[Rio2016 IOC조정위원회 최종방문 점검결산 맥점과 향후 브라질 정국 전개추이 분석]

 

오는 8월5일(금) 리우데자네이루 올림픽개회식을 114일 남긴 시점인 4월13일(수), 3일 간(4월11일~13일)의 IOC조정위원회 최종방문 점검회의를 마치고 7년 간의 긴 준비 최종점검여정의 시금석이 되는 결산평가에 대한 발표가 있었습니다.

1.  주요핵심 점검 결산평가 발표내용 맥점 분석

 

1)  Mme. Nawal El Moutawakel IOC조정위원장은 최종 점검 방문 끝자락에서 “수 천 개의 세부사항들이 아직 해결과제로 남아 있음을 경고하면서” (warning how “thousands of details” still need to be resolved) 조심스런 찬사의 메시지 (a message of cautious praise)를 전달함으로 주의요망과 중간 노고를 치하하는 이중적 메시지로 사료됩니다.

2)  IOC는 정치적인 상황에 대해 관여하지 않는 것이 관례이긴 하지만 3일 간의 최종 점검방문 기간에도 진행되고 있는 브라질의 정치적 혼란으로 야기되는 영향과 일부 경기장의 최종 건축 상황 등 이 가장 시급한 해결과제(the most pressing issues)임을 시사하고 있는 것으로 보입니다.

3)  El Moutawakel 조정위원장은 33개 테스트 이벤트의 성공적 개최 뿐만 아니라 모든 경기장의 건설 진척상황이 양호함(good construction progress)에 대하여 특별히 찬사를 보냄으로 중간 격려의 의도로 분석 됩니다

4)  이로 인해 “테스트 이벤트 참기 선수들과 관련 국제경기연맹들로부터 많은 긍정적인 평가”(lots of positive feedback from athletes and International Federation)가 도출되었다고 발표함으로 조직위원회 및 관계자들에 대한 희망의 다독임으로 보입니다

5)  하지만 “막판 스트레칭이 항상 제일 힘든 단계”(The last stretch is always the hardest.)라고 결론내림으로써 대회시작 때까지 안심할 수 없으니 긴장을 늦추지 말라고 주문한 것으로 보입니다.

6)  문제해결의 시기적절성 여부가 ‘평범한 대회와 훌륭한 올림픽의 차이’(timely resolution will make the difference between average games and great Games)임을 역설함으로 아직 해결과제와 방법이 성공개최준비의 관건임을 시사한 것으로 보입니다

7)  IOC조정위원회는 Rio2016조직위원회 팀과 브라질 각 정부 파트너들에 대하여 그들의 노고를 치하하고 축하함으로 IOC특유의 조직위원회 및 개최국 사기진작 책을 펼친 것으로 분석됩니다.

(1) "During the operational phase that we are entering now, there are thousands of details still to manage, and their timely resolution will make the difference between average Games and great Games.”

2)  기자회견 시 질문에 대한 답변 발언 중에서

(1) "The IOC is an apolitical and non-partisan organization."

 

(2) "We are going ahead with our work despite the political and economic environment, which is not impacting the Games.

 

(3) "Everything is being delivered on time. 

 

(4) "We are moving forward with the operation of the Games, and we await the result [of the vote] on Sunday."

 

3.  IOC조정위원회의 Rio2016에 대한 우려사항 스케치

 

1)  Rio2016 인력 및 기타 인적자원들의 대회조직경험부족(a lack of experience among the workforce and other personnel involved in the Games)

2)  조직위원회 인력들의 영어구사능력 상대적 저급수준(with English language ability relatively low)

3)  Dilma Rousseff 브라질 대통령 탄핵소추권 발효로 야기될 수 있는 대회개회선언 당사자 불투명 성 및 향후 브라질 정국 및 사회적 불안 징조 3가지:

(1) 4월17일 거행된 브라질 국회 하원투표에서 대통령탄핵 소추에 필요한 2/3 절대과반수가 찬성표를 던짐

(Brazilian President Dilma Rousseff moved one step closer to being removed from office after a motion for her impeachment gained the necessary two-thirds majority in the Lower House of Parliament, with just three-and-a-half months to go until the Opening Ceremony of the Rio 2016 Olympic Games.)

