IOC는 Tokyo2020올림픽 복싱토너먼트계획 자체를 동결시키는 조치를 단행(has frozen the planning of the boxing tournament at Tokyo 2020) 하였는데 IOC는 올림픽복싱종목경기를 주관하는 단체로써의 권리가 종결될 수 있는 국제복싱연맹(AIBA)에 대한 조사문의(an inquiry)가 시작된 후 내려진 것이라고 11월30일 자 한 외신이 보도하였습니다.
IOC 복싱관련 조사위원회는 Nenad Lalovic 세계레슬링연합(UWW: United World Wrestling)회장 겸 ASIF회장 자격 IOC집행위원이 위원장으로 주도하고 있으며 IOC가 이전에 명시한 “중대한 우려”에 대하여 경주하고 있는 AIBA의 노력을 조사 감독하고 평가하기(oversee the inquiry and assess AIBA's efforts in addressing "significant concerns" the IOC has previously outlined) 위해 구성되었다고 합니다.

조사평가결과가 나오면 AIBA에 대한 자격정지조치로 이어질 수(The outcomes could lead to AIBA being suspended) 있지만 Kit McConnell IOC 스포츠국장에 따르면 “목표는 여전히 올림픽복싱토너먼트가 Tokyo2020올림픽에서 열리도록 하는 것”("the goal was still to have an Olympic boxing tournament at Tokyo 2020")이며 그들은 IOC가 정한 조치와 상관 없이 복싱종목경기가 올림픽에서 치러지도록 확고히 할 수 있는 모든 수단을 강구할 것(would do everything they can to ensure it took place regardless of the moves made by the IOC)이라고 주장하였다고 합니다.
IOC조사위원회(Inquiry Committee)에는 동계올림픽 2연속 동메달리스트로서 평창2018동계올림픽에서 선수자격 IOC위원으로 선출된 핀란드 출신 Emma Terho가 선수대표자격으로 합류하였으며 2013년 IOC위원장 경선 시 Thomas Bach 위원장에 이어 2위로 위원장 경선에서 탈락한 푸에르토리코 출신 Richard Carrion IOC위원(현 Banco Popular de Puerto Rico and Popular Bank의 모회사인 Popular, Inc. 집행의장)이 포함되어 있다고 합니다.
McConnell국장에 따르면 기술적인 계획은 비공개로 막후 진행 중(Technical planning remains ongoing behind the scenes)이라고 합니다.

IOC는 올림픽 솔리다리티 기금 정지조치는 해제한 바 lifted the suspension of Olympic Solidarity funding) 있는데 해제 조건은 각국 국내복싱연맹을 통한 기금신청이나 지급은 불허한다는 것(on the condition that no funding can be applied for or paid through a national boxing federation")이라고 합니다.

