세게스포츠계 가장 논란의 소지가 많았던 인물들 중 한명인 쿠웨이트의 Sheikh Ahmad Al-Fahad Al-Ahmed Al-Sabah가 4월12일 IOC윤리위원회의 결정사항이 5월 첫째 주말 공개되었는데 그 내용은 15년 추가 자격정지 결정(was suspended by the International Olympic Committee’s Ethics Commission for 15 years in a 12 April decision that was made public late last week)이었다고 합니다.
다양한 시기에 Sheikh Ahmad의 지위를 살펴보면 그는 30년간(1991~2021) OCA회장이었으며, 6년간(2012-2018) ANOC회장이었고, 1992년 이래로 IOC위원이며 2년간(2015-2017) FIFA 집행위원으로 활동하다가 뇌물수수조사와 관련하여 사임한 바(he resigned related to a bribery investigation) 있다고 합니다.
그는 당초 Bach IOC위원장의 실세측근으로 알려져 있었으며(known as a confidant of IOC President Bach) 다양한 시기마다 쿠웨이트의 방대한 오일달러의 힘으로 다양한 영역에서 해당 후보들을 지지할 수 있는 능력이 발휘하였는데(given his ability to support candidates in various area with Kuwait’s vast oil wealth) 그는 쿠웨이트 석유장관, 국방장관도 역임한 바 있으며, 국제스포츠계에서 핵심 영향력 보유자, 승부사 및 정치공작잔문가로 알려져 있었다(known as a key influencer, match-maker and operative in international sport)고 합니다.
Sheikh Ahmad와 다른 관련자들은 쿠웨이트내 쿠데타에 다른 인사들이 연루되었다는 조작된 허위 증거와 관련하여 2018년 형사 죄로 기소된 바 있으며(criminally charged in Switzerland in 2018 related to fraud concerning evidence faked to implicate others in a coup in Kuwait) 2021년 9월 유죄판결을 받고 2023년 12월 유죄가 확인되어 24개월 징역형 집행유예가 확정되었다(found guilty in September 2021, confirmed in December 2023 with a 24-month suspended sentence)고 합니다 .하지만 그는 스위스 연방법원에 판결을 상고하였다(appealed the finding to the Swiss Federal Tribunal)고 합니다

Sheikh Ahmad는 2023년 5월 방콕 개최 OCA총회에서 자신의 친동생인 Sheikh Talal이 출마하여 승리하였지만 무효 처리된 OCA회장선거개입 캠페인을 하지 말라는 구체적 지시를 어긴 결과로 이미 IOC로부터 3년 자격정지처분을 받았던 바(for defying a specific directive of the IOC Ethics Commission not to campaign for his brother (Sheikh Talal) at the Olympic Council of Asia elections in 2023, where Talal won, but the election was nullified)가 있다고 합니다
지금 현재 IOC윤리위원회는 Sheikh Ahmad가 사임 하지도 않고 2023년 IOC가 내린 자격정지조치도 무시하였음으로 퇴출될 수 있었다고 적시하였지만(noted that Sheikh Ahmad has not resigned, challenged his IOC suspension in 2023 and could be expelled):
A.“그럼에도 Sheikh Ahmad Al-Sabah가 범죄혐의기소절차가 시작된 2018년부터 2023년까지 스스로 자가 자격정지하기로 합의하였음으로 IOC윤리위원회는 추가로 두 번째 자격정지조치를 향후 15년 더 연장할 것을 제안하는 바임”(However, since Sheikh Ahmad Al-Sabah agreed to suspend himself from the beginning of the criminal procedure in 2018 until 2023, the IOC Ethics Commission proposes to continue the sanction of full suspension for a further second suspension period.)
B.IOC윤리위원회는, 비레의원칙을 존중하면서 Sheikh Ahmad Al-Sabah에게 부여되었던 모든 권리와 특권과 기능 및 역할 전부에 대하여 향후 15년간 완전히 정지시키는 것이 IOC의 평판과 신뢰도를 보호하는데 비례적이고 적절하다고 숙고하는 바임. 이러한 조치가 이전에 IOCㅂ집행위원회가 내린 결정의 연장선상에 있으므로 이러한 징계는 2023년 7월27일부터 시작되는 것임”(The Commission considers that, respecting the principle of proportionality, full suspension of all the rights, prerogatives and functions of Sheikh Ahmad Al-Sabah for fifteen (15) years is proportionate and appropriate to protect the IOC’s reputation and credibility. As this is the continuation of the previous decision taken by the IOC Executive Board, this sanction period will start from 27 July 2023.)
C.“IOC윤리위원회는 이러한 자격정기기간 동안 Sheikh Ahmad Al-Sabah가 자신의 현 임기가 종료될 때까지 재선을 위한 제안에 필요한 윤리적 판단의 근거가 충족되지 않을 것임” (The IOC Ethics Commission notes that during this period of suspension, Sheikh Ahmad Al-Sabah will not fulfil the necessary ethical criteria to be proposed for re-election at the end of his current term.)
마지막 문장이 중요한 대목(the last sentence is important)인데 지금 60세인 Sheikh Ahmad는 199년 12월11일 이전에 IOC위원으로 선출되었음으로 정상적 상황이라면 80세까지 임기가 유지될 수(could serve to age 80 under normal circumstances, since he was elected prior to 11 December 1999)있어서 이론상 잠재적인 IOC위원 복귀는 그가 75세가 되는 2039년 가능할 수 있는 것(meaning he could potentially return to the IOC in 2039, at age 75)으로 보입니다.

이제 Sheikh Ahmad의 권세에 편승하여 나름 세력을 구축해 오면서 그 배경을 누려왔던 잔당들도 서서히 무대에서 사라지는 것이 다음 수순일 것으로 예상됩니다.
