[스위스은행, 국제복싱연맹(AIBA)계좌폐쇄이유는 Rakhimov AIBA회장에 대한 위험적 평판(Reputational Risk)?]
한 스위스 은행이 국제복싱연맹(AIBA)와 연관된 “평판적 위험”(reputational risk)때문에 AIBA의 계좌를 폐쇄하였다(closed the account of the AIBA)고 2018년 11월21일 자 한 외신이 보도하였습니다.
IOC본부와 국제연맹들이 본부를 두고 있는 스위스 로잔느에 기반을 두고 있는 BCV은행(Lausanne-based Banque Cantonale Vaudoise /BCV)은 Gafur Rakhimov가 지난 2018년1월AIBA임시회장이 된 후 그러한 결정을 내린 것으로 알려졌습니다.
우즈베키스탄 사업가이기도 한 Rakhimov는 지난 2012년 미 재무부(US Department of the Treasury)에 의해 구 소련시절 Brothers Circle이민자들로 구성된 범죄조직의 핵심구성원들(among the main members of a criminal organisation consisting of immigrants from the former Soviet Union's Brothers Circle) 리스트에 등재된 바 있다고 합니다
미 재무부는 Rakhimov가 thieves-in-law그룹을 도와 법 집행당국들을 통해 현안들을 해결해 주고 미팅을 주선해 주고 다른 문젯거리들을 해결해 주었다고 그 혐의를 주장하고 있다(alleged that Rakhimov helped the thieves-in-law group to "resolve issues" with law enforcement agencies, organised meetings and solved other problems)고 합니다.
Rakhimov는 모든 혐의내용들을 부인하고 있으며(denies all the allegations) 자심의 이름이 그 명단에서 삭제되도록 법적 소송에 착수한 바(launched legal action to have his name removed from the list) 있다고 합니다
IOC는 11월 초 모스크바 개최 AIBA총회전, 만일 Rakhimov가 AIBA정식회장으로 선출될 경우, AIBA는 Tokyo2020올림픽 및 향후 대회에서 복싱종목의 미래에 심각한 영향으로 고통 받게 될 수 있다(it could suffer serious repercussions for the sport's future at Tokyo 2020 and beyond) 라고 경고성 메시지를 명시하였던 바 있었다고 합니다.
Rakhimov는 그럼에도 여전히 134표 중 86표를 획득하여 무난하게 유일한 경쟁 라이벌인 카자흐 출신 Serik Konakbayev를 누르고(to comfortably beat his only rival) AIBA회장으로 당선된 바 잇습니다.
하지만 그 전에 AIBA의 오랜 거래처 은행인 BCV(Lausanne-based Banque Cantonale Vaudoise)는 조치를 취하였었으며 그 결과 지난 3월26일 자로 AIBA에 서한을 보내 AIBA와 BCV와의 거래관계를 종결 통보를 하였던 것으로 알려지고 있습니다
동 통보 사한내용은 다음과 같다(This letter read as follows:)
고 합니다:
"Dear Sirs, (친애하는 관계자들에게)
"We regret to inform you that our Executive Board decided to terminate our business relationship with you, pursuant to Article 12 of our General Conditions. (BCV은행 집행부는 우리은행 일반조건조항 12조에 준하여 귀 기관과의 우리의 사업상의 관계를 청산하기로 결정하였음을 통보하게 되어 유감으로 생각함)
"We reached this decision because the allegations made against entities related to the lnternational Boxing Association in recent months represent a reputational risk for our Bank. (우리는 최근 몇 개월 AIBA연계 단체들에 대해 제기된 혐의 사안들이 우리은행의 평판에 위험요소로 작용되기 때문에 이러한 결정을 내리기에 이르렀음)
"Please let us know within 30 days where you would like your assets to be transferred. (30일 이내에 귀 단체의 재산을 이첩할 곳을 알려주시기 바람)
"ln the meantime, we reserve the right to block any unusual incoming or outgoing payment. (그 사이에 우리는 그 어떤 비정상적으로 특이한 입출금 거래를 차단할 권리를 보유하고 있음을 알리는 바임)
"We are also terminating your safe-deposit-box rental; we would therefore invite you to come and empty your safe and hand over the two keys." (우리는 귀 단체가 보유하고 있는 금고대여 사용을 종료하고자 함; 우리는 따라서 귀 단체가 은행으로 와서 금고를 비우고 열쇠 2개를 반납 조치해 주기를 바라는 바임)

동 서한은 BCV은행 부회장인 Michel Aubury 및 수석부회장 Frédéric Gardet이 각각 서명날인하였다고 합니다.
BCV은행 과의 거래정지 이래로 AIBA가 자체 은행 거래처리를 위해(for its banking arrangements) 어떤 조치를 취했는지에 불분명한 가운데 New York Times지는 AIBA가 세르비아에 있는 거래처를 사용하여(using a firm in Serbia) 오고 있다는 보도가 나오기도 한 것으로 알려졌습니다.
AIBA는 이와 관련 여러 번에 걸친 코멘트 요구에 대하여 회신을 하고 있지 않지만(failed to respond to several requests for a comment) Rakhimov회장은 11월21일자 복싱가족에게 보낸 메시지를 통하여 AIBA의 재정적 상황이 안정적(its financial situation has stabilized)이라고 주장한 것으로 알려졌습니다.
다음은 Rakhimov IBA회장의 메시지 내용입니다:
A. "After being close to insolvency at the end of 2017, I am happy to report that our financial situation is now under control." (지급불능 상태에 임박했던 2017년 말 이후, 우리의 재정상황은 이제 제자리를 잡아가고 있음)
B. "Furthermore, as of today, AIBA’s cash flow is now positive and will remain stable following the 2020 Tokyo Olympic Games.(더구나 AIBA의 현금자금흐름은 이제 긍정적이며 Tokyo2020올림픽 이후에는 안정적이 될 것임)
C. "While AIBA will have a negative balance for the coming years, it will turn a positive return at a disciplined, controlled and steady rate. (AIBA가 향후 몇 년 간은 지출초과 상태로 갈 전망인 반면, 앞으로 재정상태는 재정비되고 통제 가능해지며 꾸준한 비율로 긍정적으로 선회할 것임)
D. "Therefore, with regards to finances, everything is under control as we have accomplished our goals of achieving financial stability." (따라서 재정에 관한 한 우리가 재정안정 성취라는 목표를 달성해 왔으므로 만사 제자리를 회복하고 있음)
AIBA의 미래향방은 11월30일~21월1일 Tokyo개최 IOC집행위원회 회의에서 중요하게 다뤄질 안건(expected to be top of the agenda)이 될 것으로 예상되고 있다고 합니다.
IOC가 심각하게 고려하고 있는 옵션들 가운데 AIBA기구자체를 자격정지 시키고 Tokyo2020올림픽 출전 자격부여 복싱토너먼트 대회 조직운영등을 포함하여 Tokyo2020올림픽에서 복싱종목 관할 임시기구 설립계획(establish a temporary governing body to oversee boxing at Tokyo 2020, including organising the qualifying for tournaments)도 검토대상인 것으로 알려지고 있다고 합니다.
