Tokyo2020올림픽 및 패럴림픽 조직위원회는 2018년 12월21일 자로 제3차 재정 예산 수정 본을 공개하였는데 (released the third version of their budget) 예상된 대로 발표된 수치는 이전과 동일한 1.35조엔(US$118억불/약 14조원)이라고(as expected the announced figure has remained the same at ¥1.35 trillion (£9.4 billion/$11.8 billion/€10.6 billion) 합니다.

 

 

 

12월21일 배포된 보도자료에 따르면 조직위원회 관계자들은 예산항목들 중 어떤 분야에서는 경비가 상승한 반면 다른 분야에서는 경비절간이 이루어짐으로 결국 총액에는 변화가 없음(while costs have risen in some areas, they have been reduced in others, therefore meaning no change)을 인정하였다고 합니다.

 

교도 뉴스Kyodo News 보도에 따르면 이러한 발표내용이 12월 초에 나올 것이라고 한 바 있습니다.

 

다음은 Tokyo2020조직위원회 CEO인 Toshiro Muto의 발언 내용입니다:

 

A.  "With less than 600 days to go until the Games, we are finally entering a fully-fledged implementation phase." (대회가 600일도 채 남지 않은 시점에서 우리는 대회실행단계에 최종적으로 돌입하고 있음)

 

B.  "As many aspects of the Games have become more detailed, Tokyo 2020 has seen increases in some areas, but has successfully reduced expenditures in other areas, resulting in the updated budget remaining the same as the previous version. (대회의 여러 면모가 더욱 세분화되면서 Tokyo2020은 어떤 분야에서는 예산증액이 불가피하였지만 또 다른 분야에서는 경비를 삭감하였는데 그 결과 최신 작성된 예산은 이전 예산책정 본과 결국 같아지게 되었음)

 

C.  "There is still a lot of work to be done to control expenditures, but with the cooperation of the IOC [International Olympic Committee], Tokyo 2020 will continue to make best efforts to maximise revenues, contain costs and keep its budget within 600 million yen.” (우리가 경비지출을 통제하기 위해 해야 할 일이 아직 많이 산적해 있긴 하지만 IOC와의 협업으로 Tokyo2020은 수입창출을 지속적으로 극대화하고 필요경비를 포함시킬 것은 포함시킴으로써 조직위원회 예산을 6억엔이내로 유지하고자 최선을 다 할 것임)

 

 

Tokyo 2020조직위원회는 지속적인 마케팅 노력을 통하여 일본 국내마케팅 수입금실적으로 US$1억불까지 추가 증액을 달성하여 최대 US$30억불(약 3,6조원)로 상향 조정된 것("sustained marketing efforts" have seen domestic sponsor revenues in Japan increase by $100 million (£79 million/€88 million) to $3 billion (£2.4 billion/€2.6 billion))으로 이야기 하고 있다고 합니다.

하지만 같은 금액의 경비증액이 교통 수송 분야 및 “대회운영”에 반영된 것(cost increases of the same amount have been reported for transportation and "Games operations")으로 보도된 바 있습니다.

 

 

Tokyo 2020는 경비증액분이 US$1억불(약 1,200억원)에 달하는 기존 예비비부분과 IOC의 Olympic Agenda2020및 신규범(New Norm)권고방침적용의 결과로 성취된 경비절감으로 상쇄되어 충당되게 된 것(the cost increases "are covered by a reduction in the existing contingency of $100 million (£79 million/€88 million)" and by savings achieved as a result of the IOC's Agenda 2020 and New Norm recommendations)이라고 이야기 하고 있다고 합니다.

 

 

보도자료에 따르면 Olympic Agenda2020 및 신규범(New Norm)정책 적용으로 건설에 소요되는 고정예산에서 US$22억불(약 2.84조원)의 비용절감효과를 이미 창출(already produced savings of $2.2 billion (£1.7 billion/€1.9 billion) in the permanent construction budget)하였다고 합니다.

 

John Coates IOC조정위원장은 이와 관련 회사들과 근로자들이 이미 혜택을 보고 있다고 언급하였다고 합니다.

 

다음은 John Coates IOC조정위원장의 발언내용입니다: 

 

A.  "As a major investor in the local economy, the Olympic Games Tokyo 2020 is already acting as a catalyst for companies and workers to benefit from the investments made in the Games." (일본지역경제에 주요 투자자로서, Tokyo2020올림픽은 이미 회사들과 근로자들이 대회연관 투자로부터 이미 혜택을 주는 기폭제로 그 역할을 다하고 있는 것임)

 

B.  "The IOC is pleased that the Games will continue to generate a substantial positive economic impact." (IOC는 대회가 지속적으로 긍정적인 경제효과를 유발할 것에 대하여 만족하고 있음)

 

Coates는 모든 것이 대회자체로 창출되는 수입금으로 충당될 것이므로(as everything will be covered by the revenue generated by the Games itself) 대회운영을 위하여 일반대중의 지갑에서 비용이 발생하지 않을 것("no cost to the public purse" for the operation of the Games)이라고 덧붙였다고 합니다
