1.  OBS자산 압류소식

 

9월20일 자 한 외신 기사제목은 “브라질 법원 Rio2016종료 후 올림픽방송서비스(OBS)의 자산 압류하다”(Brazilian court "blocks assets" of Olympic Broadcasting Services following Rio 2016)였습니다.

 

 

브라질 한 법원이 Rio2016종료 후 대회모든 경기장 종목경기를 전 세계 시청자들에게 전달한 TV중계서비스(화면 및 음향)를 총괄하였던 IOC의 올림픽방송 서비스 회사의 자산을 압류하였다고 보도하였습니다

 

AP통신보도에 따르면 이러한 압류결정은 대회기간 중 OBS가 사용하였던 “재정자원, 트럭들, 제반 장비 및 집기 류 등”(financial resources, trucks, equipment and furniture)에 영향을 준다고 합니다.

 

브라질 당국은 법적 결정에 의거하여(according to the legal decision) “OBS가 고용한 일꾼들에 대한 입혔을 가능한 피해에 대한 보상”(compensation for possible damages to workers hired by OBS)대안을 확보하고자 원하는 것으로 알려졌습니다.

 

브라질당국 조사관들은 OBS가 Rio2016올림픽 및 패럴림픽 양 대회 에서 고용한 브라질 사람들의 초과근무에 따른 피해를 보상하기 위한 지불을 할 필요가 있다(OBS needs to pay damages to "overworked" employees )고 주장하였다고 AP통신이 보도하였다고 합니다

 

스페인 수도 마드리드에 기반을 둔 OBS는 모든 동 하계올림픽 및 청소년올림픽(YOG)을 위한 주방송사 조직(as the host broadcaster organisation )취지로 2001년 IOC가 설립한 바 있습니다.

2.  OBS의 업무와 기능

 

OBS는 올림픽주방송사로써 올림픽 모든 종목경기장으로부터 화면과 음향을 전 세계 시청자들에게 전달하는 책임을 부여 받은 조직입니다.

 

OBS의 주장에 따르면 OBS는 “국제신호(international signal)” 또는 “세계 피드”(world feed)를 사용하여 공정한(unbiased)생중계로 라디오 및 TV취재내용을 제작 및 전송한다(produces and transmits)고 합니다.

 

OBS웹사이트 설명에 의하면 OBS의 업무 및 기능은 다음과 같습니다:

 

(1) "In this role, OBS is responsible for developing a consistent approach across Olympic operations while at the same time optimising resources to continually improve the efficiency of the Host Broadcast operation,”(이러한 역할을 수행함에 있어서 OBS는 올림픽 주방송사 운영개선을 지속적으로 진행하기 위하여 가용자신을 최적화하는 동시에 올림픽운영 전반에 걸쳐 일관된 접근방식을 개발하는 책임이 있음)

 

(2) "OBS does so to ensure that all IOC contractual obligations are fulfilled and the Games' Rights Holding Broadcasters (RHBs) are satisfied with the overall television production of the Olympic Games."(OBS는 IOC와 계약된 모든 의무사항들이 완수되고 올림픽 중계권방송사들이 전반적인 올림픽 TV제작에 만족하도록 만전을 기하기 위해 임무를 수행함)

 

Rio2016올림픽 폐막 후인 8월21일 론칭된 올림픽채널 역시 마드리드에 기반을 두고 있다고 합니다.

 

3.  OBS의 Rio2016관련 역할수행 업적과 소송에 대한 법적 방어태세

 

OBS 발표에 의하면 다음과 같이 해당역할과 가능에 대해 기술하고 있습니다:

 

(1) "Olympic Broadcasting Services (OBS) is an internationally renowned organisation responsible for the television coverage and distribution of the signals of the Olympic and Paralympic Games to broadcasters around the world. (OBS는 올림픽 및 패럴림픽 신호들을 전 세계 방송사들에게 TV취재와 더불어 배분하는 책임을 맡은 국제적으로 알려진 조직임)

 

(2) "OBS takes pride in ensuring that regardless of where the Games take place the professionals participating in the operation are provided with working conditions which are in line with the best practices of the industry at an international level and makes extraordinary efforts to help the development of broadcasting professionals at the host cities of the Games.
