[ANOC 및 Bach IOC위원장, 세계육상(World Athletics)의 Paris 2024올림픽 육상종목우승자에 대한 미화5만불 포상금 계획에 반대 의견 표명하다]
2024년 4월29일 외신 보도 내용(제목: ANOC, Bach continue pressure on World Athletics’s Paris plan)입니다
세계각국올림픽위원회 총연합회(ANOC: Association of National Olympic Committees)와 Thomas Bach IOC위원장은 세계육상(World Athletics)이 Pris2024올림픽 육상 세부종목 별 우승자들에게 미화 5만불씩의 포상금지급계획에 반대하고 나섰다고 합니다.
이러한 포상금계획이 세계 육상에는 전혀 임팩트가 없지만(no impact on World Athletics) 다른 국제연맹들을 낙담 시킬 수 있다는 것(could discourage others)입니다.
ANOC는 아니나다를까 하계올림픽종목국제연맹 연합회(ASOIF: Association of Summer Olympic International Federations)의 세계육상연맹이 Paris2024올림픽 육상 종목 48개 세부메달종목 개인이나 팀이나 우승자 전원에게 각각 미화 5만불씩 포상금지급계획에 대하여 맹비난하는 데에 동조하였다(unsurprisingly sided the ASPOF in condemning the World Athletics plan to pay each of its 48 gold-medal winners – individuals or teams – $50,000 prizes for the Paris 2024 Games)고 합니다
더구나 4월27일(토) ANOC집행위원회회의 후 발표된 성명서에는 어떤 국제연맹도 올림픽메달리스트들에게 포상금지급을 해서는 안된다고 적시하였다고 합니다:
적절한 부분(in pertinent part)을 살펴보면 “ANOC집행위원히는 선수들의 출중한 경기력을 지지하고 인정하는 반면, 세계 육상이 육상 세부종목 최고성적거양선수들에게 포상금을 지급한다는 결정이 올림픽운동의 핵심에 명시하고 있는 올림픽솔리다리티(연대)원칙을 훼손할 우려가 있다는 것에 동의하였음”(While the Executive Council fully supports athletes being recognised for their performances, it was agreed that the decision by World Athletics to award prize money for the highest achieving athletes at the Games threatens to undermine the principles of Olympic solidarity that sit at the heart of the Olympic Movement.) “ANOC는 IOC가 수입금의 90%를 각국올림픽위원회와 국제연맹들을 포함한 올림픽운동구성원들에게 재분배하고 있는 것을 인식하고 있으며 이러한 재분배가 또한 더 부유한 국가들과 더 어려운 국가들간의 스포츠 격차를 줄여주는데 기여하고 있으며 올림픽대회조직에 소요되는 경비와 206개 국가올림픽위원회 선수들 참가에 수반되는 비용감당에도 상당한 기여를 하고 있음”(ANOC recognises that the IOC redistributes over 90% of its revenue to the Olympic Movement, including to the NOCs and IFs, appreciates that this contributes to reducing the sporting gap between richer and poorer countries, and also significantly contributes to the costs relating to the organisation of the Olympic Games and the participation of athletes from the 206 NOCs.) “올림픽대회는 다른 국제스포츠이벤트와 비교 불가이며 모든 국가 선수들이 참가함으로 결집된 올림피즘은 보호되고 보존되어야 함” (The Olympic Games cannot be compared to any other event and the unique values of Olympism, embodied by athletes from all nations, must be protected and preserved.) “ANOC집행이사회는 선수들에 대한 포상금지급여부에 대한 결정은 오롯이 국가적 차원에 국한 되어야 하며 해당NOCs와 정부가 모든 종목에 걸쳐 해당국가의 국위선양목적으로 조정하는 것이 최선임을 강조하였음”(The Executive Council emphasised that the decision whether to award prize money to athletes should remain at a national level and is best coordinated by NOCs and governments for the purposes of celebrating national achievements across all sports.)이라고 되어 있습니다.
또한 4월27일(토) Bach IOC위원장은 AFP와의 인터뷰에서 자신의 입장을 세계 육상(World Athletics)의 관련 행동과 거리를 두면서 “국제연맹들은 공평한 수준에서 소속회원국가단체들과 선수들 모두를 다뤄야 하며 기득권층과 특권이 적은 층 간의 간격에 형평성을 유지하기 위해 노력해야 함”(The international federations have to treat all their member federations and their athletes on an equal basis and to try to balance this gap between the privileged and the less or under-privileged.) “올림픽운동의 각각의 기둥역할을 하는 조직체는 각자가 맡아야 할 역할이 있는 것임. 국제연맹이 책임이 무엇인 지와 국가올림픽위원회 책임이 각각 무엇인 지는 매우 명백한 것임”(Each pillar of the Olympic movement has its role to play. It's very clear what the responsibility of an international federation is and what the responsibility of a national Olympic committee is.)이라고 언급하였다고 합니다.
*관찰:
1)ANOC와 IOC위원장의 상기 성명서나 발언 내용은 Paris 2024올림픽육상종목에 우크라이나를 침공한 러시아 선수들의 경기 참가를 배제하고 Paris 2024올림픽 육상 세부종목 우승자(금메달리스트)전원과 LA2028올림픽 육상 세부종목 모든 메달리스트들(금-은-동)에게 포상금을 확대하겠다는 독자적 노선을 승인하여(charted an independent path)추진한 Sebastian Coe가 회장으로 있는 세계 육상의 방침에 대하여 통제할 수 있는 것이 확실히 없음(These statements will certainly do nothing to rein in World Athletics)
2)ANOC나 IOC가 할 수 있는 것이란 육상을 제외한 나머지 국제연맹에 대하여 해당종목 선수들에게 포상금 지급을 자제해 줄 것을 요구하는 것인데 대부분의 국제연맹을 그리 하고 싶어도 여력이 없는 상황이라서 하지 않을 것임. ANOC는 (1)FIFA와 (2)세계 수영(World Aquatics) 및 (3)국제체조연맹(FIG) 등 포상금지급여력이 있어 보이는 3개 국제연맹이 포상금지급을 하지 못하도록 목하 노력 중임
3)하지만 이러한 스토리는 끝난 것이 아니라(This isn’t really over)사실상 이제 시작되고 있는 것임(In fact, it’s just starting)
