40년 만에 한국 경만 창원시에서 열리는 제52회 세계사격선수권대회 개막일 오후 창원세계민주평화포럼이 열렸습니다.
필자는 세번 쨰 주제마당인 "스포츠를 통한 평화"(Peace through Sport) Session에 Olgario Vanzquez Rana 국제사격연맹(ISSF: International Shooting Sport Federation)회장과 함께 영어 주제 발표자로 참가 하였습니다.

Peace through Sport and Olympic Movement (Summary)

Sport is an effective communications tool & Action in Motion for Peace.
The latest example of Acton in Motion for Peace has clearly been reflected in the lead-up and during and even after the PyeongChang2018 Olympic and Paralympic Winter Games held in February and March.
The outcome of the PyeongChang2018 Games was well demonstrated and culminated with the following South-North Korean Summit on 27 April 2018.
“Like no other human activity, sport has the power to unite people, regardless of background, culture or belief. This unique unifying power is one of the most important things that sport and the Olympic Games can give us. In our fragile world today, where mistrust and uncertainty on the rise, sport is an anchor of stability for so many people, giving us hope that our shared humanity is stronger than forces that want to divide us.”
Our world needs such symbols of hope. At this moment in time, no other event brings the entire world together in peace and harmony, like the Olympic Games.
The Olympic Games are the best expression of our values in action as well as the action in motion for world peace.
Sport and the Olympic Games must be beyond all the political tensions.
Sport and the Olympic Games must not be a tool for political maneuvering.
Sport and the Olympic Games must be seen as a stage for dialogue toward the global Peace Movement.
Sport and the Olympic Games are symbol of hope and for peace.
We celebrate shared humanity and hope for peace through sport.
This is the message the entire Olympic Movement promotes.
In this way, sport and the Olympic Movement can play an important part to promote friendship, peace, and solidarity through sport in the world.
As Tokyo2020 Olympic Torch Relay slogan says, “Hope Lights our Way for our global Peace and Harmony.”
World Shooting Family Served as Global Trouble-Shooter on Korean Peninsula
*Without such enthusiastic support and global vision of World Shooting Family, Korea would have neither dared to host the Seoul1988 nor PyeongChang2018.
**Shooting Sport Movement was the No. 1 contributor to lay the ground for Korea to realize Peace Olympics both in 1988 and 2018 on the Korean Peninsula. (Every shot told!)
*** As a sign of warm-hearted thanks, on behalf of the entire Korean people and the global Olympic Movement, I would like to pay my highest respect and tribute to World Shooting Family headed by ISSF President Sr. Olegario Vaquez Rana.

창원세계민주평화 포럼 개최…창원선언문 채택
창원세계민주평화포럼이 1일 창원컨벤션센터에서 세계 지도자와 석학, 각 분야 전문가가 참여한 가운데 열렸다.
3.15의거와 부마민주항쟁으로 대변되는 민주와 평화의 도시 창원에서 개최된 이번 포럼에서 경제협력·문화예술·스포츠를 통한 ‘평화’를 주제로 심도있는 논의가 이뤄졌다.
반기문 전 UN사무총장은 포럼 기조연설에서 지난 10년간 평화증진에 노력해 온 전직 UN사무총장과 IOC윤리위원장으로서 이번 창원의 경우처럼 스포츠와 평화의 메시지가 직접 만나는 현장에서 함께하고 있다는 점에 큰 의미를 부여했다.
반 총장은 국제정치의 냉엄한 현실을 최일선에서 겪은 경험을 바탕으로 한반도의 평화에 대한 냉철한 평가와 향후 방향에 대한 묵직한 메시지를 전달했다.
경제협력을 통한 평화 세션에서 임을출 경남대 극동문제연구소 교수는 한반도 신경제지도는 기본적으로 남북간 협력이 핵심축이지만 주변국과의 정책공조가 중요하며, 신경제지도 구상 실천을 위해 주변국의 국가발전전략과의 긴밀한 연계체제 구축을 제안했다.
김시곤 서울과기대 철도전문대학원 교수는 남북통과철도(TKR)를 활용한 한반도 공동번영에 대해 발표하면서 단절돼 있는 남북철도가 경의선·동해선·경원선을 연결하는 것이 통일비용과 유라시아 물류비용을 획기적으로 절감할 수 있는 대안임을 주장했으며, 남부내륙 고속철도가 완성이 되면 경남의 발전이 보장될 것이라는 전망을 내놓았다.
문화예술을 통한 평화 세션에서 박일호 이화여대 교수는 남북문화교류의 성공을 위해 서로의 문화를 자신의 관점과 기준으로 재단하지 않고 다양한 문화들이 공존한다는 다원주의 관점으로 접근해야 함을 주장했으며, 또 남북이 함께 한국적 정체성과 뿌리 찾기를 시도해 보는 사업을 제안하기도 했다.
특히 윤상은 지난 4월 평양에서 남북이 함께한 ‘봄이 온다’ 공연에서 본인이 직접 겪은 에피소드와 함께 남북간 대중음악의 지속적이고 정례화된 교류의 필요성과 그 실천방안을 제시했다.
김경미 삼진미술관장은 파카소의 게르니카, 고야의 전쟁의 참회 시리즈 등 20여점의 전쟁과 평화에 대한 작품설명을 통해 평화의 메시지를 전달하기도 했다.
스포츠를 통한 평화 세션에는 국제사격연맹 올레가리오 바스케스 라냐 회장이 발표자로 나서 남북 선수들이 함께 한반도기를 들고 입장하며 스포츠를 통해 평화와 화합을 이룬 대표적인 사례로 평창올림픽을 소개하며, 창원국제사격선수권대회를 통해 스포츠를 통한 평화구축이라는 놀라운 역사를 이어나가자고 역설했다.
윤강로 스포츠외교연구원장은 스포츠와 올림픽 활동을 통한 평화에 대해 발표하면서 스포츠와 올림픽은 모든 정치적 긴장을 뛰어넘어야 한다고 밝혔다.
윤강로 스포츠외교연구원장은 '스포츠를 통한 평화' 관련 주제 발표에서 "스포츠는 효과적인 의사소통 도구이자 운동을 통한 평화 활동(Action in Motion for Peace)"이라면서 "스포츠는 다른 인간 활동과 달리 배경, 문화 또는 신념에 관계없이 사람을 하나로 묶는 힘이 있다. 불신과 불확실성이 증가하는 불안정한 세계에서 스포츠는 많은 사람에게 안정을 가져다주는 닻과 같다"고 짚었다. (노컷뉴스)
윤원장은 특히 세계 사격인들의 지지와 세계적인 비전이 없었다면 한국은 1988 서울올림픽, 2018 평창올림픽을 주최하지 못했을 것이라고 주장하면서 국제사격연맹에 특별한 감사를 표시했다.
한편 1992년 바르셀로나 올림픽에서 사격종목 최초로 금메달을 목에 걸은 이은철 선수가 사격 스포츠와 평화에 대해 토론해 눈길을 끌었다.
이날 포럼에 허성무 창원시장은 창원선언문을 낭독했다.
허 시장은 “다양한 경제협력, 국경 없는 활발한 문화예술교류, 스포츠를 통해 이념의 장벽을 허물고 관용과 이해를 증진시켜 세계평화를 이룩해 나가자”고 말했다.
또 “2018창원세계사격선수권 대회를 계기로 더 이상 ‘총’이 갈등과 분쟁의 상징이 아닌, 스포츠를 통한 선의의 경쟁과 평화의 상징이 되기를 기대하며, 국제사회도 우리의 기대에 부응해 줄 것”이라고 말했다.
