평창, 마지막 순간까지 로비계속해야 이길수 있다?(시리즈:73동계올림픽유치경쟁)njzjzg

너무 당연한 이야기다.
자크 로게 IOC위원장은 올림픽유치경쟁과 관련 많은 어록을 남겼다.

그중 세 가지만 소개 한다.

첫 번 째 어록:  "올림픽유치 경쟁 성패는 IOC현지실사 평가에 의한 기술적우위에 의해서가 아니고 "인간적 요인"(Human Factor)에 의해 결전된다.

 두번 째 어록: "올림픽유치에 대륙간 순환원칙을 없다. 만일 그렇다면 IOC는 대륙별로 제한하여 신청을 받아야 한다. 어느 후보도시든지 가장 훌륭한 준비시설과 여건을 갖춘 후보도시면 아무 대륙이든 제한이 없다."

세 번째 어록: "올림픽유치과정에서 가장 중요한 시기는 세 번 있다. 첫번 째가 유치결정 3개월 전이고, 두 번째가 3주일 전이고, 세번 째 가장 중요한 순간(crucial moment)은 투표 3일 전이다."

대개의 경우 올림픽유치경쟁에서 선두주자라고 평가 받는 도시들이 가장 빠지기 쉬운 함정이 바로 "마지막 3일 간 실수 하지 않기 위하여 가만히 조심하면서 자중하기"다.
투표권자들인 IOC위원들도 생각여하에 따라  마음도 변할 수 있는 인간이다.
2012년 올림픽 유치 선두주자였던 파리가 그랬다.
2014년 동계올림픽 유치 선두주자였던 평창도 그러했다.
2012년 올림픽개최도시가 된 런던은 투표 3일 전부터 IOC위원들 표심을 현장에서 런던쪽으로 끌어들였다.
2014년 동게올림픽 개최도시가 된 소치 역시 투표 3일 전부터 막판 투표 재확인 All Court Pressing작전을 이어 나갔다.

우리는 흔히 외신보도가 치켜 세우는 "선두주자론"에 취약하기 마련이다.
외신기자들은 투표권자들인 IOC위원들이 아니다.

표심은 IOC실사 평가결과보고나 프레젠테이션의 짜릿함에 의해 결정되질 않는다.
물론 중요한 요인이긴 하지만 승리를 보장해 주는 결정타는 아니란 말이다.
평소 관리한 인맥과의 깊은 우정, 스킨쉽, 차별화된 로비가 바로 표심을 끌어 모으는 화룡점정이다.

- 2012런던 조직위원장 세바스치안 코우, 2018 후보도시들에게 유치를 위해 마지막 순간까지 로비를 지속해야 한다고 조언

- 현재 평창이 선두로 여겨지는 가운데 뮌헨이 바짝 뒤쫓고 있으며, 안시가 후발주자로 뛰고 있음

- 2005년 선두로 꼽히던 파리를 제치고 런던의 2012 올림픽 유치를 성공으로 이끌었던 코우는 “세 비드 모두 뛰어나다”며 “비드의 마지막 단계에 접어들면서 명확하고 뚜렷한 메시지를 올림픽 무브먼트에 전달하는 것이 무엇보다 중요하다. 일관성을 위해 무엇을, 어떻게 말해야 할지 정확하기 알고 있어야 한다. 그리고 핵심은 최후의 일분일초까지 로비를 계속하는 것”이라고 강조

- 코우는 또한 “로비를 할 때는 세심하면서도 자기의 올림픽 개최 당위성을 계속 재강조해야 하고, 이 작업은 끝까지 이루어져야 한다”고도 설명

- 코우는 (2018 개최지가 결정될) 더반 IOC 총회에 참석 예정이지만, 이제 1년여 남은 2012 런던 올림픽 준비가 한창인 관계로 2018 비드 경쟁을 면밀히 관찰하지는 못한다고 말해

 

Exclusive: "You have to lobby until the very end" Coe urges 2018 bid cities

The three cities bidding for the 2018 Winter Olympics and Paralympics need to lobby right up until the last moment, London 2012 chairman Sebastian Coe has warned.

