[IOC집행위원회(2023년 3월28일자)가 규정한 러시아 벨라루스 선수들 참가 엔트리 관련 권고사항(IOC recommends individual Russian, Belarusian entries)에 대하여]
2022년 12월 Lausanne 개최 Olympic Summit에서 신중하게 준비되고(carefully-prepared) 신중하게 개최된(carefully-staged) 통로마련대책회동 후, 2023년 3월 28일 열린 IOC집행위원회는 그간의 국제적 정황을 참고하여 러시아 및 벨라루스 선수들이 국제경기대회에 중립적 지위의 개인 자격으로(on an individual, neutral basis)출전이 허용될 수 있도록 하는 권고사항을 발표하기에 이르렀습니다.
Thomas Bach IOC위원장은 1시간짜리 뉴스 회견(an hour-long news conference)을 통하여 장장 1,748단어로 구성된 보도자료를 낭독하면서(by reading the 1,748-word news release in its entirety) 뉴스 회견을 시작하였다고 합니다.
그는 우선 선언문을 낭독하였습니다(he began with a declaration):
A.“(IOC집행위원회는 오늘 회의에서 러시아 또는 벨라루스 여권을 소지한 선수들이 Paris 2024올림픽에 참가하는 것에 대하여 협의 또는 숙고하는 것을 고려하지 않았음. IOC는 해당국제연맹들이 설정한 출전자격 평가기준에 의거하여 설사 출전자격부여가 고려될 지라도 적절한 시기에 그들의 참가문제에 대한 결정권을 명시적으로 보유하고 있음” (The [Executive Board] reiterates that the participation of athletes with a Russian or Belarusian passport at the Olympic Games Paris 2024 was not considered either in the consultations or in its deliberations today. The IOC expressly reserves the right to decide about their participation at the appropriate time, even if they would be considered to have qualified according to the qualification criteria set by their respective International Federations (IFs).)
이러한 선언에 이어 IOC는 “우크라이나인들과 우크라이나 올림픽 공동체가 겪고 있는 고통과 고난이 상상을 초월하고 있음을 통감하고 있음”(feels deeply for the Ukrainian people and the Ukrainian Olympic community, whose pain and suffering are beyond imagination)에 관한 심정을 표현하였으며 또 하나의 성명서 내용이 발표되었습니다:
B.“올림픽은 전쟁과 갈등을 방지할 수 없음 또한 강조된 바 있음. 더불어 올림픽은 우리 세계에서 일어나고 있는 모든 정치적, 사회적 도전과제들을 해결할 수 도 없음. 왜냐하면 이들은 모두 정치영역이기 때문임. 하지만 올림픽은 모든 사람이 규칙과 서로를 존중하는 세계를 위한 모범사례를 보여줄 수는 있음)”(It was also emphasised that the Olympic Games cannot prevent wars and conflicts. Nor can they address all the political and social challenges in our world. This is the realm of politics. But the Olympic Games can set an example for a world where everyone respects the same rules and one another.)
성명서는 그리고 나서 “우크라이나 스포츠공동체”(Ukrainian sports community)의 견해가 고려되었다고(considered) 하면서 이어서 그 견해들을 일축하는 설명이 이어졌음(and then dismissed them, explaining:)이 주목되었습니다:
C.“중동, Horn of Africa, 남부 코커서스 지역을 포함한 전세계 70개에 달하는 무력충돌과 전쟁 또한 고려 대상임. 이러한 무력충돌과 전쟁의 영향권에 있는 해당 지역 각국 NOCs들도 올림픽헌장원칙을 준수하고 있음. 그들은 상대방국가출신 선수들에 대하여 대회참가에서 배제해 달라고 요청하고 있지 않고 있으며 해당 선수들이 국제스포츠대회에 아무런 제약 없이 출전하도록 허용하고 있음”(The 70 other ongoing armed conflicts and wars around the world (source: Crisis Group, CrisisWatch Database) were also considered, including the situations in the Middle East, the Horn of Africa, and the southern Caucasus. It was noted that NOCs in the regions impacted by these armed conflicts and wars are following the principles of the Olympic Charter. They are not requesting the exclusion of athletes from the other party in the armed conflict or war, and they are allowing their athletes to compete in international sporting competitions without restrictions.)
IOC는 다시금 UN인권이사회 특별보고자들의 보고 내용을 충실하게 이행하고 있는바, IOC는 러시아와 벨라루스와 관련하여 전쟁범죄에 직접 연루되지 않은 병사들의 관점에서 조차 대회 출전을 허용하도록 촉구하고 있는(pledged allegiance to the United Nations Human Rights Council Special Rapporteurs – on whom “the IOC has to rely” – who have urged the IOC to allow Russian and Belarusian athletes to be able to compete, even to the point of soldiers who have not been directly implicated in war crimes)그들에게 “IOC는 의존해야 한다”(the IOC has to rely”는 입장이라고 합니다.
성명서의 맨 끝부분은 IOC가 해당국제연맹들과 기타 기구들의 요청에 응대하는 것일 뿐이라는 뉘앙스를 풍기고 있는 것(The business end of the statement started with the IOC painting itself as simply responding to the requests of the sports federations and others)으로 보인다고 분석하고 있습니다:
D.“올림픽운동관계자들과의 협의를 하는 동안, 대다수의 핵심관계자들은 각자의 재량권 아래 해당국제경기출전 통로가 열리기를 바라고 있음이 명백함. 그들은 러시아 또는 벨라루스 여권을 소지한 선수들을 용납하기로 결정할 경우 그들의 접근방식을 조화롭게 이행하기 위하여 IOC로부터의 권고 내용을 요청한 바 있음. IOC는 해당국제연맹의 판단에 따라 출전 허용이 파기될 수 있는 조항이 있을 경우에만 그러한 결정을 내릴 것을 권고 하고 있음”(During the consultations with the Olympic Movement stakeholders, the vast majority of the stakeholders were clear that they want a pathway to be opened for the competitions under their sole authority. They requested from the IOC recommendations in order to harmonise their approach, in the event that they decide to admit athletes with a Russian or Belarusian passport to their competitions. The IOC strongly recommends taking such a decision only with the provision that it can be revoked at the discretion of the IF concerned.)
