타르 전통이나 문화의 일부가 되어 있지 않음에도 불구하고(despite not being part of Qatari traditions or culture) 호텔이나 다양한 장소에서 아직 합법적이고 마실 수 있는 것(alcohol is still both legal and "available in hotels and various locations")으로 알려져 있다고 합니다.
카타르는 대회관련 여러 가지 논란거리들로 비난을 받아 온(dogged by controversies) 바, 술 소비에 대한 개최국 카타르의 규칙들은 대회 준비기간 동안 조직위원회 관계자들이 타결해야 할 이슈들 중 하나(rules on consumption is one of the issues organisers will have to tackle in the build-up to the tournament)라고 합니다.