 

*필요투표수인 342표를 초과한 367표 찬성으로 상원으로 회부됨/ 7표 기권, 2표 불참을 포함하여 167표 만이 탄핵 소추에 반대 투표 하였다고 함(Her opponents secured 367 votes in the Lower House, comfortably passing the 342-vote mark needed to send the motion to the Senate.

A total of 167 deputies supported Rousseff, while seven others abstained and two were absent.)

 

 

(2) TV생중계로 대통령탄핵 소추 안이 하원에서 가결되면서 길거리로 수 십 만 명의 브라질 국민 지지자와 반대자들이 길거리로 쏟아져 나옴 

(Hundreds of thousands of protesters took to the streets of Brazilian cities including Rio de Janeiro both in support and opposition to the under-fire leader as events unfolded live on television.)

 

(3) Rousseff브라질 대통령은 국가재정 무책임으로 기소중인 바 이는 2014년 대통령선거 당시 예산 차액 조작등과 관련되었다고 함

(Rousseff is accused of "fiscal irresponsibility" in relation to allegedly trying to manipulate budget gaps during the 2014 Presidential Election.)

 

 

4.  Rio2016올림픽 및 브라질대통령 관련 향후 브라질 정국의 전개 추이

 

1)  브라질 하원의 Rousseff대통령 탄핵 소추 안을 2/3찬성으로 브라질상원으로 최종표결을 회부 하였는바 상원에서 단순과반수(50%+1표) 찬성이면 최소한 180일 간 대통령 직무정지가 가능하게 될 상황이 전개되면 재판이 속개되는 동안 Rio2016 올림픽 및 패럴림픽 기간을 훌쩍 넘게 됨

(This means the vote now passes to the Senate, where a simple majority of 50 per cent will be required to force her to stand down for at least 180 days - so until after the Olympic and Paralympic Games - while a trial takes place.)

2)  Rio2016올림픽 임원들은 정치적 변동은 누가 올림픽 공식개회선언을 하느냐를 넘어서 대회에 영향을 끼치지 않을 것이라고 주장하고 있지만 올림픽개최국대통령이 자국개최 올림픽 개회식 개회선언을 하지 못하는 사상초유의 사태에 직면할 수도 있다고 사료됨

3)  Rousseff 대통령은 브라질 반 도핑 입법에 대한 대통령령을 통과시킴으로 브라질이 세계 반 도핑 규정 법 준수국가 반열에 오르게 하는 등 이미 올림픽관련 핵심목표를 달성하였다고 함

(Rousseff has already fulfilled key Olympic-related objectives such as passing a Presidential Decree on Brazilian anti-doping legislation, thus ensuring the country remains compliant with the World Anti-Doping Code.)

 

4)  대통령 소추 안이 무난하게 통과되면 1901년 이래 가장 최악의 경제위기를 맞고 있는 상황에 처한 브라질에 대하여 브라질 통화 가치 개선의 길을 열어줄 수 있을 가능성이 가시적임

(It is also likely that a successful impeachment may go some way towards improving the strength of the currency, currently on course to bring Brazil to its worst recession since 1901.)

 

5)  하지만 지속되고 있는 정치적 혼란으로 인하여 넓게 보면 리우 올림픽에 도움이 되고 있지 않으며 불안정한 시국에 올림픽과 같은 스포츠 행사에 대한 군중데모가 강렬해 지고 반대 움직임이 강경해 질 수 있음

(But the continued political chaos certainly does not help the Games in a wider sense, and it is possible that demonstrations could intensify and harden opposition against a sporting event at a time of such unrest.)