이에 따라 IOC가 적시하고 있는 주된 권고 내용은 다음과 같습니다:
1. “러시아 또는 벨라루스 여권을 소지한 선수들의 경우 유일하게 개별 중립적신분으로 출전하여야 함”(Athletes with a Russian or a Belarusian passport must compete only as Individual Neutral Athletes.
2. “러시아 또는 벨라루스 여권을 소지한 선수들로 구성된 팀(단체전 출전)은 고려될 수 없음”(Teams of athletes with a Russian or Belarusian passport cannot be considered.)
3. “전쟁을 적극적으로 지지한 선수들은 출전 불가함. 전쟁을 적극적으로 지지한 지원 인력도 참가 불가함” (Athletes who actively support the war cannot compete. Support personnel who actively support the war cannot be entered.)
4. “러시아나 벨라루스 군대 또는 해당국 보안 안전 기관과 계약이 되어 있는 선수들 출전 금지. 이와 관련되어 동일한 계약이 되어 있는 지원 인력들도 참가 금지”(Athletes who are contracted to the Russian or Belarusian military or national security agencies cannot compete. Support personnel who are contracted to the Russian or Belarusian military or national security agencies cannot be entered.)
5. “개별 중립선수들은 그 누구라도 모든 다른 선수들과 마찬가지로 적용대상 모든 도핑방지요구사항, 특히 해당 국제연맹의 도핑방지규칙에 명시된 요구사항에 부합되어야 함”(Any such Individual Neutral Athlete, like all the other participating athletes, must meet all anti-doping requirements applicable to them and particularly those set out in the anti-doping rules of the IFs.)
추가세부내역과 함께 부수된 “5쪽짜리 문건”(five-page document) 역시 발행되었는데 다음과 같은 사항이 포함되어 있다고 합니다:
●“단체종목경기 또는 단체전세부종목에 대한 정의에 대하여서는 해당 국제연맹의 규정을 따라야 함”(The definition of team sports or team events shall follow the IF regulations.)
●“SNS 미디어로 생성된 것들을 포함한 기타 적극적인 보조 조치, 모든 관련된 정황, 특히 공공 성명서와 관련하여; 전쟁지지데모 또는 이벤트에 참여하는 행위; 및 우크라이나에서의 전쟁을 지지하는 심볼, 예를 들면 ‘Z’ 심볼을 표시하는 것 등은 고려대상 임”(With regard to other active supporting measures, all relevant circumstances, in particular public statements, including those made on social media; participation in pro-war demonstrations or events; and the displaying of any symbol supporting the war in Ukraine, for example, the ‘Z’ symbol, have to be taken into consideration.)
●“이러한 평가기준을 조화롭게 해석하기 위하여, 국제연맹들은 해당소속국제연맹연합회(ASOIF, AIOWF, ARISF)의 지침 하에 결정을 내릴 단일 독자적 패널 구성을 고려하여야 함”(In order to ensure a harmonised interpretation of these criteria, the IFs should consider creating a single independent panel under the umbrella of the IF associations (ASOIF, AIOWF, ARISF) to take the decisions.)
● “선수들은 ‘개인중립선수들’자격, 영어로는Individual Neutral Athletes’, 불어로는 ‘Athletes Individuels Neutres’로서 경기에 임해야 하는데 약어로는 ‘AIN’이라 표기함”(Athletes must participate in competitions as ‘Individual Neutral Athletes’ in English and ‘Athletes Individuels Neutres’ in French, and use ‘AIN’ as the acronym.)
● “국제연맹들과 국제스포츠경기대회 조직관계자들은 관람객들로 하여금 러시아연맹이나 벨라루스공화국(현재 든 과거 든)이 연상되도록 하는 국기나 다른 물품반입금지 조치가 이루어지도록 확실히 해야 함”(IFs and international sports event organisers must ensure that spectators are prohibited from bringing flags of, and other items that may be associated with, the Russian Federation or Republic of Belarus (current and historical) into the venue.)
러시아와 벨라루스 선수들은 해당종목국가연맹이 아니라 각자 개별적으로 등록해야 하며 그들의 유니폼과 연관된 의류(their uniforms and associated clothing)는 종목 특성 상 달리 요구되지 않는 한(unless a sport’s rules require otherwise) “온전히 흰색 또는 단색 이어야 함”(must be completely white or unicolor)이라고 되어 있다고 합니다.
관련 제반 규정들은 이제 대회경기참가자격이 함께 다시 부여되는 러시아나 벨라루스출신 기술 임원들 에게도 동일하게 적용된다고 합니다.(The regulations also apply to technical officials from Russia or Belarus, who are also now eligible to be part of competitions again as well.)
3월28일(화) IOC집행위원회회의는 오롯이 러시아 및 벨라루스의 복귀 이슈만 다루었다(solely devoted to the Russian and Belarusian re-entry issue)고 합니다;
IOC집행위원회는 3월29일(수) 및 3월30일에도 연이어 회의를 속개되어 다른 문제들도 다루었는데 그 중에 복싱 처리문제(what to do about boxing), Paris 2024 및 LA2028올림픽 연관 스포츠 이슈 등이 포함되어 있었습니다.