Annecy, Munich and Pyeongchang are now all entering the final stages of lobbying before the International Olympic Committee (IOC) makes a decision at its Session in Durban on July 6.

Pyeongchang are considered to be the front runners ahead of Munich, whose chair Katarina Witt was recently shown around the London 2012 Olympic Park by Coe (pictured), with Annecy the outsiders.

"These are three extremely good bids," said Coe, who led London's successful bid when they upset the odds in 2005 by beating the favourites Paris.

"As you approach the final stages of a bid race, it is vitally important to be consistent in the message that you are trying to get across to the Olympic Movement. You need to know exactly what you should be saying and exactly how you should be saying so that you never lose that consistency. But the key is to keep going and keep lobbying until there really are no more minutes left."

All three cities have international relations teams working across the world to try to secure the support of IOC members.

"When you must lobby, it must be sensitive but you must be sure that you constantly reemphasise all the reasons why you should be staging an Olympic and Paralympic Games and you must do that until the very end," Coe told insidethegames

 Coe is set to be in Durban for the IOC Session but admitted that he is not able to follow the bid race too closely due the fact that the London 2012 Games are now just over a year away.

"I am not following the 2018 race all that closely because I have a minor problem in trying to figure out how to organise an Olympic and Paralympic Games in London next year," Coe said.

"But I will be in Durban where I will be presenting to the Session and I am fully aware there three very, very good bids on the table who could all stage a spectacular event in 2018."

- "평창이 가장 앞선 게 아니라 뮌헨은 여전히 강하고, 안시도 최근 좋은 평가를 받고 있다. 지난 두 번의 도전에서 실패했던 원인을 면밀히 분석해서 다가올 7월 6일 남아공 더반 IOC총회에서 반드시 평창이 개최하도록 노력하겠다"고 각오를 다져

- 박 차관은 또한 뮌헨유치위의 조직력과 친환경 정책, 풍부한 경험과 대회 개최 능력을 칭찬했고, 안시도 샤를 베그베데 유치위원장 취임 이후 많은 진전을 이루었다고 평가

- 동계올림픽이 아시아 대륙에서 개최된 건 20년 전 1998 나가노 대회가 마지막이었음

- 불과 42일 남은 유치전에 부담감은 커져가고 있으며, 각 후보도시들은 막바지 주요 IOC 미팅을 준비하고 있음

- IOC는 7월 3~9일 남아공에서 총회를 가지며, 그 자리에서 2018 동계올림픽 개최지를 선정함

Korean official plays down PyeongChang as favorite in 2018 bid race

According to the Korean vice minister of culture, sports and tourism Sun-Kyoo Park, the PyeongChang bid is not the frontrunner in the campaign to host the 2018 winter Games. Just days after the key International Olympic Committee (IOC) technical briefing held in Lausanne last week the official spoke to the press and was quick to reel in the image that the city is ahead in this very high stakes race.

Park spoke out as he felt that both the South Korean and international press have dubbed PyeongChang a front-runner in the race and tried to issue the reminder that all three candidates had excellent chances to win the vote to host the Games.

In statements in the Korean press he said, “Munich, Germany has a strong bid and Annecy, France has started ramping up its bid lately and demonstrated its advantages during the IOC meeting in Lausanne.”

“We are doing our best to win in Durban on July 6th but it is too early to say that we are 

ahead of the other candidate cities.”

The vice minister also praised Munich’s team, environmental points and wealth of experiences and their ability to host elite level events. He also mentioned that Annecy has been making major strides under their new leader, Charles Beigbeder.

Park emphasized that “We're trying to identify our shortcomings from the two failed bids and to learn from them. We're making every effort to ensure PyeongChang's victory in Durban on July 6."

The last time that Asia hosted the winter Games was '98 Nagano, Japan so it would make a 20 year stretch since the last time that they were on the continent.

With only 42 days left in the race the pressure is mounting and the bids are preparing for their last few visits to key IOC meetings. The IOC will meet in South Africa July 3-9 to hold their session and vote for the Games.