IOC의 요구에 반하여(against the demands of the IOC) 11월초 AIBA정식회장으로 Gafur Rakhimov를 강행하여 선출하는 바람에 위기에 빠진(plunged into crisis) AIBA는 이제 오륜심볼과 Tokyo2020로고사용도 금지되었다(banned from using the Olympic rings and Tokyo 2020 logo)고 합니다.
2. IOC의 AIBA애 대한 우려사항과 AIBA의 고립무원 상태
IOC는 AIBA내부에 진행되고 있는 말썽거리(the ongoing troubles within the Federation)에 대하여 “진척된 조사와 AIBA가 그 어떤 조사결과에 대처할 기회부여가 요구된다” ("requires further investigation and the opportunity for AIBA to respond to any findings")고 언급하였다고 합니다
IOC는 성명서를 통하여 “우려분야”(area of concern)에 Rakhimov가 핵심구성원으로의 권한부여와 다국적 조직범죄 네트워크 연관인물로 미 재무부가 명시함(Rakhimov's "delegation as a key member and associate of a transnational organised criminal network by the US Treasury Department")으로써 AIBA회장으로 자신의 역할 수행에 대한 불확실성을 표출하고 있다”("creates uncertainty" about his role as President)고 지적하여 포함하고 있다고 합니다.
이러한 성명서에 IOC가 AIBA와 연관된 이슈들을 주목하면서 Rakhimov라는 실명과 그에 대한 혐의 내용(and the allegations against him when noting the issues with AIBA)을 직접 언급한 것은 이번이 처음(It represents the first time the IOC has directly mentioned Rakhimov)이라고 합니다.
제기된 다른 우려사항들 중에는 AIBA가 스위스에서 은행계좌 개설이 불가하다(the fact that AIBA is unable to maintain or open a bank account in Switzerland)는 사실도 포함되어 있다고 합니다.
Lausanne에 기반을 둔 BCV은행(Lausanne-based Banque Cantonale Vaudoise)은 Rakhimov가 수장으로 있는 세계관할기구와 은행을 연계시킬 경우 발생할 소지가 있는 “평판적 우려”때문에(owing to the "reputational risk" of being associated with a worldwide governing body led b Rakhimov) AIBA계좌를 폐쇄한(closed AIBA's account) 바 있다고 합니다.
다른 재정적 문젯거리도 남아 있는 상태인데(Other financial problems also remain) AIBA와 Rakhimov는 11월30일 AIBA가 안정적(stable)이며 AIBA재정도 통제하(its finances were "under control")에 있다고 주장한 바 있다고 합니다.
IOC는 실무급 접촉 이외에(except at a working level) 지불정지 및 접촉금지 등을 포함하여(including the suspension of payments and the freeze of contacts) AIBA에 대한 이전의 제재조치를 유지해 오고(maintained previous sanctions against AIBA) 있다고 합니다
AIBA에대한 IOC 직접 재정지원금 지원은 2017년 12월에 IOC에 의해 동결된(Direct financial payments to AIBA were frozen by the IOC in December of last year) 바 있다고 합니다.
3. Kit McConnell IOC스포츠국장의 AIBA 및 복싱관련 향후 예상조치 전망
11월30일 IOC집행위원회의 이 같은 결정에 대해 McConnell국장은 전례 없는 일임을 인정하였으며 동 결정은 IOC가 강조한 AIBA내의 지배구조(governance), 재정운영(financial management) 및 복싱경기의 청렴(integrity of its competitions/공명정대함)관련 이슈들에 대해 제대로 대처하지 못한 후(after AIBA failed to address the issues highlighted by the IOC) 취해진 결과라고 합니다.
이러한 조치 근간에는 미 재무부에 의해 묘사된 바 있는 “우즈베키스탄 핵심범죄자들 중 한 명”(one of Uzbekistan’s leading criminals)인 Rakhimov에 대한 우려사항도 포함되는 것으로 알려진 바 있습니다.
McConnell국장은 관련조사문의절차가 향후 몇 개월 간 실시될 것이며 이후 조사결과(the findings)는 2019년 6월 개최되는 IOC총회에 앞서 IOC집행위원회에 상정되게 될 것이라고 밝혔다고 합니다.

IOC집행위원회는 권고사항을 IOC총회에 회부할 수 있는 권한을 가지고(the power to put forward a recommendation to the Session) 있지만 올림픽헌장 규정 상 IOC위원들만이 분쟁 중인 복싱관할기구인 AIBA에 대한 가능한 자격정지조치결정권한(the membership has the final say on the possible suspension of the embattled governing body)을 가지고 있다고 합니다.
McConnell 국장은 목표가 올림픽복싱경기가 열릴 지의 여부, 경기주관 관할주체에 대한 확인이 될 것인데 Tokyo2020올림픽 개최 15개월 전에 열리는 내년 6월 스위스 Lausanne개최 IOC총회가 분수령이 될 것이라고 합니다.
그는 현재 이러한 과정이 ‘불편한” 상황(uncomfortable situation)이 될 것이라고 인정하지만 IOC가 선수들로 하여금 그들의 올림픽 꿈을 보호할 것임을 약속하였다고 합니다.
현재 추세로는 Tokyo2020올림픽에서 복싱토너먼트가 열릴 개연성이 아직 가능한 상태로 이어지고 (still remains possible)있지만 IOC조사위원회가 현 국제관할연맹에 대한 자격정지조치를 권고할 경우 선수들을 위하여 복싱종목은 살리되 AIBA는 제외시키는 것이 현실이 될 선택(without AIBA, an option which could become a reality)의 여지가 살아 있는 것으로 분석됩니다.
