Christophe De Kepper IOC사무총장이 전체 IOC위원들에게 보낸 서한은 IOC집행위원회가 Sheikh Ahmad에 대하여 스위스 법정 건과 관련하여 내린 자격정지 및 금지 결정사항을 담고 있다고 Reuters가 보도하였다고 합니다.
5월3일 자 Christophe de Kepper IOC사무총장이 발송한 서한의 주요 골자는 “IOC집행위원회는 Sheikh Ahmad Al-Sabah가 자신의 IOC위원 선서에 대한 배임과 IOC의 권익을 위험에 처하게 하면서 IOC평판에 대한 피해를 포함하여 윤리원칙위반정도가 심각한 수준에 이르렀음을 확인하였다는 결정을 내렸음”("The IOC Executive Board has decided to confirm the seriousness of Sheikh Ahmad Al-Sabah's breaches of ethical principles, including a betrayal of his IOC member oath, as well as the seriousness of the damage to the IOC's reputation, which has jeopardised its interests) “그리고 결과적으로 Sheikh Ahmad가 IOC위원으로서 받는 모든 권리와 특권과 역할기능일체를 정지시키는 제재조치가 지난 2023년 7월27일 IOC집행위원회가 내린 첫 자격정지결정일로부터 시작하여 15년간 기간이 적용되어 발동 되었음”(And consequently, to sanction Sheikh Ahmad Al-Sabah by suspending all the rights, privileges and functions deriving from his IOC membership for a period of 15 years starting from the date of the previous sanction decision by the IOC Executive Board on 27 July 2023.)
석유수출국기구(OPEC)사무총장을 역임한 Sheikh Ahmad가 2021년 스위스법정에서 문서 위조와 엉터리 중재 죄가 유죄로 입증된 바 있으며 제네바항소법원에서 판결이 확정된 바(found guilty of forgery and sham arbitration in Switzerland in 2021. The decision was upheld by the Geneva Court of Appeal)있는 바 “궁극적으로 IOC윤리위원회는 Sheikh Ahmad가 자신의 이익만을 획책하고자 벌인 구체적인 행위가 IOC위원으로서의 상당히 비 윤리적 행동으로 이어졌다는 의견 임”(Consequently, the IOC Ethics Commission is of the opinion that the specific conduct of Sheikh Ahmad Al-Sabah in orchestrating a sham arbitration solely for his own benefit constitutes highly unethical behaviour by an IOC member)이라고 IOC윤리위원회는 결정문에서 밝혔으며(the IOC Ethics Commission said in its decision) 2023년 IOC집행위원회의 3년 활동금지결정에 대하여 어필함으로 IOC위원 선서 역시 어겼다고 적시하였다(also violated his oath as a member by appealing last year's IOC Executive Board decision to ban him for three years)고 합니다.
Paris 2024올림픽이 폐막되는 8월11일 다음날인 2024년 8월12일면 61세가 되는 Sheikh Ahmad는 IOC 징계가 종료되는 시점에 74세가 되는데(will be 74 when the latest penalty expires) 올림픽헌장규정에 따르면 연례 개최 IOC총회는 IOC위원 선서를 위반한 위원을 제명할 수 있도록 허용하고(The Olympic Charter also allows the annual meeting of IOC members to expel a colleague for betraying their oath) 있다고 합니다.
그는2018년 제네바 법정에서 기소된 후 IOC위원직을 “스스로 자격 정지”한 바 있으며(self-suspended" as an IOC member after being indicted in Geneva in 2018) 2019년 ANOC회장직도 내려 논 바 있다고 합니다.
그는 2023년 5월 OCA회장선거에 개입한 혐의로 IOC가 윤리 패널로부터의 권고안을 승인한 후 3년 활동정지처분을 받은 바(banned for three years in 2023 for his alleged involvement in the Olympic Council of Asia (OCA) elections, after the IOC approved recommendations from its ethics panel) 있다고 합니다.
2021년 스위스 형사법정에서 위조죄로 기소된 후 IOC위원직을 이미 스스로 자격 정지시킨 바 (already been self-suspended as a member of the IOC after being convicted of forgery by a Swiss criminal court in 2021, following which)있다고 합니다
2024년 1월, Sheikh Ahmad와 그의 영국인 변호사와 쿠웨이트인 조력자 및 제네바 소재 변호사 등은 그들이 10년 전 확정된 엉터리 중재 건을 획책함으로 2021년 9월 유죄판결이 확정된 바 있었다(In January, Sheikh Ahmad, his former English lawyer, a Kuwaiti aide and a Geneva-based lawyer had their September 2021 convictions for orchestrating a sham arbitration case a decade ago upheld)고 합니다.
제네바 상고 판사는 Sheikh Ahmad의 징역형을 2년 집행유예 판결로 감형 시켜 주었다(Appeals judges in Geneva commuted the sheikh's prison sentence to two years' probation)고 합니다.
Sheikh Ahmad는 한 때 스포츠정치판의 가장 영향력 있는 큰 손 중 한 명으로 영향력을 과시하면서 IOC의 요직(IOC 올림픽 솔리다리티 위원장으로 선수들과 각국 올림픽 위원회에게 재정 기금 지원 책임을 맡기도 하였음/ also in charge of the IOC's Olympic Solidarity Fund, which provides financial support to athletes and national Olympic committees)을 거쳤으며(once one of the most influential figures in sports politics, holding key positions in the IOC) 2023년에는 쿠웨이트 국방장관으로 임명되기까지 하였다9 being appointed Kuwait's defence minister last year)고 합니다
그는 2015년~2017년 FIFA집행위원으로 활동하다가 아시아축구관계 임원에게 뇌물공여모의에 연루된 것으로 Brooklyn미국 연방 검사에게 추궁 당하자 FIFA집행위원 재선 후보자리를 철회하기도(also a senior official at world football's governing body FIFA from 2015-17, until he withdrew his candidacy for re-election when he was implicated by federal prosecutors in Brooklyn in a scheme to funnel bribes to football officials in Asia) 하였다고 합니다.
AP통신에 따르면 그는 잘못을 부인하였으며 기소되지는 않았다(He denied wrongdoing and was not charged, according to AP)고 합니다.
