[세계반도핑기구(WADA) Beijing2022에서 중국 육류(Chinese meat)섭취時 각별 조심(Extremely Cautious) 권고 내막]
다가온 Beijing2022동계올림픽 및 패럴림픽에 출전하는 선수들은 중국 내에서 육류 섭취 時(when eating meat in China) 금지약물일부가 포함되어 오염될 수도 있는 우려 가운데(amid fears it could be contaminated with banned substances) ‘각별한 경각심으로 대처 할 것’(to exercise extreme caution)이라는 주의보를 발령 받고 있다.
세계반도핑기구(WADA: World Anti-Doping Agency)는 중국 내 잠재적으로 오염된 육류(potentially contaminated meat)와 관련 선수들에게 반복적으로 조언을 하여 왔는데(reiterated its advice to athletes) 중국 내 유통되고 있는 육류에는 스테로이드 성 금지 약물의 일종인 클렌부테롤(clenbuterol)이 낮은 수준의 함량이 포함되어 있다는 것이다.
이 소식은 독일반도핑기구(German Anti-Doping Agency)가 자국 선수들에게 모든 중국 육류 섭취를 피하고 대체 음식을 구하라(to avoid all Chinese meat and to seek an alternative)고 경고한 후 알려지고 있다.
WADA대변인은 중국과 같은 나라등지에서는 선수들이 “대회조직위원회관계자들이 엄선하여 적합하게 처리된 장소에서만 섭취”(to "only to eat at places given the all-clear by event organisers)하라는 지침에 대하여 이야기 하였지만, 사실상 선수들이 선수촌 내에서 대부분 식사를 할 것이므로 이슈가 되지는 않을 것(this should not be an issue as competitors will eat the majority of their meals within the Athletes' Village)이라는 것이다.
모든 올림픽 참가자들은 “폐회로 관리 시스템”(closed-loop management system)의 일환으로 베이징 체류기간 동안 중국 내에서 올림픽 구역 외부세상접근이 불가할 것이며 다시 말해서 그들은 오염된 육류를 판매할 수도 있는(where contaminated meat could be sold) 외부식당방문이 금지된다는 뜻이다.
WADA는 올림픽선수촌을 포함하여 “선수들에게 제공되는 육류가 약물 등에 오염되지 않도록 확실하게 하는 것이 대회조직위원회 관계자들과 중국정부의 책임”(responsibility of event organisers and Governments to ensure the meat available to athletes is not contaminated)이라고 언급하였다.
WADA대변인은 오염된 육류가 연루된 몇몇 케이스에는 가끔 클렌부테롤(Clenbuterol)의 “아주 낮은 수준”(very low levels)이 검출되기도 한다고 덧붙였다.
금지약물인 ‘클렌부테롤(Clenbuterol)’은 거주 국 또는 주로 중국과 멕시코 등 방문한 여러 나라에서 체류하면서 선수들이 섭취하기 용이한 육류에 검출되기 때문에(owing to its presence in meat liable to be consumed by athletes)관련 검사주관자들에게(for testers) 오랜 동안 문젯거리가 되어 왔다.
WADA는 2019년 그러한 케이스에 대하여 취급해 오던 정책을 변경하였는데 WADA집행위원회는 2021년 WADA오염물질 실무그룹(Contaminants Working Group)이 제출한 이뇨제(diuretics) 및 성장촉진제(growth promoters) 최소보고수준(minimum reporting levels) 권고 사항과 관련하여 승인한 바 있다.
개정내용(modification)은 낮은 수준의 클렌부테롤(Clenbuterol)이 검출되는 경우 그 발생된 경위에 대한 조사(an investigation into the circumstances of the finding)를 실시하는 것을 의미한다.
이러한 조사 절차가 종료된 후, 문제의 선수에 대하여 反 도핑규칙위반여부에 대한 혜택 부여가 결정되도록 하는 것이다
이러한 새로운 지침 하에서 클렌부테롤(Clenbuterol)이 5ng/ml이하 농축 성분이 검출될 경우, WADA공인 실험실에서는 검사결과를 비정형적 검출(an atypical findings)라고 보고하게 될 것이다.
WADA대변인은 “양성반응이 검출되는 경위를 살펴보아 해당 선수가 클렌부테롤(Clenbuterol)육류 오염이 심각한 특정 국가들 중 한 나라에 체류하여 왔다는 것을 나타낼 때, 반도핑공동체에서는 특화된 클렌부테롤(Clenbuterol)검출에 대한 소명, 즉 문제의 선수가 섭취했던 육류가 오염되었던 것을 증명하는 절차를 해당선수에게 부과하는 것이 비합리적인 것으로 보고 있다”(When the circumstances of a positive case indicate that the athlete has been in one of the identified countries where clenbuterol meat contamination is significant, the anti-doping community views it as unreasonable to put the burden of proof on the athlete, i.e. to prove that the meat, which he or she had consumed, was contaminated) “하지만 일치된 오염으로 인한 낮은 수준의 클렌부테롤(Clenbuterol)에 근거한 해당 건이 종료되기 전, WADA는 각 조사 건에 대하여 면밀한 조사를 권고하고 있는데 육류 섭취(meat intake)와 오염 육류가 성행하는 지리적 해당지역에 노출되어 있었는지의 여부 같은 것들을 함께 고려하는 것이 필요하다”(However, before a case is closed on the basis of low clenbuterol levels consistent with contamination, WADA recommends careful investigation of each case, considering such things as meat intake and whether there was exposure to a geographical area where contaminated meat is known to be prevalent) “적절한 지침과 조사과정절차를 시행한 후 반도핑기구들은 해당 조사 건을 종료할 수 있는데, 샘플에서 해당 금지약물 검출이 육류 오염과 일치한다는 결정이 내려질 경우, 해당 선수에게 경기 중 수집된 샘플에서의 약물잔류여부 결과를 그대로 유지하도록 허가할 수 있다(After following the appropriate instructions and investigative steps, Anti-Doping Organisations may close cases and allow an athlete to retain their results (for samples collected in-competition) if it is determined that the detection of the substance in their sample is consistent with meat contamination)라고 덧붙였다.