 

6)  수도인 브라질리아에서는 탄핵 소추 투표가 진행되는 동안 브라질 국회 건물 밖에 약 25,000명에 달하는 양쪽 진영의 항의 군중들이 1km까지 이어지는 2m 높이의 높은 벽으로 분리된 상태로 운집하여 있었음

(Around 25,000 protesters from both sides were outside the Congress building during the vote in Brasilia - separated by a two metres high wall stretching for one kilometre.)

 

5.  Rousseff 브라질 대통령의 운명과 향후 경과조치 시나리오

 

1)  만일 Rousseff 대통령이 권좌에서 물러나게 되면 브라질 헌법에 의하여 부통령인 Michel Temer가 대통령직을 자동 승계하게 되어 있음

(If, as seems likely, Rousseff does have to step down, the constitution dictates that vice-president Michel Temer will automatically take over.)

 

2)  Temer현 부통령은 Rousseff대통령이 속한 노동당과의 연정으로부터 지난 달 분리된 브라질 민주운동당 당원임

(He is a member of the Brazilian Democratic Movement Party (PMDB) which split from a coalition with Rousseff's Workers Party (PT) last month.)

 

3)  하지만 그 역시 자신의 문제로 탄핵 소추 고소 건에 직면하고 있음

(But he is also facing similar impeachment accusations of his own.)

 

4)  다음 계승 순위는 브라질 국회 하원의장인 Eduardo Cunha로서 그는 Rousseff대통령을 밀어내는 투표 강행을 선동한 인물임

(Next in line is Eduardo Cunha, the speaker of the Lower House, who instigated the vote against Rousseff.)

 

5)  그도 역시 여러 건의 부패 스캔들에 휘말려 있음

(He is embroiled in several corruption scandals himself.)

 

6)  따라서 금년 후반부 180일(6개월)의 대통령 자격정지가 종료되는 시기인 10월경 어느 시점에서 새로운 대통령 선거가 치러질 가능성도 있음

(It is also possible a fresh election could take place at some point later this year, most probably in October following the conclusion of the 180 day period.)

 

7)  Rio올림픽으로 브라질국민을 결속시키자고 촉구해 온 과거 마르크스주의자인 Rousseff 동지들은 Rousseff가 우익 쿠데타의 희생자라고 주장하고 있음

(Allies of Rousseff, the former marxist guerrilla fighter who has called for the Olympics to unite the population, claim she is a victim of a right-wing coup d'état.)

 

8)  브라질 언론재벌이자 올림픽 방영권을 보유하고 있는 Globo TV사도 이 건에 연루되어 고발된 부류임

(Media conglomerate and Olympics right holders Globo TV are among those accused of involvement in this.)

 

9)  이번 모든 건은 올림픽성화가 수도인 브라질리아에 도착하기 15일 전인 5월3일에 판명될 예정임 

(This all comes 15 days before the arrival of the Olympic Torch into Brasilia on May 3.)

 

 

 

6.  Rio2016 올림픽 성화 점화 및 봉송여정과 그 파급효과

 

올림픽 성화 점화(the Olympic flame lighting)는 고대 올림피아(Ancient Olympia)에서 4월21일 점화되었으며 올림픽 성화봉송(the Olympic Torch Relay)은 5월3일 수도인 브라질리아에서 시작될 예정입니다.

동 올림픽성화봉송은 올림픽대회 메시지를 브라질 전역에 전파하며 올림픽의 중요한 유산임을 강조할 것입니다.

올림픽유산이란 다름아닌 올림픽을 통해 브라질의 1)대중교통시설 확충(improved public transport), 2)쓰레기 관리 시스템 개선(better waste management), 3)도시 기반 운영 시스템 개선(better city operations), 4)직업훈련(job training), 5)최첨단 스포츠시설 및 새로운 학교증축 (state-of-the-art sports facilities and new schools)등을 포함한다고 합니다.
