[IOC윤리위원회, Bach IOC위원장에게 3선 출마 촉구에 대한 수락여부결정을 Paris 2024대회 종료 시까지 자제하도록 요청하다]
3월20일자 외신 보도 내용 중 하나 입니다.
IOC윤리위원회는 Bach IOC위원장에게 올림픽 헌장규정개정이 요구되는 3선 출마 촉구에 대한 수락여부 결정 자체가 이슈의 초점으로 맞춰지지 않도록 하기 위해(in order to keep the focus away from the issue) Paris 2024올림픽 종료 시까지 공개하지 않아 줄 것(not to reveal his decision on whether to accept calls for a third term)을 요청하였다고 합니다

2023년 10월 인도 Mumbai개최 IOC총회에서 알제리 IOC위원인 Mustapha Berraf은 16명에 달하는 아프리카 IOC위원들을 대신하여 Thomas Bach IOC위원장이 올림픽운동을 둘러싼 복수의 위기이슈등을 감안하여 2025년 IOC위원장 직에서 물러나자 말고 재임, 사실 상 3선하도록 요청함(asking on behalf of the 16 African members that President Thomas Bach (GER) stay on in view of the multiple crises surrounding the Olympic Movement)으로 센세이션을 불러일으킨(caused a sensation) 바 있습니다.
다음은 Berraf위원의 발언 내용 요약입니다:
“Bach IOC위원장은 고난의 기간을 이겨내며 자신의 결단력을 증명한 바 향후 성취를 이룩하도록 추가적으로 임기를 연장하도록 허용되어야 하며 그리 함으로 IOC가 아주 차분하게 인수인계를 위한 준비를 할 수 있도록 조치를 취해야 함” (President Thomas Bach should be allowed to carry out an additional term of office, which would allow the IOC to go through this period of torment with a President who has proved his mettle, and which will allow the IOC to prepare a transition in a very much more serene manner.)
Berraf 알제리 IOC위원의 이 같은 제안은 3명의 다른 IOC위원들로부터 재청과 3청을 받은 바(endorsed by three other members) 있지만 2013년에 8년 첫 임기 후 2021년에 두번째 임기 4년 재임을 완수한 후 3번째 임기를 허용 받기 위해서는 올림픽헌장규정이 개정될 필요성(the Olympic Charter would need to be amended)이 제기되고 있는 상황입니다
3월19일(화) IOC윤리위원회는 차기 IOC위원장 선거를 위한 지침(directives)과 관련하여 IOC집행위원회에 메시지를 발송하였는데 그 내용을 Mark Adams IOC대변인이 IOC 집행위원회 후 기자회견에서(at the post-meeting news conference)낭독하였다고 합니다:
(1)“지침서 내용은 Mumbai개최 IOC총회에서 언급된 바대로 현재 검토 중임. 2번의 이전 IOC위원장선거에서 적용되었던 원칙이 유지될 것임” (The directives are currently being reviewed, as mentioned during the IOC Session in Mumbai. The principles which apply during the two previously election processes will remain in place.)
(2)“신종 미디어, 소셜 미디어 및 디지털환경을 고려하여 텍스트는 그와 걸맞게 조정될 것임. 2024년 버전은 IOC윤리위원회가 하계올림픽이전에 제도화된 차기 회의기간 동안 최종 마무리될 것임”(Considering the new media, social media and digital landscape, the text will be updated accordingly. The 2024 version will be finalized by the IOC Ethics Commission during its next institutional meeting before the Olympic summer.)
(3)“이러한 지침서의 관점은 중요한 것인데 왜냐하면 우리 모두가 알다시피 2025년에는 선거가 예정되어 있으며 이러한 규칙들은 향후 모든 선거과정에서 적용 되어야할 것들임”(The view of these directives is important, since there will be an election – as we all know – in 2025, and these rules will have to apply during all future election processes.)
(4)“선거와 관련된 IOC위원장의 결정과 연관하여, 그러한 결정의 타이밍이 (차기 IOC위원장)선거 캠페인 자체뿐만 아니라 (Paris2024)올림픽개최 전반에 걸쳐 대회자체에도 그림자를 드리울 수 있는 고도의 위험요소를 만들어 낼 수 있을 지도 모름”(In relation to the IOC President’s decision regarding the election, it is clear that the timing of such a decision, may create a high risk of overshadowing the course of the Olympic Games, as well as the election campaign itself.)
(5)“따라서 이러한 선거과정을 보호하기 위하여, IOC위원장은 그러한 결정을 올림픽 종료 시까지 연기할 것을 권고하는 바임” (Therefore, in order to protect this election process, it is recommended to the IOC President to postpone any such a decision until the end of the Olympic Games.)
(6)“올림픽헌장규정개정이 필요하다고 사료될 경우, 이러한 것은 (추후) 언제라도 IOC위원들에 의한 우편 투표로 실행될 수 있음”(In the event that the Olympic Charter may need to be amended, this can be organized at any time by a postal vote by the IOC members.)
Bach IOC위원장은 아직까지 공개적으로 추가 임기를 위한 위원장선거돌입여부에 대하여 언급하지 않고 있으며(has not said publicly whether he would agree to run for an additional term)이러한 생각을 지지하는 사람들과 사적으로 논의할 요량이라고(he would discuss it privately with those who are supporting the idea)언급하였다고 합니다.
Bach 자신이 1999년 올림픽헌장규정개정에서 위원장선거규정을 다시쓰기과정에서 현 가이드라인을 구체화하는데 일조하였기 때문에 Bach IOC위원장으로는 특히 어려운 문제일 것(an especially difficult question for Bach, since he helped to form the current guidelines in the re-write of the election regulations in the revision of the Charter in 1999.)으로 사료됩니다.
IOC집행위원회는 권고사항을 채택하였음으로 Paris2024올림픽이 종료되는 8월까지는 향방에 대해 알 수 없을 것으로 예상( expect to hear nothing one way or the other from Bach until August) 되지만 갑론을박은 향후에도 누그러지지 않고 계속될 것(the chatter will continue unabated)으로 보입니다
