일본정부는 후지 산 분출할 경우를 대비하여 협의과정을 개시하였다(launched a consultation process in case Mount Fuji erupts)고 합니다

 

 

일본 최대규모 인구 최고 인구밀집 섬인 Honshu에 위치한 활화산인(the active volcano located on Japan's biggest and most populous island Honshū) 후지 산은 해발3,776.24 m의 일본 최고높이의 산이며 Tokyo남서부 100km에 위치하고 있다고 합니다.

 

 

후지 산은 1707년이래 화산 분출이 없어(not erupted since 1707) 왔지만 2011년 대 동부 일본지진 충격이 화산활동의 불안감을 유발할지도 모른다는 공포가 상존해 오고 있는(fears that the shock of the Great East Japan Earthquake in 2011 may induce volcanic unrest) 상황이라고 합니다.

 

 

일본 중앙재해관리이사회(Japan's Central Disaster Management Council)는 화산재가 낙하할 속도와 범위를 포함하여 분출이 일어날 경우, 수송인프라 및 물 공급에 미칠 화산재의 영향에 대한 평가를 실시할 것(assess the speed and scope in which volcanic ash will fall, and its influence on transportation infrastructure and electricity and water supplies, in the case of an eruption)이라고 합니다.

 

 

Tokyo대학교 명예교수(a professor emeritus)인 Toshitsugu Fujii가 수장으로 있는 14명으로 구성된 실무그룹은 Tokyo도 지역 재난관리계획에 채택될 것으로 보이는 제안내용을 1년 내에 작성할 계획(plan to draw up a proposal within a year that will likely be adopted in local municipalities’ disaster management plans)이라고 합니다.

 

 

이러한 과정은 Tokyo2020대회와 직접연계 되어 있지는 않다(not directly linked to the 2020 Olympic and Paralympic Games in Tokyo)고 합니다

 

 

그럼에도 불구하고 이러한 계획은 최근 Tokyo202올림픽 IOC조정위원회 John Coates위원장이 일본 내 높은 재난 위험으로 인해 Tokyo2020계획이 전례 없는 도전과제에 직면하고 있다(planning for the Games in the Japanese capital faces unprecedented challenges because of the high disaster risks in the country)는 경고성 메시지 이후 진행되고(nevertheless comes following a warning last week by John Coates) 있는 것이라고 합니다,

9월 초 일본서부지역이 25년 만의 사상최강 태풍의 영향을 받았으며(by the strongest typhoon to strike the nation in 25 years) 단지 며칠 후(then just days later) 진도 6.7규모의 지진으로 최북단 주요 섬인 홋카이도를 마비시켜 약 40명의 사망자를 생겼다(a 6.7 magnitude earthquake that paralysed the northernmost main island of Hokkaido and left roughly 40 dead )고 합니다

 

 

이 사고는 Sapporo가 2026년 동계올림픽 및 패럴림픽 유치를 철회하도록 촉발시킨 장본인(the incident prompted Sapporo to withdraw its bid for the 2026 Winter Olympics and Paralympics)으로 주장되고 있다고 합니다.

 

 

일본은 또한 하절 기 내내 기록을 깨뜨리는 폭염(also suffered through a summer of record-breaking heat)과 7월 치명적인 폭우로 인해 주체할 수 없을 정도의 산사태와 홍수에(deadly, torrential rains in July that unleashed landslides and flooding)시달렸다고 합니다

 

 

John Coates IOC조정위원장은 Tokyo2020 IOC프로젝트 리뷰말미에 “지난 주 발생한 재난은… 내게 확 느끼게 해 준 것이 있으며, 나는 조직위원회가 올림픽대회 계획에 더 복잡한 복합적인 요소들이 추가되어야겠다라는 것에 대해 알게 되었습니다” (So what happened last week...certainly have hit home to me, and I know the Organising Committee, about the further complexity of planning these Games)

 

 

역대 관측기록에 따르면(according to historical records), 후지 산이 1707년 화산분출이 16일 간 지속되었으며(eruption lasted for 16 days) 후지 산 인근과 지금의 Tokyo중심지에 이르기까지 4cm두께의 화산재가 쌓였다(piling four centimetres of volcanic ash near what is now central Tokyo)고 합니다.

 

 

후지 산에는 1960년대 이래 화산활동 징후가 없어 왔다(no signs of volcanic activity at Mount Fuji since the 196s)고 합니다.

 

 

하지만 2012년 9월 국립지구과학 및 재난방지 연구소(the national Research Institute for Earth Science and Disaster Prevention)가 개발하여 선 보인 수학적 모델(mathematical models)이 암시한 바에 따르면 후지 산의 마그마 류(magma chamber)에 대한 압력이 300년 이상 전 후지 산의 마지막 분출 전에 그것보다 1.6 매가파스칼(magapascals) 이나 더 높게 나올 수 있다(the pressure in Mount Fuji's magma chamber could be 1.6 megapascals higher than it was before its last eruption more than 300 years ago)고 합니다.
